with so much uncertainty in the air, santa clara county officials took the unprecedented step of banning public or private gatherings of more than 100 people. >> we believe these actions are necessary to protect the well-being of our community during one of the most hess torque public health challenges of our time. >> gatherings of 35 to 100 people are to be halted immediately unless certain conditions are met to reduce the likelihood of transmission at those events. this includes arenas, theaters, restaurants, bars, or any other confined indoor or outdoor space. however, airports, offices, transit, classrooms, medical facilities and retail environments are exempt from the order. >> they have to make these decisions based on limited information about covid-19 and with limited time, because the time to act is now. >> the santa clara county office of education is closing all public schools to students for the next three weeks, a decision that was made in collaboration

with all the shutdowns and cancellations, the crowds all seem to be going to costco. >> they really do. lines out the door, wrapping around the building. some stores hitting capacity limits. >> abc 7 reporter live in san jose with the story tonight. david. >> reporter: alma and dan, from all the crowds we're seeing out today, it seems many people seem resigned it's a matter of if not when the virus could impact their families possibly subjecting them to a quarantine and that means stocking up. the stocking up looks like panic buying. could it be people working at home were sneaking out to go shopping. this san leandro busier than usual as seen from sky7. at other locations shoppers waiting to get in, waiting an hour and a half to two hours even with short shopping list. many caught themselves up in panic buying. >> when i came, i was going to buy a couple of things i was out

all right. sports are canceled, schools are closing, businesses converting employees to work at home status. >> coronavirus is really impacting our lives. there's no doubt anymore. we have a team of experts to help make sense of it all because we need to sort this through. >> so much to talk about here. that includes jim rettew, a master in public policy from duke and political science. we shouldn't talk about that. >> you'll work that out. >> inherent social distancing. >> you worked on civil improvement projects. talk to us now, we're seeing bay area leaders coming up with different solutions as to how we handle this. why are we seeing so many different approaches? >> i can appreciate that. you have one government saying, hey, 100 people for mass gatherings, another 250.

it looks like everyone is coming out with different advice. i would say zoom out and look at the monchengladbaoverall messag. the overall message the same. mass gatherings, especially if you're at risk. the same for tactical things. if you look on a day-to-day basis, you may have one school district closing where another one didn't. if you look at the beginning of the week when most schools were open to the end of the week to now when most schools are closing, they are coalescing around common tactics. >> it's a good point but does seem like a piecemeal approach. one day schools are open in one area and not the next. we sort of instinctively know they are going to close. it's just a matter of time. same thing with venues and concerts an other events and sports events. why this sort of piecemeal approach? >> yeah. per the tenth amendment of the constitution, public health is not an expressed power of the federal government, so it defaults to the state. in california we have a decentralized public health system where that power and

authority is put into the hands of local county public health officials. now, there's pros and cons to this. the pro is they can be nimble and responsive to their communities. for example, santa clara county when they came out doesn't have to ask permission from the state of california or cdc. the drawback is the response can look inconsistent and piecemeal. >> i mean, i suppose it's like that because, for example, santa clara county is seeing a lot of cases, whereas a different county may not be impacted quite as hard, but what good does it really do if one county says no more than 100 people when i can just go over here, go a couple streets over and there are no restrictions. >> i think if you look at the overall landscape now, you are seeing common restrictions. it may again may not be 250 or 100 but the message is the same. it is to empower you, the person at home, to make the right you are immensely powerful to keep yourself safe and to exercise that power. the government is saying avoid

customers are getting their temperatures checked with infrared thermometer and have to sanitize their hands. they have given a stamp to show they met the casino rules. >> just to give other customers of ours peace of mind to know we're trying to detect this, take precautionary steps to try to minimize the transmission. >> the owner says if someone does come down with coronavirus, they will shut down temporarily in order to clean the facility. >> one livermore couple found out thursday night that the venue for their saturday wedding had to cancel because of, of course, coronavirus. now they have less than 24 hours to find a place to get married. abc has their story. >> tomorrow is a big day for you guys. >> it is. >> but you don't know where you're celebrating. >> not yet. >> they are getting married saturday. thursday night their venue canceled. >> my father-in-law was supposed to walk me down the aisle. we had this beautiful outdoor wedding plan, gazebo with people

and flowers. yeah. >> the ravenswood historical site canceled because of coronavirus restrictions. the couple found a winery as a back-up but then it canceled. >> he said we're good to go. we're going to tour the place about noon today and he called and canceled. >> they posted this problems on livermore facebook page and were overwhelmed by the number of people wanting to help. >> the community in livermore was wonderful. complete strangers were offering u their backyard. >> the go-kart racing even offered their party room. >> i would say yes to them but unfortunately it's a little small for what we were looking for. >> the couple actually first got married last year in new zealand but michael's elderly parents weren't able to travel. saturday's wedding was supposed to be for them. >> he's their only son. he's their baby. his mom and dad want to be able to see him get married. >> this afternoon they finally signed with the restaurant at the livermore airport. >> i keep telling myself that 20 years from now it's all going to

rain and showers into next week and heavy snow is likely in the sierra. the approaching storm ranks one on the impact scale a storm of light intensity. much needed storm will bring waves of showers through the weekend and into early next week actually. a chance of occasional thunder and hail mixed with the storm. storm level below 3,000 feet in the bay area. a dusting of snow atop some of our higher peaks. forecast elevation starting midnight tonight. notice the rain and showers develop overnight. by mid-morning tomorrow we'll see a line of fairly steady rain, light to moderate rain sweeping through the bay area. that will be followed by scattered showers and occasional waves of heavier rain here and there during the overnight hours into sunday morning and over in the mount hamilton area, snow developing by sunday morning as the cold air that accompanies the storm starts to settle in. of course heavier snow in the sierra. a break late sunday night but more rain on the way monday and

tuesday. action for april totals through monday night. looks like this, under just half inch to just over an inch of rain. it will ab fairly good soaking for us through the weekend. overnight lows mainly in the upper 40s to right around 50. tomorrow's highs a bit on the chilly side at least compared with the weather we had earlier in the week. only mid-50s tomorrow from coast to inland. as we look ahead to winter storm warning in lake county, in effect from 5:00 a.m. to 11:00 a.m. sunday, above 500 feet over spot sierra. expecting 2 to 6 feet of snow across the sierra, gusts 40 to 60 miles per hour and needless to stay travel will be difficult to impossible. here is the accuweather seven-day forecast for each of the next four days. storm activity ranks one on abc 7 storm impact scale. we might have light snow mix in sunday and tuesday of next week before we finally get a calmer, dryer, and milder pattern of late next week.

public health now says there are 247 confirmed cases of covid-19 in the state. >> there are at least 1700 cases in the u.s. nationwide, 47 people have died of the virus. >> and the president announced today he's declaring a national emergency to deal with coronavirus. >> using federal emergency authorities, the fda approved a new test for the virus. we did this within hours after receiving the application from roche, a process that would normally take weeks. we therefore expect up to half a million additional tests will be available early next week. >> abc 7 news was inside the pleasanton lab that received emergency authorization from the trump administration overnight to ramp up production of a new, faster coronavirus test. the technology from pharmaceutical company roche will speed up the process ten fold. roche has been working around the clock on the new test compelled to respond to what they recognized in late january

as looming global emergency. >> normally this would -- >> now, 400,000 tests will be ready to go out nationwide as early as this weekend. there will be 400,000 more tests manufactured every week after that. smaller testing machine process 385 tests in an eight-hour period and bigger ones can process 960 in that time. >> president trump also announced on twitter tonight cruise companies, carnival, royal caribbean, norwegian and nsc cruises have agreed to suspend friendships trt u.s. effective midnight. the most recent ship hit by coronavirus, the "grand princess" we talked about is still docked at the port of oakland. today princess said 1400 international passengers still on the ship waiting to be transported to their home countries. some americans who got off earlier are making progress. >> americans that needed treatment are receiving it. i spoke to the governor of iowa

today. some of those who now have been cleared are able in proper supervision to be returning to iowa. they are making arrangements to do that. ors in texas -- others in georgia. >> plans for quarantining the crew are finalized now. >> the "grand princess" saga goes on. other passengers are filing lawsuits against cruise line. >> quite an orb diehl. >> dan noyes speaking with many involved. he's with the latest. >> the number of lawsuit climbed to five with more on the way. the main complaint, the princess cruise line knew a passenger left that ship in bad condition and pointed to the coronavirus, yet the company allowed thousands more to board putting this health at risk. >> i think they put the money ahead of the safety of us and our friend. >> i spoke with him at lockland air force base in texas where they are under quarantine. they drove historic route 66

from chicago to san francisco to board the "grand princess." they heard about the coronavirus outbreak on the "diamond princess" in japan but trusted the company would keep them safe. >> didn't hear about anybody sick on this boat until we were the second or third day in the cruise we started hearing rumors of other passengers on the previous cruise having illness issues. >> their lawsuit said it knew at least one passenger of a prior voyage had symptoms of coronavirus yet made the decision to continue the voyage that began february 21st, 2020, with another 3,000 passengers on an infected ship. their attorney based in florida. >> just letting them on the ship blindly not knowing what they were going to walk into. everybody who thought they were going on a dream vacation ended up in a nightmare. >> she has filed four lawsuits this week, including one on behalf of her parents who were on the ship. each of the complaints asks for damages in excess of $1 million. princess cruise lines tell me

they won't comment on pending litigation but the company president released this video yesterday. >> we have battled this virus on two continents, always with the mission of doing the right thing, taking care of our guests and teams so they get home safely while being as transparent as possible with everyone throughout the entire process. >> the process of placing 3,000 passengers in quarantine at military bases across the country has not gone smoothly. >> i'm learning there were still passengers on that ship as of this morning. they just embarked today. >> she questioned the decision to keep passengers together for the two-week quarantine period. >> you get out of the cruise ship and you board a bus. everybody is together. then under the circumstances on a plane for 3 1/2 hours. everybody is on the plane tight. then you get here and it's like, well, if i didn't have it before, there's a chance i've got it now. >> one other important point. none of the quarantined
