good morning, everyone. it's saturday, march 14th. thanks for joining us. of course, we have a lot to cover about the coronavirus emergency and the impact it's having on all of us here in the bay area. we'll get to that in a minute. first, let's start with a quick look at the weather. the rain is coming this weekend. here is meteorologist lisa argent. good morning, lisa. >> good morning. we are returning for cold and wet weather this weekend and next week. level one systems on our storm impact scale with gusty winds, some hail, snow levels start at 3,000 feet. live doppler 7, scattering of showers mainly in the north bay. through san rafael, 101 through

novato, up through st. helena, few scattered showers around santa rosa. and also as you get up toward the delta, dry now. that will be changing because there's a winter storm warning in the sierra nevada. fremont, 680, the hills there looking at some light shower precip. cold system originating from the north that will bring us a huge amount of snow in the mountains. right now it is 49 in milpitas, 51 in santa clara mountain view. the wider picture, little fog in novato at 48. 50 in half moon bay. temperatures are milder with the cloud cover. as we get through the 9:00 hour, we have rain from the delta, napa, half moon bay. by noontime, it is a rainy day across the bay area. the system will stall out. the southern half of the bay already rainier from the east bay to the south bay. then you will be in the north bay. next time we see you, we will talk amounts and detail that winter storm warning throughout the weekend.

liz? >> new developments thisheoniru. a second person has died in santa clara county. county health department said it was a woman in her 80s. she had been in the hospital since march 9th. health officials say they expect cases to continue to grow. >> the outbreak of covid-19 in our county will continue to accelerate. and we anticipate many, many more cases in the days and weeks to come. >> amid fears of the virus spreading, santa clara county, along with so many others, has closed all schools until the end of spring break. sanford university has confirmed its first positive university case for an undergraduate student, who is now self isolating. the school is tracking down anyone the student has had contact with. the university is also making major changes. starting today, dining halls will be closed. instead, students with meal plans will be given

nonperishable. quarter finals will be optional. students are being forced out as well and will have to be moved out by wednesday. we are told there are some exceptions for some students. and the hardest-hit county in the bay area, there's not a place or person untouched by this crisis. as we mentioned, santa clara county called off classes and placed even stricter limits on public gatherings. chris reyes is in san jose where the effects of the pandemic are becoming more and more visible. >> this sign might as well be speaking for the whole county. practically deserted, inside and out and everywhere you look. the kind of quiet too eerie for friday night in san jose. that's because in the county with the highest number of covid-19 cases in california, the message is clear, whether you're a house of worship acres school, business or simply just a family, be ready to hunker down. >> we're supposed to be working from home, too, but we have the kids at home they don't let us

work, because we're distracted. >> the 35 number is very shockin shocking. >> 35 and more gatherings that takes effect midnight march 14. putting a crowd like this one into limbo at a time when employees are already worried about losing pay. >> it's going to be very tough to make a go of it and survive. >> places of worship shutting down its doors while trying to find ways to serve its very anxious membership. >> certainly we're trying to live stream our sunday masses. some parishs may want to do that on a daily basis. >> next door social media, more community building and outreach for sean cartwright, she says it's a silver lining of this crisis. >> maybe this is the first time that people see themselves on the same field as homeless people. that's really important. and people are really pulling together. >> reporter: many of the people i spoke to are reeling from the shock of the last few days.

no doubt they'll spend the weekend planning for this new reality. chris reyes, abc 7 news. oakland public schools are officially closed until april 5th, joining a slue of other school districts that have shut down. three out of every four students in the district rely on free or discounted meals. the district will set up 12 sites, providing a grab and go breakfast and lunch. some student also move their studies online. still, parents are concerned. >> rambunctious children in the house all day. it's a lot to think about, specifically mostly around like how do we ensure they get their instructional time, how do i manage work, the household? >> oakland mayor announced senior centers, libraries, recreational centers, head start programs will also be closed monday. and we know, as we mentioned, there are several school closures across the bay area. we're keeping an updated list of those closures and event

cancellations on our website. you'll find it all on abc 7 news.com/coronavirus. san francisco's department of public health announced that nonessential events of 100 people or more have now been banned. many of those businesses like restaurants, bars, nightclubs and cafes depend on everyday clientele, many with the capacity of more than 100 people. l luis pena has that story. >> reporter: as we got closer we heard what's really concerning. >> normally we bought between 20 and 25 dishes, now we have five or six. >> reporter: city of san francisco announced that the spread of the coronavirus led to a public health order. now nonessential events with 100 or more people are banned. >> the impact has just been devastating. >> reporter: with capacity kept at 100 people to avoid the spread of coronavirus in venues.

midnight sun closed its doors, dna also announced it's closing for the next three weeks. >> it's meant i've had to put a good chunk of my staff on a little bit of a vacation. >> reporter: other businesses are come iing up with strategieo remain open. >> we're trying to target deliveries mostly, and takeouts because i know people are a little afraid to come out and dine. so, we've seen a little increase on deliveries and takeouts. >> reporter: san francisco chamber of commerce is getting calls from 50 to 60 businesses a day, wondering if they'll survive after covid-19 is under control. >> the mayor said, you know, we are deferring business taxes to later into the year. that's a massive move that allows businesses 20, $30,000 back, and allows them to use it on things like rent and keep their employees going. >> it's important to highlight that this ban does not apply to places like food banks, government businesses, grocery

stores, transit among others. here are the confirmed cases of the virus in the bay area. you can see here on the map, 13 new cases in santa clara county, by far the most of any county in the state. the number there is 79, just in santa clara county alone. 20 in san mateo, contra costa county. those numbers, of course, continue to grow. we're getting new details on the princess cruise. there are 15 international passengers who will return home this weekend possibly on charter flights today. 19 crew members tested positive for coronavirus and are being cared for by the ship's medical staff. the ship is expected to leave oakland monday morning and anchor in san francisco bay. we heard stories of fewer riders on bart because of coronavirus and now we have the

numbers to back it up with the biggest fall-off coming thursday. it was 35% below average when compared to thursday's in february. last month typical thursday saw 417,000 riders two days ago, there were about 213,000. the decline has been increasing throughout the week. >> the number of san jose firefighters testing positive for the coronavirus has now doubled. there are now eight total infected. thursday we learned four had tested positive. 80 firefighters are under quarantine. san jose is tracking dozens of firefighters who may have been exposed. fourth tsa agent at the san jose airport has tested positive. co-workers who came in contact with them the past two weeks are being quarantined at home. three of the agents worked at checkpoint b on evening shifts. one worked until february 21st, another until february 26th and the third worked until march

2nd. eight alameda firefighters are quarantined after confirmation that one of their colleagues tested positive for coronavirus. all the firestations are fully staffed with no reduction in capability to respond to calls. today's opening game for the oakland panthers has been canceled. instead the game against the iowa bannerstormers will be postponed until a responsible time to do so. in a statement the team wrote, quote, it must take the necessary steps to contribute to the global fight against t on all of this. lisa will also talk about the weather, because we are finally seeing some rain. >> it's going to feel like winter out there. few showers around the bay area. the pavement is wet, slippery out there. san rafael camera.n the ls temperatures in the upper 40s in the north bay. low 50s in hayward. it's going to be chilly, wet, even the possibility of thunderstorms for the second half of the weekend. winter storm warning in the mountains. travel not advised.

the stock market's whiplash week because of the coronavirus ended on a high note. yesterday, wall street posted its largest single day game since october of 2008. that was the beginning of the financial crisis. the dow jones rocketed up by 1,985 points and the nasdaq also has a big day, rising 673 points. s&p 500 pick ed up 230. new overnight, apple has closed all of its retail stores to help control the spread of

coronavirus. the company announced the plan on friday to close all stores outside of china until march 27th. team members in the company's offices worldwide will work remotely if their job allows. apple said it will roll out new health screenings and temperature checks in all of its offices. hourly workers will continue to be paid as usual and people can still shop on apple's online stores. roche is one of the companies that saw its stock popped up. the bay-area lab has been working around the clock to develop urgently needed krfb test kits. the first ones will be used as early as today. dan ashley has the details. >> we, therefore, expect up to half a million additional tests will be available early next week. i want to thank roche, great company, for their incredible work. >> reporter: that incredible work president trump is speakig of is happening in pleasanton where pharmaceutical giant, roche, has been developing a rapid test for coronavirus,

first batch of 400,000 test kits will be available in days. >> we have tests available to go this weekend, early next week out to a group of about 30 testing laboratories across the u.s. >> reporter: paul brown oversees it all. his company was given emergency authorization by the federal government to scale up production. what should have taken 12 months happened in six weeks. >> it's based on the nobel prize winning technology of pcrpolymer chain reaction. here we have some of the world's experts in pcr, which we've applied to this problem. that's why we've been able to do what we've done. >> reporter: the company has been working nonstop since february 1st, compelled to develop the test and recognizing the threat by this new virus. >> we're very grateful we can actually contribute to hopefully controlling this terrible pandemic. >> dan ashley, abc 7 news.

>> they can process 385 tests in eight hours and bigger labs can process 960 in that time. check this out. this video was taken in hayward yesterday morning. you can see there stretching the length in richmond, the store was bustling with shoppers as well, but there was no toilet paper or paper towels available. water was available but people were limited to one case. other items being snatched up include rice, pasta and refried beans. in watsonville, this is a snapshot of how the coronavirus is changing every day life. there is a black mar a black m toilet paper. we were told people in the truck were selling 96 rolls for $60. america's coronavirus

flights between northern california and europe. the ban will last for 30 days. scrambling to catch last-minute flights before the ban went into effect. many waited for hours before they could get any help. >> we don't know what we're dealing with. every few hours, things are evolving, enacting different policies and restrictions. >> the ban does not affect u.s. citizens, the united kingdom or ireland. arrivals from europe are being funneled into 13 u.s. airports where travelers will be screen bid the cdc. sfo is one of them. list of places shutting down because of the outbreak grows and grows, at least two popular bay area destinations are staying open, for now at least. san francisco and oakland zoos are maintaining their normal operating hours. both are taking precautions. the san francisco zoo says it will temporarily cancel certain events, including public animal

toxi toxin. in the midst of this coronavirus crisis, you can take action and help others. go to abc7news.com/coronavirus and look for this story with a list of options and resources for how you can help. okay. let's get another check of the weather now with lisa. >> hey, liz, good morning to you. we are looking at a big change out there. live doppler 7, we're seeing a few showers up toward santa rosa, highway 101. as we look toward mark west springs, it's west out th as you head down toward 101, certainly some wet pavement there, shifting you eastward over toward napa, looking like there's a few showers. overall, the system getting going throughout the day today. and it's going to stall along the southern half of the bay area. so, places like fremont, 680,

the peninsula and south bay, you'll begin to see more wet weather. it will stay that way throughout the afternoon. mixture of freezing rain and light snow flurries from the sierra nevada, bear value here, southern sierra as well. 54 in oakland, 52 in alameda. as we widen the view, a little bit of fog up toward the north bay. so the drought monitor shows how die we are in yellow. pretty much everyone. as we get into that bay shading, that's a moderate drought. we'll add a little bit of rain. probably about an inch of rain for some of you as we get through the weekend into early next week. cold storm this weekend. wintry mix into next week. we could see some snow around mt. hamilton and looking at that heavy snow travel not advised in the mountains. let's take you hour by hour through your saturday, 6:00. a few light showers.

from vallejo westward. as we get into the noon hour, scattered showers from sonoma, napa, marin. east bay, peninsula, highway 1. this is where that front will bring heavier rain, say, throughout 3:00, 4:00, hills diablo range into davenport, highway 1. we'll see the rain throughout the afternoon and early evening hours. it's 5:30, still raining in parts of the south bay, the east bay. the north bay for this system not going to see as much rain as the rest of you. we're into 10:30 tonight, breaks up north. as we continue this into your sunday, this is very early sunday, into sunday afternoon. you can see the pinks there. in the afternoon, noontime, still a few showers tomorrow and this is the rest of the day on sunday through 11:00. we're going to add the totals into your monday. so, saturday, sunday and monday. looking at anywhere from about half inch in the north bay. but look at the east bay, the

south bay. over an inch. this is where we'll see more rain. little unusual to see the heaviest part of the storm system setting up in the east bay, the south bay, santa cruz mountains could see two to three inches of rain. winter storm warning for lake county until 11:00. that's how cold this system is. in the mountains, on the west slopes, 5:00 this morning. but the rest of tahoe tonight into tomorrow. and look at the totals. we're talking three, four and five feet of snow, as we get into monday at 11:00. so, certainly not advised with with with blowing and drifting. upper elevation wind gusts to over 100 miles an hour in the mountains. 54 in san francisco today as well as santa rosa. uniform cool temperatures, breezy out there. rainy in the east bay and south bay today. level one on our storm impact scale. chance of thunderstorms tomorrow. and we'll keep the trend going monday into tuesday. still chilly. and even by wednesday, we'll slowly warm things up a bit.

many to work from home. does that mean they might want to buy a new home to work from? >> reporter: going into the crisis, zillow was saying inventory was down 15%. now predictions are harder to come by. >> it's sort of both a supply and a demand shock. because a lot of sellers have pulled back and buyers have pulled back. and in that case actually the price impact are pretty ambiguous. we don't really know what to expect. >> reporter: the national association of realtors says there's a good chance the market will remain hot for some but cool for others. the association's chief economist. >> large savings in the equities market and, therefore, they may be somewhat softer. for the starter homes, mid-price home homes, maybe it will be very brisk, the number of buyers, given that some sellers are pulling out, it may mean quite a

competitive environment where there could be multiple process. >> reporter: and then some potential sellers might not want to go through the process right now. >> 20% of the home sellers indicating that they're pulling the listing off or or or o houses because they don't want strangers visiting their homes. >> reporter: what's next? that's hard to know. i asked zillow's jeff tuck what's next. >> the hand sanitizer everywhere and the only surprising thing to me is that all these real estate agents were able to get their hands on hand sanitizer before it sold out last week. >> people do want to buy homes. there is that potentially slowing economy. this is unchartered territory. i'm michael finney. >> we want to intercede on behalf of the kids who rely on the daily services and try to

let's get over to lisa with a look at the rain that's coming this weekend. >> liz, you'll need your umbrella, heavy coat. a one on the storm impact. this system will stall in the afternoon, producing light showers right now, but we'll have waves of showers, gusty winds and by sunday, chance of a thunderstorm, low snow levels down to 3,000 feet. you see lightning toward and snow in st. helena. it's been wet in marin county and higher elevations from the east bay into the santa cruz mountains. just getting going. as we go through the morning hours, it will get progressively breezier and wetter out there. 54 in berkeley as well as oakland. 50 in san francisco. we're looking at the numbers warmer right now. that's the end of that warmth as the rest of the day will be chilly. by 9:00, you can see the rain

pushing to the south and east. by the afternoon, it is a rainy day for most. look into the yellows there. we'll pinpoint where it's going to rain, for how long and how much you can expect in a few minutes. liz? >> lisa, thank you. house speaker nancy pelosi has announce and agreement with the trump administration on the coronavirus legislation. this comes as cases of covid-19 reach more than 2,000 here in the u.s. marcie gonzalez. >> reporter: president trump declaring a national emergency. >> two very big words. >> reporter: unveiling his plan to combat the coronavirus outbreak, including sending states $50 billion in aid and working with the private sector to set up drive-thru testing facilities, like this one just outside of new york city. >> this will start very quickly and we'll have the ability to do in the millions over a very, very quick period of time. >> reporter: through now 2600 cases in the u.s., but with many doctors saying they don't have

access to enough tests, officials explain it's unclear just how many americans are actually sick and how long this pandemic will last. >> it's unpredictable. but if you look at historically how these things work, it will likely be anywhere from a few weeks to up to eight weeks. >> reporter: precautions against the virus shuttering schools. 26 million students set to stay home. nascar and golf's masters joining nearly every other sport in postponing. halts on tvs and movies. in washington state hotel spending down more than 50%. restaurants down 30. meanwhile the world health organization declaring europe is now the epicenter of this outbreak. restrictions on travel to the u.s. from most european countries took effect last

night. americans and green card holders are still allowed to return home with president trump saying they will all be screened for the virus. marcie gonzales, abc news, los angeles. president trump now says he will most likely be tested after the white house said there was no need for him to be tested. th this, after he came in contact with a brazilian official who tested positive. terry moran has more. >> reporter: in the rose garden the president was quick to take responsibility to efforts but when it came to testing. >> i don't take responsibility at all because we were given a set of circumstances and we were given rules, regulations and specifications from a different time. >> reporter: and the president was asked why his administration disbanded the national security office set up to prepare for pandemics. >> when you say me, i didn't do it. we have a group of people. i could ask for my

administration, but i could perhaps ask tony about that, because i don't know anything about it. you say we did that. i don't know anything about it. >> reporter: and what about the president's personal exposure to the virus? pictured here at mar-a-lago last weekend with a brazilian official who since tested positive. the president has not been tested r nor has he isolated himself. >> are you planning to take any kind of precautionary measure to protect you and also your staff who was there with him? >> no. we have no symptoms whatsoever. >> reporter: reporters kept pushing noting other politicians at that same mar-a-lago event have quarantined themselves. >> i don't know that i had exposure but i don't have any symptoms. >> reporter: no doubt that the president was exposed. he was standing right there next to the brazilian official. >> i have no idea who it is. i take pictures and it lasts literally seconds. i have no idea who the gentleman

is. >> reporter: top adviser ivanka trump also had contact with an australia official who tested positive. >> reporter: are you being selfish of not getting tested? >> i didn't say i wasn't going to be tested. >> are you going to be? >> most likely. >> when? >> not for that reason but i think i will do it anyway. fairly soon. we're working on a schedule. thank you very much. appreciate it. >> reporter: meanwhile, president trump is still shaking hands, a lot, contrary to the public health guidance of his own administration and in full view of the american people. terry moran, abc news, the white house. hours after the president said that he will most likely be tested, white house physician sean connelly released an official letter saying the president does not need to be tested or quarantined. quote, given the president himself remains without symptoms testing is not currently indicated and goes on to say i will closely monitor and care for the president and update you as more information becomes available. in other news, there's a unique

welcome back. disneyland is shutting down, start tag. its food won't be going to waste. during its closure, all excess food will be donated to orange county, working with guests wishing to change or cancel their visits and provide refunds. all disney parks across the globe will be shut down as of monday through the end of the month. frozen 2 is coming to your living room early because of the coronavirus outbreak. the sequel will be made available on its streaming service three months ahead of schedule on march 15th. the move comes as schools are closing with millions of children at home. disney is the parent company of abc 7. i feel like there's so much stress and anxiety right now for so many of us, having moments of levity, watching frozen 2. comedy is something we all need right now.

thunderstorms into your sunday, embedded with some hail. snow levels at 3500 feet. mt. hamilton could certainly get a dusting. upwards of an inch to two inches in some spots around the bay. san rafael, it's been wet up there. we're certainly looking at those conditions to continue to get wet but as we look at live doppler 7, not a whole lot going on now. we're looking at a smattering of light shower activity. in the mountains, mixture of rain, mixed with freezing rain. we do have our winter storm warning through monday. travel not advised there. you look at the bigger picture, this is an indication of what we call that cold air cumulus as the cold air offshore indicated from the storm to the north. usually these don't have a whole lot of moisture. 52 in hayward. 54 in oakland. 48 in novato. 50 in san francisco. windchill profile shows it will be breezy out there threw around

the afternoon hours. 15 to 20-mile-an-hour winds. and as we take this into sunday, gets even gustier out there. chilly, wet weekend. and we're going to add to our rainfall deficit, no doubt, here. looking at the golden gate bridge. we had a cold storm right on cue for the weekend. then that heavy snow not letting up in the see air camera until monday. hour by hour, quiet start to your saturday. by the afternoon, things change. rain begins to be more widespread around the bay. by the 3:00 hour, east bay, south bay, we're getting heavier cells of the rain continues to come down into the dinner hour to break in the north bay. overnight hours, we'll see just a little bit of shower activity. this is your very early sunday morning into sunday afternoon. this is when we could see the thunderstorms, higher elevation of snow. right on through the afternoon, some scattered showers until late on sunday. add the totals from friday, saturday, even into monday.

you can see the green. over an inch of rain, inch and a half, while the north bay could see anywhere from a third to about half inch. in the mountains, it's a huge system with anywhere from two to four inches at lake level. you go up in height 7,000 feet. we're talking four to five feet up in the sierra nevada. if you want to go up maybe the middle of next week would be the best bet. 56 in concord, 53 in san rafael. the rain will sit in the east bay and south bay for the rest of the afternoon. showers, chilly today. rain increasing. level one on our storm impact scale. low snow levels, chance of a thunderstorm. and the rain will continue. unsettled weather pattern monday into tuesday. wednesday we get a break. spring arrives thursday night. and looking at milder weather into the end of the week.
