abc7 news. >> we were out driving around the county. it looks like our messaging has worked. people are taking this seriously. >> indeed. day one of the bay area's new normal. people sheltering in place, potentially saving lives while at the same time they're changing their lifestyles. >> this is certainly a good time to learn how to live maybe a little bit slower, a little bit more positively. >> with that we say good afternoon. thanks for joining us. i'm larry beil. >> and i'm ama daetz. at least 100 people in the united states have died in california. the six county area to shelter in place until april th went into effect at midnight. sonoma county is expected to join the order no later than tomorrow. to our south, monterey county has ordered a shelter in place. it goes into effect on wednesday. the number of cases is jumping in california, particularly in los angeles, which reported 50 new cases today. more than 500 people are infected in the state.

>> and we're waiting right now to hear about another county possibly joining the six others impacted by this shelter in place order. abc7 news reporter cornell bernard live in santa rosa in sonoma county with the details. cornell? >> yeah, larry and ama, sonoma county officials say a shelter in place order which could take effect as soon as tomorrow is imminent. that is what the county health commissioner told supervisors this morning. the move would follow the same step six other bay area counties have taken, locking down business and travel for essential cases only. and folks around here seem to be getting ready. >> thank you so much. i appreciate it. have a good one. >> reporter: lisa is thanking the few customers are that are still coming out to eat at mary's pizza shack. >> it's the slowest it's been in over a year and a half that i've been here. >> sonoma county likely joining the bay area shelter in place

order as soon as wednesday night. the restaurant is changing up food service during the pandemic. refferg wre we can drop it off and send you a photo with your text message where your food is at your front door. . there are still signs of life downtown. people and cars. nate auerbach says things are weird and too quiet. >> it's very reminiscent of the fires in 2017 and of course again last year. not a lot of people wandering around right now. >> he is worried what his employees will do during a possible three-week closure. >> we're going to take care of everybody as long as we can, but we obviously can't float this forever. >> many residents are getting actually canceled my elective surgery for thursday just out of prudence, just for my well-being. >> lisa is working behind the bar today but worries about tomorrow. >> it's an eventuality. whether it's today, whether it's tomorrow, whether it's friday, i'm eventually not going to have a -- i'm going to be unemployed.

>> officials say there are six confirmed cases of covid-19 in sonoma county. again, we are waiting for officialer word when that shelter in place order will take effect here in sonoma county. live in santa rosa, cornell bernard, abc7 news. >> all right, cornell, thank you. here is the updated number of coronavirus cases in the bay area. the biggest jump today was in san mateo county which reported 22 new cases, pushing its poelt to 64. santa clara county has 17 new cases today, and now has more than 150 people infected, the most of any county in california. alameda county reported nine new case, putting its total at 27. >> now the county you saw the zero there. they're the only place in the bay area where a resident has not been so far diagnosed with the coronavirus. the county has treated a couple of people, but they weren't from napa county. the napa city council did declare an emergency last night because of the coronavirus threat. >> it's day one of the shelter in place order and we're getting

updates on its scope and impact. we caught up with alameda county spokesperson sergeant ray kelley and mayor london breed. both say it appears people are cooperating. >> it looks like it's going fine. you see the streets are empty. of course there are people i notice taking walks, walking their dogs, and just basically enjoying some fresh air, running errands to the grocery store, getting gas. and those are the types of things that we want to make sure that people have access to do when they need to do them. . >> this morning, we were out. the driving around the county, it looks like our messaging has worked. people are taking this seriously that is a good sign. we've stopped. we've talked to people. they get it. we're seeing people going to and from the grocery stores and doing it in a reasonable way. >> kelly says all evictions in alameda county have been put on hold. he also said deputies are monitoring jail inmates for signs of coronavirus, and the county has emergency plans in place if a case is confirmed.

>> so as we mentioned, the first full day of the shelter in place in six counties. droneview7 over california street. there are hardly any cars out there. like a ghost town in many parts of san francisco, as well as other cities across the bay area. let's check in with abc7 news luz pena who is live in san francisco. luz? >> on a regular day, fisherman's wharf would be packed with people at this time. look around me today. pretty much empty. every store around us closed. we found notices like this one all across san francisco. welcome to day one of shelter in place. the sound of wind and quiet. this is what more than 800,000 san franciscans woke up to today. >> we don't have much choice. this is something that we all have to deal with together. >> contrasting san frcaces. the golden gate bridge pretty much empty. lombard street today, what a

sight. and union square bare, once packed with shoppers now with security guards inside the stores. many stores that were open just 24 hours ago now closed. everything around us desolate. and even though this is not a complete lockdown, with people able to walk their dogs and walk outside their homes, this glimpse into the rest of the city shows how the coronavirus has become top of mind for our community where a concern about social distancing and seeing both the negatives -- >> i found people crowding into the lines for the checkers, and i'm staying six feet away from everybody best i can. >> and positives of the shelter in place. >> the positive for me is it's if everybody does it, it's going to slow this thing down. >> this is certainly a good time to learn how the learn maybe a little slower, a little more positively. >> and depending on the age, the perspective changes. >> we have more time to stay together because we don't have school and it's canceled, and we're going to be in the same

house with all of our family members. it's a good time to really get together. >> #familybonding. >> and it is all about that family bonding. the people that we are seeing out here are pretty much tourists. locals are coming out of their homes for a couple of minutes, walking around and going back home because this is the new reality until april 7th. in san francisco, luz pena, abc7 news. >> i'm not sure as convinced she was loving the #familybonding. luz, people are wondering what a shelter in place order actually means, because you found plenty of people out and about. not huge crowds, but people are outdoors. talk a little more about the guidance, for people who are curious. >> well, this is a public health directive. so if you do have a necessity to go outside of your home you do so, but you have to keep a safe distance between you and the people around you. back to you guys. >> all right, luz, thank you. #familybonding, it's great. check back in a few days or weeks.

abc7 news went on facebook and took a tour of the city answering your questions about the shelter in place order. >> the freeways are definitely empty. this is crissy field right here. i see a few people walking and rung. and that's okay. again, as long as you keep six feet of social distance between folks, that is okay. and frankly, it's good for your mental health. as far as we know, they're not issuing tickets. you don't want to spread the virus. they're asking people not to do that. here is a toll plaza. let me get this. you can see a few cars coming into san francisco right now. >> and take a look at this commute on broadway in san francisco. the usually busy street was empty this morning as people stayed home because of this shelter in place. and droneview7 shows us pier 39 as many have never seen it. it's empty. look at this. the tourist attraction announced yesterday it was closing until april 7th because of course of the shelter in place order. >> right now sky is live above

soe san jose. you can see all the individual streets so you get oriented as to where the helicopter.mply wi distancing order. but as you can see, hardly any cars out there. people at least are listening and paying attention. we have crews all over the bay area checking out various communities affected by this order. let's take a look at some of the other scenes that we found out there today. >> you can leave your house to grocery shop, and there was a line of people to get in at 6:00 a.m. >> just missed the toilet paper. that's the only thing i'm missing. i have everything else. just got to get here early to make sure to get some. >> he was out of luck. the store did not a toilet paper shipment today but expects one tomorrow. hi, i'm leslie brinkley live in the east bay where there is a right here at different locations around the east bay, trucks are rolling. in they are stocked, some of them with toilet paper, with paper towels. so relief is coming for people

in the east bay with these supplies. it may take until overnight and into the day tomorrow before they're actually stocked on the shelves. all right. this is the walmart in san leandro. there still seems to be a good amount of people here. not that many open parking spots open. >> it's carnell bernard in downtown santa rosa where we found members of santa rosa's downtown action organization cleaning and disinfecting door handles on every business on fourth street. >> hayes valley is a normally busy street. you can see the gates are closed, closed, closed, closinged, closed. >> i'm liz kreutz in san san anselmo. creekside pizza and tap room had to cancel their annual st. patrick's day party, but they

continue to cook up the delicious cabbage and corned beef feast, instead offering them to go. >> yesterday we shared the bit of a life of a colleague whose kwief got sick on friday. she is restricting herself to the bedroom while they await test results to the coronavirus. even though he doesn't show any symptoms, see self-isolating as well. juan carlos guerrero shows how difficult that is with the anxiety that comes with being public about their situation. >> lucky, you want to go out? even though i'm supposed to be in self-quarantine, when we told the dog walkers that my wife was sick, they decided not to come back until she got better. so it's up to me to take the dog out. usually dog walking is a social experience. you get to chat with other dog owners, dogs get to socialize. not so right now. talking about this and being open about it is not easy. it's creating a lot of xiety. my wife feels that people are going to shun us or we're going carry some scarlett letter even

if her tests come back negative for the coronavirus. >> we're back! >> hey. hello. >> how you feeling? >> i'm fine. >> fine? >> well, i'm locked um in my room. but other than, that i'm okay. i don't have a cough. i don't have a fever. i'm hungry, though. >> but you can't go out. >> i can't go out. i got a note from kaiser from any primary care physician to say she is sorry i'm locked up in my room, to hang in there. >> after the story aired yesterday, your anxiety spiked a little bit. tell me why. >> i guess i became afraid of becoming the poster child for coronavirus. i know a lot of people are in the same situation i'm i am in, but they do it quietly, privately. and going public made me feel a bit of a target, something that has helped me is my pet. this is the only live thing that

i can be in close contact with these days. and i can touch him. >> you know, i think one of the things that makes it so challenging is you're not sure whether you have it in many cases. and if you have symptoms, i ran into my family doctor yesterday. he was actually giving somebody a covid-19 test in the parking lot because they didn't want to go into the waiting room, and what he said was that there is a lot of bugs floating around. so any time anybody has the slightest elevated fever, they may not necessarily have coronavirus symptoms, but they have something. and they're freaking out because they don't want everybody else to know that they -- because sickness nowadays equals potential pandemic. >> yeah, it's definitely a tough time. >> it's hard. all you can do is wait for the tests and see what it is and stay calm. that's the most important thing. i know it's easy to say.

the nasdaq and the s&p both rose more than 6%. and the reason for that bounce, as we ride the dow roller coaster every day is president trump announcing a plan to send money immediately to americans to offset financial hardships caused by the coronavirus crisis. 7 on your side's michael finney joining us live now from his home as we continue the practice of social distancing with more on what we can expect. hi, michael. >> hey, you guys. let me tell you, the idea of free money is certainly enticing, but we don't know who would get it, how they would get it or when they would get it. if the plan does go forward, the checks could go out to americans as early within the next two weeks. it's all part of massive stimulus package. how much would you get? well, that's still undetermined. but senator romney has suggested $1,000. some democrats as much as $4500.

now treasury secretary steven mnuchin said today millionaires should not get a dime. >> we're looking at sending checks to americans immediately, and what we've heard from hardworking americans, many companies have now shut down, whether it's bars or restaurants, americans need cash now and the president wants to get cash now. and i mean now in the next two weeks. >> now, it is up to congress to hash out the exact details. when will the money actually come? well, a lot of people say it's much more realistic to think in terms of mid- to late april. but this kind of pressure, who knows? maybe the checks will start going out in 10, 11 days. >> it's interesting. this was andrew yang ace big proposal when he was running for president. to help people and a lot of folks out there thought come on, we're not going to do that. and here we are now in a crisis when people really need it. it's happening. >> everybody was making fun of

quarantine. the nets did not identify the rest of the players who tested positive. three other nba players, two with the utah jazz and one with the detroit pistons have also tested positive so far. the interesting note here, if you remember a short time ago, the warriors were scheduled to play the brooklyn nets and the city intervene and said no, no, no, you're not going to have any fans at that game and rudy gobert tested positive. let's change up a little bit. as you can see behind me, it's a beautiful day. and drew tuma is here with the weather report. >> it's sunshine for some. storms for others. live doppler 7 shows we have thundershowers that have popped up in the south bay. let's zoom down the street level, show you where that is occur right now. these are the lightning strikes you can see on live doppler 7. six in the past 15 minutes or so. this is moving towards morgan hill and gilroy right now.

light to moderate rain. even a pop of lightning. and if you do hear thunder you do want to move indoors until the storm passes by, because lightning can strike several miles trohe thunderstorm. very close to those thunderstorms, we haviltonig no. another dusting happening in our highest peaks. earlier about 30 minutes ago we had a thundershower move through livermore. right now the strongest of that storm has really fallen apart. but still, there are some pockets of heavier rain to the north of 580. but we did get this video in from a viewer. watch this. danielle in livermore, that lightning right there. that's what we captured in parts of the inland east bay and the south bay today. again, if you do hear thunder, move indoors as the storms move through. it's a stormy sky from our san jose camera. you're looking south. towards this direction, that would be towards gilroy and morgan hill you. actually see the rain right there falling from this live camera. some dark clouds over much of the south bay. area wide, it's a chillily day

right now. only in the 50s at the 4:00 hour. another day below average. on the storm impact scale, we continue the chance of scattered showers, even the thunderstorms. and again, we have this cold air overhead. so we could see more snow on our peaks. overnight tonight, mostly cloudy skies dropping mainly into the 40s over the next 12 hours. let's time out the storms. by 5:00 p.m., we're still tracking them in the south bay. as the sun sets, watches the storms really diminish. after sus a quiet night out there with a lot of cloud cover. but tomorrow morning we'll track some showers at 7:00 a.m. in the north bay, and again, we're going to rinse and repeat this forecast tomorrow afternoon and evening. anyone is fair game for a shower or a pop-up thunderstorm. not a lot of rain, not out of the question to get a quick quarter inch of moisture. highs tomorrow, stuck in the 50s once again, keeping the cool air overhead with the showers moving through. on the accuweather seven-day

routine. >> this family is learning lessons outside of their house in oakland. >> today is day two of a schedule. it's exhausting figuring out planning. >> day two november school and day one of being under a shelter in place. >> yesterday was hard. everyone was trying to be in their space all day and that's when i realized it was really, really difficult for us. >> her daughter maya is a seventh grader and joins her classmates through zoom. amira says she created an xcel and walks but even that can get hard. >> yesterday we took a walk in the afternoon there is a lot of people out. it is super hard not to distance yourself and don't get too close. >> but she says if it takes studying or working in the backyard to break up being stir crazy inside, it's worth it. >> so today we also mix up, okay, it's nice out. let's go out. get some fresh air, work outside in a different environment to see how it works. >> in is studying from home.

in. >> his he is advising anybody who is experiencing a lockdown right now like we are here in the bay area, do not try to escape the coronavirus because you can't. you're probably only going to spread it more. governor gavin newsom over the weekend directed people 65 years of age and older to stay at home since most of them are the most vulnerable when it comes to this virus, ama. >> so what can you do to avoid becoming lonely? there is a group just for that. david louie is live with the details. >> and there is. hi, david. >> indeed. hi, ama, hi, larry. everyone at some point needs someone to talk with, someone to have a sympathetic shoulder. with senior centers closed right now and the need to self-isolate, seniors are finding someone to listen to them at the friendship line which operates across the bay area. isolation is the new norm. you know people are hold up at home. some of them are alone. seniors in particular have lost access to activity and lunch

programs where they can socialize and share their worries. where do they turn now? >> we're putting a lot of concern nationally on the economic recession or the threat of that, but there is also the threat of the emotional recession. >> patrick created the friendship line 47 years ago at the institute on aging. its staff and volunteers have seen a substantial increase in calls from seniors who need to express their anxiety about needing someone to comfort them. >> one woman was talking to me today about being a child in the whole duck and cover era, you know, from when we were, you know, 7 or 8 years old, and how scary that was. and she said i'm feeling that same way. she said i'm feeling like a child that is scared and i want my mother. >> the friendship line takes calls from all over the bay area, nearly a quarter million calls last year. the volunteers now work at home insthoefd call center to conform to social distancing. but their reassuring voices are there.

some are students studying ike. >>. others are seniors themselves with empathy for their peers. >> many people have some mental health concerns, and a lot of those mental health concerns get exacerbated during times of high stress, exactly what we're facing right now. >> the hope is by providing a reassuring voice, the friendship line can help prevent a lonely senior from falling into deeper isolation as the entire bay area shelters at home. now the friendship line 24 hours a day at a number we'll post online. they do ongoing outreach to lonely seniors. david louie, abc7 news. >> all right, david, thank you. and a lot of people feel lonely. joining me is dr. stacey torres. a ucsf psychology professor. thank you for joining us and skyping in.

you can hear me okay? >> yes, ama, thank you. >> perfect. talk a little bit about what people can do to stay connected during this time. >> so we're in an unprecedented historic moment with lots of uncertainty, and it's causing anxiety for people across all ages. so just being gentle with yourself and understanding that this is going to be a challenge time, and we don't know how long this is going last is something that is an important sort of baseline to start. some things that i recommend as we're practicing social distancing and having to adhere to shelter in place orders are the following. i think in our hyper connected world, we sometimes forget that san francisco is an important way to stay connected. and especially for older adults who may not be as comfortable or as connected with technology, if you are an older person and you're feeling a little lonely or anxious, reach out. make a call. and if you have older relatives

who may be spending a lot more time as home do, is that as well. i also think making sure we're paying attention to our physical health is really important. so obviously eating a lot of healthy fruits and vegetables and getting sunlight and exercise is important. and i know it's challenging now with more restrictions on outside movement, but so far we are still allowed to go outside, have some exercise provided that we keep six feet way from other people. if you have a yard, even stepping out and getting a little sunshine i find lift miss spirits. >> you know, it lift mid spirits today, i went for a jog, and i saw people walking, and they had stopped to talk to someone else. they all kept their social distance, but i could hear them laughing and see them smiling. and that was infectious to me and just felt really good to see people staying calm. because as people, we just want to interact and talk to each other, i think, don't you? >> absolutely.

so we're social creatures. and i think that this historic moment is showing us how much of these day to day interactions on the street, on the train platform -- are important too. and so being able to maintain those as much as you can, whether it's a job, whether you're even sitting on your front porch, be friendly, wave. keep your distance, be respectful, understand that this is a different kind of circumstance, but practice your nontouch greetings. and i'm sure people will appreciate it. >> i think sometimes helping your own anxiety you do that when you're feeling really anxious, let me reach out the someone else and see how they're doing. change the focus and just shift things for a bit and see how others are doing and make sure that you can help them if necessary. >> absolutely. i think we're all looking for a

will work through and we will triumph over fear, anxiety, and this disease. let me talk more pragmatically about what we think that looks like here in the state of california, the nation's largest state. yesterday evening, i laid out a series of new guide distance directives to begin to flood the zone by taking huge workforce that was focused on licensing and oversight on health and safety rules for a panoply of a bunch of different state agencies and now really focusing in on older californians in skilled nursing facilities, our in-homework service support force. some 25,000 strong that help our seniors now that are self-isolating to make sure that meals are provided and prepare and to make sure that needs are met. we laid out a very detailed prescriptive guidance to begin that process anew. accordingly, we wanted to meet

the moment as it relates to new deep anxiety around evictions, issues that it transcend just individuals. many businesses that are being worried to pay rents, commercial establishments. we waved california code to allow local municipalities to allow what is appropriate for them as it relates to moratoriums on those evictions. you saw already further advancements in the city in san francisco and london breed applaud those efforts. mayor liccardo, san jose and los angeles had already advanced local efforts. we hope to see other local efforts throughout the state of california. as i said last night, i'll repeat tonight, we reserve the right to go further if we don't think the local efforts are meeting the moment. but we also made the point that the public utilities commission in the state of california needs to do more as it relates to oversight and management to make sure people are not facing their

gas being turned off, their internet being shut down, their water being shut down. because they can't pay a utility bill or the like. i want to applaud the utilities in the state of the california for managing this moment and that anxiety and advancing their volunteer efforts to not turn off or disconnect the individual customers. we just want to make sure from a consumer protection perspecti perspective -- >> unfortunately, governor newsom's signal is freezing up. but basically, what he said was this is the new normal for at least this period of time, ama, and he did mention that we will -- he is confident we will defeat fear, anxiety and this disease. >> but that we could further see other measures if necessary, but right now just giving us the latest. and trying to assure us that this too shall pass. all right. >> yes. >> stay with us.

oh, i think we have the news conference back. >> we're waiving that for a minimum of 60 days. if your license expired, you don't need to go in. if you're young and healthy and your license expired, you don't need to go in either. we again want to encourage a reduction in the queuing in the field offices and encourage people to utilize at least some patience and not be feeling the anxiety we all feel when our license or registration expires. those were extended in orders last night, and will continue to make sure we monitor and we make sure the enforcement is appropriate throughout the coming weeks and potentially months. we also prioritized homelessness. i was very proud to make a call to mayor libby schaaf of oakland yesterday, let her know 393 rooms were made available. the state of california was able to negotiate and procure the lease for two hotels for people on the streets and sidewalks that are vulnerable to covid as

well as those that may be tested as a priority to get them off the streets into appropriate shelter. i want to make clear, we recognize 393 units is not significant number. in realtime, we are quite literally negotiating with over 901 identified hotels throughout the state of california. tens of thousands of rooms a possibility to come into a portfolio that we can advance very, very quickly. and we can advance it for another reason. the california legislature acted with urgency. the leadership of the state did the right thing in record time. >> and we lost governor newsom again. but basically, the last part, utilities will be kept on, even for those who are having a hard time paying their bills. if your license is about to expire, don't worry about going to the dmv in a long line. they're going relax regulation there's. and 393 rooms for the homeless.
