>> i've issued a public health order to shelter at home effective on midnight friday march 20th through april 7th until such time a modification is made. >> and with that, napa county joins the bay area shelter in place starting friday at midnight. good afternoon. thanks for joins. i'm larry beil. >> and i'm kristen sze. let's get straight to the major developments today on the coronavirus pandemic. the number of worldwide cases has now surpassed 200,000. lawmakers in washington approved a second relief bill that includes free coronavirus testing, paid sick leave for worker, and food assistance. the dow meantime dropped more than 1300 points, another huge down day. it's lost nearly all of its gains since president trump's inauguration. today is the first day of a shelter in place order in sonoma county, and napa county officials announced a shelter in place order to take effect friday morning. abc7 news reporter laura anthony is live in napa county with the

very latest on today's kristen. this press conference just wrapped up a short time ago. it was a little confusing about the time frame, and they did clarify what they're talking about is 12:01 friday morning, which is effectively midnight tomorrow night. this county has not had any confirmed cases that originate heard in napa county of covid-19, but they were taking some public heat for not substituting a shelter in place like most other counties. well, that just changed. >> it is essential to slow virus transmission as much as possible to prevent -- to protect the most vulnerable and to prevent the health care system from being overwhelmed. >> now we were downtown a short time ago before the order became official. the folks who run the restaurants, the businesses here were already expecting it, and i can tell you from being in this and repa. times, it was already,

>> napa knows how to do emergencies. and with all the events that have come before, residents here say they're ready to take on the next challenge in the form of covid-19. >> i think people have to be very cautious about the virus and keep the six-foot distance, as i am from my former partner as well as you. and i think if the health authorities tell us essential s that's what we need to do. >> in downtown napa, it didn't take an official order for many tasting rooms, retail stores or restaurants to close or offer very limited service. >> i know a few of the restaurants are probably going to be staying open just to do to-go orders. >> he has owned ristorante alegria for ten years and feels like he has been down this road before. at least this time he can still

offer takeout. >> every other year it sounds like something happened in napa. but this is something that's happening all over the world, not just in napa. >> napa's many wineries have already closed their tasting rooms gavb neind directive. >> i've been talking with other vintners over the weekend. i think we're all recognizing o find some kind of a solution to help our employees out as well. >> now like most winery, hall wines there, they have a website. they are encouraging folks to go ahead and buy their products online. a lot of vintners are offering discounts, even free or cheap delivery. here in napa county, they're calling this a shelter at home order. this does not affect the schools. the schools had already suspended in-person classes. live in laura anthony, abc7 news.

>> all right, laura, thank you. i see it's drizzling there, so why don't you step inside. a sixth person died of the virus in santa clara county that word today from health officials there. the county now has 175 cases. that's up 20 from yesterday. san mateo reports 80 cases. that's 14 more since tuesday. eight new cases reported in san francisco, which now has 51 confirmed infections. napa remains the only county with no reported cases. let's turn our attention to the south bay. san jose mayor sam liccardo announced a new regional effort aimed at helping vulnerable populations as well as nonprofit organizations that serve them in response to the coronavirus pandemic. abc7 news reporter chris nguyen live at one of the bay area's largest food banks to tell us more about this initiatie. i see all that food behind you, chris. >> that's right, larry. we're live inside second harvest of silicon valley this afternoon, showing you some of the work that's being done to help feed families during this covid-19 crisis. behind me you can see the

volunteers sorting through some of the fruits and vegetables, practicing their social distance. this is one of the organizations that still needs a lot of support, and this new regional effort will make it easier for you to help. this afternoon, a small but mighty group of volunteer as second harvest of silicon valley continues to work in this time of great need. >> everyone adjusting to the new normal of life. so it hits everybody. >> a normal day at the food bank would typically bring 100 volunteers to its sorting and distribution facility. but with the bay area shelter in place ordinance. that number has been slashed in half as demand for services go up. >> and we're having to really do more in our warehouse because we're boxing all the food here so it can go out safely to our sites. >> that's part of the reason san jose has launched a programic ve rse mey a mobilize

vonteers who want to connect with nonprofit organizations during the novel coronavirus crisis. >> to get groceries out to people who are home bound so we have a lot thingschanges in our would usually take months that we're having to do in 24 hours. >> a countywide distribution plan serving other vulnerable populations including children is also in the works. those who are in need of food and other vital necessities can go online to preregister for assistance. >> there is a lot of fear out there right now, and that fear is understandable. but people should know this is a moment of opportunity for all of us. this is a way for us to overcome our fears. if we're able to give help, time, energy, or money, this is a way to do it. >> chance for this community to show just how strong it really is. >> anything i can do to help them, people who really need it, i'm happy to do that. >> to get involved, the website address is siliconvalletrong.org.

ac7news.com. we're live in san jose, i'm chris nguyen, abc7 news. >> all right, chris, thank you. san francisco mayor london breed says city residents are complying with the regional shelter in place order that went into effect yesterday. breed appeared on the new abc news program "pandemic: what you need to know" reiterating what individuals are allowed to do. >> what we're saying to people is stay home as much use possibly can, unless, for example, you need to go out and get food or gas or if you need to go to the bank. we're keeping essential services, pharmacies open and available to the public because what we don't want to see happen is we don't want people to continue to panic and think that they can't get access to something. >> mayor breed also reiterated that people can go up for a walk or to exercise, as long as they maintain social distancing. a new drive-through testing site is now open. sky 7 showing us the site.

this is at the santa clara county fairgrounds. you see the medicalg is rung smoothly. verley life sciences is running this site, a subsidiary of alphabet, google's parent company. you have to apply online to get tested. there is a second drive-through site in san mateo county. an update on one of our colleagues who has been in self-isolation. his wife became ill on friday. and as a precaution, has not left their bedroom. abc7 news producer juan charles guerrero shares what it's been like for them. >> today is the third day since my wife was tested for the coronavirus, and we still don't know the results. that's her back there. she's feeling better now and is trying to work from home, but is still restricting herself to the bedroom in case she is infected. last week i went to the store and stocked up the fridge in case of a shutdown, so we have plenty of food. but i forgot about the dog. so we asked a friend to buy some dog food. i waited inside as she drove up and dropped off two bags outside our front door.

after she left, opened 2 door and brought them inside. that's one issue. the other is junior. phias a es a few weeks ago but said facilities would stay open for students who decided to stay on campus. their friends from southern california moved out, but my daughters decided to stay. >> currently the markets are running on smaller amounts. they're going limit the hours. they're going to try to shut down the dining hall as much as possible, because they want people out. >> yesterday uc san diego sent out this letter. it says "we are strongly urging students who can safely leave to do so as soon as feasible, but no later than march 29th." >> the only thing that was keeping us here is the fact that it's worse in the bay area. >> the university is kicking you out now. >> but that's -- i don't understand why they don't just tell us that, though. >> they got a clearer notice two hours ago. it says "please do not wait to move out." >> i don't know when we're able to leave because i finish finals

thursday night and i want to pack. >> so i should know by the weekend if i'm infected or i'm not. my brother and their stepdad volunteered to go pick them up if i can't. >> yes. >> it's really hard. my daughter is a senior at uc santa barbara. and all the classes are online. other schools are either like uci in irvine, they've already told students there is not going to be a graduation walk. so all the kids are faced with it's their senior year. these were supposed to be really special months for them, and instead they're all in isolation and i mean, it's really hard, especially mentally. they got finals this week. and who can focus with all this going on. >> their final month or two to be with their friends that they made over the past four years, larry. it is a shame. yeah. abc7 news heard from several registered california nurses,

and nurse unions today outside the california pacific medical cnter in san francisco. they say state nurses are suffering from widespread failures from the hospital industry to give them proper safety protection. >> just today we received reports from a cpmc nurse who was not provided a mask that is prom early fitted to take care of a suspected covid-19 patient. >> the nurses unions also said there are reports of some nurses not being told they were caring for a suspected coronavirus patient until some time after. nurses say they're sorely in need of proper protective equipment like n95 face masks to deal with these patients. they're asking the public to donate spare masks and protective equipment to hospitals. president trump is now calling himself a wartime president as he try comes the to grips with the dual health and economic crises presented by the coronavirus pandemic. >> we'll be invoking the defense production act, just in case we need it. in other words, i think you all

know what it is. and it can do a lot of good things if we need it. >> the defense production act, this is a decades old wartime provision that allows mr. trump to direct industries to produce critical splice, like masks and ventilators. critic says the president should have already taken this action. he directed the housing and urban development to suspend all foreclosures and evictions until the end of april and he tended his use of the phrase china virus, denying it puts asian americans at risk saying, quote, i think they probably would agree with it 100%, although many of our colleagues would disagree with that. the treasury department says it wants to start issuing direct payments to americans by early next month, part of its $1 trillion plan to stabilize the economy. this plan calls for the first set of checks to be issued starting april 6th, with the second wave in mid-may. the amounts have not been decided yet. we have much more to come

show you the numbers right now. the dow lost more than 1300 points, or 6.3% of its value, closing at 19898. the dow is 71 points ahead of where it was when barack obama left office in 2016. the s&p 500 fell more than 5% and the nasdaq was down 4.7%. one more quick financial note. the new york stock exchange will temporarily close its trading floors in new york and san francisco because of the outbreak. they'll switch to electronic trading when the markets open next monday. the panic buying we're seeing at grocery stores is boosting shares of companies that make canned goods. campbell soup stock is up 7% in just the last month following a. hormel is up even more, 17% this week. i guess a lot of people are buying chili. also in demand, walmart and target along with kroger,nation. by now you've likely seen the visible reaction to the

coronavirus. empty shelves at the grocery. 7 on your side's michael finney looks at what's behind this buying frenzy. michael? >> yeah, look, there is no denying that it's happening. what's more puzzling is why. >> she admits she doesn't visit online shopper and marketing professor from st. mary's college went to safeway to see the empty shelves for herself. >> this idea that we're going to be in a situation where there is no food and we have to have a year's supply of food and a year's supply of toilet paper, it's a bit surprising. >> long lines only add to the anxiety of shoppers. so does seeing the number of people testing positive for covid-19 growing daily. >> i can't control how quickly it spreads. what can i control? if i have enough toilet paper, if i have enough rice. there is a comfort. to some extent that's what causes hoarding. >> reporter: glen freedman of orinda had hoped to buy paper towels and toiletries but left

with none of these things. he described shopping as crazed but calm. >> there is a lot more of people getting along. you didn't see any of the type of atmosphere of people at each other's throats to be grabbing for things. >> a study by the research firm nielsen drew parallels between stories of a spike in buying of certain products. the sales of medical supplies and rubbing alcohol surged nearly 20% after the first reported cases of the virus in the united states back on january 30th. sales jumped 65 to 85% after the first reported person-to-person transmission of the disease on february 29th. powdered milk sales jumped 85%. and rice and bean sales increased 25 to 37%. >> so i think when something becomes scarce, everybody wants more of it because they're afraid next time there won't be any toilet paper at all. >> major grocery stores have assured the white house there is plenty of stuff. all of the stuff, so there is no reason to hoard. and they're asking you to stop hoarding now.

>> weird times we'll have to get used to. >> thank you, michael. it's a great move to make sure our elderly citizens are taken care of at the grocery store. so special hours to make sure they have enough space and time to get what they need. all bay area safeways will have senior hours from 6:00 to 9:00 a.m. on tuesdays and thursdays starting tomorrow. whole foods now opens an hour early at 8:00 a.m. each day for shoppers 60 and older. target is doing the same each wednesday for one hour at 8:00 a.m. for a full list, go to abc7news.com. droneview7 giving us a look at a deserted fourth street shopping district. this is in berkeley, taken around lunchtime. normally you would see packed sidewalks and no parking there. different story today obviously. nearly every store is closed. just a couple of cafes are open, but they certain all right. right now sky 7 is overhead in walnut creek. let's take a look.

also very, very quiet here because contra costa county is under a shelter in place order. there are just a few cars out g essential service or essential appointments. otherwise, it's not a typical thursday afternoon, that is for sure. >> yeah. it almost looks like a thanksgiving or a christmas holiday. but certainly nothing to celebrate. >> i said not typical, but this is becoming the normal. >> this is our new norm. we have crews all over the bay area checking out communities affected by the shelter in place order. let's take a look at some of the other scenes we find over the past 24 hours. >> the usually packed mel's diner parking lot is empty. i'm kate larsen in san struggling during the shelter in place. they're hoping you'll order to go. but as you can see, nobody is here. no late night redwood high school in larkspur. no play practice, no clubs

now. you could ask for sunshine, but you're going get rain here pretty soon. drew tuma has the forecast. >> we're more showers out there. show you where the wet weather is in the north bay right now. very spotty in nature, but light rain from penngrove to fairfield and napa right now. even guerneville seeing light showers. similar setup as we move farther to the south. light showers dotting the south bay around mountain view outside parts of san jose. fremont some light showers. even some light rain from hayward and light rain around san mateo. but the showers are really going to fall apart as the sun goes down as they really have been over the past couple days. not only rain we're tracking. we had an earthquake just a short time ago. this one just off the northern california coast. you can see on le dpler 7, 5.2, and it occurred in a known area where two faults come very close, the cascadia subduction fault and also the mendocino fault zone. that's where this earthquake occurred. you can see it right here, the

5.2. the shaking intensity, who felt it? closer to the epicenter we felt strong shaking. that's the yellow shading. but even around eureka we felt light to moderate shaking as well. it was felt as south as willetts. nonetheless, you can see the earthquake occurred in a very active area that is known to have earthquakes. back at home right now, we're mainly in the 50s. 53 in san francisco. 57 in oakland and 53 in san jose. so overnight tonight, a couple of showers early on. once the sun goes down, the showers are really going fall apart. mostly cloudy skies. and temperatures chilly again, into the mid-30s and mid-40s over the next 12 hours. the showers right now. 5:00 today, you can see them scattered in nature. watch what happens later tonight. that sun goes down. the showers just fall apart. but we will linger with some of that cloud cover overhead. tomorrow morning it's another cloudy start to the day, and then there is the chance again. you get the daytime heating. you could see a shower pop up.

soon. all of that pretty much on hold for now. all right. that news coming. not much of a surprise as yesterday the governor indicated that schools may not open for the rest of the school year, though no final decision has been made. abc7 news reporter kate larsen spoke with teachers, parents and districts about what they're doing to prepare or to the possibility of a long-term school closure. >> i'm very worried. >> elinka espinosa has three children. her oldest is in eighth grade. >> she was really upset. she was crying. she was asking me are we going to graduate? i really want to go back to school. i've never seen my kids so desperate trying to go back to school. >> espinosa lived in the mission district and says parents in her neighborhood are struggling with the potential long-term school closure. >> they're worried about rent. they're worried about schools. thy -- they don't know what to do. and these are people that don't speak english. so it's a lot harder because they don't know how to help their kids with their homework. >> we'll definitely need to readjust and lower the

expectations for what learning in the classroom will be if it's done remotely. >> stephanie lee is a third grade teacher. she spent the morning on a video chat with her colleagues. much of the discussion was how to provide access to learning materials for all students. >> we have to make sure every student has access to a computer as well as an internet connection. and i in terms of scaling that out, i don't know how we will do that. but i'm sure people will find a way. it's just a very daunting position that we're in right nw. >> sfusd has this out with assignments for pre-k through 12th grade. none of it is required and it's somewhat limited. there are links to coronavirus and virtual field trips to the san diego zoo and yellowstone and relaxation exercises for the youngest students. none of this is meant to preplace two and a half months of school. so right now the districts are scrambling to prepare for that

now your help, your safety. this is abc7 news. >> and here is a look at some of the major developments in the coronavirus pandemic. just a few minutes ago, solano county announced that it will now issue a shelter at home health order. an hour ago, napa announced a shelter in place order that goes into effect friday at midnight, scheduled to last until april 8th. bart says it's on track to lose $37 million per month in fare and parking revenue because ridership is plummeting. safeway, target and whole foods among stores holding special shopping hours in the morning. these are exclusively for seniors and others at risk. the canadian/u.s. border is officially closed to nonessential traffic in both directions. president trump and canadian prime minister justin trudeau announcing that this morning. the two countries say trade and impacted. it's a day after the trump administration announced it

would block migrants and asylum seekers at the u.s./mexico border. all right. over the past couple of day, we've been getting a lot of questions, asking how exactly to manage this bay area wide el pl and napa in issuing this order in place, we definitely want to get a better idea for tips and guidelines. so for that, we are skyping today with san mateo attorney david lin to explain. yesterday we did this on facebook live. i think we got a thousand questions. that's how many questions people have right now. >> thanks for having me here, kristen. it's good to be here today. >> definitely great to have you. i should mention to folks too that you're a former alameda county prosecutor and also mayor of san mateo. so you know the legal side really well as well as the workings of the government when you have an order suchthis benng, which is what are the circumstances for which you can actually go out right now?

we, rightow ther categories of individuals and businesses. individuals must shelter in place unless you are leaving home to do essential activities, essential government functions, and essential businesses. and if you're a business, you must be an essential business. if you're not deemed an essential business, you must cease all activities except for basic operations. so let's kind of cover the most people that this covers and that's the individuals. so what does it mean to shelter in place? it means that you have to stay in your residence unless you are performing essential activities. now this is a lot broader than a lot of people have thought about beause people think about sheltering in place about actually having to hole up in your house, stay in your home, and i think the analogy we used yesterday is people talking about the wildfires where you usf ererying amp dnlty the spread of the virus, but essential activities doesn't mean the same thing that it

, even with the shelter in place order. the first and most obvious is anything related to your health and safety of yourself, your loved ones, your family or your household, you are allowed to go do. if you need to take someone to the hospital, if you need to take someone to a doctor's appointment. if you need to go pick up medication or pharmaceuticals for family members you do that. one of the interesting things about health and safety for family members is it specifically includes pets. so i got a lot of questions yesterday after our meetings about whether you could take your dogs for a walk, whether you can take your dogs to the vet. and absolutely you can go do those things. the second category for essential activities is obtaining necessary services and supplies. and this is very important for people to understand to avoid misinformation that sheltering in place means that you have to rush out and buy three weeks, three months of sutrue. under this order, people can feel free to go out when they

need to, any time they need to obtain necessary services or supplies for themselves, their family, or their households. and that includes groceries, household consumer products, any products necessary to maintain the safety, sanitation and essential operation of your residences. you can see it's a very broad exception. and so people shouldn't worry that they're not going to be able to go to the grocery store, not be able to go out and get takeout food if they want actually. the third essential activity is engaging in outdoor activity. this one i don't think can be stressed enough. you are allowed under this order to engage in outdoor activity. and examples i give are walking, hiking, running. you can go walk your dogs, as i've seen this shelter in place place order roll out over the last couple day, i've seen lot the li.th theirit t ds,ne not gg you're not going get arrested. the one thing they do ask you to do when engaging in outdoor di. so if you see your neighbor, you

for six to 12 weeks. a-list memberships will be put on pause. and auto production is taking a hit. gm and chrysler will close factories through the end of the month. kristen? >> larry, thanks. we know you have a lot of questions about the shelter in place order that just about all of the bay area is now under. so we're going bring attorney david lim back to answer some of your questions. in the last segment we covered when individuals can go out. i want to talk about work a little bit more. and here is a really good question i got from a viewer. what if you have to cross county lines? let's say you go from san francisco county to lake county where they don't have a shelter in place in order to work. what are the rules are different. which rule do you go by? >> well, your business would be dependent on what county you're in. so if you're working in lake county and there is no restrictions currently in lake county, you can travel to lake

county to go do work. you can get in your car, travel to lake county and then come back into the county. there are provisions under the shelter in place order to allow you to travel to get back to your residence if you are in a county that's subject to this order. but there is no restrictions obviously on your business if your business is out in lake county. >> got it. a lot of folks are wondering about hair salons and barbershops. i think a lot of people consider essential to be able to get a trim in a few months' time. but are they covered? >> i think that it depends on the nature of the -- what you're doing at the hair salon and at the barbershop. i think getting a haircut probably would fit under basic health and sanitation and safety for your well-being. we don't want people's hair growing out too long where it might be hard to keep track of. i know that if you're talk about basic amenities like hair coloring, nails, nail coloring, that is probably a slippery slope and probably those are not going to be allowed because i don't think those are going to

be deemed essential activities for purposes of this health and safety crisis. >> all right. some folks are asking about dry-cleaners and laundromats. this one confuses me too. i thought they would be considered essential since they are cleaning-related. but i did see a neighborhood dry-cleaner close. so i'm not sure if that's voluntary. >> i think it's voluntary. specifically in the order, paragraph 10 under xi specifically names laundromats, dry-cleaners about by name as essential -- >> david is on skype. >> clean your clothes. >> all right. you're back. >> yes. and i was saying that i don't know when i froze, but laundromat, dry-cleaners and laundry services are specifically mentioned as being allowed to stay open as essential businesses in order to clean clothes and make sure that no one brings viruses into their home. if you're seei ining closures, probably due to a lack of a business.

landscape gardner to maintain the health, safety and sanitation of the home, but that's an open question. i've been getting a lot of questions about landscape gardeners and i really don't have a solid answer in the order itself that says one way or the other which they that goes. >> i think another point of confusion, david, might be surrounding the construction business. you've got the big projects where they're building apartments, condos, and then you the individual home remodeling which takes place as well. can you sort out the essential from nonessential there? >> well, again, paragraph 10-c talks about essential infrastructure. and essential infrastructure will be allowed to continue to go on during this order. and under essential infrastructure, they specifically define construction of housing. and they go to great lengths to talk about especially in particular affordable housing or housing for individuals experiencing homelessness. now, the word construction of housing specifically in this order. the question you raised that becomes important is what constitutes construction of housing. i think if you are in the middle of a remodel for example, and

is there some part of their operation that is essential that's allowing them to do so? i'm going guess -- i don't know if they still do gun sales. what do you think it is that's allowing them to stay open? >> one of the things about the orders, they are specifically i think on purpose very broad. so they don't put specific restrictions saying this shall be open, this shall not be open, other than restaurants that serve food and essential health care worker, but they're trying to be more inclusive rather than underinclusive. if you sell any sort of food whatsoever, if you sell any grocery, food, anything that maintains the health and welfare of a home, then you're allowed to do it. i would imagine if i was an attorney or an owner of a big 5, what i would argue for big 5 being open is i'm selling camping equipment. i'm selling propane tanks that will allow people to cook food in case of a blackout. i'm selling ready to eat meals that you can take camping with you. so those are things that i think big 5 would be open. i do think that it is probably

open to interpretation, and we've seen that already where tesla in fremont said they were going to remain open and the alameda county health director along with the county counsel came out yesterday and said no, you're not essential and the sheriff has ordered them to shut down production of the tesla factory. i think there is a lot of moving parts. a lot of people are frying to figure out and there are a lot of businesses caught in the middle as to whether they're deemed essential or not. >> absolutely. same goes for i deerships,right? serviceplace, body shops because we're also getting questions about that, things like juan de fucaify lubes. >> auto body shops are covered under paragraph b-i, it mentions gas station, auto supply, auto repair and related facilities. yesterday i hadn't read it carefully enough and i think i hedged on autobody shops. reading that, i definitely think auto repair facilities are covered as an essential business. car dealerships i think probably unfortunately go closer to the

line of the tesla factory where necessarily being able to buy a car at this time period probably is not that important. but you could argue that there are some people who have been taking public transportation this whole time who are going to decide due to social distancing, i'm going to go ahead and buy a car so i don't have to get on mass transit. >> this is a tricky one, david, child care. there are so many types of child care out there. you have child care centers that take care of lots of kids at once you have one-on-one, home care, a shared arrangement. i have a viewer what if i'm taking care of the child of somebody who is an essential worker so they must leave their house to go work and they're leaving their kid. can i go work for them? >> now there is an exception that specifically defines as an essential business child care facilities providing services that enable employees exempted in this order. and i'm readinger have bait tum, in paragraph xxi of paragraph 10. if you're a child care facility and providing child care

services to enable an employee of an essential government worker, an essential business to keep their business open you exempt under the order and you're allowed to keep your child care facility open. now -- the question, and i think what the question comes in, what if you're not a licensed child care provider? what if you're just a friend helping out? that's a gray area. but there are very strict restrictions even for child care facilities. you have to have stable groups of 12 or fewer. and by stable, they mean you can't have a child come in on monday, and then go to a different facility on tuesday and a different on windows and come back to you on thursday. it has to be a stable group of 12 or fewer people. the children can't move around. and if you have multiple groups of kids, then you have to keep them separated either in separate rooms and not mix the groups together. >> all right. we have about 20 seconds, david. but i want to address brian's question on facebook. and coy answer this myself, but i think it would be better if you answered it for us, which is
