usaa is quiet as a shelter at home order has been issued, what that means. people in the bay area are helping each other out during this time, even showing acts of solidarity by something as simple as turning on a light. >> criminals profiting off covid-19 fears, how to keep your information safe and your connection secure. abc 7 news starts right now. >> announcer: now, your health, your safety, this is abc 7 news. tonight, all bay area counties have issued shelter in place orders. solano county's went into effect tonight. napa county goes into effect friday. >> we have four seasons in napa, earthquakes, floods, and repair.

>> up to 20% of the population needs hospitalization. he's asking the federal government for more help. >> we have requested two mobile hospitals. >> president trump today signing a $100 billion plus bill to boost testing for the coronavirus and paid leave for workers. in the united states, there are more than 7,700 cases and 140 deaths. but in wuhan, the epicenter of the virus, health officials reported zero new cases for the first time since the outbreak. good evening and thank you for joining us. >> the shelter at home order for solano county was given late today. >> it comes just a day after one of the county's top health officials said it wasn't needed. >> j.r. stone is following the y linowntown fairfield tonight. j.r. >> reporter: yeah, quiet night in fairfield. businesses had been doing what they can to stay afloat. this note says the owner is over

65 but the youngsters can help you. however, with this order, that all changes. >> i was surprised that it took them that long to issue the order. >> reporter: vonda is referring to officials in solano county finally issuing a shelter at home order similar to the shelter in place orders already being used in all other bay area counties. >> i don't know how i feel about that, like staying home all day long. i'm sure we could still go out and to the parks and stuff. >> reporter: solano county's health officer said tuesday that a shelter in place was not needed. >> and the problem is that people are overreading the orders. they're overreacting. >> reporter: a day later, the county issued a shelter at home order. the shelter at home order allows people to go outside and take walks but has the same type of business and travel restrictions as a shelter in place. >> i think the low count of people affected by it in in in n

know of. that's up 20 from yesterday. san mateo reports 14 more since tuesday. 8 new cases reported in san francisco which now has 51 confirmed infections. napa is still the only county with no reported cases. >> the abc 7 news iteam has confirmed three residents oof a san mateo county nursing home have tested positive for coronavirus and have been transferred to the hospital. dan noyes has this exclusive report. >> reporter: san mateo county health confirms to the iteam that is investigating how the coronavirus infected three residents. the nursing home is closed to visitors and families. >> the families are freaking out and also because they can't see their loved ones. they can't see them physically at all and we don't know when we will. >> reporter: both of julie's parents are residents. her father is in the hospital. she happened to take her mother home for dinner sunday. she would like both to be tested for coronavirus. but atria and the county say

they won't give tests unless the patient shows symptoms. >> i'm not happy about it but i don't know what i can do about it. >> reporter: why would it help you to have your mom tested? >> so i know she doesn't have it for her sake and myself and my partner's sake and my son. >> reporter: even though i emailed and called, atria has nt responded. the residents who have coronavirus went to the hospital this past thursday, friday, and sunday. the remaining residents are restricted to their apartments and meals are being delivered to them. >> in a crisis like this, knowledge is power. so, our data team has come up with an important tool for you. you can search the safety record on every single nursing home across the country and of course right here in the bay area. the database shows the number of infection deficiencies found by state inspectors from 2016 through january of this year. amberwood gardens in san jose had the most deficiencies, five.

people are doing during this difficult time. lauren. >> reporter: city hall is lit up in italy's colors. mayor london breed says we are united in this common cause. right now san franciscans are showing they want to help one another, they want to stay connected to their neighbors. and the main message tonight is we're in this together. >> we want to be able to do something. >> reporter: diane is handing out fliers in san francisco's sunset district. she's part of a neighborhood help group that's offering to get groceries or pick up medications for the elderly or unable. >> it's also a good opportunity for me to know them, for me to reach out to them, and for all of us to help each other so that we can get through this. >> reporter: the owner posted on the app next door and offered people around the neighborhood rolls of toilet paper or eggs he picked up at a warehouse. >> as arestaurant we still have access to these supplies. just a little gesture that shows

that we're still connected. >> reporter: volunteers are delivering groceries to those who are concerned about shopping in public. >> we don't know how long this is going to last. i'm not a doctor. i don't have a cure. but i can at least help to deliver groceries. >> it's just a crazy time and we all need to do what we can to help each other out. >> in west port, neighbors can now connect with neighbors. >> it's part of the neighborhood empowerment network and they put on the call to put on the unity lights. >> people at home can turn on a lamp and put it in their front window, a symbol that you're not alone in a time of social distancing. >> this is a way we can give a thumbs up and let everyone else know on our block that we're all in it together. >> reporter: now, some people tweeted me and told me they're hanging up holiday lights as a sign of hope. i'll keep an eye out for that. reporting live in san francisco, lauren martinez, abc 7 news.

chance to dry out friday and saturday. here's the break. i know some of you are looking for this break, an opportunity to just get outside and take a walk. there are a couple of low pressure systems that will bring us more much-needed rain but we do have a break coming for friday and saturday. isolated shower or two not out of the question. 9:00 a.m. still shower, in the afternoon activities picks up especially for the southern end of the viewing area. then you will notice that friday there's a lot more sun out there. temperatures right now, they're falling in the 40s, 50s as you take a look at the morning lows they'll be in the 30s and 40s. need that extra layer. and then for the afternoon, temperatures will come up compared to today. mid 50s to low 60s. once again, the concentration of the showers for the afternoon will be in the south bay. if you're looking forward to the weekend, saturday is dry. sunday night is when we start to see the next batch of rain. monday is pretty wet with more
