a $100 billion plus bill to boost testing for the coronavirus and paid leave for workers. in the united states, there are more than 7,700 cases and 140 deaths. but in wuhan, the epicenter of the virus, health officials reported zero new cases for the first time since the outbreak. good evening and thank you for joining us. >> the shelter at home order for solano county was given late today. >> it comes just a day after one of the county's top health officials said it wasn't needed. >> j.r. stone is following the story and is live in downtown fairfield tonight. j.r. >> reporter: yeah, quiet night in fairfield. businesses had been doing what they can to stay afloat. this note says over 65 but the youngsters can help you. however, with this order, that all changes. >> i was surprised that it took them that long to issue the order. >> reporter: vonda is referring to officials in solano county

finally issuing a shelter at home order similar to the shelter in place orders already being used in all other bay area counties. >> i don't know how i feel about that, like staying home all day long. i'm sure we could still go out and to the parks and stuff. >> reporter: solano county's health officer said tuesday that a shelter in place was not needed. >> and the problem is that people are overreading the orders. they're overreacting. >> reporter: a day later, the county issued a shelter at home order. the shelter at home order allows people to go outside and take walks but has the same type of business and travel restrictions as a shelter in place. >> i think the low count of people affected by it in county. >> i think the timing is right for now. it's important we fall in line with the other counties. >> reporter: in vallejo one

closure sign after the next could be seen in store front windows. the mayor says this is serious and all of us need to listen. >> the reality is this is reality. this is a pandemic. >> reporter: and the mayor of vallejo even going so far as telling me that before this order was put in place a lot of his constituents were very concerned over the fact or people possibly coming from other communities to their community to go to businesses. certainly that will not be the case with these businesses now being closed. live in fairfield, j.r. stone, abc 7 news. >> j.r., thank you. zblnkts a sixth person died of the virus in santa clara county. that word today from health officials there. the county now has 175 cases we know of. that's up 20 from yesterday. san mateo reports 14 more since tuesday. 8 new cases reported in san francisco which now has 51 confirmed infections. napa is still the only county

with no reported cases. >> the abc 7 news iteam has confirmed three residents oof a san mateo county nursing home have tested positive for coronavirus and have been transferred to the hospital. dan noyes has this exclusive report. >> reporter: san mateo county health confirms to the iteam that is investigating how the coronavirus infected three residents. the nursing home is closed to visitors and families. >> the families are freaking out and also because they can't see their loved ones. they can't see them physically at all and we don't know when we will. >> reporter: both of julie's parents are residents. her father is in the hospital. she happened to take her mother home for dinner sunday. she would like both to be tested for coronavirus. but atria and the county say they won't give tests unless the patient shows symptoms. >> i'm not happy about it but i don't know what i can do about it. >> reporter: why would it help you to have your mom tested? >> so i know she doesn't have it

for her sake and myself and my partner's sake and my son. >> reporter: even though i emailed and called, atria has nt responded. the residents who have coronavirus went to the hospital this past thursday, friday, and sunday. the remaining residents are restricted to their apartments and meals are being delivered to them. >> in a crisis like this, knowledge is power. so, our data team has come up with an important tool for you. you can search the safety record on every single nursing home across the country and of course right here in the bay area. the database shows the number of infection deficiencies found by state inspectors from 2016 through january of this year. amberwood gardens in san jose had the most deficiencies, five. they had the worst grade, 1 out of 5 based on ai wide range of factors including health inspections, quality measures, and staffing levels. >> i'm working on a story and i'm about to leave.

the stress of coronavirus is impacting us like we never felt before. that has many in the bay area doing small acts of kindness to help one another. lauren martinez joins us live from san francisco with what people are doing during this difficult time. lauren. >> reporter: city hall is lit up in italy's colors. mayor london breed says we are united in this common cause. right now san franciscans are showing they want to help one another, they want to stay connected to their neighbors. and the main message tonight is we're in this together. >> we want to be able to do something. >> reporter: diane is handing out fliers in san francisco's sunset district. she's part of a neighborhood help group that's offering to get groceries or pick up medications for the elderly or unable. >> it's also a good opportunity for me to know them, for me to
