your health, your safety. this is abc 7 news. new resources are coming to california as the nation fights coronavirus. the hospital ship expected to arrive within a week. also -- >> pull up mcdonald's style and look at a menu we offer and you pick your choices. >> drive-thru grocery shopping in the bay area. a new option launching today. good morning, everyone. it is monday, march 23rd. >> we'll get to that in just a minute. first, we check in with mike nicco. >> rets look at where yesterday's active weather is. sliding to the north and east away from us today. clouds cleared out in the north bay and look what happened. thick fog from santa rosa northward to ukiah. dangerously low visibility. here's a look at walnut creek where some people are heading

south on 680 and the headlights north towards us and 43 to about 50 and couple degrees warmer and probably won't even notice it. what you will notice is not quite as active as this afternoon and not quite as warm as we'll be in the mid 50s to near 60 at noon. and low to mid-50s if you want to take a walk during the evening hours. we'll talk about more active weather before a dry weekend. back to you guys. now to the very latest on the coronavirus pandemic. the number of infections in california keeps rising and thousands more people are still waiting for their test results. about 1,500 people have been infected and more than half of the cases are in the bay area. at noon the senate is expected to revisit the financial relief plan. over the weekend democrats and republicans argued over the details. president trump has declared a major disaster declaration for california. >> the president's major disaster declaration will bring in badly needed federal help to the state, that includes

everything from mass care to unemployment assistance and activated the national guard in california, washington and new york. it will cost the states nuthing and gives them full control and sending a hospital ship to l.a. >> the naval hospital ship, the "usns mercy" which is an incredible ship. these two ships are incredible. one on the east coast and one on the west coast. >> the mercy is expected to arrive within a week as 12 fully equipped operating rooms and a medical lab and a pharmacy. president trump is also sending large quantities of medical supplies within the next 48 hours. a u.s. navy hospital ship will leave san diego for los angeles today and that will bring 800 medical professionals and support staff. but hospitals across the country are running low on protective gear. abc news anchor kenneth moton has more on the growing crisis.

>> reporter: growing concern inside america's hospitals as doctors on the front lines plea for help. >> it's a scary time to be a doctor. >> reporter: the long fear of coronavirus patients has hit new york city. with more than 10,000 confirmed patients, roughly 5% of the world's cases. medical staff at one new york hospital wearing garbage bags as gowns. at a brooklyn hospital, doctors say they're reusing masks and rubbing them down with hand sanitizer between ships. >> literally the epicenter of this crisis. >> reporter: internal memo written by the chief surgeon report a 50% increase in coronavirus patients burning through 40,000 masks every day. mayor bill de blasio says some of the city's hospitals will run out of protective gear in the next ten days. he's asking president trump for the military's help to get the much-needed supplies delivered. >> we have to get the supplies rapidly from around the country, no one does that better than the

military. we will get to a point where there are people waiting for a bed and ventilator and some will die who did not need to die. >> reporter: a mother of two is a pediatric surgeon who works with coronavirus patients at colombia university medical center. she's worried the hospital could run out of masks, eye protection and gloves. her message on twitter, don't make us orphan our two toddlers. >> it's forcing me to make me feel like i have to live apart from my children in order to protect them and that breaks my heart. >> reporter: kenneth moton, abc news, new york. the virus outbreak is forcing businesses to get creative to keep us safe as possible and a new way to get groceries in a drive thru. julian glover is live for us in los gatos. julian? >> this concept is really for anyone concerned about social distancing, keeping your distance between the next person when you're in the cramped aisles at the grocery store. you can forget that altogether

by placing your order at a drive thru and collecting your items. pull up to the first window and you'll see milk, eggs, cheese, chicken, things we have been talking about that have been sold out for so long. also ready to go meals for you to pick up, too. you place that order and then pay at the next window. again, someone brings out the groceries to you. alex holt came out with the idea after temporarily closing five of his restaurants in during the shelter in place. >> people come, they drink, they eat, they have fun. we're not very big on to go. so we had to basically pivot and come up with a different business model to survive. >> as you mentioned, reggie, businesses getting creative to weather this pandemic. the owner stresses that he's not making any money off of this drive-thru grocery concept. employees to keep making money to provide for their families while doing good at the same

time. the store opens at noon today and will be open until 7:00 p.m. runs seven days a week. we should point that out. a lot of people wondering, do they have toilet paper? yes, will they give you a free roll of tp with a purchase of 100 bucks. they have all the bases covered here. reporting live in los gatos this morning, julian glover. >> you got our attention. all right, julian. >> better get to shopping. all right. thanks, julian. marin county has closed all parks because of crowding. people swarmed the parks and the beaches over the weekend and that created some anxiety among neighbors who are trying to practice social distancing. abc 7 news reporter went and found people telling visitors to stay away. >> go home. >> reporter: belitas residents took matters into their own hands pleading with visitors to turn around. they clapped and cheered when drivers obeyed. >> thank you. >> we want everyone to be aware

that this isn't a spring break. there is a pandemic. we're all supposed to stay at home. >> reporter: they also posted signs to send a message. on saturday bolinas were over run with cars and visitors looking for a break. beaches were packed. >> and we just wonder why they thought it was okay to just swarm stinson beach. >> she has lived here for 50 years. >> we want to be safe. i want to be safe and i don't feel like i can even walk my dog right now. >> reporter: someone posted these green fliers saying if you don't live here, go home and stay there. you are putting us in danger. crowds forced the closure of the stinson beach parking lot and sky oaks road was also closed off due to crowds. the sheriff department's tweeted shelter in place is not a vacation. we advise traveling away from home to enjoy the scenery somewhere else. >> we need everybody to take the

public health order seriously. it's not a joke. it's not a drill. >> reporter: thomas churchhill drove up from san francisco. >> it's important to practice social distancing and shelter in place rule is tough but the only reason i'm here is exercise which is one of the urged activities. >> reporter: she urges everyone, please, stay home. >> if you need to walk, walk in your own neighborhood. >> we have a bad rep for hating tourists, but it's not about that. please come back when everything is back to normal. >> reporter: we heard folks telling drivers come back in a month, come back in two months when things hopefully are safer. sheriff deputies who have been patrolling here most of the day seem okay with what is happening because locals are not blocking the road. but locals do say there is a large, older population here in bolinas and friends and relatives doing their part to help keep everyone safe.

mid to upper 40s around castro valley and union city and fremont. low to mid-50s along the east bay shore. temperatures up in the 40s in north bay and pleasanton and livermore and mountain view and here's a look at 87 in san jose and you can see people out and about heading north tree pollen is out there. you know it, i know it. unfortunately, the company that we get the reading from closed. so, we don't know how much it is and we don't know what it is. so i apologize for that. south bay, we're looking at temperatures in the 50z all ts 11:00. as far as the east bay valleys we're in the 50s through 11:00 with increasing clouds and near 60 this afternoon after some temperatures near 70 yesterday. 54 during the evening hours. and our last stop will be the peninsula. 48 this morning and 57, 11:00.

major hospitals here in the bay area are asking for donations for personal protective equipment. you can drop off masks, gloves and other items at one of ucsf locations or stanford. b.a.r.t. is reducing its schedule starting today due to a big decline in ridership. stations opened from 5:00 a.m. to 9:00 p.m. week days. three-hour reduction service. pretty active weather especially tomorrow and wednesday. the potential rainfall and thunderstorms in the forecast. but it looks like for the first time in about six weeks, no rain this weekend. and number seven. we're checking in on traffic on the san mateo bridge and there are people who definitely still have to go to work, but no problems to report. breaking news this morning, "wall street journal" is reporting that pg&e will plead guilty to involuntary manslaughter charges. the deadliest wildfire in state history.

pg&e was charged with 84 counts of manslaughter and one count of unlawfully causing a fire. the "wall street journal" reports pg&e disclosed this morning. the company is currently going through bankruptcy proceedings. peru has sealed its borders to stop the spread of coronavirus and that means hundreds of american tourists are stranded and that includes a santa rosa police officer and his family. abc 7 news reporter spoke to them. >> reporter: is it start edit s dream vacation and two days later the unexpected happened. >> my wife woke up at 4:00 in the morning on monday morning and had that jump, panicked out of the bed and the peru government is closing the borders and we need to get out. >> reporter: exactly a week ago today peru's governor declared a state of emergency closing their borders and a 15-day quarantine. tourists were given 24 hours to evacuate. >> we went down to the airport

and the airport had been surrounded by the peruvian military and they were basically barring anyone from coming into the airport. >> reporter: and the family is not alone. also a are stuck in peru and hoping they will fly them back home. at least 30 of his constituents are stranded overseas. so, what is the u.s. government doing to bring those families back? >> right now they're really not and that's part of our frustration. the state department is giving useful advice telling people to go search the private airline's websites for flights. of course, flights are getting canceled. >> reporter: today the first words from president donald trump during this press conference were directed to this group of americans. >> mention we're working very

hard, long on getting a young group of people out of peru. >> reporter: words that the family are holding on to while looking at this map of confirmed covid-19 cases increasing every day in peru. the latest count 363. >> every day i have kind of woken up with the hope that today is going to be the day. today is going to be the day that it's going to happen. >> reporter: in san francisco. hawaiian airlines is suspending most of its long haul flights starting on thursday the same day as a mandatory two-week quarantine takes effect in the state. issued the order for all travelers and that includes residents, too. visitors have to stay in their hotel room or rented lodging. they can only leave for medical emergencies. anyone who violates this order may be fined up to $5,000 or even spend a year in prison. social distancing isn't keeping one family from celebrating a birthday.

couple players on the map. the area of low pressure down south that brought us the active weather yesterday. it's being shoved away by this vigorous cold front that will kick up some clouds and a stray shower this afternoon and introduce us to an unstable air mass that will yield more showers and thunderstorms tuesday and wednesday. so, here we are future radar at 7:00 and you see every once in a while a blip of green out there and even during the overnight hours we increase that green just a little bit. tomorrow morning going to be a little wetter and you can see all those waves of showers tomorrow afternoon. and then tomorrow evening, they'll taper down just a little. they'll taper, taper down redundant. taper down just a little. 0.01 at most if you get caught under one of these and 0.25 on tuesday. a one on the storm impact scale. pretty chilly wednesday morning. some temperatures flirting with the low to mid-30s in our deepest inland valleys and temperatures in the next two days and coolest in the 50s. some 60s return thursday and

now your health, your safety. this is abc 7 news. the federal government has deployed hundreds of tons of supplies from our national stockpile to locations with the greatest need. now at 5:30, help is on the way in the fight against coronavirus. the president's promise to assist california and other hard hit states. a bay area city is taking matters into its own hands the free covid-19 testing that is opening today. safeway is taking steps. the change you'll notice at the check stand. good morning to you, monday, march 23rd. >> we'll get to those stories in a few minutes. first, we want to check with

mike and the forecast. >> showers are over there sinking to the south and allowed thick fog to develop and here's a look at san rafael and you can see it's partly cloudy and no fog here. temperatures when you step out a degree or two milder and mid-40s to 50. you'll notice the difference this afternoon. not nearly as active as yesterday but cooler with temperatures in the mid to upper 50s and 53 to about 60 at 4:00 with just a random shower and not even the storm impact scale for it. and then at 7:00, if you're having to take that walk, low to mid-50s getting out of the house. kind of a key priority at times so we don't go crazy. >> thank you, mike. the number of coronavirus cases in california exploded over the weekend. there are close to 1,500 people infected that we know of with thousands more awaiting test results. the number of deaths is steadily rising. at least 27 people have died from coronavirus in the state. president trump declared a major disaster declaration for the

state because of the pandemic. santa clara county reported two more deaths yesterday from coronavirus pushing the regional total up to 13. it has by far the most cases in the bay area topping 300. every county now has reported cases, napa county confirmed the two residents there have been infected. it was the last county in the region to the have the case of the disease. the bay area total is just shy of 800. abc 7 news viewers and lake and mendocino counties asking for updates where they live. mendocino reported one case of coronavirus and so far lake county hasn't had any infections and as a precaution the county is closing waterways and vacation rentals and its rv parks. the white house is reassuring americans help is on the way as the u.s. deals with coronavirus. >> president trump says the federal government is sending the national guard here in california, new york and in washington state. here's abc 7 news reporter ines. >> reporter: overnight president

trump announcing the national guard will be deployed to the three states hit the hardest by the coronavirus outbreak new york, california and washington state. >> the federal government has deployed hundreds of tons of supplies from our national stockpile to locations with the greatest need. >> reporter: president also revealing makeshift hospitals will be built in those states to accommodate the growing number of cases. four in the new york area providing another 1,000 beds, plus eight in california and four in washington state. and the administration promising it will send hospitals resp respirators and personal protective gear such as masks and gowns. >> 186,416. >> reporter: the first senator testing positive for covid-19. kentucky senator rand paul and mitt romney going into quarantine after recently coming into contact with paul. this as negotiations over a $2

trillion stimulus bill to help the economy recover from the outbreak are hitting a road block. democrats say the two sides are still far apart taking issue with key elements of the bill, including a $500 billion relief fund for corporations without any protections for workers. >> and what it has is, for instance, a giant, giant corporate bailout fund with no accountability. >> reporter: senate majority leader mitch mcconnell insists the bill is moving forward. >> we're fiddling here. fiddling with the emotions of the american people. fiddling with the markets. >> reporter: the senate plans to vote on that bill today but with at least five senators now in isolation, there are growing calls for lawmakers to be able to vote on that bill remotely. abc news, washington. just a few hours the city of hayward will be opening its own covid-19 testing site. fire station 7 and the tests will be free. abc 7 news reporter amy

hollyfield joins us live with what you need to be before you head out there. amy? >> let me show you the set up. look at all the tents they have set up. this is fire station number seven in hayward on hotwood avenue. this opens at 9:00 this morning. they think they will have 350 tests a day. they are doing this to help ease the pressure on local hospitals. you do not have to be a hayward resident to get a test here, but they ask only people with symptoms come here. they only have so many kits so they have to prioritize who they test. >> we will do a preliminary screening and, you know, obviously, that will include taking people's temperatures and screening them for symptoms before they are allowed to be tested. so, we anticipate that quite a few people might be turned away if they're not experiencing symptoms. >> the city is doing this to help ease the burden for hospitals. they are able to do this because

they are partnering with abilino labs in menlow park. they bought the tests from that private lab and they will be free here for people who come here. they think you'll be able to get your results very quickly. 6 to 12 hours and the hours of this test site 9:00 a.m. to 6:00 p.m. reporting live in hayward, hollyfield. >> thank you. as coronavirus cases continue to increase in the bay area, so does the need for medical supplies. major hospitals say they are in need and they are asking you for donations. j.r. stone has more on that. >> reporter: a garage full of masks, gloves and hand sanitizers being donated to bay area hospitals by bella nails in san mateo. >> one of my long-time client text me and asked if there is any way i can help. >> reporter: and vivian did that by working with her suppliers to donate 42,000 gloves and more than 1,300 masks.

this as coronavirus cases continue to rise and bay area hospitals are put to the test. >> it's challenging. i will be honest with you. because the market and the amount of supply availabilities. >> reporter: specialty medical swabs and gowns are in high demand at ucsf and they along with others are asking for things like n95 and surgical masks and unopened packages of gloves and sanitizers. >> that's where a pllot of the e manufacturing was and our supply got impacted. >> reporter: when we spoke with them, they had already received more than 8,000 donated items. >> we're getting masks. surgical masks and n95 masks which a lot of people bought for the wildfires and also getting a lot of gloves, goggles and face shields and suits. >> a lot of friends and family on social media who have reached out who are willing to help fund

the cost for this because, obviously, it takes a whole village. >> reporter: and today ucsf is opening three different locations for donations. one of their locations in the mission, another at mt. zion and the third in oakland at the children's hospital. in san francisco, jr stone, abc 7 news. santa clara county supervisor cindy chavez held a different kind of press conference to update on the response. she held a conference call with santa clara and other officials. marin says county hospitals are preparing to treat a surge of critically ill patients if the virus spreads. >> that plan would include looking at all 2,100 adult beds that we can equip and staff for critically ill patients.

>> people without covid-19 would be moved to other facilities to accommodate the more seriously infected patients. the santa clara convention center could be for up to 250 people who need medical care. president trump has called for eight of these federal medical stations to be set up providing 2,000 additional hospital beds. now toen an update for a sty we have been covering for about a week the wife of an abc 7 news employee has tested positive for covi covid-19. she and her husband have been self-quarantining for a week and will continue to do so for another week per the quarantine guidelines. gomez is feeling a lot better and her husband never had any symptoms. we'll have more of an update on their family tonight. the race to find a treatment for coronavirus is happening right here in the bay area. scientists at ucsf are on the mission to break down the dna of
