now, your health, your safety. this is abc7 news. >> and don't think for a second that we're a day or two away from lifting that order. we're not. >> sadly, things are going to get worse. >> another day, another bleak round of updates from governor newsom and san francisco mayor breed, saying this war with the coronavirus is far from over. and we know that instinctively. good afternoon. thank you for joining us. i'm dan ashley. >> and i'm liz kreutz. a lot to get to. this afternoon governor newsom said california has tested nearly 60,000 people. nearly 2500 have tested positive and over half the cases are people between the ages of 18 and 49. today we learned public schools in six bay area counties will remain closed until at least may 4th. senate leaders and white house officials reached a deal on a $2 trillion relief package. but now a vote is up in the air because of some lawmakers' concerns. president trump talked what the bill contains in a news

conference less than an hour ago. take a listen. >> the senate bill, as you know, includes $350 billion in job retention loans for small business was loan forgiveness available for businesses that continue paying their workers. they continue paying their workers. that's what we want. we want them to keep their workers and pay their workers. . >> the mesh would be the largest economic relief bill in history. >> right off the top this afternoon, let's update. governor gavin newsom started by announcing his much needed financial relief for families across california. >> i'm very pleased that wells fargo, u.s. bank, it is citi and jp morgan chase have all agreed to a 90-day waiver for those impacted by covid-19. >> this 90-day delay is limited to more mortgage payments and foreclosures. note bank of america was not included there. it is agreeing to a 30-day delay. some 200 other smarter state

banks and credit unions are also agreeing to 90 days. as far as a pause on evictions for renter, a lot of people worried about that, governor newsom says they are looking at the legal limits of stepping in if action isn't taken at the local level. and the other major headline. >> that's right. shaking families up as schools in six bay area counties will remain closed until at least may 4th. the governor says this was likely, but still no less upsetting obviously for parents, students and teachers alike who want eventually to get back to their routine. laura anthony is live in lafayette to break all that down. laura? >> well, hi, dan. this was actually a joint decision among public health and school officials in contra cosa county here and five other counties in the bay area. they are faced with the reality that keeping these schools closed another five weeks is in everyone's best interest. >> it's been certainly tough for everybody, our student, our

staff. >> like hundreds more in the bay area, oakland schools like lincoln elementary will stay empty for another five weeks. that's after multiple counties decided to extend the current closures until may 4th. >> this is not an easy situation for anybody. we know that. but this is in the best interests of ensuring that we can actually stop the spread of coronavirus. >> in oakland, that means the district's 50,000 students will continue to stay home with their families. san francisco officials announced the same length of closure for that city's 57,000 public school students. the extended closure also applies to students in alameda, contra costa, marin, san mateo, and santa clara counties. shuttered school buildings are more of a burden for students in some districts than others. in more affluent areas, a high percentage of the student population has access to wifi and computers and laptops at home. but in places like oakland, many of the students do not. >> we miss our kids. >> reporter: bethany meyers, a special education teacher in oakland. >> we're teachers.

so we're experts at meeting students where they are. so when we all come back, we're going to tell the kids how much we missed them and how glad we are to see them, and then we're going to be ready to teach. >> now this continues to be a very fluid situation. that new start date, dan and liz is now may 4th. but of course a lot could change between now and then. and that tentative day could get pushed back once again. back to you guys. >> laura, so many questions i want to ask you. now that the closure has been extended, do you know how the districts are going to handle the meal programs that they've been offering? >> well, this district here in lafayette, all the districts really in all six of these counties offer some kind of meal program for free and reduced lunch to the students who qualify here in lafayette for lafayette elementary school district. they will continue to offer those meals. but in oakland, it is especially critical because 70% of the students in the oakland unified

district qualify for those free and reduced meals. best advice for people is to go on the individual websites of each of the districts to find out kpaes available and when those meals are being handed out. >> all right, laura, thank you. five new coronavirus deaths are reported today in the bay area. four of those are in san mateo county, which now has a total of five deaths and 165 cases. claire county also reports another deadly infection with 17 deaths. sonoma county has 37 cases and says two people there have recovered. there are now a total of 1187 cases across bay area. there are two confirmed cases of coronavirus in mendocino county. a total of 124 people have been tested there. the county is still awaiting the results of nearly 50 tests. we're waiting for more information. lake county still at this moment reporting no cases. >> we learned today san francisco will need up to 1500 more ventilators and 5,000 more hospital beds for the expected

surge in coronavirus cases. but mayor breed does say that the severity will be diminished if people stay home except for those essential needs. >> when you're out there and you're socializing and you're not socialing distancing from one another, the difference that could make and the spread that occurs as a result of your interactions if you went to the hospital because you are sick or a relative or family member and they were turned away because we didn't have enough beds to accommodate them. >> the mayor has requested more state and federal assistance. the city has a plan to expand their capacity to handle more cases. they say a new floor just for coronavirus patients will be opened at st. francis memorial hospital. san jose police are looking for man behind a disturbing attack last weekend on the stairs of communication hill. it involved a woman simply asking another runner for a little social distance, as we're all being asked to do. abc7 news reporter julian glover has the story. >> what is wrong with people.

>> runners taking on the mountain of steps here at communications hill reacting to an eight-second video of a woman being assaulted by what appears to be a family last week. >> to assault someone over that? that guy's got bigger problems than a virus. >> in the video we can't show you as we wait to hear from the victim, you can hear and see a man coughing in the victim's direction and a loud thud. according to san jose police, the victim, a 5'2" woman said after she was coughed on she was hit in the head. and all she did was ask another runner for six feet of space. >> that's not cool. that's definitely not right. i have yet see anything like that over here. >> the victim posted the video on the next door app. she said she is clueless as to why asking for space in the middle of the coronavirus pandemic would anger someone and felt helpless when no one stepped in. >> i don't know if this whole coronavirus is playing a part where people don't want to intervene with that. >> today others on the hill said

others were respectful of social aside and giving people space. >> i saw a couple people up there and they harnt seen each other and hey hugged. and i sid six feet, six feet! >> very popular, very often packed with runners taking in the outdoors, getting some exercise in. but it never should have come down to this. now as for the victim, she didn't have any severe injury, did not have to go to the hospital. i did check in with san jose police this morning. no updates on a suspect, mai but they are investigating. for mao reporting in san jose, i'm julian glover, abc7 news. >> and as you saw there, maintaining social distance can be difficult if not frustrating. abc7 news multimedia producer juan carlos guerrero and his wife have been quarantined and in self-isolation for nearly two weeks now. we've been sharing their stories. today they offer a perspective on why following that stay at home order is so important. >> my wife's positive test result for covid-19 triggered a

call from the san francisco health department with some good news about her health. >> what date can i step out of my bedroom and then go back to work. >> so i think that you already met those conditions. >> leticia is cleared to end her quarantine on friday. the focus then switched to me. >> this friday would be the end of his isolation. >> my wife has been quarantined inside her bedroom for 12 days since she got a fever. she has not gone to the kitchen or the living room. she eats in the bedroom. i eat in the hallway to keep her company. i'm on the 12th day of my isolation as well. i only go outside to walk the dog. i haven't gone into any stores or ordered takeout. . all this sacrifice has come at an emotional cost, but we are persisted. for those wondering if stay at-at home orders are really necessary, consider this. my wife likely had the virus days before she had a fever which means she was contagious and came into many people. if any hoff those people became

contagious, they likely infected others as well before they showed symptoms. it's a chain reaction and impossible to retain. but if everyone stays home whoever is infected has no chance to infect anyone else. and we are out of this pandemic. the health worker said leticia can leave the bedroom, but to still keep her distance from me. >> the department said i'm no longer contagious and that i can rome around the house and just to wear a mask in case i cough when you're around. i know it's different information. i want to protect you. i want to stay away from you. i want to stay in the bedroom until friday. >> two more days. we got this. >> they got this for sure. >> yes. i have been riveted following their story. it's so amazing they're sharing it with us. i cannot wait for her to get out of their room on friday, even if it's just to go to their kitchen. >> they've been so diligent, so patient and careful, and so generous to share this experience with all of us.

we wish both of them well. see you soon. hope is dwindling a bit this afternoon on senate passage today on a $2 trillion stimulus package that leaders thought was a done deal. >> to all americans i say help is on the way. big help and quick help. >> not quite yet. the measure is largest economic relief bill in history. it would give direct payments to most americans, expand unemployment benefits, provide $370 billion for small businesses, and $500 billion for guaranteed subsidized loans to larger industries, including airlines and hospitals. however, the deal hit a snag this afternoon when four conservative republicans, including lindsey graham demanded changes claiming the legislation would incentivize layoffs that prompted vermont senator bernie sanders to vow to block the deal unless the conservatives dropped their objections. president trump praised the deal just a short time ago. >> $300 billion in direct cash

payments will be available for every american citizen earning less than $99,000 per year. that would be 3,400 dollars very quickly for the typical family of four. > the president says he's ready to sign the bill, but at this point, no time is set for a vote in the senate. [ closing bell ] news of the snag caused financial markets to dip. the doubles posted a second straight winning today, the second time that's happened in a month. the dow gained 495 points. that is more than 2%. it was up more than a thothousa points before the late sell-off. the nasdaq did drop 33. bart's ridership dropped 92% yesterday compared to an average tuesday in february. the board of directors will meet tomorrow via teleconference to discuss the coronavirus

your loves. and refers though to this website, masks 2020.us. it claims to offer mask, thermometers and even toilet paper. our colleague went to the set and order four sets of face masks for $94. later her twitter account was hack and any direct messages would be from a scammer. our colleague went online and found this site was created just two days earlier, a telltale sign. the federal communications commission has been warning about a surge in these types of scams, like this robocall claiming to offer free test kits. >> has made coronavirus testing more available immediately. if you want to receive a free testing kit delivered overnight to your home, press 1. if you do not want your free testing, press 2. >> there are no free kits.

and you do not want free testing, this fake kind. look, the bottom line is right now any time you see the word "coronavirus" your antenna should go up. this is probably a scam. and check it out very, very carefully. i'm sure the both of you are seeing these types of emails and texts constantly, right? >> absolutely. i've gotten several the last few day. >> thanks for checking in on it. glad we have you here to verify for us. new help for hospitals that need supplies to desperately. joanne fabric and craft stores is teaming up with neiman-marcus to make medical supplies like gowns, masks and scrubs. joanne is sending material. they're opening classrooms in its stores for people who want to volunteer to help make supplies. san francisco-based gap is responding to the outbreak as well. the clothing company is pivoting its factory partners to make masks, gowns and gloves for

front line health care workers. they're working to connect its vendors with the largest hospital networks in california. well, another big piece in helping these health workers is helping them with child care, especially with many school closures extending into may. it's a real problem. we found some organizations lending a hand to those busy fighting the virus on the front line so they can be freed up to do what they do. chris nguyen has the story now from the south bay. >> there is an eerie silence at the el camino ymca. today there is no one lifting weights, no one playing basketball, no one doing much of anything during this novel coronavirus crisis. but down the hall, a glimmer of hope. >> anybody else? >> the ymca of silicon valley is pivoting some of its facilities to serve as day camps for front line and essential workers. this location was launched in partnership with el camino hospital across the street. >> we do our best to kind of be that temporary escape so they

can actually be children and enjoy life and some sense of normalcy. >> that attempt at normalcy now comes with a lot of social distancing. >> it's kind of challenging at times. you know, you're like all the way over here and they're all the way over there, and you're like hi. >> students have been split up into multiple classrooms and will stay within the same group for the foreseeable future to limit potential exposure to covid-19. >> it's really hard to have playdates with friends and see them. and, like i can't even travel to my family for passover. >> staff members are now leading a mix of youth development activities combined with independent study sessions throughout the day. >> we're making sure that the health workers in our community can be available to serve those critically ill. and we can be a partner in making sure that this community has all the resources necessary to address this crisis. >> despite the struggle, these kids are putting into it perspective, especially as their parents good to work. >> i'm proud that she is a

nurse, that she is saving lives every day. >> proof that a lot is being done to strengthen the foundation of our community. >> okay. it's not the end of the world, you know. doctors and nurses and scientists are working really hard, in mountain view, chris nguyen, abc7 news. >> that's great. >> that is so great. they should be so proud of their parents. >> they should. absolutely. well said, liz. let's turn our attention to the weather forecast. dry, a little cool but nice out there today. spencer christian is working from home. hi, spencer. >> hey, dan and liz. yes, it is a little chilly out there right now. but a pleasant day. let's take a look at live doppler 7. as you no doubt know we have had some widely scattered chilly showers, and they're still hanging around the by area right now. most areas are not receiving any rain right now. most areas, however, are receiving some wind. you can see the wind speeds range from 20 to 25 miles per hour in the windiest locations.

and it's a pretty chilly, as you mentioned earlier. here in san francisco, there where you are, it's 53 degrees. we have temperatures in the mid to upper 50s at oakland, redwood city. san jose. only 47 at gilroy. and 54 at half moon bay. up in the north bay, it's getting a little chilly as well. petaluma's temperature has dropped down to 49 degrees. santa rosa, napa, fairfield are in the low to mid-50s and mid- to upper 50s at concord and livermore. these are our forecast features. there is still a chance of some more widely scattered cold showers tonight. chilly tomorrow morning with a frost advisory in effect. and we'll see a milder day on friday with rain returning on saturday and sunday. here is our storm impact scale, what's left of our current storm ranks 1 on the impact scale. so for this evening, we're expecting isolated or widely scattered showers. maybe a chance of thunder and hail mixed in there, and rainfall totals will be under a tenth of an inch. here is a forecast animation taking us through the late night and overnight hours. and you can see little patches

of green moving mainly down along the coastline. it's not likely that many locations will see any rainfall from the system during the overnight hours and going into the commute tomorrow looks like mainly dry conditions for most of the day. but as i mentioned, it is going to be chilly. and we do have a frost advisory in effect. rainfall estimates once again as you can see here under a tenth of an inch. only a few hundreds likely in most locations. overnight conditions, temperatures in the north bay will drop into the low 30s in many locations. we'll see upper 30s to about 40 in most of the remainder of the bay area. once again, let's take a look at that frost advisory in effect for most of the north bay, from 2:00 a.m. to 9:00 a.m. tomorrow. and then after that, we'll get a little bit of a milder afternoon than we had today, with high temperatures mainly in the upper 50s around the bay shoreline, and on the coast. and up to 60, 62 in the mildest inland locations. here is the accuweather seven-day forecast. milder weather on friday with highs in the low to mid-60s inland. when it gets cooler again over

nursing homes are increasingly becoming islands of isolation for visits to our senior citizens because it's just not safe. but today's technology and creativity are helping to break that barrier. abc7 news reporter david louie is live with more on how people are adjusting to try to keep connected. david, it's not easy, but it can be done. >> that is very true, dan. there is concern that seniors alone at home could be at risk for stress and anxiety, especially if they don't have family or friends to interact with.

a tool that people utilize working from home is proving to be a perfect way to keep seniors engaged. nearly 400 seniors in silicon valley look forward to visits from volunteers from the group mon ami. however, these groups have switched to delivering necessities now that in-home visits are no longer possible. leaving gene isolated. >> to see a nice young person come around with a smile on her face and give me the groceries and exchange a few words six feet apart, okay. >> joy zhang is a could co-founder of mon ami that has been operating for a year and a half. >> while social distancing is still the best form of protection we have against covid-19, it is a danger in and of itself. and we have to be doing everything we can to still remain connected at this time of crisis. >> the invention to use online

conferencing platforms like zoom. this was the launch of virtual concerts. mon ami rounded up her younger brother trip to do a live performance of beatles songs. they're setting up in their living room in staten island, new york. shelters at home at bay area residents are. but microphones and a camera bridge the 3,000 miles to eager audience. they believe what they're doing is important. >> we have a lot of family friends too who have been feeling really lonely because it's them in her houses alone. i think having the chance to be in a family dynamic for a little bit and listen to familiar songs. ♪ yesterday >> twice a week concerts are planned with other musicians. it won't stop with that. >> we're introducing virtual reading groups, virtual art groups. and if people have interesting ideas, we would love to hear them. >> well, does this concept work? well, one of the seniors

streets, just a surreal sight to see in the heart of downtown san francisco. >> and as of this afternoon, there are more than 466,000 diagnosed coronavirus cases around the world. the death toll is above 21,000. the united states has the third highest number of cases behind china and italy. president trump has said he hopes to reopen the country by easter. that's april 12th. but today the world health organization warned countries against lifting lockdowns too early. late last night, a deal was reached on a $2 trillion stimulus package, but that hit a snag late today as some lawmakers demanded changes. prince charles has coronavirus. no one is immune. the 71-year-old heir to the british throne is displaying mild symptoms and isolating in scotland with his wife camilla. she does not have the coronavirus. he last saw the queen on march 12th and the queen is in good health and following appropriate advice with regard to her

welfare. in the by area we have crews all over this area, giving a closer look at the daily life of people facing this strange stay at-at home order that we're all trying to get used to. here is a look at some of the scenes we captured. >> i'm dustin dorsey at the spartan barbershop, a san jose state staple since 1957. i spoke with the owner today, and he says despite having to close down for the coronavirus pandemic, he is not going anywhere once this thing is all over. i'm chris nguyen in mountain view, where as you can see kids here at the ymca of silicon valley are practicing social distancing. >> all right. as a number of local coronavirus cases rise, so do concerns. the by area council polled people local to find out how they're feeling. almost everyone in the survey is concerned with the threat of covid-19. about half think the by area's economy is worse now than it was six months ago. no surprise.

ask your doctor about kisqali, the only treatment in its class proven to help women live longer in 2 clinical trials. welcome back. joining me on the phone is bay area council chief operating officer john grubb. john, thank you so much for joining us today. i want to ask you, what do you think the most significant takeaway is from the results that came out of your survey? >> yeah. so the bay area council is a 75-year-old organization, and we kind of look after the bay area. every year we do a poll of about a thousand bay area residents to check in. we happen to be in the field while the covid-19 crisis was breaking out in the bay area. a couple of things that we found that are most important is just how seriously everybody in the bay area is taking this, and unfortunately, some of the economic impacts that we're expecting and residents are expecting from the region.

so the main thing is that covid-19, this shouldn't be a surprise to anyone, is now basically the biggest concern that faces bay area residents. it's not the only thing. some parts of life still remain. people are still concerned about the cost of housing. actually, it's a high time of anxiety because residents are also very concerned about wildfire, and summer is coming, and also we know is on the horizon. but of course our focus right now is on covid-19. one of the pieces that we found that is sort of scary for us is that only 15% of residents think the economy, given where we are right now, that it's going to be better in the next six months. so given where we are right now, and we're in not a great spot, more than half think that we're going to be in an even worse place in six months. and consumer sentiment drives a lot of behavior. so that's of concern. there is a couple of good notes

that we found in the survey, if it's okay. we did find that a lot of residents are very willing to change their behavior. so only 10% of the thousand bay area residents that we talked to are opposed to the work from home orders that we've had. and a lot of them trust local elected officials and what they're doing, and that's why they're willing to change their behavior. they don't feel the same about federal officials, but they feel good about the state and local. >> i wanted to ask you than actually. it is good. a large amount of people say they have -- 83% say they've changed their activities to avoid public activities, to stay away from people. but that means there is a percentage of people that are not chaining their behaviors. this is a time we need 100% buy-in. what do you think about folks that are not changing their behavior? >> i would be careful about reading too much into that result. i think it's actually better now. we started doing the survey on

the 12th of march, and then finished it on the 18th. and what we actually saw is an amazing trend line of where things were getting better and better and better in terms of how they felt about local officials and how they were gauging their own behavior. and so i think if we were to do this poll right now in this very motel, it would be even better. you know, there is a lot of concern about people this past weekend, and that they were out at the beaches or out in parks. and i think a lot of that concern, or a lot of that was just people didn't have clear information. they had heard that it was okay to go walk your dog or be out. and i think this weekend will be a much better showing for residents because, a, they do trust what local elected officials are asking them to do and they're willing to change their behavior. >> right. i know the bay area counsel is reaching members as well through this challenging time. what are you hearing from your members? what are there biggest issues?

i think united airlines is one of your members. what are they doing right now? obviously a very challenging time for the airline industry. >> yeah, you know, we did a call with our executive committee today where we heard from the heads of ucsf and from united airlines, from the airport and lots of other industries involved in the organization. united airlines is hurting a huge amount. the san francisco airport has only 10% of the people, 10 to 15% of the people that are walking through it that were the same time last year. so it's basically a ghost town. a good story on united airlines is they're changing their flights, and they're flying to china, and they're picking up goods, and they're picking up freights, medical supplies. they're working with some of our other members who are some of these big tech companies who are paying to get ventilation equipment and masks and so on the one hand, it's a horrible story of economic pain. but, you know, there is a lot of good stuff that companies and
