good friday morning, everyone. the major headline, the u.s. now coronavirus cases overtaking china. >> it's not just a crisis in new york. cases are surging in los angeles and from louisiana where a 17-year-old has died to michigan where hospitals say they're overwhelmed. >> one doctor in rural georgia is in self-quarantine inside his garage. he's covered in ant bites trying to avoid his wife and three children. local intensive care units are at capacity. he says we're in the fight of our lives. breaking overnight, a u.s. government plan to build 80,000 hospital ventilators has now hit a road block. several governors voicing their frustration. >> more military help on the way. 200 army soldiers and medical personnel from ft. campbell, kentucky, are headed to new york today to build a field hospital setting up at a convention center here in manhattan.

abc's megan tevrizian begins our coverage from new york city. >> reporter: this morning new york city hospitals overflowings both inside. >> all the patients in this room, all the feet that you see, they all have covid. >> reporter: and outside. the line here five hours long to get into this hospital in queen. people waiting in line with fevers and other symptoms forced to practice social distancing. the governor taking new action to cope with the unexpected shortage of life-saving equipment. >> we have approved the technology that allows one ventilator to serve two patients. >> reporter: hospitals will now begin splitting ventilators as well as converting anesthesia machines. still the governor says the state is far short of the 30,000 machines they'll need. and breaking overnight, "the new york times" reports the white house has now postponed a deal to produce nearly 80,000 ventilators with general motors.

fema reportedly saying it needs more time to assess the cost. president trump on fox news last night said states will not be getting all the ventilators they request. >> a lot of equipment is being asked for that i don't think they'll need. >> reporter: the virus already taking a toll on first responders in new york. the nypd losing its first employee to the virus. >> when hurricane sandy struck he worked 17 days straight and since the coronavirus has struck new york city, he's been keeping the nypd safe. >> reporter: the nypd's deputy commissioner john miller is also hospitalized. while at least 236 officers in the department have now tested positive for the virus. the u.s. navy promising relief for the city. the hospital ship "comfort" now heading to new york harbor. >> the ship will be arriving in new york harbor on monday. i think i'm going to go out and i'll kiss it good-bye. >> reporter: another navy hospital ship arrives in los

angeles today as that city announces more than 400 new cases. >> if this rate of increase continues, in six days we will be where new york is today. >> reporter: health officials have warned the virus may come in seasonal cycles but last night doctor anthony fauci said rushing to release a vaccine could do more harm than good. >> it's the worst possible thing you can do is vaccinate somebody to prevent infection and actually make them worse. >> reporter: more of what president trump said about those ventilators being expensive he did mention they're building four hospitals, four medical centers and many other things. mona and kenneth. >> megan, thank you. we turn to those on the front lines. only ones facing a nightmare. now hot spots are emerging. more medical professionals are getting infected. one boston doctor now wants every health care worker in the city to be tested. for coronavirus at three different hospitals. >> the atmosphere is so tense

we -- you know, so many of us have known each other for years and years, and we're like strangely scared of each other, right? someone very thoughtfully brought food to the intensive care unit for all the staff and it was like hardly touched because we just are in this constant state of sort of paranoia and fear. >> reporter: in new york a doctor in queens says her hospital is nearly at capacity, and they're being resourceful because of a lack of supplies. >> a tech was going to intubate a person and her neck was exposed so had to puanern c areas are sounding the alarm. >> if you would have asked me ten plus days ago if i thought thatbad wa i wouldtold you no. >> reporter: mary mcdonnell michigan, outside detroit and says the number of coronavirus patients at her hospital is at least doubling every day.

>> you heard the rumors, you saw the trends. but until you see it firsthand you just have no idea what it's like. >> reporter: even montana is now ordering the state's 1 million residents to stay at home. in missouri, nurses at a kansas city hospital are turning their masks in at the end of their shift so they can be sanitized and be used again the next day. >> we get one mask to use for the entire shift for various patients, which is a little scary. >> reporter: across the country the rate of infection in rural areas remains relatively low. >> we understand and know that the virus does not pay attention to which community it should and should not be transmitted within. >> reporter: texas is now reporting more than 1,400 cases. most of them in the dallas and houston area. but more than 20 of the cases are in smith county, the ng 1da self-quarantine for travelers coming from new york, new jersey

and connecticut as well as new orleans where a month after mardi gras brought in more than emergency could define the city for generations. in alabama, the number of confirmed cases surpassed 500 overnight, and while schools in the state will be closed for the rest of the academic year, the governor says she has no plans to issue a shelter in place order any time soon. >> we are not louisiana. we are not new york state. we are not california, and right is not the time to order people to shelter in place. >> and there's growing concern about florida's older population. one testing site in tampa closed after two days because it ran out of tests. an airline flight attendant has now died from the coronavirus. the 65-year-old worked for american airlines and was based in philadelphia. his union released a statement saying, quote, today's news brings sadness, uncertainty and possibly fear. we continue to work with the cdc and health authorities to

part in a sort of bear hunt in their neighborhoods. we're learning more about a nurse at a new york hospital who died with the coronavirus. >> 48-year-old kious kelly was apparently the first nurse to die from the virus. his co-workers say they've been working without the right protective gear. his sister believes his death could have been avoided. >> it's disturbing what is happening. i don't think america knows, the news is not sharing with us, what our health care workers are seeing and being asked to do, and it's shameful. it is shameful. >> kelly's sister said the hardest part is knowing her brother died alone. doctors have released new data about the virus when it comes to testing. >> they say 86% of people who have been tested got negative results. earlier i spoke with dr. david eisenman. i asked him if that's a good

sign. i want to start by asking, dr. deborah birx with the white house task force released new data saying 86% of people tested have tested negative meaning 14% are infected. that's a lower rate than many were expecting. what does that number tell you? is it too early? >> well, there are a few concerns i have with dr. birx's comments today. first we do know the test has only moderate accuracy for diagnosing covid early in patients. so there's a number of patients who will be tested early in their illness who will test negative and then several days even a week later will test positive. so i expected that 14% might be actually higher if they are tested twice up as high as 20% 25% or 30%. >> new york's governor spoke with doctors splitting ventilators, two patients on one ventilator. we've seen something similar happen in italy. what's involved and does it

signal just how desperate things are getting? >> yes, what that shows is that it's really disastrous in new york hospitals when you have top academic hospitals having to split ventilators among patients. these are the best -- these are the kinds of hospitals that are number one hospitals in "u.s. news & world report." these are the places where we want to send our family and our friends and be if we have to ourselves. but now there's not enough ventilators and they have to split them among people, so yes, it's possible to do but it's not what you want to do. >> a lot of people who may have had some symptoms are wondering what does recovery look like even after that 14-day isolation period. how do you know when it is safe to leave isolation? >> well, the 14-day number was for people who had been exposed or not yet sick, that's the time we want them to be quarantining or self-quarantining to see if they will develop the illness. but if you actually get sick, then you have to be isolated fop

changing the rules about who's getting tested. the first batch of results are reiterating the need of social distancing. california has a massive backlog of people still awaiting the results of their coronavirus tests. health leaders say it will only get worse. the house is expected to vote on the $2 trillion economic aid package. president trump said he has a pen and he is ready to sign it. also this morning, if you have business at the dmv, you can forget about going to their businesses because they are closed. we'll give you updates on all of those stories but first say good morning and happy friday. it is march 27th. and, hey, mike. imiss you. >> i miss you, too. we're leemeumenting this day wo happen even though we were social distancing, it was nice to have each other's company. i'm sorry you are all alone. reggie will be there soon.

it's friday. how about that. and i do have some wet weather for you. next week how about some 70s and sunshine. that's coming our way. we'll go to the maps and you can see right here that we have the frost advisory up in the north bay and that goes until 9:00. protect the pets and the plants just like you did yesterday until about 9:00. here's a lookat those temperatures and you can see cal stoega are freezing cold and close to napa at 33 degrees and then what we're looking at as far as temperatures later on this afternoon, we'll start off with sunshine but then increasing clouds and those temperatures will cap our highs in the upper 50s to low 60s. 57 to 62 degrees. we'll talk more about the rain and the 70s coming up. kumasi. >> thanks, mike. the coronavirus testing site in hayward will be open, again. but this time tighter restrictions on who can get a test. amy hollyfield joins us live in hayward with what we can expect.

>> good morning, kumasi. don't come here unless you have symptoms of covid-19. if you are coming out here, make sure you come in the morning. they will likely be closing this down earlier than the planned 6:00 p.m. shut down that's because this place has just been so popular. the demand has just been so high and they have been sending so many tests to the lab and it just overwhelmed the lab. they want to give the lab a little bit of time to catch up. the lab is just struggling to keep up with all the tests that they have sent there from this site here in hayward. >> that's kind of a gray area. but what we're doing is taking it on a case-by-case basis. if you are elderly, you're meeting the criteria there. however, if you do not have symptoms, you probably will not get tested. >> you won't. >> elderly plus a fever, plus shortness of breath, cough. >> the symptoms are at the top of the line right now. >> yeah, exactly.

>> so, on monday what happened was they were very conservative with their tests and they only allowed people with a fever to get one. that turned out to be too picky and they didn't give as many tests as they had so tuesday and wednesday they loosened the restrictions and that went too far and now they have too many tests. now they're looking for the happy medium. now they're allowing the elderly and the homeless to get a test and now they must have symptoms. if you traveled to europe, you also must have symptoms. that's the key, they really want to see that you have symptoms for the virus before they give you the test. if you have questions, they have set up a help line. i got that number here, but if you don't have a pen right now with u,
