san francisco looking at a few sprinkles. further to the south, yes, the atmosphere is motivaistening up. a quarter inch to over half inch in some areas. breeze ate times. right now, we are in the 40s to low 50s and we'll be looking at a rainy weekend and some big changes for the week ahead. liz? >> thanks, lisa. now to the latest on the coronavirus pandemic. the united states has more than 100,000 cases of the coronavirus, more than any country in the world. more than 1,700 people have died. an ominous warning from doctors about what's to come. >> to use a gulf south analogy, our concern is that at this point, we are perhaps just at the outer bands of a category 5 hurricane, and this may get worse before it gets better. >> president trump has signed the largest relief bill in modern history, more than $2

trillion. here in the bay area, as of this morning, the number of coronavirus cases tops more than 1,600. marin county reported its first death yesterday, a man in his 70s who got sick after taking a cruise on the grand princess. we're also tracking the number of cases for our viewers in mendocino and lake counties. mendocino has two confirmed cases, lake county still reports none. its second case of covid-19, a campus employee recovering at home. on the map you saw santa clara county is the epicenter of the bay area outbreak and leaders are warning there will be a surge to come. amanda castilio is showing you how the county is getting ready. >> reporter: preparing for more covid cases. >> surge capacity is clearly what we're working on vigorously right now.

>> reporter: surge capacity, the county's readiness to handle more patients this week alone, a bombshell projection by the city manager based auropean model he suggested 2,000 people across the county could die by mid june. county leaders dispute those numbers. >> statistics could be misleading because they're based on presumptions and they don't predict the future. they don't tell us what's going to happen to you as an individual. what's going to happen to you as an individual depends on what you do, what's in your control. >> reporter: dr. smith announced the county is contracting with stanford to study what factors contract infection here and what we can expect. >> we're talking to skilled nursing facilities, any place that we can set up that can deal with the needs along the entire spectrum of need. >> reporter: santa clara county convention center will be transformed into a temporary federal medical station, able to hold up to 250 covid-19

patients. those zargeed from the hospital but still in need of a place to heal. also smith says 500 ventilators are on the way and the county is hiring more nurses with already 120 offers already out. preparation is needed on all levels. in partnership with the silicon valley community foundation, several relief funds are in place meant to help small business, nonprofits and anyone at risk of becoming homeless or doesn't have access to money, food or other necessities. the home fund has already received 44 applications in its first three days. sacred heart community service, lead agency managing the fund, says it has had to cut off applications. >> let me say need is so great that the fund needs more money. you bet. >> reporter: while the county is doing its part, they say the best thing you can do is stay at home. amanda castilio, abc 7 news. >> we're just days away from april 1st when rent will be due.

a moratorium on evictions by governor newsom. does this help enough? luz pena explains. >> reporter: sheltering of place in the middle of a global pandemic, but inside many of these homes, another worry. for many, rent is due on wednesday. does it keep you up at night? >> i try not to but it does. when i wake up in the middle of the night that's the first thing on my mind, how am i going to pay the rent. >> reporter: governor newsom declare aid statewide moratorium on evictions. the order will last through may 31st. >> we just establish aid new overlay for the state of california. >> reporter: statewide moratorium provides that tenants provide a letter to landlords explaining their situation. they still have to repay their rent in a timely manor, a key aspect of this moratorium that

doesn't sit well with senator scott weiner. >> it doesn't go far enough. people can still be evicted for not paying rent. they won't be evicted right now during the state of emergency but could be evicted after the state of emergency ends. >> a quick fix and way to delay evictions and not necessarily stop them. >> but while the crisis is going on, we need to cancel rents and make it so that tenants don't have to pay it back at the end and neither do homeowners or small landlords. >> reporter: for now, conversations are still happening in the senate level, to potentially expand this eviction moratorium. >> we would like the governor to issue a broad moratorium on evictions in california. >> what qualifies as documentation for your landlord? a letter from xwrour employer, payroll stub, bank statements, or even a termination notice. luz pena, abc 7 news. new overnight, president

health advice and flying back to the capital after a last-ditch effort by gop representative thomas massey to force a roll call vote. >> i request a recorded vote. >> reporter: blasted by both parties, the president calling massey a third-rate grandstander. congress spacing themselves out on the floor in chamber to assure a quorum and overrule him. >> we will fight it together until we win together. >> right now we're going to pass this legislation. >> reporter: it will bring much-needed aid to workers and business owners now without sources of income, payments made to millions, potentially going out in early april, for those earning $75,000 or less, $1200, plus $500 per child. unemployment checks going up $600 per week for months, extended for up to four months and student loans suspended for six months.

his team during the pandemic. unused masks, gloves, face shields. >> i've gotten individual requests from my friends, i want to donate masks to your husband. how do i do that? we thought we should just centralize it, put something out to the community and had an have everybody drop them off. >> the drive is open 10:00 until 3:00 today in green brae, one of several happening across the bay area. we have a list of ways to help on our website, abc7news.com. new data from the abc 7 news i-team shows that california is lagging behind other states in testing for covid-19. with more and more testing, governor newsom says tens of thousands in the state are still waiting for their results. from marin county's covid-19 test site. sxwlr for two weeks, marin county has been quietly testing people at this drive-through facility.

but not just anyone can come. >> this is a physician-referral only site. show up without an appointment, unfortunately, they will be turned away. >> reporter: by guards at the entrance. hendricks tells me 700 people have received tests at this site as seen from sky 7 today. at the onset of the krfb crisis, tests were in short supply. but counties have run into another problem. >> now we're facing a complication where labs are not able to keep up with the demand. so we're only able to submit, for instance, at our state lab up to 50 tests a day when quite honestly we're testing more than that number every single day. >> reporter: marin and other counties around the country are ramping up their testing but california is far behind other states in terms of testing. an analysis of the number of krfb tests performed in every state compared to population. two hot spots states are doing the best job. new york with more than 6,000

tests per million people, washington state with 4,500. all the way down at the 46th spot, california with just 515 coronavirus per 1 million people. >> we are making progress on every front. >> reporter: governor gavin newsom addressed the slow progress of testing as he welcomed the hospital ship mercy to the port of l.a., saying the state is still struggling to acquire tests. >> in some cases these test results are coming back six, seven, eight days later. we've got to increase our throughput. >> reporter: in fact, the california department of public health says more than 57,000 additional tests have been done, but the results are pending. once those come in, we'll move up the list. for the i-team, dan noyse, abc 7 news. the food and drug administration just approved a coronavirus test that provides results in less than 15 minutes. it expects to deliver 50,000 tests per day starting next week. last week the fda approved another rapid test with results

neighbors. it's now expanded all over the county. abc news went to find out. >> reporter: no, that's not a convention of coyotes you hear. it's the residents of mill valley, checking in with each other, thanks to a community howl. it's become a thing every night at 8:00, during the stay-at-home order. a chance for neighbors to step outside and connect. jennifer nesbit and her kids never miss it. >> it's kind of a way to release stress and to know that you're going to hear some of your neighbors, recognize some voices. >> reporter: but it's more than just blowing off steam. it's a chance to thank medical workers on the front lines of the pandemic. >> it's really fun to just howl and thank all the hospital people. >> reporter: the idea started in italy, quarantined citizens singing and making noise, thanking doctors and nurses and greeting each other. back home there's a new take.

howls are echoing through the hills and canyons, even retirement communities are letting loose. the mill valley howl has its own facebook page, started by scott shoemaker, complete with a few confused dogs but mostly a community rallying together. >> going outside and hearing the whole valley howling is probably the most special part of the experience. it gives you a sense of like everyone is in this together. >> reporter: the idea has even caught on to other communities like n ovato where they were making noise friday night. during these uncertain times when you think about it, a good howl just makes sense. in mill valley, cornell bernard, abc 7 news. >> i heard it in my neighborhood, too. a family member who lives in chicago is saying they're going to try to get it to take off in their neighborhood. maybe this will spread even

beyond marin county. because of the overcrowded we saw public parks and beaches, local officials are begin iningo announce closures for the second weekend of shelter in place. 20 of its most popular parks closed in the east bay, including castle rock recreation area. many other state parks have been shut down like mt. diablo state park and walnut creek on top of closures in marin county and san francisco beaches. today begins the first weekend bart will temporarily reduce hours because of a drastic drop in ridership since the covid-19 outbreak. weekend hours will be from 8:00 a.m. to 9:00 p.m. riders must be in the system by 8:45 to have a guaranteed ride. the agency considered eliminating sunday service but the board decided against it. monday, muni metro and light rail will no longer run.

caltrain running fewer trains, daily schedule down to 42 trains. usually there are 92 per day. daily ticket sales are down 95%. weekend caltrain service remains same. entertaining children can be tough right now, especially with schools being out until at least early may. one oakland community is coming together to make a stroll through the neighborhood fun for the entire family. east bay journalist melissa pixcar has the story. >> reporter: a neighborhood in oakland is coming together by trying to make the shelter in place order more bearable for children. folks are placing teddy bears and stuffed animals in their windows for children to have a scavenger-hunt like game but neighbors are calling it a bear hunt. the idea was inspired by a children's hunt "we're going on a bear hunt" by michael rosen. >> we walked around the neighborhood and saw 15, 20, 25

many ways how. this morning, one high school senior describes what it's like to have a monumental life memory now ripped away. >> because of this free time, i've actually been doing some studying for my ap exams that are supposed to be in may. i don't know if they're still happening. my name is kendall jensen. i live in brentwood, california, and i'm a senior at heritage high school. so, actually, right now i'm supposed to be touring a bunch of colleges, but they -- all those tours got canceled because the campuses shut them down. people like my age, we're just, you know -- we're just scared because it's almost like our whole lives we've been like, okay, high school, college, here you go. and it's like everything is kind of like frozen. it's like, we might not even

finish our last quarter of high school. so, i think we're all just like really scared about our futures and what's going to happen. our prom is probably canceled. so, it's tough because you're like, what do you do now? you spent $400 on a dress that you probably can't even really wear. so what's going to happen? a lot of my friends are, obviously, very outraged and upset, but it's like a push and pull because you want to make sure that you're keeping everyone else safe, but also you've worked so hard for four years and, you know, so many long nights and so much hard work to just kind of like lose everything. it's just everything that we've been looking forward to has been ripped from our fingers and there's nothing we can do about it. so i think it's hard, and a lot of people have just mixed
