streams. unite get extra content and more questions in, with that, let's get started. as you probably heard, nearly 3.3 million americans applied for unemployment benefits two weeks ago, economists predict the unemployment rate could approach 30% it says 13% in the script, but i've seen numbers saying as high as 30%. thank you for making yourself available today, angela. >> thank you for having me on. >> absolutely. a lot of people are either losing their jobs right now. they have a lot of questions with regard to unemployment. i've seen some numbers with regard to 13%, i've seencreeze could send our unemployment

soaring toat? >>well, i agree with you, i've seen the same numbers that have us at about 30% at the height of this pandemic. i think the reality is, that the story is unfolding every day, as we speak, businesses large and small are making decisions about whether they can continue to keep the doors open. or working remotely from home. there are different statistics out there, predictions out there, i don't think any of us know for sure at this point. we can only hope that things start to turn around quickly, and get back -- >> we're still looking at people

that will have their incomes dropped too? >> that's correct. if their hours are being reduced or being asked to take a cut in pay or work reduced hours or to just be creative as a way to try to get around this situation and keep as many people employed as possible. >> robert asked, i changed my bank since last year's tax return, he's probably asking that, because we all know how much you receive from the federal government due to the stimulus package is based on your tax return. he changed his bank old account is no longer active. i tried calling but they appear to be on lockdown and are not

working from home. >> if you worked with an accountant. 2 would be best to reach out to them and see if you can do the necessary update to ensure you are in the database and eligible to receive the funds available. >> okay. by the way how much can people expect to receive. individual and family and what is the income threshold? >> right, for individuals, if you make up to $75,000 a year, you're eligible for $1200 as an individual. and if you make up to $99,000 a year. you'll receive a portion of that. we haven't heard yet exactly what the portion it will be beyond $75,000. forcoups, a year will be able to receive $2400 per

household and an additional $500 per child or dependent that they have in the household. and then couples that make up to $198,000 a year will be eligible for an additional -- won't be eligible for $2400. but will be lidgeable for a smaller amount, we're waiting to get the exact numbers there, and they always will be eligible for $500 per dependent. >> angela, alicia asked, how long is the process to know if you got approved once you applied. i assume she means unemployment? >> yes. unemployment one of the great things about what's happened in our state government and locally and then it's also supported by the federal stimulus package, is that normally individuals would have a waiting period usually one week waiting period.

right now people can apply as soon as they know they've been terminated or laid off due to covid-19. many government agencies are backed up and they're their phone lines, you call, they're busy, their website can be a little slow. the best thing is to keep trying and you will eventually get through. there officially is no holding time period or waiting time period to qualify for unemployment benefits. >> my wifeorks about 20 hoursse. can she sign up for unemployment? >> yes, those individuals who have been impacted in that their hours have been reduced can apply for unemployment. you have to answer the questions

to see how much you qualify for. but again part of the emergency unemployment loss that's been put into effect is that it weighs many of the requirements that we would normally see, such as you're still working in some form or another in some amount of hours that you would not be eligible for unemployment. even if your hours have been reduced, you can qualify for unemployment. the other great thing now, independent contractors and small business owners can also qualify for unemployment. that's been one of the emergency measures that's been put into place as well. >> we are getting some of those questions. people who say, i worked on an equipment rental company, a construction company. nicole, she's asking, i've exhausted my annual ed dp from

last year until mid may, do i have to wait? i've tried says i have to wait will. >> that should not be -- one of the things that's happened with the federal stimulus package is for individuals who have run out of their normal state unemployment benefits. adding an additional 13 weeks. so maybe our state edd is still trying -- everyone is scurrying, really trying to understand what the federal stimulus package offers and what it means, also, trying to put measures in place to actually comply with the measures. so our state department may be a little bit behind in terms of implementing some of those measures, but the federal government is offering to state agencies funding for an additional 13 weeks for individuals who have run out of their unemployment benefits. >> carol says her mom gets a pension and ssa, retirement, she doesn't file tax, does her mom get a stimulus check?

>> you know, that is a question for an accountant or a tax expert. i believe that part is based on your annual income. i'm not sure if they have made exceptions for individuals who receive social security or are receiving a pension. i would definitely ask the person that files your tax returns. even i've been on the phone today with my own account angt asking questions like, what are the requirements for the payroll tax relief and other reliefs that are provided to small business owners. even accountants and tax specialists understand exactly what stimulus provide s

to answer our viewers questions, we've been doing that during break and now we have one from randy, randy wants to know are the ira rules being relaxed on periodic withdrawals? >> that's a good one. >> yes, they have been. i'm not a tax expert, but i've looked into my own ira and my benefits adviser tells me there has been relaxation of being able to withdraw from any retirement plans or ira plans as well as if you're an employer and you have to make contributions on behalf of yourself or employees, the time line is to make those contributions have been extended. >> i was reading articles and these ones really hit me. my employer is forcing me to stay home because a family member returned from one of the affected countries.

what request i do? >> well, you're -- it depends on what your employer has done across the board. if they have set a policy that anyone is themselves returning from an affected -- a place that has the high numbers in terms of the pandemic, or they're saying anyone who comes into contact with has the virus, has to stay ho home to protect others. in this instance, that is appropriate, but the employer has to act quitably and evenly across the board. it has to show that it's extending that requirement to everyone in the company, not just certain individuals or certain individuals coming from a certain country. china or italy or places that have been tagged as it's appropriate to take steps to protect yourself, just make

sure it does that in a fair and nondiscriminatory way. >> angela, thank you so much. i know our audio isn't perfect right now. are there any additional resources for people who are self-employed, in the construction landscaping, housekeeping businesses? >> those individuals certainly would qualify -- could qualify for some of the small business loans. forgiveness programs that are extended to small businesses. and if they are not able to work -- or they've had a substantial reduction in their work, they may also apply for the unemployment benefits that have been extended to individuals, independent contractors. i would look at those resources and for those of us who live in the state of california, it's a

good starting place to understand all of this is our own state development website. www.edd.cg.goe. >> thank you if you can't answer the question directly, it will lead you to a site that can. >> i work for a nonprofit organization, could you collect unemployment? i would think so, right? >> yes, nonprofits are considered employers as well. the new laws and expanded policies apply to private business owners, small business owners, nonprofit employers, there may be some exceptions. but definitely for private and nonprofit sector employers. >> okay. laura burton wants to know, when will edd begin paying the extra $600 and is it retroactive? >> it should be right away again

they may be a little behind. the new stimulus law came out last friday, so there may be some catchup needed. but they should be processing it as soon as they're capable of doing that, and it's retroactive for individuals who are laid off or terminated or had a substantial reduction in hours as of january 27th, 2020. the benefits would be retroactive going-forward. it extends through july 31st of this year. it's just a temporary expanded benefit. >> cynthia has a question, if you made more than $198,000 last year, by the way, corn grat u laces to you, cynthia. would you still collect the 500 per child? >> unfortunately, not.

>> the stimulus is for those who make $75,000 or less or up to $99,000 or less. or married couples that make between 150,000 and $198,000. unfortunately individuals that make money. salaries that are above and beyond those amounts do not qualify. that part of the stimulus package. >> my cpa is also on lockdown and can't submit my updated bank information to the irs. i assume his question is, what do i do? >> i would try to -- hopefully your cpa could at least communicate with you and maybe give you guidance on how to

i had an experience yesterday, i think i shared it with you. i took off in l.a. in what should be a businessdy weekday, i was the only plane moving. it was really surreal. >> airports and cities. you've been flying commercially for over two decades. this is a first, but after 9/11, right? it wasn't like that. >> after 9/11, there was a number of things that happened after 9/11 that industry suffered for 10 years, there were a lot of other things that contributed to that. during the period just after the

towers went down, nobody flew for four days. we weren't flying empty airplanes, we weren't flying at all. once we started flying again, the passenger traffic bounced back quickly. >> what about the passengers that are still flying? and it's not a lot of them. >> i try to maintain as much social distancing as possible. i fly with a co pilot who is about three feet away from me, we don't really shake hands like we normally do or that. we stay away from the passengers as much as possible. there's not many people back there. people, when they have to come into contact with each other, are incredibly polite and take

an extra moment to make sure everyone makes a little bit of eye contact and there's a shared trauma. >> i can see people coming together and supporting each other during times like these. i want to ask you. >> i saw you wiping down your cockpit controls, and given all the sanitizing airlines are doing, do you feel like it's safe if you had to fly right now? >> it's clearly not as safe as being at home in a contained environment, it's as safe as it can be, the execution of our job. they deep clean the dock pits every night. they deep clean the cabins in a way i've never seen before. they spray down all the surfaces and tray tables, even though

there's only 30 or so people on every flight. i think the airlines are taking this incredibly seriously, doing the best think can to mitigate the possible spread of the event. >> it's certainly a time of change. i know your hours have begun cut. and it's industry wide. we don't know what's going to happen, but you having been a naval aviator, you're not afraid of much, it doesn't sound like you have any fear right now, you're taking precautions. we appreciate you being out there providing service for the folks who have to fly. take good care of yourself. >> i will. everyone else. >> safe travels, paco. we'll be back on air with dr.

our special correspondent. every day he's going to talk directly to you in a segment we're calling doctor's note. today he's addressing a looming question. >> can pregnant moms of covid-19 pass it to their babies. recent studies suggest it might be possible. they can be infected from mom right after birth. we're talking about vertical transmission or passing the virus to babies while they're still in the womb. 33 babies born to covid 19 positive moms were looked at. three were found to be positive. in a couple other studies, a few babies born were found at a very specific type of antibody against sars 2. the type of antibody that they make themselves. this suggests their immune systems may counter the virus in utero from mom. we're still in an early phase,
