when we support and up lift one another. >> all right, here's a look at where cases stand in the bay area right now. there are more than 3200 confirmed cases and 86 people have died. santa clara county leads the bay area in confirmed cases with more than 1,000, and contra costa county, now with the skilled nursing facility outbreak is at 307 cases. >> further north, mendocino county confirms their cases. well, the extension of the shelter in place order has caused a lot of fear and anxiety among business owners. abc-7 news spoke with the construction company that is getting at least ten calls a day from business owners. asking for the doors and windows to be covered with ply-wood. >> we drove through union square and we saw business after business boarded up.

at least 90 are boarded up and this same practice can be seen throughout the city. >> reporter: when the times get tough the tough gets going. that's the way he describes the video of his restaurant getting vandalized two days ago. >> 12:30 a.m., a guy came and he tried to throw a brick through one of our windows and it bounced off and he picked it up and threw it through another window and walked away. >> reporter: he is one of the many business owners losing sleep over potential burglaries while we are sheltering in place. >> what people are capable of, we are concerned. >> reporter: when we asked the owner of the construction how many businesses that boarded up in the last two weeks the answer was easy. >> 20, 30 businesses, easily. >> reporter: along union square, some of the high end stores, a three weeks ago had expensive products displayed on their windows now are covered with ply-wood. >> this pandemic is creating a

shortage. toilet paper for a while, or masks or hand cleanser. now, a shortage of ply-wood, it's tougher and tougher to find the stuff to put up. >> phil said, this is a sign of multi-million dollar losses that our city and business owners are experiencing. >> we are going to have a lot less money floating around. san francisco for example, is already estimating a $100 million loss in taxes a month. >> and construction companies like this one keep getting calls. because for many, covering a glass or a door is less expensive than losing what is inside. >> people are desperate right now to protect their businesses. >> now, compared to last year, san francisco police has said that crime has reduced. with a 26% decline in crime since march 17th. in the newsroom, abc7 news. >> all right, new at 11:00. tonight, it's unclear where or when a cruise ship with

coronavirus patients including some from san francisco will dock. coral princess is off the coast of florida. the u.s. coast guard said that it cannot dock immediately. five crew and seven passengers have tested positive for coronavirus, including julie maas dad, he and his wife live in south san francisco. >> the biggest concern. getting infected as well. we are also just -- every homeless person now has temporary shelter. the virus continues to spread. abc7 news reporter.

covid-19 pandemic. now, the sources for the region's homeless population -- >> we owe them the same dignity. -- we are going to put a full-court press on it and make sure they are getting the information they need and help they need immediately. >> the supervise said is that the county was having a massive education effort to reach the unhoused. testing stations will be outside every encampment, an opportunity to screen more people and divert and quarantine as needed. gavin newsom said that help for the homeless is top priority. >> if left unaddressed we leave the most vulnerable citizens exposed to the virus.

>> 75 beds at san jose park said hall has been set up and 100 trailers were delivered to the south bay and will be used to temporarily shelter homeless. other shelters are still operational. according to san jose, plans add 818 beds to the capacity. >> by and large, here in the south bay, people are coudoing right thing, we are seeing the results of that, a lower per capita death rate than anywhere in the nation right now. >> we have coverage on our website. abc7 news.com. and that includes one of the most clicked on stories. it's the grim forecast that our shelter in place may last four five more months. >> california has a lot of catching up to do when it comes

the operating system for business. stocks fell after more bad news of the u.s. job market. closing slightly above 21,000, the s&p 500 went down by 38. the market reacted to a report released today showing a loss of more than 700,000 jobs in the month of march. ending nearly decade of uninterrupted job growth. america's unemployment range could reach 15% in april. >> some other coronavirus headlines locally. an oakland firefighter has tested positive for covid-19, the first in the department, alameda and contra costa have ordered blanket orders for anyone who tested positive, to self quarantine.

and the california legislature has extended their recess to may 4th. it had planned to return april 14th. pg&e crews are staying on line. >> there's a backlog of tests to be tested here for covid-19. only one state has processed fewer tests than california. >> reporter: state officials say the number of covid-19 cases in california tops 10,000. more than 2,000 people hospitalized and approximately 900 people in the icu, the numbers could be misleading because california is so far behind in testing. the i-team analysis of the covid tracking project and state health departments looked as trefting across the 50 states and d.c., when standardizing for population differences per million people, california is 50th. with approximately 33,000

covid-19 tests processed. only oklahoma has processed less tests. coming in 51st, with approximately 2,000 tests processed. new york is in first place, having processed approximately 239,000 tests. >> it's good commercial labs have such large cues because so is many tests are being done at the same time, it's taking, six is, tec -- six, seven, 12 days t tests back. >> reporter: new strategies and protocols will be released saturday. there's a backlog of 60,000 tests to be processed in california. san francisco health officials say that the city has no backlog, and they understand why the issue is a problem elsewhere in the state. >> everyone is facing a limitation of the collection kits that are needed to do testing. at the same time we are increasing capacity, the tests are only as good as we can get

the specimen to the patients and send them to the laboratory. >> reporter: they are considering new ways of testing, like walk-up and drive-up testing. governor newsom said that the state is looking at a multitude of different tests not just the traditional swab tests. abc7 news. >> in the east bay, an outbreak has grown inside a nursing home. contra costa county health officials tested all 45 residents of the health care center and 27 of them tested positive for coronavirus. the outbreak started with five people, three staff, and two residents being sick. at least two residents remain in the hospital. now, efforts are focused on preventing its spreading any further. >> residents who are positive will be isolated and separated from the residents who have tested negative and are asymptomatic, we advised the staff, do not intermingle

♪ ♪ ♪ >> tamron: welcome to the "tamron hall show" from my home. there is so much happening in the world of sports, the olympics have been postponed and we have al would have been obsessing over our march madness brackets, that has been canceled, too. the dallas mavericks owner, billionaire entrepreneur and a host of abc's hit show "shark

tank" mark cuban has become one of the leading voices speaking out on covid-19 and the impact it's having on small businesses. i spoke with him earlier from out of cyber hall. we are doing the show from my home so the wife i was a little bit spotty however, mark shared some important points and i think he had some really thoughtful things to say so i wanted you to hear, we will play that interview. >> tamron: i remember one of our last days on air, there were so many questions about the nba and why or how players were able to get tested it seemed before the general public. now we are a few days out from it, how do you process what happened in the early days regarding testing and what seemed like some of them are elite getting tested? >> i really don't have the answers for you, i know the people in our organization, the management and everything, we haven't taken tests, at least not as an organization and i don't have any details to give

you on why or how they got tested, i really don't know. >> tamron: do you think that will be one of the things we unpack when we look back at all of this? one of the things i love about you is that despite your huge success of being this billionaire, you do, including looking out for people who work for your organization, look out for what we call in our society the little guy. the economic impact of the testing, how it was handled in the early stages, do you think that's all a part of what we need to review? >> yeah, absolutely. as horrific as all this is, it gives us a chance to do a little bit of a reset. i recognize i'm not successful, you're not successful if not for all the people who work around us and put us in this position. maybe we did things right, maybe we were lucky but the reality is we have to be considerate of all those around us. i'm the luckiest guy in the world, i can help -- another dollar is not going to change my life but it will change somebody

else's life and that's important to me. >> tamron: you own american airlines arena, so many other things, you talk about another dollar won't help you and by the way, 99000% of us don't understand that but that's the reality and you're using it to help people, including those at the arena who will get hit hard by this. >> look, i've been on both sides. i know what it's like to be broken to be fired and not know where you're going to eat. when the first thing that came to mind for me after my family was all these people who work by the hour that don't know how many hours they're going to get in a weekend now may not know they'll get paid at all. my first instinct is let's take care of them. what we did is with say, we are going to pay you as if the game did happen. we are paying all those servers,

all of the bar backs, all the bartenders as if people were still coming in and eating even though we're closed. i am able to help and it's just the right thing to do and i've seen other nba teams, other sports owners and a lot of others do the same thing and it's a good thing. >> tamron: that's the thing, again, going back to your perspective on being on both ends of the loss of life and the struggle it takes to get there. at when it started i was watching the show and everyone took up panic-buying and what a way to live in the bubble, the average american doesn't have $400 for an emergency and we are talking about panic-buying when you got to have the money to buy in a panic and most people don don't. >> no question. i mean, look for a $400, $100, bouncing checks, now they are wondering what they are overdraft fees are going to be. they know they have to hit that rent, they don't know what the

produce they have to give their kids to feed them healthily is going to cost. hopefully the government now with this $1200 check into the $500 per kid, hopefully now that that's passed still be able to figure out how to get it into people's hands. quicker because i think that's a good thing, it gives people a little bit of a sense of control over their lives, a little bit of empowerment, $1200 is a lot of money and it may not pay everybody's rent but it may put food on the table and at least get you until we have a better sense of what's going on. >> tamron: mark, you are always very vocal, calling out the things you think should be paid one of the things you talked about is companies not manufacturing essentials, price gouging early on. >> and we get on the other side were going to have to be very specific about emergency ppe in particular for health care providers, because the idea that we have manufacturers protecting

equipment for the first-line health care responders, and we don't have any certainty about where their production is going, whether it's going to people here in this country, it's just craziness. we have to have a system in place that says we need to know where all the production is happening, know who they are being shipped too, need to be able to know how they are being allocated if there are shortages and have that information available and transparent not only to the government but to the public as well. in emergency times, that lack of transparency is adding to the fear which is making hospitals and others hoard more, even if they don't need them, saving for shortages where they do need them. companies like 3m had just come out and said you know what, we know this industry, the respirator masks better than anybody, explain to you what was going on and why there are shortages and how we are allocating what we have, we may not like it but at least we

understand it. they are effectively ghosting the american people and not saying anything and that's creating a lot of fear, that's creating the hoarding and causing the price of masks potentially to go up significantly, that's wrong and we need to make sure that doesn't happen again. >> tamron: i was walking down the street in my own neighborhood, everything is closed in new york and i thought, how many of them will return? i thought about how many were just on the brink of success, the popularity and now they may not return, how will small businesses reset? >> it's hard to say but i will say this, it's a great question, talking about government support, with the law that was just past, something the fda put outcome of the payroll protection program. what it is, for small businesses with 500 and fewer employees, you can go to your bank, you don't even have to go to the small business
