gusty winds and some heavier downpours, the possibility of a thunderstorm. right now, it is 34 in santa clara, dry conditions, 42 in mountain view, 47 in novato. we are expecting the rain to arrive, probably about 8:00 in the north bay. 10:00 here. rainy conditions. they overspread the bay throughout the afternoon. 3:00 in the 50s. it's a cooler afternoon. little bit of a lull tonight before more rain and the core of the system arrives tomorrow, sliding down the coast. that will bring more unstable air, heavier rain. we'll talk about amounts in a few minutes. liz? >> lisa, thank you. we begin with the brand new numbers overnight. more than 3,200 confirmed cases in the bay area and santa cruz county with 86 deaths. sonoma county five new cases, santa clara county continues to be the hardest hit in the bay area with more than

to the north, four confirmed cases, no positive cases, even further north, 40 positive cases from the virus. the big headline as you begin your weekend with new shelter-in-place guidelines, cdc is recommending that you wear cloth masks or facial coverings when going outside to work or the grocery store. these are not n95 or surgical coverings or bandannas. the surgical masks and n95 masks must be reserved for health care workers. president trump says he will not be wearing a mask. >> this is voluntary. i don't think i'm going to be doing it. >> the policy of social distancing has been put into place as a way to prevent the virus from spreading. and this is just an additional precaution that is necessary to help continue to flatten the

curve. >> so, what kind of face coverings are you okay to use? abc 7 news reporter chris reyes spwioc get the answers. >> we took a drive through downtown san francisco and chinatown and saw all kinds of face coverings, including a scarf and t-shirt many people asking, what should i be using. we put our viewer questions to dr. george rutherford. >> do i need a face mask if i'm standing outside my yard? >> if you're not doing anything, i don't think so. >> is it okay to wear a scarf over my nose and mouth? >> yes, absolutely. what we're trying to do is cut down on you expeling cough, sneeze, respiratory particles. that's the goal here, to protect other people from you. >> the next question is, how should the cloth masks be launderred? any special instructions? >> i would wash them in hot water. >> what would be the best protection if you're going for a

run or a bike? >> i would say experiment, try a t-shirt or something like that, just a bandanna. >> experiment for comfort and fit but also how porous. we tried to spray through different materials from a thick to thin scarf, towel and a thin t-shirt. the thinner the material, the less effective at holding the spray. online, etsy and amazon, the choices are endless, from fashionable to high tech. this one boasts breathability and filtered technology but dr. rutherford says keep it simple. cover your nose and mouth and save the professional stuff for the people who need it. >> remember, the masks are just for when you go out, okay? adequate mask covers your nose and mouth and cuts down on respiratory particles. cloth is fine. fabric is fine. there's no way it's going to be perfect, but we have to reserve the perfect solutions, which are are al the surgical masks and n95 masks for the hospitals for

groups of picnics near the conservatory of flowers. san francisco police made a stern zblarng last time i was in front of you, i predicted that there will come a time when we have to cite, and that time has come. we have begun to cite. >> reporter: not everyone seems to be heeding the message. >> can't walk their dogs, you don't feel safe. nobody is social distancing. they're not wearing masks, children are running all over ameda, mies and fishermen from of town are visiting their small community, not practicing social distancing. >> a week ago, i felt safe. now i no longer feel safe. >> reporter: but police are saying it shouldn't just be put on them to have to enforce shelter in place restrictions mandated by the state. >> don't plan on the police or put it on your neighbor to call the police because you're out there playing basketball in the park. >> reporter: alameda police say

they're educating people on social distancing and do not want to have to take it further. >> we don't want to get to the point where we're writing citations. >> we don't know still who needs to hear this but, no, you cannot play soccer, football, or gather for picnics or barbecues right now. stay home. save lives. set a good example. in oakland, lauren martinez, abc 7 news. >> the extension of the shelter in place order has caused fear and anxiety among business owners. liz pena spoke to a construction company getting at least ten calls a day from business owners asking for their doors and windows to be covered with plywood. >> when the times get tough, the tough gets going. his restaurant getting vandalized. >> a guy came and tried to throw a brick through one of our windows. it bounced off and he picked it

up and threw it through another window and then ran away. >> reporter: losing sleep over potential burglaries during the shelter in place. >> there's no telling what people are capable of so we are concerned. >> reporter: we asked the owner how many businesses boarded up in the last two weeks. the answer was easy. >> 20, 30 businesses easily. >> reporter: along union square, some of the high-end stores three weeks ago had expensive products displayed on their windows now are covered with plywood. >> this pandemic is creating a shortage. toilet paper for a while, masks, hand cleanser. there's a shortage of plywood. it's getting tougher and tougher to find the stuff to put up. >> reporter: news commentator of the san francisco chronicle says this is a sign of multi-million dollar losses that city and business owners are experiencing. >> we're going to have a lot less money floating around. san francisco, for example, is

unhoused indoors. manu . >> reporter: not only the bay area's most populous county but the hardest hit by the covid-19 pandemic. expanding resources for the region's homeless population, known unhoused people who have tested positive. >> the same health care, the same respect. that's what you're seeing in today's announcement that we're going to put a full corps press on and make sure they get the help they need immediately. >> reporter: the county is launching a massive education effort to reach more of the unhoused, soon it will bring on mobile testing stations outside every encampment, an opportunity to screen more people or quarantine as needed. help for the homeless was announced as a top priority. >> if left unaddressed, we allow our most vulnerable residents in the state of california to be

exposed to this virus. >> reporter: already santa clara county has opened. parkside home beds have been set up. more than 100 trailers from the state were delivered to the south bay and will be used to shelter homeless and unstably housed residents. all existing and seasonal shelters remain optional. plans would add 818 beds to the capacity. residents in the county should be commended. >> by and large here in the south bay, people are doing the right thing. i think we're seeing results of that, lower mortality rates than anywhere else in the nation right now. >> reporter: in san jose, annette castillo, abc 7 news. >> abc7news.com, one of our most clicked on stories right now the grim forecast that stanford researchers are saying our shelter in place may last for

so while you're discovering new things to do in the box, we'll be here for you... at the drive-thru, on the mobile app, and with delivery. welcome back. perhaps the biggest impact is the unemployment rate. a loss of more than 700,000 jobs in the month of march, ending nearly a decade of uninterrupted job growth. the unemployment rate last month jumped from 3.5 to 4.4%. economists say it could reach 15% this month. 10 million americans have already applied for unemployment benefits. if you do not have direct deposit and get your tax refund by check, it could take up to five months. if you do have direct deposit, it should be in your account starting in about two weeks. and with these small businesses feeling gut punched by this pandemic, a landlord on the peninsula is helping to give much-needed relief to tenants.

could cry because i don't know what else to do with the emotion anymore. >> reporter: in detroit, doctors are juggling those life-saving ventilator. >> we are running out of ventilators and i feel like we're playing musical chairs with the ventilators we have on right now. >> reporter: that is the scramble for supplies accelerates. >> reporter: what do you say to health care workers wearing trash bags? >> it's unacceptable that they are. all i can say is we hear you. >> reporter: california's governor gavin newsom tells us the state is buying as much ppe as it can on the open market. are you finding yourself bidding against other governors in other states for ppe? >> no question and against federal government. but that said we are also one of the largest purchasers in the world. we are the largest economy in the world and as a consequences, we can outbid most. >> reporter: what states like california are not doing?

>> not waiting around for someone on a white horse to save te day. ve fs theirecond patient off the ventilator. abc news, los angeles. governor newsom has issued an executive order against price gouging, it will last through september 4th, restricting businesses to raise the price of items, food, medical or emergency supplies by more than 10%. the attorney general's office can take action against sellers who are price gouging. happening today, more big changes to yourts. you will probably have to end the family trips if you've been doing those, and just go alone. walmart will be limiting the number of shoppers allowed in its stores. customers will be allowed in one atnd counted on a

one-person out, one person in basis. walmart will also only be using one entrance now. target is limiting customers with additional store entrance waiting areas. costco made similar cuts that took effect yesterday to store hours and the number of customers allowed inside at a time. we're seeing stores make social distancing adjustments as well once you get inside. safeway is now asking shoppers to wait their turn through the aisles with one-way signs inside its stores. two an roughly measure six feet shopping carts. target started something similar a couple of weeks ago as well. safeway also put in plexiglass sneeze and cough guards at its checkout stands between cashier and shopper. i've seen those at other grocery stores as well, makes you and the cashier feel safer. turning now to a growing backlog of covid-19 tests waiting to be processed in

california. coun we dot even ns team dug into the data and found california is last in getting results. melody woodrow has the story. >> reporter: state officials say the number of covid-19 cases in california tops 10,000, more than 2,000 people hospitalized and approximately 900 people in the icu, but those numbers could be misleading because california is so far behind in testing. abc 7 news i-team analysis looked at testing across the 50 states and d.c. when standardizing for population differences per million people, california is 50th, with approximately 33,000 covid-19 testsprocessed. only oklahoma has processed less tests, coming in 51st with approximately 2,000 tests processed. new york is in first place, having processed approximately 239,000 tests.

>> commercial labs have such large queues because so many tests have now are being done at the same time, it's taking six, seven to 12 days to get test results back. >> reporter: governor gavin newsom says new testing strategies and protocols will be released saturday. there's a backlog of nearly 60,000 covid-19 tests to be processed in california. san francisco health officials say the city has no backlog but they understand why the problem is an issue elsewhere in the state. >> everyone is facing, across the country, a limitation on the essential collection kits that are needed to do testing. so at the same time that we're increasing laboratory capacity, those tests in the lab are only as good as our ability to get the specimens from patients and send them to the laboratory. >> reporter: officials are considering new ways of testing, like walk-up and drive-up testing. >> reporter: governor newsom says the state is looking at a multitude of different tests, not just the additional swab
