we want to begin with the brand new numbers overnight. more than 3,200 confirmed cases in the bay area and santa cruz county with 86 deaths. sonoma county is reporting five new cases, pushing the total to at least 105. santa clara county continues to be the hardest hit with more than 1,000. san francisco and san mateo counties are closing in on 500. to the north, mendecino county reports four confirmed cases now. lake county still reports no positive cases and even further north, humble county is reporting at least 40 positive cases from the virus. the big headline, as you begin your weekend with new shelter-in-place guidelines, the cdc is now recommending you wear cloth masks or facial coverings when going outside to wrk orn9c mask, but handmade cloth coverings or ban dandas. n95 and surgical masks must be reserved for health care workers

and first responders. president trump says he will not be wearing a mask. >> this is voluntary. i don't think i'm going to be doing it. >> the policy of social distancing has been put into place as a way to prevent the virus from spreading. and this is just precaution tha nry curve. >> so, what kind of face coverings are you okay to use? abc 7 news reporter chris reyes spoke with the doctor to get the answers. >> we took a drive through downtown san francisco and chinatown and saw all kinds of face coverings, including a scarf and a t-shirt. many people asking, what should i be using? we put our viewer questions to dr. george rutherford. do i need a face mask if i'm just standing outside my yard? >> if you're not doing anything, i don't think so. >> is it okay to wear a scarf

over my nose and mouth? >> yes, absolutely. what we're trying to do is cut down on you expelling cough, sneeze, respiratory particles. that's the goal here, to protect other people from you. >> the next question is, how should the cloth masks be laundered? any special instructions? >> i would wash them in hot water. >> what would be the best protection if you're going for a run or a bike? >> i would say you're going to have to experiment. try a t-shirt or something like >> experiment for comfort and fit but also how porous. we tried to spray through different materials from a thick to thin scarf, towel and a thin t-shirt. the thinner the material, the online, etsy and amazon, the choices are endless, from fashionable to high tech. this one boasts breathability and filtered technology but dr. rutherford says keep it simple. cover your nose and mouth and save the professional stuff for the people who need it.

public health orders. as abc 7 news reporter lauren martinez found they are not the only ones. >> reporter: people running, walking and enjoying their friday evening don't appear to be social distancing six feet apart. earlier in the day, sky 7 captured people playing basketball. park rangers practicing education enforcement at golden gate park. later sky 7 captured small groups of picnics near the conservatory of flowers. san francisco police made a stern warning. >> the last time i was in front of you, i predicted that there will come a time when we have to cite, and that time has come. we have begun citing. >> reporter: not everyone seems to be heeding the message. >> can't walk their dogs, you don't feel safe. nobody is social distancing. they're not wearing masks, children are running all over the place and on bikes. >> reporter: nick stilletto and a group of his neighbors from alameda say families and fishermen from out of town are visiting their small community norkts practicing social distancing. >> whereas a week ago, i felt safe, now i no longer feel safe.

>> reporter: but police are saying it shouldn't just be put on them to have to enforce shelter-in-place restrictions mandated by the state. >> don't plan on the police or put it on your neighbor to call the police because you're out there playing basketball in the park or giving hugs to friends you see in the community. >> reporter: alameda police say they're educating people on social distancing and shelter-in-place rules and they do not want to have to take it further. >> it's so new. we don't want to get to the point where we're writing citations. >> reporter: mountain view police wrote this message. we don't know who still needs to hear this but, no, you cannot play soccer, football, or gather for picnics or barbecues right now. stay home. save lives. set a good example. in oakland, lauren martinez, abc 7 news. >> the extension of the shelr--pcerd has causness owners. luz pena spoke to a construction company getting at least ten calls a day from business owners

asking for their doors and windows to be covered with plywood. >> reporter: when the times get tough, the tough gets going. that's the way this man describes the video of his restaurant getting vandalized. >> 12:30 a.m., a guy came and tried to throw a brick through one of our windows. it bounced off and he picked it up and threw it through another window and then walk add way. >> reporter: losing sleep over potential burglaries during the shelter in place. >> there's no telling what people are capable of so we are concerned. >> reporter: we asked the owner how many businesses boarded up in the last two weeks. the answer was easy. >> 20, 30 businesses easily. ep, somes of the hiago nse products displayed on their windows now are covered with plywood. >> this pandemic is creating a shortage. toilet paper for a while, masks, hand cleanser. there's a shortage of plywood.

promising news in the south bay this morning. santa clara county says every homeless person who tested positive for covid-19 now will have temporary shelter. as the virus spreads, the focus is on getting more of the unhoused indoors. abc 7 news reporter castil castillo. >> reporter: not only the bay area's most populous county but the hardest hit by the covid-19 pandemic. expanding resources for the region's homeless population, known unhoused people who have tested positive. >> the same health care, the same respect. that's what you're seeing in today's announcement that we're going to put a full court press on and make sure they get the help they need immediately. >> reporter: the county is launching a massive education

effort to reach more of the unhoused, soon it will bring on mobile testing stations outside every encampment, an opportunity to screen more people than divert or quarantine as needed. mayor gavin newsom announced help for the homeless was announced as a top priority. >> if left unaddressed, we allow our most vulnerable residents in the state of california to be exposed to this virus. >> reporter: already santa clara county has opened a temporary site at the fairgrounds for 60 people. 75 beds at parkside home have been set up. more than 100 trailers from the state were delivered to the south bay and will be used to shelter homeless and unstably housed residents. additionally, all existing and seasonal shelters remain optional. according to san jose, plans would add 818 beds to the region's shelter capacity. supervisor cortez says residents in the county should be commended. >> by and large here in the south bay, people are doing the right thing. i think we're seeing results of that, lower mortality rates than anywhere else in the nation right now. >> reporter: in san jose,

welcome back. perhaps the biggest impact is the unemployment rate. the report shows a loss of more than 700,000 jobs in the month of march, ending nearly a decade of uninterrupted job growth. the unemployment rate last month jumped from 3.5 to 4.4%. economists say it could reach 15% this month. 10 million americans have already applied for unemployment

including food and medical or emergency supplies by more than 10%. officials with the state justice department and attorney general's office can take action against sellers who are price gouging. happening today, more big changes to your grocery store visits. you will probably have to end the family trips if you've been doing those, and just go alone. walmart will be limiting the number of shoppers allowed in its stores. customers will be allowed in one at a time and counted on a one person out, one person in basis. walmart will also only be using one entrance now. target is limiting customers with additional store entrance waiting areas. as we told you, costco made similar cuts to that -- similar that took effect yesterday to store hours and the number of customers allowed inside. we're seeing stores make social distancing adjustments once inside the store as well. safeway is now asking shoppers to wait their turn through the aisles with one-way signs inside its stores. you can roughly measure six feet by the length of autngartargeter

a couple of weeks ago. safeway also put in plexiglass sneeze and cough guards at its checkout stands between cashier and shopper. i've seen those at other grocery stores in the area as well. turning now to a growing backlog of covid-19 tests still waiting to be processed here in california. that means there could be countless other coronavirus cases that we don't know about. abc 7 news team dug into the data and found california is near last in getting the results. i-team reporter melody woodrow has the story. >> reporter: state officials say the number of covid-19 cases in california tops 10,000, more than 2,000 people hospitalized and approximately 900 people in the icu, but those numbers could be misleading because california is so far behind in testing. abc 7 news i-team analysis

looked at testing across the 50 states and d.c. when standardizing for population differences per million people, california is 50th, with approximately 33,000 covid-19 tests processed. only oklahoma has processed less tests, coming in 51st with approximately 2,000 tests processed. new york is in first place, having processed approximately 239,000 tests. >> commercial labs have such large queues because so many tests have now are being done at the same time, it's taking six, seven to 12 days to get test results back. >> reporter: governor gan stteesndrotocols 60,000 covid-19 tests to be processed in california. san francisco health officials say the city has no backlog but they understand why the problem is an issue elsewhere in the state. >> everyone is facing, across the country, a limitation on the essential collection kits that

are needed to do testing. so at the same time that we're increasing laboratory capacity, those tests in the lab are only as good as our ability to get the specimens from patients and send them to the laboratory. >> reporter: san francisco city officials say they're considering new ways of testing, like walk-up and drive-up testing. governor newsom says the state is looking at a multitude of different tests, not just the additional swab tests. in the newsroom for the i-team, melanie woodrough, abc 7 news. this morning it's unclear where and when this second cruise ship with coronavirus patients will dock. it was supposed to be letting passengers off today. it does have some bay area residents on board. coral princess is off the caribbean just south of florida after a south american cruise, the ship was supposed to unload in ft. lauderdale, florida. the u.s. coast guard says it won't now be docking today. five crew and seven passengers have tested positive for coronavirus, including julie ma's dad. he and his wife are on the ship and they both live in south san

francisco. >> the biggest concern is that my mom is also in the cabin with them or with him, so, you know, i fear that she will get infected as well. >> ma says her parents have been on the cruise for about a month, so they're also just ready to get home. that is something we'll be following. in other news, we want to point out something you may have missed. a magnitude 4.9 earthquake hit near palm springs last night. it happened at 6:53 p.m. according to the usgs, a 4.9 is considered a light earthquake. people in san diego, riverside and orange counties reported feeling the quake. several aftershocks followed, the strongest one being 3.6. no damage or injuries have been reported. okay.on abc mornings, famous for her social advocacy, but jane fonda is also famous for her classic '80s workout. how she's now taking it from the

lower. south of santa cruz for sunday, this system, most of the energy arriving tomorrow. beautiful view here, walnut creek. the official sunrise, right about now. you can see that they have mostly cloudy skies, but certainly dry conditions. our level one system for your saturday and sunday, anywhere from three-quarters of an inch of rain to an inch and a half. this time, the north bay should pick up significant amounts as well as the santa cruz mountains. hills could see upwards of two inches. that's where we have that wind advisory for tomorrow. emeryville, lots of clouds out there as the ceilings lower. looking at fog and southwest wind, bringing gusty breezes to the delta. out ahead of the system. you can see the rain from the north coast going closer in to the north bay. not a whole lot going on. perhaps heelsburg, highway 101 getting a little bit wet. we'll wait for the arrival for the rain throughout the mid-morning hours in the north bay spreading south and east. 47 gilroy on the coast.

50 degrees and looking at another live view, sfo, where it's dry with a lot of clouds out there. 45 in napa, 47 in livermore. santa cruz will pick up a decent amount of rain, well over an inch through your sunday, looking at the rain developing from the north this morning. more rain as the cold system travels offshore. because of that, a slight chance of a thunderstorm. snow levels will lower as colder air filters in behind it. lingering showers on monday. back to spring-like weather into tuesday and wednesday. some lingering shower way south, though. this morning, 7:00, here comes the rain in the north bay. looking at 9:00, 9:30, more showers developing. heavier pockets through the mid morning hours and the afternoon and looking at a bit of a lull by dinner hour through the mid evening hours, but the overnight hours looking at more rain. in fact, here come the downpours, 5:00 tomorrow, into 8:00. heavier rain setting up into the

city, east bay, 10:30, 11:00. it continues through 12:30, 1:00 in the south bay. this has been a familiar pattern over the weekend. and as we go into your sunday night, you can see mostly cloudy skies. today, looking at a third of an inch, maybe half inch in some favored locations. this is through your saturday, adding in those sunday downpours and we could see three-quarters of an maybe two inches in the higher eevations. winter storm warning today through monday, and the snow amounts really boosting our snow pack, which we need. in fact, looking at two, three feet of snow in the highest elevations. so, some very dangerous conditions there, but obviously not a lot of people heading that way. upper 50s along the coast with breezy south winds. 62 in san jo. rain arrives forou this afterno through the into monday, it's cool, lingering showers, tuesday, sunnier, 60s arriving and by wednesday a beautiful day out
