this morning, big promises straight from california's governor newsom. more coronavirus testing for californians and more help from medical workers. good morning, everyone. it's sunday, april 5th. thanks for joining us. much more on those assurances and the latest coronavirus developments. but we want to start with a quick look at the stormy weather that we are tracking. here is meteorologist lisa argen. good morning, lisa. >> hey, liz. check out live lopper it 7, this shows it well. look at the reds and the yellows there from the east bay to the so some very heavy downpours. we're going to go in closer for you to check out around mt. hamilton, east of san jose, some

very strong downpours and as we go through santa clara, cuperti cupertino, more rain through saratoga and up towards fremont, fremont boulevard into newark, looking at a pretty soggy start to your sunday. pleasanton and livermore, 580, rain. lighter rain through berkeley, kensington and richmond. heavy showers from napa, moving into around american canyon highway 12, just over the watter there, highway 37, sears point and very light shower activity scattered from guerneville, through dylan beach. santa rosa is quiet. light to moderate rain today, storm impact scale of one. a chance of a thunderstorm, gusty wind. at 10:00 we have heavy rain in the north bay. through the noon hour it sinks south and east and we're looking at a soggyernoon from1:00, more ewnast bay, a break later on this evening into the overnight hours, but we've got more rain for your monday. we'll detail that in a few minutes. liz? >> thanks, lisa. as of this morning, close to 90 people have died of

coronavirus in the bay area and santa cruz county with more than 3,500 confirmed cases. santa clara county is approaching 1,200 case this is morning, with san francisco, alameda and san mateo topping at least 500 cases. we have been plotting case numbers on this useful graph so we can see the trend, this includes data from 14 overall counties, bay area and surrounding areas. it goes back to march 1st and stretches to now. as you can see, we are still trending in the upward direction with larger jumps by the day. statewide we're seeing close to 14,000 confirmed cases in california. governor gavin newsom took responsibility for the lack of test results in our state and promised to do better. abc 7 news reporter luz pena has more on his newly laid out plan. >> rhat the testing space has been a challenging for us and i own that, and i have a responsibility as your governor to do better. >> reporter: governor gavin

newsom confirmed over 126,000 people have been tested, and 13,000 of those are still awaiting results. staggering numbers that led to this announcement. a state partnership with two california universities and a task force. >> a new partnership with uc davis and uc san diego to create a minimum of five to seven hubs. >> reporter: leading the covid-19 test task force, paul markovich, president and ceu of blue shield of california and dr. charity dean, assistant director of california's public health department. markovich wants to make sure anyone in need of a test to get one. >> set a goal to get to 10,000 per day in the next two weeks to 25,000 per day by the end of this month and by the end of this summer in august, getting to the capacity of 50, >> reporter: an increase in testing will hopefully mean a decrease in deaths. at least 300 people have died of covid-19 in our state.

how long is it going to take to test the general public? >> well, if we do hit our targets that i just described, i would say within a month that we should be able to do that, and ideally we want to be in a position to do that as we start relaxing the stay-at-home measures. newsom also announced that more test sites are set to open. abbott laboratories committed to opening 75 testing sites in california. in the newsroom, luz pena, abc 7 news. >> and governor newsom also said a new blood test from stanford university could be hours from receiving federal approval, but this one is a bit different. instead of detecting the actual disease, it looks for antibodies of the virus, being able to show who is immune to coronavirus. tw governor newsom's office also launched a new website with his announcement yesterday.

covid19supplies.ca.gov. individuals and businesses can donate or sell needed supplies like n-95 masks, ventilators, face shields and gloves. private companies will let them know through the website if they can manufacturer items on the wish list. the health crisis from covid-19 is quickly exploded into an economic crisis and disaster for small businesses. the trump administration's nearly $350 billion paycheck protection program was set to rollout on friday but as lauren martinez shows us, banks are struggling to meet the demand. >> we do not ask for loans. we do not ask for help. we've done everything on our own. >> reporter: joe field is the owner of flying colors comics o. field has been in business since 1988. >> and it's because of the support of the local community that we've been able to do that. this is a different deal. >> reporter: field, like so many other small business owners, had to close because they're not considered an essential business. field applied for a loan online

but the system was down. >> on friday, sba allowed the banks to take applications and submit them for approval. so sba's portal was ready to accept applications. but the individual banks had to create their own. >> reporter: several banks were not ready to handle the flood of online applications because guidelines for the loan process were still being adjusted late thursday night. field then tried to submit paperwork in person. >> having my paperwork ready, i got up to the front of the line, and was handed another sheet that talks about how the process is not going to start for businesses until monday and it will all be done online. so it was nice to get a little fresh air, right? >> reporter: field was in good spirits despite the problem. on saturday, santa clara supervisor dave cortezi held a webinar with the director of the small business development center. they discussed the paycheck protection program and the

economic injury disaster loan. >> you can get an advance of up to $10,000 on the loan, even before the loan gets approved. >> reporter: barbara marryson, ceo with tmc financing encourages businesses to file for both loan programs. >> it's a race. everybody understands it's a race and i think everyone is doing the best that they can. >> reporter: in concord, lauren martinez, abc 7 news. new this morning with social distancing and stay-at-home orders court trials are on hold. that means virtual meetings in san francisco. the assistant d.a. says most pretrials are conducted electronically with cooperation from judges and lawyers and defense lawyers. that includes arrangements when charges are announced, plea negotiations and input from crime victims. also new, thousands of california inmates have been denied freedom after federal judges refused a request by their attorneys who says prisons are likely a tinder box ready to

ignite with the rapid spread of covid-19. the three-judge panel says it does not have authority to address the coronavirus because it was created to address overcrowding issues. this comes as a santa rita jail inmate was the first to test positive in dublin. the person is stable and being monitored. just schools and universities, local libraries are learning learning doesn't stop when things close. they're trying all new things to keep your families entertained and learning. david louis checked out the new offering on the peninsula. >> these twins spend a lot of time taking classes online. however the 8-year-olds used to go regularly to their local library in half moon bay. expanded online services from senate county libraries are filling the void as a result of its branches being closed. >> we have a wealth of homework help, literacy tools, if you need arts and crafts to do with your little ones we have those

tools as well and steps to help you learn a new language while you're at home. >> reporter: more than half of the librarians and the staff have been launching online experiences such as story time with library assistant deidra brill, a drawing class taught by lynn federer and this interactive bilangle unlg sing along. mother of the twins karen kovalesky is enthusiastic about the focus which turns screen time into something productive. >> hands on, interactive, used their minds, used creativity, and got them excited, was engaging and to find something like that as opposed to a passive visual view of a movie is very big. >> reporter: her daughters are looking forward to an online science program this week and help with their homework. what kind of things would you look up? >> how long it takes to make a chapter book, because i kind of want to be a writer when i'm older.

across the bay area people are stepping up to ease suffering and need as our world struggles to deal with this health crisis. abc 7 news reporter cornell bernard has the story of two local efforts today that highlight the power and importance of human kindness. >> i got water. >> reporter: going to help? >> yes. >> reporter: betty jackson is making a grocery run to the shop rite in east oakland where she found gallon jugs of water and lots of produce available. the most amazing part? it was totally free. >> i think this is a blessing, blessing to help those that need it. >> we are here to help the community join this crisis.wn time when many are scared and running low on cash due to job losses. >> it's ache lie war zone out here. it's a matter of life and death. >> reporter: the market is partnering with oakland city

councilman lauren taylor who is getting vital information about the pan demmic to his constituents. >> it's critical to our residents get the basic needs as well as the support for withstanding the crisis and also rebounding from it. >> reporter: helping me a lot.e information on the coronavirus and how to stay safe. >> hello we're collecting personal protective equipment for the local hospitals. >> reporter: in san francisco these pharmacy students from ucsf stood in the rain outside the pharmacy, collecting masks and gloves for health care workers who need them. many folks stopped and donated. >> thank you! >> thank you so much! >> thank you so much. >> i washed them down with alcohol so they should be okay. >> it's frustrating you're a student and taught to advocate throughout your entire curriculum and it comes to this point where the best thing you can do is stay at home so i think all of us are really fortunate to do more than that

and that's what brought us here. >> reporter: the students are trying to establish permanent drop-off sites inside major pharmacies for things like gloves and masks. as for the grocery give-away, we're told 100 families benefited. the owner says he'll do it again to help out his loyal customers. in emeryville, car knell bernard, abc 7 news. this morning, a bay area family is stuck in peru for weeks and trying to make it on the last night back to the u.s. peru's president shut down the borders last month because of the pandemic. a group of relatives from castro valley all in their 60s and 70s is concerned about getting out after traveling in a remote area about a ten-hour drive north of lima. one of the group's daughters spoke with abc 7 and says they have done all the paperwork but there's limited communication with the embassy and they are desperate for help. >> our fear is that if they do get sick that their town won't have the resources to deal with

the thousands of cases that could potentially arise. >> the u.s. embassy in lima says about 470 americans just left yesterday. more flights are confirmed for today and tomorrow. they are promising to arrange for more. as of today the peruvian government is ordering all businesses to close which means limited transportation options. you might remember another local family we told you about last month. they finally made it back home from peru last week. brian simijonny a san jose police officer says it took several days to travel home but eventually got on a state department to miami and found their way back home to the north bay. happening today, healthy passengers who are fit to flex pectedo beisem princess" cruiseship. one man from south san francisco will not be one of them. he is in intensive care in florida, after testing positive on the trip. the ship docked in miami yesterday. his family said they needed to call 911 to get him off.

71-year-old wilson ma's family reportedly called for help because the onboard medical team took no steps to get him to a hospital for more care. that i beds nearby. the state of florida website showed miami-dade county had more than 150 available. pastwofhem ved.gepi ihate inci against asian-americans since the start of this covid-19 outbreak. a website by the asian pacific policy and planning council received more than 1,100 reports of discrimination in a two-week period. statistics show women are being harassed twice as much as men. children are involved in about 6% of the incidents. even with the shelter in place order, harassment is taking place at grocery stores and other essential shops. we invite to you watch abc 7's interactive town hall, "race & coronavirus: a bay area conversation." you can find it on the home page of our website abc7news.com. a panel of experts took part as abc 7 confronted crimes against asian americans during the

>> we're understandably anxious to understand what are the real behaviors that can affect our risk of infection. >> reporter: the app feeds daily questions, answers can be yes or no or sometimes require more detail. where have you been? are you traveling to work? are you getting regular exercise? do you have pets or kids at home? >> so we ask questions about demographics such as age, sex, race, occupation. >> reporter: other questions focus on behavior and your health. how often are you washing your hands? have you had a temperature or fever? have you had any symptoms of cold or flu? information multiplied on a vast scale for researchers to study all with the goal of unlocking the secrets of a dangerous virus. >> and the more people that contribute, the more confident we can be of answers we find. >> reporter: answers that could help save lives. in san francisco, dionne lim, abc 7 news.

we've been looking at the downpours, which will continue. in fact the area of low pressure that cold part of the system from the gulf of alaska isn't slated to move in here until later on this morning. so what you're looking at right now is another part of the system that's bringing very heavy rain from the central coast, gusty winds and let's take you in for a little radar tour as we go into the east bay, heavy rain moving out of fremont, but it's still coming down there from 680 to 880, curbi cushing parkway. livermore, pleasant hill, dublin, you've had pouring rain the past hour. lighter showers danville through to orinda and walnut creek as we look toward the south bay, sunnyvale, mountain view it's been raining this morning and embedded with that some heavier downpours. another area of some heavier rain is up towards napa, highway 29, american canyon. bodega bay, more is on the way for you.

in the mountains temperatures right at 32 degrees with the snow continuing to pile up. our winter storm warning through noon tomorrow and looking at two feet and no problem. how about three feet perhaps down by kirkwood. so looking at those very gusty winds as well, up to 90-mile-an-hour ridge gusts. 55 in oakland right now. 50 in santa rosa. above a thousand feet those winds 30 to 45 miles an hour. you can see all the colors here, look at mt. st.elena through mt. tam and let's give you an idea of the wind profile, so with the showers and the downpours, we have strong winds out of the south this morning, they're going to shift a little bit to the southeast but look at the colors. 10:00/:0 the wistc as we get he through the later part of the day. san jose 101 lots of wet weather for you. more rain and wind, possible thunderstorm with a little moisture left. we could see some snow down towards mt. hamilton, 3,000 foot

snow level and still the front is going to bring showers another level one system as it departs for your monday. here we go at 7:00 with the rain, and look what happens by 9:00/10:00, another area of some very heavy rain through the heart of the bay. it's 11:30/12:00/1:00, it marches to the east, sinks to the south, and we've got the rain still with us throughout the afternoon. get a break by the 4:00 or 5:00 hour, and we're looking at amounts from about a quarter of an inch with the least amount to anywhere from a half inch to three-quarters of an inch, maybe an inch around ben loman. so a pretty good dose of rain for the spring storm. feeling like winter with temperatures only in the 50s. we have the breezy winds. it will feel even colder. the wet weather and the accuweather seven-dy forecast, the level one system with rain and wind today. looking at scattered showers tomorrow, as that system pulls out of here, even a few peeks of sun. by tuesday we're partly cloudy. it's dry and that trend

throughout the afternoon, we're looking at some pretty good downpours, live doppler 7 showing you where the heavy rain is over into the hills of the east bay, but as we get into livermore, 580 and pleasanton you can see the rain, while this represents pouring rain through dublin, also fremont has been wet this morning, newark some showers, steady rain from santa clara, sunnyvale and mountain view. not a lot going on the peninsula and scattered showers through oakland, berkeley and around 680. good downpours, napa, highway 121. as we pull out it's scattered and light from bodega bay, quiet novato and santa rosa. that's going to change. a level one system, light to moderate rain, gusty winds, downpours and a chance of thorm thunderstorms embedded with hail. by 10:00 the north bay getting into it. the snow levels dragging down colder air and by noontime we have more rain from the east bay to the south bay and it continues into the early afternoon. the later afternoon brings us a

york's continuing surge in covid-19 cases, the president is sending 1,000 medical military personnel to new york city as backup. >> they're going into a battle that they've never really trained for. nobody's trained for this. nobody's seen this. >> reporter: other hot spots, detroit and louisiana, are also seeing a dramatic increase. >> by the predictions that are in that healthdata.org, they are predicting in those three hot spots all of them hitting together in the next six to seven days. >> reporter: officials with the cdc now urging americans to wear a face covering when they leave home and continue hand washing and social distancing. meanwhile, house speaker nancy pelosi sent a letter to colleagues saturday outlining her goals for the next emergency relief bill, called c.a.r.e.s. 2. she says the new legislation must go further with helping

families and businesses, as well as state and local governments, hospitals and first responders. karina mitchell, abc news, new york. overseas, france is emerging as the new hot spot in europe for the coronavirus. more than 1,000 people died in just 48 hours. leader there is expect to expand the lockdown past the current date of april 15th. spain is also reporting more than 800 deaths in one day, that's a slight decrease for the second day in a row, but the country's overtaken italy now in total number of cases with more than 124,000. and tonight, queen elizabeth will deliver a rare address to the uk about the pandemic. coming up on "this week" secretary of defense mark esper will talk about the covid-19 threat and the government's response, 2020 democratic presidential candidate joe biden will appear. you can watch the full interviews on "this week with george stephanopolous" on 8:00 on abc 7. the nra is suing four bay area counties ordering gun stores to closed at nonessential businesses. according to sf gate the federal lawsuit filed this past week targets alameda, contra costa, santa clara and san mateo

counties for violating the second amendment. local residents, gun stores and gun rights groups also signed sp.businelol st the pandemic. as walmart, target and costco make in-store changes to keep us socially distanced this weekend we're seeing some places where people aren't following the rules quite so properly. >> practice good social separation of at least six feet when possible. >> with stores now limiting the amount of shoppers it lets inside, look at these long lines here in florida and in new jersey, not much space between shopping carts. florida's governor issued a stay-at-home order on wednesday after weeks of push-back. nine u.s. states have yet to put ones in place. several denny's restaurants across california will be offering a drive-through grocery service. you'll be able to order breakfast basics like eggs, milk and produce. the chain will even offer home meal kits for families to cook denny's menu items through this month. orders can be online, by phone

we'll go tote the bay area in a second. a cleveland councilman hosted a social distancing party for residents living in one apartment complex. he played music in front of the building and people were able to join from their windows and balconies. he hopes to make this time a little less lonely for everyone and boy, they do seem to be having a good time. i was excited to get to t the baby rave happening today, a little close to home. join in on the party fun with your family, it's the baby rave. the bay area children's theatre in oakland usually hosts the event. since everyone is staying at home, it is bringing the party to facebook this year. organizers say it gives kids and parents a stress-freeway to have fun while also at home. the theater has suggestioning on its websites how to create a party atmosphere. you can join in starting at 10:00 this morning. >> so cute, have to check that out, even without a baby.

another thing to talk about this sunday is the rain. make it easy to sit inside and listen to podcasts, lisa. i was surprised how much rain we saw yesterday. >> we saw a good amount of rain and that is just the first system, the second system arriving today and already looking at some pretty good downpours from the hills, and also in the east bay around pleasanton, dublin, pleasant hill and san jose. things are getting a little bit quieter in the south bay but more to come. the north bay has been not looking at a lot of activity up toward santa rosa. that's going to change. this is a live look from mt. tam, where it shows that we can't see much at all from the fog. we have gusty winds and looking at another line of pretty strong rain and downpours, maybe an embedded thunderstorm possible throughout the day. the level one system moving through the bay area but then it's going to drag through later on through tomorrow. the actual cold core part of the system, so with the colder air in place, a little afternoon sun, definitely see some active weather out there throughout the

day today. here is our roof camera, where it had been raining, but the peninsula has been a little bit quiet, including san francisco. more rain will be with you through the mid morning hours. as we go around the bay you'll notice the brighter conditions have been in the east bay, the south bay. taking you into livermore right now and around 580 central parkway, 84, vineyard avenue, it's been wet and here in the hills around mt. hamilton, very heavy rain but it gets scattered as we go through the south bay. lighter rain now from newark to fremont, and here's a glimpse of part of the peninsula here with scattered showers through 280. san mateo up in the north bay, it's been some drizzle and light scattered showers from santa rosa. napa had a pretty good downpour around american canyon, the rain is getting lighter and out towards the coast, but check out the system, there it is, the core of the low offshore, and that's what's going to keep us in the active weather for the next 24 hours, maybe 36 hours.

here answer the snow, temperature 32 degrees in the mountains. the winds in the higher elevations would certainly keep the chairlifts from going and today looking at anywhere from one to two feet, maybe three feet down around kirkwood. as we look at the golden gate bridge, it's wet out there but not raining currently. it is 55 degrees in oakland, 49 in gilroy. half moon bay is at 54 and the south bay 280 san jose certainly wet out there, 53 in concord with some light rain. the winds, upper elevations, it's been 30 to 45 miles an hour. out of the south, that's why we're so mild in the 50s, but as we go through the day and the rain moves across the bay area, the strongest winds out ahead of the system, then they'll shift to the southeast and eventually the west. and by about 3:00/4:00, less wind out there as the rain marches to the east. as we look at lake tahoe, the snow is coming down there. more rain and wind, possible thunderstorms. snow level locally to 3,000 feet. mt. hamilton, when the cold air moves in, colder, because it already is chilly, looking at

perhapsight snow. let's check out the next few hours, where it looks really bright and active, and you can notice by 9:30/10:00 from santa rosa across the heart of the bay, the south bay and the east bay through 1:00 it's raining pretty good and the rain will slowly continue to sink to the south and east, 4:00-4:30 a break. a quarter inch in the north bay to a half inch in san francisco, upwards of an inch around the santa cruz mountains. 56 in oakland and san jose and the accuweather seven-day forecast our level one system today, the rain and wind, a few more downpours as the system exits tomorrow, still cool and by monday, we're dry and looking at increasing sunshine. passover begins on wednesday. it's clear, and numbers will warm up, it's going to i spri awill be change from the gray and rainy days of today, yesterday, so finally getting a break out
