safety is abc7 news. now at 6:00, the number of coronavirus keeps rising. the economic strain it's having on renters in one bay area setting. i am cautiously optimistic. >> santa clara county's hub health officer, one-on-one with abc7 news. she's sharing her thoughts on the health care system and the shelter in place and the pandemic itself. it's tuesday, april 7th. >> that means we are entering our fourth week of our shelter in place, and you will hear in a second, we're doing pretty well. how are you all doing? how are you, jobina? >> i am doing all right, thank you, everyone, and thank you, reggie. i think kumasi and i match, i belief. >> yes, friend.

>> orange. we're still channeling the connection from a distance. yes, keeping things bright. >> how are you, mike? >> i am doing well. my wife and i are reconnected. we hardly see each other when she's working and i am working because we work opposite shifts, but since she's not working, it's nice being around her and watching her make -- oh, reggie's face, you can't see it, mike, but go on. >> i can see it about 25 seconds later, and the tv is right there and then it's too late, isn't it? >> yes. >> darn, i have to get that fixed. all right. hi, everybody. we know it's a serious situation, but every once in a while we can see on live dopple few light showers rolling that way, and that's where the thicker fog is.

livermore is starting to get fog also. let's keep an eye on that through the commute. san jose, partly cloudy and 40 degrees. 41 to 43. we will stay in the 50s at the coast, while we reach the low to mid-60s with fewer showers today and more sunshine. >> thanks, mike. we will talk about the numbers of covid-19 here in the bay area, 3,800 cases with close to 100 deaths. statewide, 16,000 confirmed cases, those numbers coming from a tracker by johns hopkins. that's a 46 percent increase since friday. l.a. county only saw a single digit increase in cases yesterday for the first time since march. officials are urging people to stay inside and don't go out into the grocery store if it's not entirely necessary. major league baseball and it's

players are focusing on a plan that could start the season as soon as next month. we shall see. on the east coast, boston had a curfew put in place. let's see how we are doing, and what is our progress like since our sheltering in place. for that we go to abc7 reporter, julian glover. >> reporter: we're talking about the director of health here, dr. sara cody. one of the very first in the entire country now in a wide-ranging interview she praised the coordination among bay area health officials. she said the early action made the difference.

she believes without a vaccine in place, our best tools is to shelter in place. many are ready to return to life and kids want to get back to school, but dr. cody reminded us this is a marathon and not a sprint. >>ne >> this is a marathon, and we have to keep ourselves nourished somehow, and we have to be at this for a very long time. >> dr. cody would not specific as to how long she meant by a very long time, but she admitted there was a lot of uncertainty ahead whether it's looking a month or six month out from where we are now. she also would not promise that school would be back in session come the fall, in just a few months, but she did say our social distancing efforts do appear to be working so we need to stick with it. for now reporting live in san jose this morning, julian

glover, abc 7 news. prime minister boris johnson is still in the intensive care unit with coronavirus. his condition got worse after being diagnosed 11 days ago. he's keeping in touch with his team but he later was placed in the icu as a precaution in case he needs a ventilator. he is receiving oxygen treatment. his secretary is in charge of running the country for now. johnson is the first major world leader to be diagnosed with covid-19, and his fiance, who is seven months pregnant, by the way, has also tested for the virus. new developments in pg&e's billion-dollar promise to wildfire victims, and lawyers are concerned the settlement may

not come because of the fallout from the coronavirus. the steep slide in wall street has cut pg&e's share value by nearly half. the issue is set to be discussed today during pg&e's bankruptcy hearing. in the south bay there's not enough phupb money to ease the . rental assistant group, community services agency, already helped 76 families. they say it can take up to $2,000 to help each household. >> it's not just necessarily one person, but it could be the rent for five, six or seven people. we have a queue for ten or people waiting. and. tgrand princess is coming back in the bay and why it's

we're back at about nine minutes after 6:00 on this tuesday. we will start with temperatures around san francisco, mid to upper 40s under a partly cloudy sky. in other neighbors, cooler in san leandro and down into the south bay. mid to upper 30s there.

same in walnut creek, and you can see the foggy spots out in the central valley, livermore and up in the north bay. we will have a partly cloudy afternoon and a good day to be outside as i be drier and milder. pollen will be high. we have a stray shower possible, and that's about it. in the south bay, 39 at 7:00 to about 59 at 1:00 and some low 60s this afternoon. you have the best chance of a thunderstorm during the afternoon hours. for the east bay valleys, we're in the 40s through 9:00. 50s through 1:00. low to mid-60s for a couple hours this afternoon. we will see increasing sunshine. for the peninsula, 40s through 9:00 and 50s through 1:00, and then a mix of sun and clouds and possibility of a shower. let's get over to jobina. >> thank you, mike. if you are an essential worker and will passing through concord this morning, want to let you know about an incident

coming in from chp a south bay near 242 near the concord off-ramp. injuries have been reported. you can expect to see emergency crews there. a live look now showing you the san mateo bridge so you can see conditions there. aside from the incident i just brought up in concord, everything else is looking clear on the roads. today muni service will be temporarily discontinued on the routes with low this is part of the agency's biggts, remain for the foreseeable future. they are urging the public not to use muni during the pan dem kwrbg and to save those rides

for essential workers. today the "grand will dock again for supplies and everybody onboard remains symptom free. say you have been sailing and you don't know about working from home or the empty streets, just about everything closed. all of that is new. that's exactly what is happening to a group of sailors right now. it's owned by a bay area non-profit that runs srovoyagesr kids. >> we started getting a lot of reports of other countries around the world and how serious it was. down in mexico it didn't -- it was not perceived that way for quite a long time until the end of our trip down there.

plans for the momoscone center. everybody got moved out and are now in hotel rooms. crews are cleaning it and making adjustments to keep people spaced out. when it re-opens, moscone west will be used to keep people who are recovering from covid-19. and then word got out over the weekend the city was considering the land with other properties, and abc 7 spoke about that plan. >> this is moving quite quickly, and they learned lessons from moscone west, with people testing positive which i raised as a huge concern, and the only reason we should be doing this is to make sure people don't get sick. >> the city could still use the proprty but as an overflow medical facility. are you craving a burger but can't get one because you are staying at home, and shake shack is making diy kits for the bay area. there are fresh patties, the sauce, and potato rolls and cheese. it costs $49 and you can order it on uber eats. we are seeing so much gratitude around the bay area and wanted to share some of the stories with you. one example is this special sign with a simple message. dear, mailman, thank you and stay safe. >> i took pictures of them because i did feel something, you know. i am appreciative of the way they responded to that.

need the sunglasses more than umbrellas moving forward. we will keep a slight chance of a shower around, not only today but tomorrow and also thursday, until that area of low pressure finally moves far enough away that it has no influence on our weather. we are showing a few light showers across the bay, and we have fog so any rain would help dissipate the fog faster. in the south bay, that will be the most likely area for a shower or thunderstorm as we head into the afternoon and evening hours. as you look at future radar, it picks up on the morning showers in the north bay, and in fact you see the gray opening up and that's the more sunshine and the temperatures will be three to eight degrees warmer this afternoon than yesterday. tonight more fog. i think it will be more widespread than this morning. watch tomorrow late in the evening hours, one of those

areas of low pressure, it's a smaller area of energy rotates off the mountains back towards us and brings us a chance of shower late wednesday. as far as rainfall estimates, there's not a lot as we head through the next couple of days. the heavy rain we had yesterday, that's in the past. let's take a look at the future with my accuweather 7-day forecast. what you are going to see are temperatures that will stay mainly in the 60s as we have a slight chance of wet weather through thursday, and then hit the low to mid-70s away from the coast this weekend. >> thank you. let's turn to another one of our favorite meteorologist, ginger z. >> good morning. >> good morning, reggie and kumasi. i cannot tell you h you h you hh am that mike gets

yesterday with the extra sunshine. remember, a stray shower possible in the north bay and south bay. temperatures mainly in the low to mid-60s. >> thanks, mike. this morning two new coronavirus testing sites will be open in the bay area, and they are focusing onirst respon. one in san francisco at piers 30 and 32. >> reporter: this site will not be open to the public. instead they will be testing first responders here at piers 30 and 32. that's going to include police officers, firefighters and health-care workers. we have the view of it from drone view 7 showing all the work under way setting up this site. they expect to be able to run 200 tests by later on it will be expanded to shelter workers and other people

on the front lines. >> they are taking care of us and it's important we take care of them and one of the most basic things we can do is to make sure they have access to testing. ⌞> reporter: across the bay in oakland, there's a second covid-19 testing center opening at the kaiser convention center. this site will include testing for people who are vulnerable, essential workers, grocery store workers, and restaurants and those that provide child care. those will be at appointment only, and you make it through designated organizations and businesses. that site will have the capacity to conduct up to 240 tests a day, and no plans to open that up to the public just on essential workers. >> thank you. this morning the death toll for covid-19 here in the bay area is nearing 100.

and santa clara lake county reports another confirmed cases after getting its first on sunday. mendocino county has anotheras r case. it appears we are getting encouraging signs that social distancing may be working in a week where the u.s. topped 10,000 deaths. at c of the outbreak. just a couple days ago the u.s. surgeon general called the country's quote, the pearl

california now has more than 16,000 confirmed cases of oronavirus, according to a tracker by johns hopkins. friday. governor newsom says california has enough ventilators for now so will loan 500 to the national stockpile. those devices will go to new york and other areas experiencing a surge in spaces, but wanted to clarify that doesn't mean they get to keep them forever. the governor gave his latest coronavirus update at sleep train in sacramento, the former home of the kings is being converted to a field hospital to treat patients if hospitals become overwhelmed. officials issued a bounty for 1,000 ventilators, whether they are new, used or broken.

the call came on the same day the news broke that newsom is loaning them to other states. >> they are conditoned on changing conditions here in the state. these are lent. they have not given. >> again, that was the governor speaking in sacramento, where i mentioned before where they are turning the former arena do a hospital should they need it. santa clara county is using over 200 of its stockpile, but is bracing for a surge in coronavirus patients. and then i do really respect that the governor is balancing the needs of californians with, you know, recognizing that new york may hit their surge sooner than us, and i think that's anticipated. because of that i think we just have to be our best to be

resourceful. >> i want to be clear. this is santa clara county talking about -- >> there were two sound bites. >> they are looking for more. they are just asking people if you have them to dough thaenate. they are using over 200 of their ventilator stockpile but are bracing for a surge in patients because at this point there's so much that is up in the air. i want to tell you what is going on in san jose. there's funding for homeless that cannot self quarantine. >> it's important to us to have inventory housing weeks from now when the crisis is over so those folks aren't simply pushed out into is the street. >> members of the city council joined the mayor to call for $17 million for people that are sick.

the full council could take up the issue as soon as today. two council members are proposing a 90-day rent suspension to protect people that can't pay their rent because of lost work or illnesses. listen to this. police are promising that they will catch us if we are out disobeying the shelter in place orders. this was in oakland, crowds did not appear to be social distancing very >> this is a matter of life and death and we are asking that the public please comply with these public health orders. >> that's san francisco police chief scott, and he said he talked with the city district attorney about filing charges on citations if there becomes a strong need for it but at this point leaders say there's no talk of a citywide curfew.

and 47 in oakland. let's look at the thick fog if you are trying to come through the altamont pass. visibility down to quarter mile or less. better in emeryville where it's 40 degrees right now, and the commute is good weather-wise today except for the fog this morning. let's take a look at neighborhoods and what to expect. brighter today and milder. 3 to 8 degrees warmer than yesterday. no need for the umbrella for most of us. in the north bay, areas, a stra possible. as far as the east bay, we are in the 40s. 61 for our warmest time, and that's at 3:00. mid to upper 50s on either side of that. san francisco, we jump out of the 40s as we head towards 11:00, and we hang around in the upper 50s with increasing sunshine this afternoon. keep the umbrella handy for a couple more days and i will show

you spring warmth coming up in the accuweather 7-day forecast. i just want to update you on what i was following in concord crash. you may run into hein you'minorn the area. i want to get to the big mass transit news for the day. in addition to muni, we have a bart update. starting tomorrow for bart riders, bart is scaling back service even more because of a drop in ridership. trains will only run every 30 minutes monday through friday, and the transit agency ridership has dropped to 7% of normal. this move will save bart potentially 3 to $6 million a month. bart crews will work on other

we're back at 6:44 on this tuesday morning. san jose, 87 and it looks drier than other areas this morning. we have damp spots for your morning commute. temperatures in the low to mid-40s through 7:00, and then upper 50s at noon and then hitting low to mid-60s elsewhere with increasing sunshine for a lot of us during the afternoon hours. flooding concern is down in the high desert, where the heaviest of the rain will be. it will be active up the spine of the sierra, where thankfully the snow pack increased to 68% over the weekend. that will probably be it, you don't see snow in the forecast

for the next sef daven days in sierra. we will talk about sunshine coming up in a minute. bay area lawmakers are pushing for paid leave policies in response to the coronavirus crisis. that in san francisco, san jose and oakland will give details during a virtual news conference today. we will talk about the urgent need for paid sick leave and better workplace protections. we are getting some insight about the coronavirus here in the bay area from the top health official in the hardest hit county, and that's dr. sara cody in santa clara county. julian glover is live with what she's saying now. >> reporter: good morning, reggie. swift action and collaboration are two things the director of the health department in santa clara county said her county and other counties are doing well in all of this. the shelter in place order

enacted almost a month ago to many of the six bay area counties has truly saved lives in all of this. she would not give a timeline to how much longer we will be stuck in the social distancing mode, we know many of us are ready to get back to normal, and she said restoring back to normal before the virus may take a while. >> we have to remember that everybody in our community is likely susceptible. in other words, if exposed to the virus would become infected. when you have conditions like this, we expect a surge. >> that's something we have heard a lot about this week in particular. expecting that surge, not just here in the bay area but in areas all across the country,

including new york city. she is looking at how to stop the spread of the the virus in crowded household, where large families might be living or multiple families might be living in, and how do you isolate that person when there's not much room to isolate. and she was hesitant to say that school would be returning back to normal. we will wait and see how this plays out. reporting live in san jose this morning, julian glover, abc7 news. we're at the live desk keeping a close eye at the ballot box in wisconsin, and it's the state's primary election and some are worried about low turnout because worry about the coronavirus, and others are worried about a greater spread of the virus where people are come into the polls to vote. you can see the line there, and

people are mostly in masks, but you do see cones set up to hopefully try and separate people. there was back and forth on holding in person voting, and the state supreme court overturned the order in a 4-2 ruling just hours later. we will continue to watch this and see how it unfolds. the public health website for wisconsin, the first thing you see on that page, stay home, so an interesting back and forth we are watching this morning. >> i saw other video at another polling place where nobody had maskin masks, and they were not social distancing. it could be a mess. one-fifth of companies are

layoffs. on the positive side, 61% say they are continuing to hire, but only for essential positions to keep business going as usual. let's look at the stock market, and we are once again considerably up again this morning. you can see almost 700 points as trading gets under way. nbc news was at best buy to see some of the pick hp up service in action. we saw somebody load up a brand-new flat screen. best buy employees were making sure each car was spaced out, and loading items in the cars themselves at a distance. and according to tech crunch, there's a denied request to take action on the broadcast that petitioners allege made
