east bay. six residents in heyward have died. that's the highest death toll at a local nursing home since the pandemic began. a total of 53 other residents and staffers have tested positive. they're tracking suspeced and confirmed cases of covid 19 at long term care facilities throughout the county. >> we had one of our highest death rates in the state so far. 68 individuals that passed away, our hearts go out to all of them. >> a tragic 24 hours in california. a spike in deaths bring the states total number to 442. the worst is yet to come in san francisco. the mayor says don't get comfortable because our numbers are not off the charts right now. this as the city rolls out new mental health resources for first responders. >> drive through testing began today in vallejo.

the testing is for symptomatic first responders, health care and essential service workers who work or live in solano county. >> thanks for joining us. now to a covid 19 survivor's story. you may be one of those people still understating the seriousness of this illness. wayne freedman spoke with some people you may know and they tell a different story. >> singer songwriter john prine who died last night, tom hanks and rita witness won recovered and boris johnson. they're all public figures and proof that covid-19 can attack notable people even locally. >> i underestimated how serious my illness would be. >> today a video from marin county public health. he's finally fever free after weeks. >> i'm relatively healthy, but i needed help for almost everything at home.

>> which leads us to another clash of victims. the home caregivers. carmen can tell us all about it. >> i had shortness of breath, fatigue. very tired. >> and in all 10 of 12 family members became sick. carmen's husband had it the west. he's a retired police chief who remains too weak to talk after a week on a ventilator. carmen had been caring for him until she said good-bye outside the hospital. >> you know he's getting intubated. you can't talk to him. you're at home fearing the worst. knowing your partner is sick and you can't be by his side. and knowing that other people have died from this. >> her husband of 29 years had been relatively healthy. in three weeks he's lost 20 pounds. >> he's very weak, still has a lot of pain in his legs.

he's having to do physical therapy just to walk again. >> carmen talked today for one purpose, to deliver a message, that if you're one of those people not social distancing, take covid-19 seriously, before it changes your attitude. >> we are blessed. god heard our prayers. >> in marin county, wayne freedman, abc 7 news. >> our best to them. in the meantime, another resident and two more staff members at carlton senior living facility have tested positive for covid 19. that means at least five residents and 11 staffers have the virus. another staffer has tested positive as well. there are now 23 staff and 27 residents infected for a total of 50 cases at that facility. and an additional staffer at laguna honda hospital in san francisco has covid 19. the facility now has 17 confirmed cases.

sonoma state university is about to become a makeshift hospital now that onsite classes are cancelled until at least the fall. empty dorm rooms will be used to handle overflow patients. as many as 580 beds will be available. the national guard is expected to set up those hospital beds. the locations include verdo village. the cooper ridge and the recreation center. once the beds are set up, these areas will be isolated from the rest of the campus as much as possible. out on the east bay, law enforcement is making sure everyone follows the social distancing rules, they're not just patrolling parks and playgrou playgrounds. they're going inside checking businesses and grocery stores too. eric thomas is live in san leandro with the story for us. eric? >> we rode along with members of the alameda county sheriff's office crime prevention bureau, they are going into businesses and letting them know what they should and should not be doing.

normally these deputies would be telling businesses how to protect themselves against robbers. they don't want them to be victims of the virus. >> you don't actually follow all the -- >> crime prevention is the top job of this office detail. during the coronavirus pandemic, so is disease prevention. these deputies are going to businesses in the unincorporated sections of the county to make sure they're polling health department rules like keeping six feet distance between customers. >> that's more like 10 feet. >> yes, that's great. >> sergeant perez showed us how they're keeping customers even further apart than recommended. how hand sanitizer is offering at the only entrance and exit. and how furniture is wiped down after every use. this customer appreciates it. >> they've taken all the precautions. i think that they're really serving us well. >> another gold star for this grocery and taqueria that lets in only 10 customers at a time.

they put markings not only at the check out counter, but throughout the store as well. it's a model business. as is this trader joes, one customer out, one in with a maximum of 50 customers in at any one time. deputies estimate 90% of businesses are in compliance, but this liquor store is not. we went in with joe delgado who told the person behind the counter where they're not in compliance. no health department guidelines posted on the window, no markings inside or out showing the recommended safe distance between customers and no barrier to protect customer and checker from each other. >> most stores have a shield in front of you, so that it protects you and the customers. >> this customer agrees. >> everywhere. >> now they do have the authority to issue citations if some of those businesses aren't

following the health department guidelines. up to this point they haven't done that. they've come close, but they haven't done that, they'd rather use persuasion than seeming to come on heavy handed. >> eric thomas, abc 7 news. >> a new information from top health experts shows that black americans are being hit disproportionately hard by coronavirus. what do the numbers look like here or are there even numbers available. here's jovina. >> health inequities in this country is deep. the coronavirus is magnifying that, and health experts need data to address the problem, but it's not that easy to get. >> health disparities have always existed for the african-american community. but here again with the chriss. it's shining a bright light on how it's unacceptable. >> words from the white house, some public health experts had

been waiting to hear, black americans are overwhelmingly dying of coronavirus at much higher rates compared to other americans in some major cities. >> without data, we're flying blind and that's really not acceptable in a pandemic. >> dr. kirsten is chair of the department of epidemiology and biostatistics at ucsf. she like many other public health experts and politicians much. >> crisis exacerbate the existing racial disparity. >> has been pushing for data on race and coronavirus. right now, it's all over the place. >> it wasn't actually required reporting when you get tested that everyone list their race ethnicity. we have multiple types of testing sites. >> the state has only been able to analyze. % of confirmed coronavirus ca s cases. of those diagnosed, 30% are latino, 6% black. 14% are asian. of the deaths, 29% are latino, 3% black and 16% asian. >> i caution you the data is

limited to that current sample size. we will get more of that information in. it's one thing to have that data, it's another to do something with it. >> we know the front line physicians taking care of cases they're seeing more latin and spanish speaking patients for a while. >> it starts with access to health care. but there's history too. >> when you think about poverty and the association of poverty with people of color and communities of color, that's also explained by structural racism. >> what's important now is to think ahead. >> how can we rebuild our public health infrastructure. centering the people who are most vulnerable and most at risk, and be able to ensure better health outcomes. >> abc 7 news. >> now to the new technology

that could have life saving predictions of the future. researchers based here in san francisco and in boston have created a tool to help show where these covid 19 hotspots are developing before they happen. as david louie shows us, it requires everyone's help. >> as patients get admitted for treatment and more testing is done, public health officials are able to see where the hotspots are, that enables maps to be created such as this one by john's hopkins. the next step is trying to identify emerging hotspots, possibly two weeks earlier. eight years ago, a site called flu near you was created by the group ending pandemics in san francisco. it asked the public to check in if they're well or not. >> the idea of bringing the public into early detection and rapid response is how we're really going to transform public health. >> if you're not feeling well, you're asked to check off your systems, a process called crowd

sourcing. 350,000 reports have been submitted so far. allowing boston children's hospital and harvard to create a new kind of map to track. sheltering in place and social distancing is effective. >> some symptoms only ask people to report if they're sick. if you get both, it gives you a better idea of what's happening over time. >> regular check-ins are important, reminders are set out. another goal is to collect phone numbers for follow-up. the site is covidnearyou.org. >> 10% of the population. if we can get 30 million people to report in to covidnearyou for the next six weeks, that would have never been done anywhere on the planet. >> an example of innovation to advance knowledge of the pandemic. bernie sanders suspends his presidential campaign. will his supporters get behind biden? or is it bernie or bust? >> the major airline pulling out

to be the nominee the questions facing the democratic party right now, what are bernie sanders going to do. >> what is it going to take for you to vote for biden? >> he has to earn our votes. he has to try, and he hasn't been trying. >> i see you, i hear you, and i understand the urgency of what it is we have to get done in this country. >> trump is worth beating, but i can't guarantee that people are going to automatically switch to biden. he has to do the work to earn the votes. >> and sanders says he will keep his name on the ballot, that way he can gain more delegates potentially and have more leverage at the convention this summer. >> thank you. due to the pandemic, the upcoming election may be vote by mail for people in santa clara county. supervisors approved a plan to

have the registrar of voters look into the possibility of a mail in ballot in november. this year under the new voter's choice act, santa clara county started mailing every voter a ballot. jet blue is suspending flights for two months, including san jose international. all jet blue flights will depart out of sfo. the airlines struggle with a plunge in travel due to the coronavirus pandemic. the master tenant could be released from jail. a judge has indicated she could approve the plan as early as friday. it could push to house fewer people in jail during this pandemic. there is a strong chance elmena will end up on house arrest. he's facing 36 counts of involuntary manslaughter. one person killed2016 auld not

your life right now, and it's understandable. let's take a look at a view from our camera. we've been seeing peeks of blue here, there are plenty of clouds starting to stream in, 61 in oakland. ianco 63 in san jose. and chilly in half moon bay. a nice breeze as we look along the embarcadero. our temperatures in the mid-50s, low 60s for the rest of you, from napa all the way to livermore, today's highs were in the upper 50s to upper 60s, ukiah managed to get up to 81 degrees, it's hard to believe. let me show you live doppler 7, showers a few days ago, still spinning off of the southern california coast. bringing them wet weather, we're going to see the impacts of this low pressure system over the next 24 hours. all its doing is sending us those clouds you're looking at. a live look from our san jose

camera. fog and a few showers tomorrow, brighter, milder friday, certainly warmer for your easter weekend plans. all those clouds continuing to drift in toward the early morning hours. a few showers developing. 7:00 a.m., you will notice showers scattered around the south and east bay, this is not going to be a widespread event. 8:00 a.m. still a few spots where it will be damp out there, make sure you're aware of that if you step out to get some fresh air. by 7:00 p.m., just some clouds lingering tomorrow night. tomorrow morning, we will have fog around, a blanket of cloud cover will prevent widespread fog. certainly some damp roadways, as we head into the afternoon, it's going to be cooler than today, upper 50s to the mid-60s for your highs, with still some clouds lingering. take a look at the weekend. friday, good friday, milder inland as we head into saturday. it's going to be really nice looking weather, spring in the
