across san francisco. a few upper 30s still possible in the deepest valleys. 62 at noon at the coast, and mid to upper 70s at 4:00 in the inland neighborhoods. a spring-like day that will test your social distancing, abc7 news reporter, julian glover is live for us. >> reporter: the testing site is on the move, and it's set up shop at cal state east bay's campus. it will open at 9:00 this morning, and you can see the tents set up behind me. you can get a free test when you drive through here to the testing center and be tested for coronavirus. again, it's free of charge as long as you are showing symptoms.

you will be prescreened to check if you have the the the symptoms. health-care workers and first responders can call ahead to schedule an appointment. i tweeted that out. look for juliangabc7 on how many tests will be conducted per day is not known at this point, about utah we know the number of tests given out is depending on quickly the lab can process the tests. anybody can be tested here. you don't have to be from hayward. now we are learning that walk-ins will be accepted. reporting in haywood this morning, i am julian glover. the one medical primarily clinic group is now also offering free tests for anybody. you don't have to be a member. this is according to the san

francisco business journal, and you will have to be screened online before you go. anybody can access the virtual medical team for an answer to coronavirus questions. johns hopkins university is reporting more than 582,000 people in the u.s. have been diagnosed with covid-19, and while close to 24,000 people have died from it, more than 44,000 people have recovered from the illness. the bay area and santa cruz county have had 5,300 reported cases, and we are expected to have an update on the outbreak today. they will specifically be discussing face masks. and contra costa supervisors will meet today newsom to direct all mail-in

out here. this is what they are thinking. one dairy group is calling for u.s. grocery stores to remove buying limits on certain foods. they are ready to help stock empty grocery shelves. >> why they put a limit? because there were angry customers. >> also converted the plants geared towards restaurants to produce supermarket packaged sized products. >> another solution, giving to food banks, the feeding america non-profit is asking the usda to partner up with farms to get food out faster. these are just a couple solutions, kumasi, but if anybody has an idea of the farmers and food producers, they are certainly willing to listen so they can get the help they need. >> thanks. right now san francisco unified school district officials and teachers union are negotiating the terms for

signs in our efforts to flatten the curves, so there's good news at the santa rita jail, six inmates are recovering from the virus. of the nearly 2,600 inmates, 73 of them have been tested as of yesterday, and more than 600 low-level offenders have been granted release to reduce the quartersf the virus in the c and the celebraents after and recovering from covid-19. this is so sweet. you can see it was all cheers and applause for 79-year-old kathy in michigan. she is the first person to go home from the hospital in grand rapids after recovering from the virus. it was a similar scene in colorado when this 61-year-old

patient was discharged from a hospital in denver. we love to see that. we love to tell you about the latest numbers of, you know, people who have been diagnosed and also to focus on who has recovered. 44,000 people in the u.s. have recovered from covid-19. mike, i love to see stuff like this. >> i am so glad we are telling people that number, because that is enlightening. we do have a chance. it's still something to take seriously, but look at all the people that paved the way and has shown it can be done. thank you for doing that, kumasi. let's look at temperatures. the deepest valleys, we are in the mid-40s this morning. highway 5, you get closer to the delta and we're in the mid to upper 50s, from pittsburgh out towards brentwood. mid and upper 40s, and los gatos at 52, and same thing in san

number 4. the city of hayward is relocating its free covid-19 testing site today to the cal state east bay campus. anybody can drive up tuesday through sunday starting at 9:00 a.m. as long as you are showing symptoms. number 5, we are starting off cooler this morning, but look how much warmer we are ending up this afternoon. seven to nine degrees above average, with 70s to near 80 just about everywhere. number 6. i am following the sig-alert in fremont right now, and injuries are reported on northbound 880 at the thornton off-ramp there, and only one lane open right now. artists are using plywood-covered businesses as spirits.nvas to lift a painting of a nurse now hangs outside of this tattoo parlor. in the east bay, the highway patrol wants to hear from

anybody who may have witnessed a shooting on i-880 in oakland that happened yesterday afternoon around 3:30. two people were hurt but are expected to be okay. they say the shooter fired from a white jeep, a cherokee, with temporary dealer license plates. in the north bay, vallejo police are trying to find this one, and she's accused of coughing in the faces of security guards at target, and she left the store without paying. witnesses tell police she got into a car that was waiting in the parking lot. some familiar characters emerged reminding us to stay safe during this pandemic. if they look familiar it's because you saw them on stories here on abc7 last year as a protests against a local ordinance requiring the homeowner to lower his fence.

an idea of how much warmer we will be this afternoon, five to ten degrees above average. temperatures taper starting thursday and that will lead to a chance of showers that begin on sunday and last through monday. here's a look at today's highs. what catches your eye? probably the 80 in fairfield or the 79 in antioch, and the 78 in concord and 70 in san francisco, and about 68 along the coast at half moon bay. tonight the winds won't be quite as strong offshore, and temperatures not quite as cool as this morning. here's a look. we will jump ahead to the cloud cover on thursday, and our best chan or fn weather up in theunintr shower possible in the higher elevations on friday. did not put it in the forecast. same thing for saturday. kept the one or two blips out. sunday i put a chance in the rain in the forecast, as you can

>> all day long. i am excited to see what the governor is going to say about us getting back to normal today, so i am looking forward to that and also looking to the sunshine we have in store, mike. >> normally i would be filing my extension for my taxes, but not this year. i guess that's one of the benefits, if there are many. yeah, a lot of sunshine today. we have a little fog to talk about. it's really think around san martin and napa. we had visibility down to a couple hundred feet around petaluma, and it's on the move but not moving much and will go away quickly. you can see we have 38 in napa, and most of us in the 40s. across the board we are cooler this morning, but the drier air and the fact that there's no cloud cover to stop the sunshine in most neighborhoods means warmer temperatures this afternoon. everybody in the 70s in fairfield at 68. we will talk about how long it

lasts coming up in the accuweather forecast. happening today, new regulations will be going into place at an east bay senior care center. 10 people have died in hayward, and amy hollyfield joins us live with this. >> reporter: yes, changes today. the health department will now require everybody, basically the workers that go into the building today to have their temperature taken and they will also have to wear masks. this is happening at the gateway facility in hayward where there have been ten deaths. emma became the tenth person at the facility to die with the coronavirus. last week her family told us she did not have the virus, seemed fine, no symptoms, but she passed away last night. the family very upset saying it went so fast. the family of the ninth victim

has hired an attorney. they believe what is happening here at gateway is a crime, saying that workers that tested positive were sent to work without protective gear. >> if that is true, then the employees were requested and compelled to work even though they had symptoms of the virus, and went to work not withstanding that, and if they operated without normal precautions, gloves and masks, that's criminal conduct. >> this is the biggest outbreak at a nursing home in the bay area. as of last week, 66 people here have tested positive for the coronavirus. the health department said they can't move patients out from here because that will spread the virus to other facilities. the owners of gateway have not

returned our calls for comment. reporting live in hayward, amy hollyfield, abc7 news. >> thank you, amy. it has been almost a month since governor gavin newsom ordered a stay-at-home order, and now we will hear plans about reopening the economy. jobina is at the live desk with this. >> governor newsom says he's working with the governors of washington and oregon. they developed a plan to safely lift social distancing measures, and this is completely separate from the federal government. there are very few details on what exactly the plan he will have a press conference at noon today. one thing is for sure, their decisions will be based on public health data. >> we will be driven by facts. we will be driven by evidence.

certain symptoms of covid-19. here's good financial news for california drivers. the state is requiring insurance companies to refund drivers part of their premiums. the number of traffic accidents involving injuries has been cut in half as a result, and so insurance companies have less claims. >> drivers -- people are not driving to work and they are driving less miles and therefore they should be reimbursed for the two months we have been in the shelter in place. >> a lot of insurance companies are already offering discounts, but he says he may order even higher discounts. in a lengthy and defensive news conference yesterday the president defended his record in response to the coronavirus. he's also pushing for the country to re-open, and that is resparking the debate on whether

beautiful spring day ahead. >> hey, reggie, kumasi, and hi, everybody. a touch of fog in the north bay. we will start with our neighborhood 55 up towards clear lake. most of us in the 40s, but we have some exceptions, 52 in alameda and 51 in san francisco. let's look at what is going on with the commute this morning for the essential workers. it's 49 in san jose as we look northbound on 87 towards the shark tank. the commute is all good, so let's move on and talk about what is going on other than the little fog in the north bay. let's get to the temperatures. east bay valleys, we start off at 47 and will warm about 30 degrees today from noon all the way through 7:00. seven hours of at least low to mid-70s with a few hours of upper 70s during the middle parts of the afternoon.

the south bay, you are close to that. we start off at 49. we are about 69 at noon. 71 at 1:00, and mid-70s for several hours this afternoon. 69 at 7:00. if you live on the peninsula, go havede on th bk patio, and maybe even the front porch and say hi to the neighbors as we walk by as temperatures range from the low to mid-70s from noon to 6:00, and a very nice 69 at 7:00. a timetable on whhow long this will last coming up. i am still following a sig-alert in fremont on northbound 880 at the thornton avenue off-ramp. injuries have been reported and there's an ambulance on the scene. all but one lane is blocked right now so you can expect delays in the area. it started out as a stalled car and multiple cars began to get involved in this crash. please avoid the area, and there's no estimated time as to

and feeling like a pinata being beaten up by kids at a birthday party, and i was not ready to lose the people in my life without being able to say good-bye. >> she also said she would sweat through three sets of bedding every night. now she's out of the hospital and isolating at home, and she says she will always remember her medical team on the fourth floor of the kaiser medical center. what about baby supplies? santa clara says there's a huge needspyorom expensive items like formula and diapers. for single and low income moms, simply being able to afford the formula can be a challenge, and then you can add on top of it having to search for them in a pandemic. >> they have to physically go to the store and find there's no formula, and contact the store manager, and then find out when

there will be formula, and then trying to time going back out in the context of having a newborn. >> some at risk moms are getting desperate, even turning to dairy or diluting, and both are dangerous. right now the non-profit power and excel are collecting donations, and you can contact them if you have extra baby formula or diapers. on the peninsula, a major tech company stepping up to help small family owned businesses. it's an easy way to come together during the pandemic. so rakuten is making it easier grab takeout from our local restaurants. this could be a life-saving tool for these businesses. >> this is my only way to make money. me and my wife, my -- and my kids, basically the whole family is involved in this business. >> all you do is search rakutan
