warm as yesterday, especially when you look at coastal temperatures from when we head this morning to only upper 50s this afternoon. now, the bay will hit 68 to 73 inland at noon. mid-70s the farther you are away from the san bruno gap and the golden gate, the warmer you'll be around the bay and then 78 at 4:00. we'll get the news of the day, let's get over to kumasi. >> thanks, mike. governor newsom says that social distancing is paying off and although he has a plan to reopen california, he is warning us that we're not of the woods just yet. jobina is at the live desk with what we know this morning. good morning, jobina. >> good morning, kumasi, thank you. governor newsom has a plan to fully r y reopen our economy, t depends on these six steps. starting with the first one, governor newsom says we must expand coronavirus testing and trace everyone who may have been in contact with people who tested positive. additional steps must be taken to ensure that seniors, homeless

people and others at risk of contracting the virus stay safe. the governor says he expects smaller outbreaks in the future, so medical facilities must be prepared to handle potential surges. he's also looking into working with research hospitals to develop therapies for covid-19 patients. businesses, schools and other public spaces would be expected to continue social distancing after they reopen. the governor says we should be prepared to return to stricter measures if the situation warrants it. as for a timeline, nothing is set in stone yet. >> if we see a continued decline, not just flattening, but a decline in hospitalizations and icus and we see this workforce and the infrastructure and ppe needs met as we anticipatemay, first week in may to start seeing the benefits and fruits of that, ask me the question then. >> the governor says even when businesses reopen, it will be different.

for example, if you go to a restaurant, your server may wear a face mask, menus may be disposable and you might also have your temperature taken before enter a restaurant. reggie, i'll send it over to you. >> and, jobina, we wanted to know how restaurant owners are reacting to this. it turns out they say, the ones we talk to, say they'll follow the safety guidelines. owner of tad's steakhouse says sales are down 90% and he's not sure how much longer he can stay open. him and john's grill say they'll follow any new rules. >> if we reopen, we might get a lot of business, but might have to shut down, again, if no restrictions in place. >> we'll make sure our team is safend we are safe first. business comes >> john says john's grill was destroyed in the 1906 earthquake but the first restaurant to reopen after the disaster and

the restaurant wants to do the same thing following this pandemic. one of the major disagreements we've seen play out in city hall over the pandemic is what to do with our city's homeless population. some wanted to put as many homeless people in hotels as possible and there was pushback from the mayor. well, now the people who wanted to put many more in those hotels, they have won the battle. abc7 news reporter amy hollyfield is live along the embarcadero this morning. a amy? >> the board of supervisors passed a new ordinance. encampments around the city as they try to prevent the spread of covid-19. this new ordinance says that the city must lease8,0 hotel and motel rooms in the next week and a half. the rooms will be for the homeless for those who tested positive and need some time away, need to be quarantined. the mayor says helping people with mental illness and drug

addiction and some of the people who refused to comply with orders like wearing masks. she says it has not been easy. >> in fact, it's been so much harder to really care for this population, especially when they won't comply with simple directions or orders that we're implementing. and we have no means in some cases to force them to comply because public health is in jeopardy. so, i just ask for understanding. i ask for patience. as we deal with this. >> staffing, cleaning, security and food. this is expected to cost the city about $58 amoh.l govtou reimburse this city for some of those costs as city officials say, though, this is a life or death matter. so they will be acting on this very quickly. reporting live in san franciso, amy hollyfield, abc7 news. >> thank you, amy.

a north bay county is taking unprecedented steps to keep people and first responders safe. sonoma county now has a pandemic response unit as abc7 news cornell barnard says it will respond to any call related to covid-19. >> reporter: putting on a mask and respirator is not normally how they return to medical calls, but these are extraordinary times. >> something we have to do to protect ourselves as first responders and make sure we can still serve the community. >> reporter: santa rosa fire dentau i paemicreon call possibly related to covid-19. >> we're averaging 10 to 12 flu-like related calls a day. >> reporter: this paramedic emt unit has all the safety tools of a hazmat response team. >> by cleaning themselves off before they actually clear the scene, we're hoping to reduce

misdemeanor.alto officials are considering closing some streets toer cas to increase social distancing space. they are still trying to figure out the specifics of which streets might be impablcted. they need to slow cars more than anything else. open streets have led the way in palo alto. the city wants to know what you think about it. 4 1/2 miles of streets were closed on saturday and then another 4 1/2 miles will close on friday. residents can go to the city's website right now to get feive feedback. a san francisco couple made it their mission to feed fron pizza deliveries every evening through their meal to heal campaign. it closes the cafeteria at 2:00 in the afternoon so they can't get a quick bite for dinner. and partner with other local

some parts of the bay a little bit cooler today. some clouds trying to cross the golden gate and the high clouds that we'll really notice this afternoon. still going to get warm in a lot of areas. cooling trend extends past the golden gate and a chance of showers slotted more for monday than any other day. here is a look at what is going on. 61 in half moon bay and 70s around the bay and 80s inland. tonight, you can see temperatures in the upper 40s to mid 50s and look at the winds coming out of the north and then turning and pushing through the golden gate and look at the t but also re. low clouds. this area of low pressure is going to induce the cooling trend, but moisture starved. no rain out of this system, you can see the clouds increase today. our best chance of wet weather the next couple days thursday, saturday, all up in the sierra until we get our chance monday. so, until we get to there, it's going to be a temperature and

clear start outside and you can see the lack of fog out there, which means good for our essential commuters. we'll talk more about that coming up. here's a look at our temperatures. a spread from about 60 up in the hills to los gatos and this afternoon you notice not quite as warm along the coast in san francisco and sea breeze and extra clouds and yesterday outside of oakland and also richmond, which will also be touched by that sea breeze. more on that cooling trend coming up. here's reggie with the news. >> thank you. governor newsom has laid out the framework for what it will take to lift our shelter in place and move on as this pandemic continues. he set down six goals he'll use as a timeline. number one to protect the communities through testing and monitoring. two to prevent infection and people who are high risk. number three, health systems must be able to handle surges.

four, we have to have the ability to develop drugs and treatments to meet the demand. five. businesses and schools must be able to support physical distancing and, six, the ability to determine when to reinstitute certain measures like stay-at-home orders. too soon to give an exact timeline for meeting these requirements. >> no light switch here. i would argue it's more like a dimmer. that dimmer is about what i was talking about. this toggling back and forth between more restrictive and less restrictive measures. >> the governor is calling the next phase a suppression phase with more accountability for face coverings and physical d t distancing. based on the governor's words and tone, we are facing the reality that many of the big events we are used to, especially in the summer, may not happen at all. including the cancellation of san francisco pride. let's go to julian glover with more on what this all means. julian? >> yeah, good morning, reggie.

the cancellation of so many of our favorite events has been a reality check for so many of us. the cancellation of san francisco pride yesterday was really a wake-up call that we could be in thisuc longer than many of ous would lius wou. outside lands that brings 22,000 each summer could be the next big event to cancel. opera also canceled and major uncertainty around major league baseball in the bay area. the 2020 nfl draft is scheduled for next week, but if it will kickoff in september ian guess.t l w>>ow on a ccert wearing a mask? how comfortable are you in a restaurant with other people. there are rules and then the comfort level. ultimately, i think comfort level decides not only what we do here, but what we do else

where. >> just yesterday, governor newsom in his daily address the prospect of mass gatherings is negligible at best until we get herd immunity and get a vaccine. we know the time table for both of those things are many, many months away. reporting from home, julian glover, abc7 news. >> julian, thank you. governor newsom also talked about getting kids back in school and, once again, he did not set a firm date, but he did hypothesize about what it could look like once classes are resuming. >> to come in as cohorts some ie the morning and some in the afternoon. we have to work with our unions and management to figure something like that out. >> we're excited about the prospect, we just know we have to exercise extreme caution in just determining exactly when it is going to happen.

>> governor newsom also said schools and playgrounds will need to be cleaned and disinfected before reopening. well, the number of confirmed covid-19 cases in the bay area and santa cruz county is continuing to grow. nearly 5,500 people have tested positive and 148 people have died. san francisco is now closing in on 1,000 cases in alameda county has nearly 900. contra costa county has increased to 600 cases, but santa clara county is still the hot spot with 1,666 confirmed cases and 60 people have died there. we're also keeping track of cases in lake and mendocino counties for our viewers there. mendocino is reporting four cases and lake county is >>hakusi good morning. at the live desk right now happening in the south bay, local law enforcement are showing their appreciation for medical workers that are on the front lines, saving lives during this pandemic. we're getting right to this video show you can see the

be staying in hotel rooms. a abc7 news reporter amy hollyfield is live with the plan to reserve more than 8,000 hotel rooms for people experiencing homelessness. amy? >> hi, kumasi. the board of supervisors have been arguing for weeks over this and they got it done and the vote was unanimous and they are doing this to try to ease those crowded homeless encampments you see in hot spots around the city as they try to prevent the spread of the coronavirus. this is also for people who had the virus or front line workers who need to be quarantined. the ordinance said the city must lease 8,250 hotel and motel rooms in the next week and a half for these groups of people. the mayor says it may sound simple, but this issue has actually been a difficult one. >> if i could open up every hotel room in this city and allow every single person to have a place to stay knowing that will make a difference and keep everyone safe, it's not
