health officer said some other bay area counties will be announcing today that they will start requiring masks. the counties were not named and we'll have to wait and see which ones are joining in on this, but marin will start requiring them on wednesday. the discussion now is focusing on what to do and require after the shelter in place order expires, which it is set to do on may 3rd. many saying masks could be the new normal even beyond that day. we could be covering our faces for a while. reporting live in petaluma, amy hollyfield, abc7 news. >> that seems very likely, amy, thank you. starting today people who ride golden gate transit in sonoma have to wear masks while onboard. the transit agency is requiring them because of the county's new face covering order. passengers are require to social distance a maximum of eight riders are allowed to go on each 40-foot bus. ten riders on 45-foot buses.

the u.s. economy would reopen in phases under president trump's plan. yesterday the president laid out the benchmarks we would have to meet for that to happen. jobina fortson is at the live desk with more on this. good morning, jobina. >> good morning, kumasi. president trump admits it is ultimately up to the governors to decide when states can ease up on social distancing measures and allow businesses to reopen. still, though, president trump did lay out some suggestions during yesterday's press conference. he believes that the u.s. should reopen in phases. once state see a two-week decline in the number of people with coronavirus symptoms and in the percentage of people who test positive. it can enter phase one. businesses can slowly look at ways to reopen, people may be able to social in groups with fewer than ten people and still be required to social distance, though. if states go two weeks without a rebound in covid-19 cases, they can enter phase two.

restaurants, movie theaters and bars may be allowed to reopen with social distancing protocols. >> we are not opening all at once, but one careful step at a time. and some states will be able to open up sooner than others. >> in the case that a state is successful with phases one and two, phase three involves everything pretty much opening up. people going into the office here and opening up larger venues, as well. kumasi, i'll send it back over to you. >> thank you. governor newsom has issued an executive order giving california's grocery workers two weeks of paid sick leave this comes after one worker died and 51 others tested positive at a safeway distribution center in tracy. the cases in tracy come as the bay area customers here noticed that stores have limited produce, pasta, flour and sugar. >> there's zero avocados in

tests starting today and this is at the corner of seventh and brannen. you need an appointment first and you have to be screened for symptoms. number three, today pg&e is planning to turn off power to residents in parts of marin county to do maintenance work to prevent wildfires. power did stay on yesterday after pg&e initially planned an otage. number four, starting today, 11 more miles of streets in oakland will be closed to vehicle traffic. it's part of the slow streets program which tries to make it safer for people to exercise outside while still physically distancing. and number five. waking up to cloudy conditions. areas that see sunshine first will be the closest to average like livermore and san jose while the rest of us will be three to even eight degrees cooler than average. number six. the chp is investigating two deadly crashes this morning. the first on rodeo on westbound highway 4 right at franklin avenue the off ramp there and pleasanton southbound 680 just

before burnell avenue. number seven, we all waunched this touching tribute to front line medical workers at santa clara medical center earlier this week. today law enforcement will honor workers at good samaritan. emergency vehicles will line-up at 7:00 this morning during the shift change. a new cdc report has revealed just how the coronavirus spread from a patient to health care workers in solano county. in february a woman was the first in the u.s. to be diagnosed with covid-19. hospital staff didn't originally expect the virus because the patient hadn't traveled outside the country. 43 health workers were tested and only three ended up getting the disease. the report found all three who had tested positive had been in contact for about two hours and two of those had no protective gear during their interactions and those who tested negative had shorter exposure times about half an hour or less and farther

away from the patient. abc7 news asked the mayors of the three largest bay area cities to join us and talk about your biggest coronavirus concerns. mayor london breed, oakland mayor libby sc haaf joined us t give us some answers. >> one of the many questions we received was about disaster response, what will change during events like wildfires or the flooding in coyote creek where 14,000 people were evacuated? >> what does emergency planning look like going forwe congregamaybe they need to star segregating in some way. what do you decide about that? >> when you open up the high school gym and make sure they are well cared for, doesn't work. some

will serve patients today and homeless individuals well into the future. those are the kind of things we're pushing very hard on right now. >> on the topic of shelter, i ask mayor breed about housing the homeless in hotels during the pandemic. she spoke about the logistical challenges. >> we had the instance where or the than 100 homeless people had come down with coronavirus at one of the city's homeless shelter. does this exacerbate the need, the urgency to move the homeless at a quicker pace? >> our social workers, our shelter workers, they are having a really hard time with helping to get their patients and the clients of these shelters in some cases, you know, to follow some of the most basic orders that we're implementing. on top of that, we are trying to aggressively expand our capacity with disaster service workers, people who work for the city,

testing itself will be conducted by two private companies verilly and one medical. here's what dr. colfax san francisco public health director had to say about it. >> we need to ensure that as we expand our testing capacity and testing ability, that that does not become a substitute in a situation with high levels of community spread. the testing is an additional tool and does not replace the vital tools of social distancing and wearing face coverings. >> and a few other things to remember. you have to answer a questi questionnaire online before getting an appointment and 18 years old and sign a consent form and you have to be from san francisco. they hope to test about 200 people per day at this site. you can see it says pedestrian entrance, but right now it is a drive-thru service and they hope

to offer walk-up services. >> great to see more testing. kris, thank you. people in two bay area counties are being told they must wear a face mask covering. an executive order requiring people to cover their face in public or they could be fined $100. the east bay city joins sonoma county and marin county in joining the requirement. fremont won't cite people right aay but urging people to use shirts and scarves to cover their face. wear face mask or any type of fabric that covers the mouth and nose and kids under 2 and people who have difficulty breathing are exempt. sonoma county is requiring all staff at nursing homes and homeless shelters to check for symptoms before they enter. the number of confirmed covid-19 cases in the bay area and santa cruz county will

eclipse 6,000 later today. this morning more than 5,900 cases with 187 deaths. santa clara county continues to be the hot spot. more than 1,800 cases and casesd deaths there. alameda county and san francisco surpassed 1,000 cases and san mateo county reports seven new deaths with nearly 800 confirmed cases. we're also keeping track of lake and mendocino county. lake has six and mendocino county reporting four cases. pg&e planning to turn off power and they continue to notify customers in advance of the system repairs and not working as smoothly as hoped, especially when we're in the midst of a pandemic. power did stay on yesterday in the north bay after pg&e initially planned an outage. >> why does the schedule keep changing? >> we are taking feedback into consideration and we're doing everything we can to reduce impacts to customers. we have to do this work. we have to get this work done in

these high fire threat areas before wildfire season. >> pg&e plans to cut power 18 times before the end of this month in mill valley, san rafael and novato impacting several hundred customes. look at this an east bay church pastor has been cited for violating the shelter-at-home order. nearly 40 people attended a service at all nations church of god in christ on easter sunday. the sheriff says the citation was issued because the pastor refused to cooperate. we have results of a new abc poll this morning and it finds that fewer of us think that things will go back to normal when the pandemic is over. we're going to bring in jobina fortson with more on this poll. jobina? >> thank you, reggie. good morning. it looks like fewer americans are beginning to believe that things will go back to normal by the beginning of june. in a new abc news poll, we're learning that 31% of americans believe things will go back to normal by june 1st.
