the economic advisory group will be joined by dozens. the advisory group will also include all four former living governors of the state. pete wilson, gray davis, arnold schwarzenegger and jerry newsome is coming up with plans that can be tapped now, not down the line. the jobless rate climbed to 5.3%. the governor said it's a sobering fact but don't be permanent. >> in terms of what we should expect in the future, we have great confidence in our capacity to in a california way to not just survive, working our way through this pandemic but to thrive over the course of the next year two and three. >> newsome is asking the task force to focus on building business and recovering jobs. in all, 80 people are up to the

of this new requirement. and i also want to make it clear if you are not a police officers, don't act like one. we're not expecting people to police one another because the fact is you can't control what other people do. you can only control what you do. >> the facial covering orders take effect at midnight tonight and the counties that issued them will begin formal enforcement on wednesday. >> muni may prevent riders from boarding if they're not wearing face covering. 15 riders for shorter buses and 30 for the long, articulated buses. contra cnt is rollin mkearing policies,lowing who test positive for covid-19.

>> we are literally doing contact tracing for every single case we have. >> reporter: so far there have been more than 648 covid-19 cases in contra costa county. they've ramped up to 85 staff dedicated entirely to tracing covid-19. digital tracking is useful to see where a covid-positive patient went here or there, but it's contact tracing that's of critical importance. that is using an old fashioned phone call to get ahold of someone and find out who they were in touch with and how intimate that contact was. >> i happened to go to the grocery store and didn't have we'll call it close conversation with someone else, then maybe the risk is fairly low and there's not a lot to do with contact tracing if, on the other hand, they said i met my neighbor out in the front and we

had a 20-minute conversation and we hugged, we'd say that's probably a contact we ought to follow up with. >> reporter: stiepsometimes a covid-19 case leads to one call and sometimes 100 calls. roommates and family members are the first to be contacted. one john hopkins study predicted the u.s. needs 100,000 contract tracers on the job. >> at least two major retailers, amazon and walmart, have started doing employee temperature checks. and governor newsome suggested restaurants may do it when they reopen to diners. temperature checks are not perfect. david louie has the story.

>> reporter: as much as temperature checks might be a screen to screen out infected people, experts say there are just too many variables to be reliable as the sole test. 98.6 degrees as the northerly al body temperature dates back to research by a german doctor in 1851. however, there's evidence it's about one degree lower today. that's a factor that can't be overlooked. >> your temperature and my temperature can vary depending on medications we've taken, clothing, time of day. we know temperature can vary based on people's age, their demographics, even their gendgender. >> even the type of thermometer used can produce different results. touchless infrared devices measure skin temperature, not body temperature. 100.6 is the benchmark used to

indicate a fever. however, dr. patel says an infected person could slip bit. >> it you have back pain and take eye ibuprofen, you could w right by one of those screenings. >> reporter: typical covid-19 patients don't develop fever until day five but can go from day two to 14. a person denied access to argue a case of discrimination according to employment law specialist michael warren in san jose. >> so it's really important that if a temperature screen process is put in place, it be done in an unbiased, nondiscriminatory, neutral manner. >> reporter: dr. patel and other

the santa clara county sheriff's office has seen a 40% increase in calls regarding family violence. >> i believe these people have been dealt with cards which they didn't ask for. >> reporter: data collected also reveals a drop in the number of new victims seeking help from local agencies they may be afraid to reach out for help when at home with their abuser or assume services aren't available during the lockdown. text 911 in the event of an emergency. >> we are open for business. if you need us, we're going to be there for you. >> the ywca crisis support hotline also remains fully operation operational. >> survivors, listen to friends. and if friends can make those connections and provide that really important connection point to link survivors with service. >> service that could make all

tonight, america recording its deadliest 24 hours yet, as governors across the country must new decide how and when to reopen their states. do they have the testing they need right now to make sure people are not sick, are not putting others as risk? as they now plan for a phased-in reopening. president trump speaking moments ago on this. and 24 hours after saying he has a good relationship with governors, democrats and republicans, the president now encouraging protesters in several states who want their states to reopen now. groups gathering, authorities concerned. many without masks. the president singling out key election states -- michigan, minnesota, virginia. michigan's governor, her message to protesters tonight -- it's better to be six feet apart than six feet under.
