the ground because it is so dry from 10,000 feet down to 5,000 feet. you can see when the rain moved through san jose, didn't leave much behind. let's talk temperatures and cloud cover which we'll have a lot of clouds. waking up mild this morning. and notice 54 to 59 at noon and the coast will become breezy this afternoon and keep you in the 50s. the rest of us will join you by 7:00. >> thanks, mike. starting today a north bay community is taking extreme measures to stop the spread of coronavirus. bolinas will test every one of its residents no matter what, if any symptoms, they may have experienced. live for us. >> testing will get under way at 9:00 a.m. the tents are set up behind us here. every one of bolinas nearly 2,000 residents. 1,600 people have signed up so

far. this is in partnership with ucsf. the two people spear heading it a venture capitalest and a pharmaceutical executive said they raised more than $300,000 to be able to do it. >> we asked ourselves could we do this in a way that would not take resources away from county departments or other critical testing programs and we did our homework and found out the answer was yes. >> let's just try it and if it works, maybe it will inspire others to do the same. >> ucsf is planning a similar effort on saturday where they hope to test 5,700 people in part of san francisco's mission district. the hope is that the results of doing these small scale but widespread testing in both a small town and an urban area will help with understanding contact tracing and maybe also be able to expand focusing in other cities and counties which is, of course, needed to be able to reopen the state. it's an experiment we'll certainly all be watching and

contagious. a word of caution from health experts here at harvard they say it's difficult to figure out the exact percentage of asymptomic patients because of inadequate testing and throat and nose swabs can miss cases and symptoms may not appear when someone is tested but they could show up a little bit later. i'll send it back you. >> thank you, jobina. new this morning, following the report of another nursing facility to be hit by coronavirus. the pacific hills manor in morgan hill. one staff member has tested positive. the 99-bed nursing and rehab facility said the person last worked on the morning of april 7th. no one else has tested positive. pacific hills manor said it is closely monitoring three residents and two staff members who have been exposed to that person. but so far they have not shown any symptoms. governor newsom will give us an update on the state's response to the pandemic at noon today. abc7 news will air his remarks live. while california's efforts seem

to be slowing the spread, some new cases in the bay area. the current count shows more than 6,400 confirmed cases of covid-19 and 201 people have died. to our north, there are now 11 confirmed cases of coronavirus. lake county has six. mendocino county has five and so far no one has died in either county. face masks or coverings are required in most public places for most of the bay area. here's a look at what we're talking about. san francisco, alameda, contra crusta and marin and san mateo will start enforcing on monday. yesterday more than 1,000 people showed up to get free facive coings and hand sanitizer in the heart of san francisco's tenderloin district. supervisor matt hany put it together to help pass these out. >> we're trying to get it to the people who really need it. >> it's only right that we take

care of our people. they're not forgotten. >> he's raising money on go fund me to pay for the masks. if you live in or near midmarket or civic center area, they'll be passing them out again this saturday on the corner of workers at some of san francisco's largest companies are now eligible to receive what is called virus pay. that measure took effect on friday. it said employers with more than 500 people had to pay up to 80 hours if a worker has to miss time due to covid-19. temporary workers are included in the measure as well as nonprofits and companies like uberlyft and doordash. san jose has a similar measure for essential employees. rnegie melon university to collect data on covid-19. facebook users can take a survey on what kind of covid-19 symptoms they're feeling and

33-year-old steven taylor. taylor threatened them with a baseball bat and refused to drop it when they were responding to a possible robbery saturday. the officer who shot the suspect, a 20-year veteran, is now under administrative leave. investigators are interviewing at least 20 witnesses. accused human trafficker and accused rapist could have his bail lowered today making his release more likely. a a abc7 news was in daly city at a news conference warning the public aboutthe possible release. gamos on the right and his family operated the rainbow bright care facilities. charged in 2018 with trafficking filipino immigrants. today a san mateo judge will hear a motion to lower his bail from $3 million to $300,000. >> this is the most egregious, human trafficking case that i've ever seen. when you put people outside,

treat them like animals. when you rape them, yes, we're living in covid-19. but most importantly are those victims. >> felony weapons charges and two family members with nonviolent charges have already been released. this morning, major u.s. meat producer tyson foods says it is increasing safety measures after a coronavirus outbreak at one of its factories. 90 workers have tested positive at a plant in tennessee. the same for more than 100 workers at a plant in iowa. tyson says it's following cdc and other guidelines in response to this. besides social distancing and extra sanitation, workers are being required to wear masks and have to have their temperature taken before every shift. an east bayea's mission to collect with the children has gone global. he teaches in oakland but these days he's using facebook live to have story time with his class

and as he told the bay city news foundation, his daily readings have become a bit of a sensation. viewers from other parts of the u.s. are now tuning in every day and he has fans in england and scotland. he's says it's great that kids everywhere can connect over a book. that is great. >> i like seeing it. it's neat that it's not just celebrities. it's really cool that michelle obama, dolly parton are doing these readings but i like seeing a teacher doing it and getting praise and attention. that's nice. >> that is nice. >> yeah. a little sneak peek into what they do at school, especially for the younger students. and, yeah, that's pretty neat. neat having someone else read a book to you and having them do the different voices and expressions and bringing the story to life. it's kind of cool. different than what you do in your own head. northern contra costa county and highway 4 light to moderate showers trying to reach the

ground and light showers in the north bay. so far still looking for some measurable precipitation out of these showers that continue to move from southwest to northeast. they're out ahead of the low that will come through later on this afternoon to bring us a slight chance of a shower. so, that's what we're going to put in the forecast for today. partly sunny and cooler for sure. cooler tonight with patchy fog and patchy clouds. nt as much as this morning and summer warmth coming at us especially this weekend on saturday. here's a look at future radar and you can see it quickly dissipating and a few blips during the afternoon hours especially across the north bay and into the diablo range. clouds clearing out and cooler tomorrow morning and the breezes that will kick up along the coast this afternoon will continue tomorrow and that will usher in some drier weather and look at all that sunshine. so, how much rain if it actually makes it to the ground? couple hundreds of an inch of rain. that is it. we talked about that friday that models were trending much drier and, sure enough, enough to take

a small group of penguins spotted out and about in south africa. they were hobbling across an intersection in cape town near the beach colony. the person who took the video said they see the penguins all the time. apparently it's easier for rangers to manage the penguins and the cars because they're not needing to stop traffic or create an open path when the crowds gather to see them. they can just do their thing. look at this. speaking of doing your thing. this kangaroo in australia was hopping through the heart of downtown adelaide during a shelter in place there. police caught the suspect on their security cameras. the kangaroo managed to avoid passing cars and was last seen just bouncing away on the empty streets. >> unexpected suspect, suspect of what? jumping? >> they are under she shelter-in-place. he was exercising. >> was he wearing a mask? >> see?

health officials and governors have said the lack of supplies has delayed testing. trump claims testing nationwide has reached the level needed for a partial reopening. the governors of virginia and maryland are pushing back. >> to make statements like that. >> to push this off to say the governors have plenty of testing and they should just get to work on testing, somehow we aren't doing our job is just absolutely false. >> officials in 12 states tell abc news they're confident they can begin reopening by may 1 and the rest say it's too soon to tell or they wouldn't give a target date. vice president mike pence says the united states is doing about 150,000 coronavirus tests per day. reggie, ial send it back over to you. lawmakers and the trump administration say they're close to reaching a deal for more emergency funding. it will include about $300 billion for small business loans and $75 billion for hospitals

and $50 billion for disaster loans and $25 billion for covid-19 testing. >> speaker pelosi and i have had constant discussions with secretary mnuchin, our staffs are meeting 24/7. >> they may come to an agreement this morning. if that is the case, the deal could be considered by the senate as early as today and go to the house by tuesday and it could be signed by the president on wednesday. the initial pay check protection program for small businesses ran out of money last week. happening this morning, a california state lawmaker is leading a charge to make sure that state funding is being used responsibly to fight coronavirus. assembly member representing parts of san mateo says it is looking like that california's emergency rainy day fund may need to act more like a rainy day season. it is set to start at 10:00 this morning with social distancing

restrictions. in the east bay a oil refinery with 740 workers is pausing production this morning because of the plummeting demand for gas. the marathon petroleum is not sure how long it will remain idle but demand for gas has dropped by 60% since shelter-in-place orders cut many people's needs to drive. hundreds of contract workers will lose their jobs. full-time employees will have to switch to maintenance work. starting wednesday, san francis francisco, alameda and san mateo counties will enforce ordinances that require you to wear a face mask or covering like a scarf when you leave your house. along san francisco's embarcadero over the weekend and we saw people there with their faces uncovered. the thing is you don't have to wear a covering when you're exercising outdoors and you do so, wfe likee can k
