through the 6:00 hour. 60 at the coast where the rest of us try to reach 70 at noon and mid 70s at 4:00 and back down to the upper 60s. a gorgeous evening on the way. low clouds at the coast this afternoon. kumasi. >> thanks, mike. new overnight, a person who was barricaded in san francisco's glide memorial church for more than 15 hours has been taken into custody. abc7 news was at the scene at ellis and taylor streets this all started around 7:00 yesterday morning. police were responding to the report of a man with a knife. the person ran inside the church and was hold up for hours. police announced it all came to a peaceful end just before midnight and thankfully no one was hurt. governor newsom expected to give an update on when california can reopen its economy and begin to ease our shelter-in-place. the governor will provide a timeline and discuss testing and contact tracing. one of those things that experts say is needed to reopen comes

straight from the white house guidelines. states can begin a gradual reopening if there is a decrease in covid-19 cases over 14 days. that has not happened yet. nearly 36,000 people have tested positive for the coronavirus here in california. also, make sure today that you have that face covering when you go outside. new rules are in effect and being enforced in six counties. you could see this now includes alameda, contra costa, marine and sonoma counties. abc7 amy hollyfield is live this morning. amy? >> hi, good morning, reggie. it goes into effect today. if you forget, no worries. there's a sign here at this safeway reminding you, you cannot come in here without a mask. they aou goin a bank or the grocery store. if you are out for a run or a bike ride, officials say you don't have to wear one, but they want you to have it with you just in case you encounter someone. children under the age of 12 are not required to wear one.

health officials say this could help slow the spread of covid-19. earlier this week when we talked to people about it, they say they seem to be getting used to the idea. >> so, we feel like if we can do our little part to help keep this from spreading. >> we do what we can. >> of course we will. >> i usually wear it if i'm in close quarters with people but i'm usually just out on a run and not next to somebody for a while. >> reporter: it doesn't have to be a medical mask. you can cover up with just a bandanna or a scarf, something you already have at the house. and this doesn't replace the main measure. they say staying six feet away from others is still the very effective thing we can do to help stop the spread of this virus. that's according to the experts. but they say this mask idea that wearing a mask will really help, too, especially if you're in a store and someone does get closer than six feet to you if you're in a crowded situation.

this is enforceable by law. you could be cited and fined if you ignore this mandate. reporting live in lafayette, amy hollyfield, abc7 news. now an abc7 news live update. >> i'm tracking the effort to find a coronavirus vaccine. germany is moving forward with live human testing of a potential vaccine. the german biotech company developed the vaccine. it will dee done in two phases. first, the vaccine administered to 200 healthy adults and then tested on more people including those at higher risk for developing the disease. they have been working with pfizer and may conduct human trials here in the united states, if the german tests are successful. that is some positive news there. >> thanks, jobina. new developments this morning. california is now the first state to ease restrictions to allow some asymptomatic people

to get tested for covid-19. these changes will apply to people living or working in high-risk places like nursing homes, prisons and even some private homes. "los angeles times"ng be supplies available and increased capacity in labs. they're on the front lines of this pandemic, but some doctors and nurses are seeing their hours and pay cut. local hospitals haven't seen the surge that they initially prepared for and they're also scaling back nonemergency procedures. abc7 news reporter amanda del castillo has more on this difficult decision that is happening locally. >> reporter: in the middle of the coronavirus pandemic, some front line workers are now up against cuts to hours in pay. >> having to foot the bill for the surge that never came. >> reporter: the nurse we spoke with did not want to reveal her identity, so we agreed to alter her voice. in an e-mail she shared with abc7 news, stanford health care

officer told workers the anticipated surge did not come, but adjust to the financial impacts of these extraordinary events. launching a temporary workforce adjustment. a stanford's spokesperson said it is navigating the economic impact of covid-19 and as part of this effort is implementing a temporary reduction in hours across the organization. >> we're being asked to time off and file for unemployment until july or for another ten weeks, if not longer. >> reporter: according to documents provided by the nurse, employees can expect 10% paycut for ten weeks. >> i hope they reconsider because all of those fruont lin workers. >> reporter: once deemed essential, now searching for answers.

>> even if it meant going out into the unknown and risking our lives and putting our loved ones at risk. >> reporter: many hospitals had to cut back on nonemergency and elective proermsh procedures d pandemic. shc said in part, this is a difficult but necessary decision to sustain the long-term health of the organization so we can continue to provide critical services to the community. in san jose, i'm amanda del castillo, abc7 news. contra costa county has given renters more protection from using their homes and the ordinance bans landlords from evicting tenants who don't pay rent if they lost their jobs or have to pay medical expenses related to the coronavirus. a grace period of 120 days to pay back any rent owed. placed a moratorium on rent increases. if you live in richmond, you will have to pay rent. the city council voted against an emergency order to suspend

rent and mortgage payments. it failed by a 5-2 vote. it's unfair to expect people to pay their largest bills while many of them are out of work. but council members expressed fear it would get sued to enact a rent and mortgage moratorium. some people who live in clayton are upset about a flood of people looking to get out and hike mt. diablo. cars are lining the streets and police have been issuing some parking citations. the issue came up during last night's city council and the mayor had this suggestion. >> my preference would be to add at least the area that is the downhill slope right above the entrance to the park and put that on barricades. that's not handicap accessible. it is not blocking anybody's pathway but sends the message that there is no parking up there at all. >> clayton's police chief said another option would be just to

tow people who keep coming up there and parking. all right. let's talk about what is going on temperature wise. we'll start with what is dpogoi on at the peninsula and 48 in redwood city and upper 40s around half moon bay and also as we head deeper into the forecast around pacifica. low to mid 50s everywhere else. here's a look at some other temperatures and you can see it's a pretty mild morning out there, pretty seasonal. east bay hills gorgeous shot as we look back towards san francisco. exercising, extra pollen and high uv index. wear that sunscreen, you'll need it. if you're around the neighborhoods, the most comfortable time to be outside is early this morning because it will get rather warm this afternoon and stay away from the beaches. all right, here's a look at the north bay. 48 this morning. you'll have the most high clouds this afternoon, but you'll also reach 70 easily by noon. upper 70s for serbl hoveral hous afternoon before dropping down to 72 at 7:00.

the east bay in the 50s through 9:00 and a few low clouds this morning and then mostly sunny, high clouds, a little breezy and that will keep us in the low 70s for several hours and our last stop will be san francisco where the average high is about 63 degrees. we'll be there at 11:00 and we'll make a run at 70 as we head towards 3:00 and then the breezes will kick in and some clouds will line-up along the coast and drop down to 73 degrees. take a look at the weekend forecast. not quite as warm as the next couple days. first, let's get over to jobina and take a look at what our essential workers and commuters are dealing with this morning. hi, jobina. >> hi, mike. good morning, everyone. we are continuing to follow this sig alert on southbound 680 at involving a big rig. it does look like it was carrying around 6,500 gallons of fuel and diesel spilled on the roadway. caltrans is setting up a closure right now. one lane is blocked as well as

bullying. a hump back whale has washed up on baker beach in san francisco. abc news arrived shortly after they examined the animal yesterday. a juvenile female that is badly decomposed. highly unlikely the ship struck the whale since there aren't many boats out there right now. >> no container ships and nothing going on out there right now. that really does stand to say that it probably is this starvation event which they'll be able to judge by checking out the fat. >> that is sad to see and hear. officials are telling people to stay away from the whale, especially with the stay-at-home order. here's some better news, a chp officer saved a baby deer stuck on a freeway. dublin posted the photos of the rescue yesterday on facebook. the officer got a call on the deer stuck and he picked up the deer and gave it a ride off of

the freeway and then set it free into the wild. the deer's expression is killing me. police in the east bay have recovered a stolen tree. this isn't just any ordinary tree. the banzai tree planted 41 years ago is worth $20,000. fremont police say the suspect carefully removed the tree, roots and all because he knew it was worth something. the tree was taken from the chapel of angels in fremont earlier this month with the help o surveillance cameras and license plate readers, police located the tree in newark. the suspect admitted to stealing the tree. it has since been replanted. >> stop it. all right. today is earth day. and it will have to be celebrated virtually because of coronavirus. experts say this is something that could pay off in the long run for the planet. >> the global pandemic that we're seeing right now is devastating. but, when we look at it in

reopening. the fight against coronavirus. a sobering new development in tracking the introduction of covid-19 in the u.s. the first confirmed death in the country was here in the bay area two months ago. good morning to you, glad you're with us on this wednesday, april 22nd. >> you're never more than seven minutes away from the accuweather forecast. here's mike. >> thank you very much, kumasi. reggie, hi, everybody. it's earth day and let's take a look at what mother nature has in store for us. a few clouds along the peninsula coast and into the east bay hills and otherwise very quiet on live doppler 7 and the winds from yesterday, temporarily restrained but they will be back later on this afternoon. that will hold our temperatures around the bay into the mid 70s. along the coast, mid 60s to upper 60s into san francisco and notice the marine layer clouds. they try to make a resurgence during the afternoon and into the evening hours. inland, we've got upper 70s to low 80s with most of the 80s in the east bay valleys and up in the north bay valleys, but more

on the way in the accuweather seven-day forecast. i'll see you with that coming up. let's get to kumasi for the news of the day. happening today we expect to get more information from governor newsom for reopening the state's economy and easing our shelter in place rules. julian glover is live with the details and on what some experts are saying about this. julian? >> hey, kumasi, good morning. we don't know exactly if the governor will be giving an exact timeline of when these restrictions, the lock down will begin to be lifted on the state level here in california, but we know it's something that he has been getting a lot of pressure abo about from the protesters at the state capitol on monday and other states across the country. let's get you up to speed on that. we know in some states like south carolina, for example, they have been opening up department stores as of tuesday with 20% capacity and public beaches opening there, too. next week residents will only be recommended to stay home,ot required to do so in colorado.

so, we're beginning to see what is happening in other states. while it's unlikely the lockdown will be lifted as quickly, newsom said tuesday the state's ability to test is a big factor happening here in california. >> practicing physical distancing has worked to keep those numbers relatively modest in terms of growth. but if we pull back too quickly, those numbers will go through the roof. >> certainly something we don't want to see happening. white house guidelines suggest states can begin gradual. if there's a decrease in covid-19 cases over 14 days, but this abc7 news graph shows cases in the greater bay area going back since march 1st and still seeing a flattening of the curve, cases are going up, even moderately. governor newsom has given power to local governments to ease those restrictions. as long they don't intervene or collide with the state guidelines that are still being put out in place. obviously, this is all a

delicate balance of reopening california's economy, getting us back to work. some normalcy of life restored while, of course, balancing public safety and public health. we'll have to see what he says today. reporting from home, julian glover, abc7 news. >> thank you, julian. reminder that abc7 news will carry the governor's news conference at noon today. happening now, most bay area counties are enforcing mandatory mask rules alameda, co orcontra costa, marin and sonoma have put guidelines in place. you have to cover your nose and mouth in public, especially when you're unable to maintain proper social distancing. new developments, test results reveal the earliest deaths in the u.s. from coronavirus happened in santa clara county and in february. the cdc says tests on tissue samples indicate two people who passed away at home on february 6th and february 17th were positive for coronavirus. they died, they died three weeks

before the first publicly reported death in washington state, which was in early march. this finding adds to increasing evidence that the virus was in the u.s. earlier than first thought. now, people usually die of covid-19 about a month after they are infected, so, the deaths suggest that the two patients were likely infected in early january. democrats and republicans on capitol hill have come to an agreement on a new economic stimulus deal. jobina fortson is at the live desk with more on that. jobina. >> good morning, reggie. the new economic stimulus package is worth more than $480 billion. the house approved the deal yesterday, or excuse me the senate approved the deal yesterday. the house is expected to vote on it tomorrow. about $383 billion will help small businesses and fund the paycheck protection program. >> we're feeling our way along here trying to do the best we can to get money to our people

hospitals ready for what may be coming in the future. >> redfield emphasized the importance of flu shots to reduce flu hospitalizations and said that it may save a hospital bed for your mom or your grandmother who may end up getting coronavirus. scared, stressed, frustrated. that's how some of our grocery store workers are feeling right now as they go to work every day. one safeway employee in the south bay has a desperate plea to shoppers. she says be patient and stay home unless you really need something. on monday, employees held signs. they said things like stay home, we're in this together and social distancing can be beautiful. >> i understand people are, you know, they're having cabin fever and they want to get out but they're going shopping just to get cookies and ice cream and spend an exponential amount of time in the store when it's not necessary. >> in an e-mail safeway reps tell us they have supplied all store associates with masks and safeway added sneeze guards and

one-way aisles. happening today, san francisco's flower market will reopen under strisk social distancing guidelines. they received special permission to resume operations. mny local florists rely on them to buy their merchandise. governor newsom says a new program ames to mobilize healthy residents to help out. selected former novato mayor to run it. >> we're asking all californians who are healthy to stand up, to step up and to help connect and make a difference in your community. >> there's a new website where you can sign up to volunteer. volunteers asked to delivering meals to donating blood. you can find a link at abc7news.com. restaurants are one of the most visible economic victims of the pandemic. some owners are already planning for changes when it's time to reopen.> and ighborhood in san francisco is taking a big hit
