right now work is just getting under way in san francisco on a major construction project along highway 101. these are live pictures. the shelter in place and lighter traffic is speeding up the rebuilding of the overpass.

at least 67 people at the care center have tested positive. this marks the largest and tedliest nursing home out break in san francisco. we have learned three patients in oakland died from coronavirus. 33 people have tested positive at the healthcare center. excel the third nursing home facility in the county where patients have been confirmed to have died from the virus. >> new accounts from behind the scenes at gate way care and rehab i hayward. home to one of the biggest out breaks in the state. the interview a worker still at the facility. >> state record show 102 staff and residents have been infected with coronavirus. and more than a dozen patients died. >> it spread really really fast. >> a worker tells me the out break began four weeks ago and with infected staff sent home, those who remain are pushed to

the limit. >> we had a nurse that worked for 24 hours saturday and sunday. and she was exhausted. >> even before the pandemic there have been issues with staffing and care. ecords show they own gate way and six others in the east bay. on several occasions the state denied pli denied applications to purchase new facilities. now with gate way on coronavirus lock down the worker says a shortage of staff made is difficult for families to reach no one. there's no one available it answer the phone or handle messages. >> i also asked about text provided by a different staff member. the staffer says she sent an

urgent group message to the other nursing homes. what can you all do to help? if they don't have staff, we will be forced to move them to your building. and we will be facing more problems. >> it's not right. i'm going to send you covid-19 patients. that's someone's family. >> is that appropriate? >> i really don't think so. >> this evaluator tells me moving staff between facilities can spread coronavirus. >> that's been part of the problem with nursing homes and the spread. you have staff that work in multiple buildings or companies. they are going in and being exposed in one building. possibly taking it to another building. >> she's a quality improvement specialist at the bay area hospital. while working for the state she evaluated several of the nursing

homes. it closed in 2018. after the federal government forbid them from taking medicare patients. >> what caused them to lose federal funding. >> pattern of safety concerns. people doing tasks that were not appropriate. maintenance director for example was cooking a meal. >> they have had other staffing issues. records show in 2017 they faced a class action lawsuit alleging failure to pay wages and overtime. the agreed to a $6 million settlement without admitting wrong doing. after the interview the veteran nursing home evaluator got emotional. >> long lives matter too. as a culture we're not recognizing that. >> they are investigating the deaths at gate way. the owners have not responded to
