have a public conversation with you. about opening up with adaptation and modification. meaningful changes to the stay at home order. because people have taken seriously the stay at home orders and physical distancing. >> what about gyms, salons, movie theaters? those are considered part of phase 3. higher risk workplaces and activities. california department of public health director says it could be months before they reopen. >> other things that fall into the space. in person religious services. like churches and weddings. >> phase 4. the official lifting. when concerts and large live audience events can resume. >> risk is what we're advancing. lower risk we're focus broadly across sectors to begin reopening. higher resk will be more cautious. not weeks but months.

regional officials in determining when and how to reopen schools. parents were mixed on the possibility of starting school in july. >> i go to work. they need to go back to school. >> wait until we find a vaccine. let's run a couple tests before you throw us back in the wild. >> starting earlier would mean renegotiating contracts. we will adjust to a new guidance once the california department of education releases specific details on how they envision a safe return to school. for now, san francisco is focusing on another issue. voting tonight to adopt a credit vs. no credit grading policy for students. >> when we're choosing one system. it has to be appropriate for all students. >> those who receive a no credit grade will be given the chance to complete the required work.

by for example doing a summer program. those details will be discussed at tonight's meeting. >> public health officer is easing restrictions starting tomorrow. county residents will be free to walk or bike to the neighborhood park. the parks have been closed since march 23. social distancing will apply. parking lots will be closed except for disabled residents. >> nursing homes have been hot spots for out breaks and we can tell you roughly a third of the coronavirus deaths in california can be traced to them. report from the department of public health shows at least 578 residents died. account for 144 deaths. nationwide, it's estimated 6,700 nursing home residents have died from the virus.

>> today bay area beaches are seeing crowds. after police crack down on weekend violations. this beach was not too crowded. parking lots are closed to discourage visitors. it was a different story in alameda. people were soaking up the sun. sheriff patrolled to make sure everyone was keeping distance. meantime in the east bay several people were spotted violating the shelter in place order. we went to see and find out what's being done about it. >> the warmer it gets and the later it gets into the afternoon hours the more crowded the area around oakland lake gets. the majority of those enjoying the lake are not wearing face coverings. this video was shot over the weekend and shows the crowds that are supposed to be moving not picnicking or sunning. food trucks are essential businesses. as long as social distancing is practiced. over the last six weeks they

fielded 2,400 complaints. >> the city is leading in the number of complaints where violations are concerned. because that's one of the places we get a lot of complaints about people not social distancing. they have been forwarded to the police department task force on comp license. >> they have issued no citations. they are focussed on calls about other criminal activity. the mayor tweeted give the lake a break. >> please. we had too many crowds, too many events. please. give the lake a break. >> nearby residents are complaining to city counsel they are scared to go out. >> the sidewalks are narrow. and so there's not real social distancing. runners are often in conflict with families. there's a will the of complaints about joggers. the lack of courtesy. lack of running in the street

resigning. he was the longest serving executive. he had been with uber since 2013. starting today out of work californiaens who are self-em plied can aply for pandemic unemployment assistance. part of the federal cares act and assists those who aren't usually eligible. it provides 39 weeks of federally funded benefits for people who can't get regular state benefits. the department is taking applications on the phone and online. be patient. there have been reports of the web site locking up because of the large volume of interest. >> with so many people working from home and helping kids do school work on the same internet connection chances are your wi-fi is getting a good work out. and hackers might see that as an opportunity. 7 on your side is live now with more on cyber security. >> you bet they see it as opportunity. they're looking for wayst to sneak in and access and steal

from the roof cam. cooling marine layer over night. gusty and cooler through the weekend. sprinkles possibility on sunday. we have a couple systems that will come through the bay area. not here necessarily. to the north. and they'll enhance the marine influence. here's live doppler 7. the fog is starting to push in near the coastline. as we head towards tomorrow that will change up more. ridge of high pressure moves south. allowing the first front to koom through. that will bring the cooler on shore winds and a stronger way. we'll see the breezy to windy pattern over the next several days. a look at the forecast. 7:00 tonight the fog is back. it pushes in over the bay. while you're sleeping and so for tomorrow morning commute for essential workers. 5:00 a.m. notice fog around the bay. high clouds over head. as we go into 10:00 a.m. still a combination of the fog and clouds. not exactly a bright picture. as you look at the numbers they will be coming down.
