of us. lays out four phases and we're currently in phase one of it with everyone staying at home and only essential workers are allowed to work. amy hollyfield will have much more on schools coming up. phase three will lift restrictions at high-risk, close contact businesses. think of hair and nail salons and gyms that so many people want to get back to and movie theaters, weddings and sports could return without live audiences. now, phase four is what we're all waiting for. the end of the stay-at-home order. that is when we can enjoy concerts and other large-scale venues and conventions and actually maybe go to a warriors game or 49ers game in person. we are many months away from that phase of things and we can only get there with immunity from the virus, herd immunity and also a vaccine. much more to come but early indications that we're weeks away from meaningful changes.

reporting live this morning, julian glover, abc7 news. the governor also says the new school year could start as early as july. he says the best way to make up for the learning loss because of forced school closures. schools are still adapting to them. the san francisco unified school district announced marked credit or no credit instead of getting a letter grade. school leaders understand that some students had difficulty transitioning to distance learning. graduating seniors have until the end of july. happening today, officials in oakland are launching a fund-raising campaign to try to close the digital divide on distance learning for students. a survey finds it needs more than 1,400 chromebooks and 4,300 hot spots to help students learn during the pandemic. the school district distributed

1,600 chrome books and their long-term goal is to have one for every student every year. we have passed more than a million confirmed cases of coronavirus. jobina fortson is live at the live desk with how the trump administration is handling this situation. good morning. >> the push continues widespread covid-19 testing and our top infectious disease expert dr. anthony fauci says it will be another month before anyone who can get a test can get one. a second wave of infections this fall, if no treatment is discovered. >> we haven't gotten it perfect yet for sure. a lot of people feel okay about what is going on, but others still need to connect those dots and that's what we're working on. >> many people are concerned about a possible meat shortage, as well, after several outbreaks forced at least 21 meat processing plants to close. yesterday president trump ordered meat and poultry plants to stay open.

and wear face coverings and the city is discussing putting an end to jogging around the lake. >> a lot of complaints about joggers. the lack of courtesy and running in the street away. >> oakland police have not issued any citations because they're busy focusing on calls about crime. for the first time gig workers, independent contractors and those who are self-employed can qualify for unemployment benefits without paying into the system. the change, which became effective yesterday will end weeks of frustration for people whose benefit claim up until now has been rejected. michael has the details. >> reporter: amy who asked us not to use her full name shared the disappointment of so many out of work hairdressers and other independent contractors. >> everyone's story is the same. nobody has received money. it's really unfortunate. >> reporter: congress passed a stimulus bill which included

financial assistance for the self-employed who previously didn't qualify for unemployment unless they voluntarily paid into the program. many, like amy, rushed to apply to only be rejected. the employment development department was not ready to accommodate. >> we're building a brand-new program and try to bring it up in record time and build a mechanism to accept these things that we never had to do before. >> reporter: the changes will be phased. in applicants will receive a minimum weekly payment of $167 which the edd vows to get out in a few days. those who already have a debit card from a the edd will get their benefits quicker. others whose cards expired after three years or who don't have one will have to wait a few extra days. she predicts it will take a few more weeks for edd to verify an applica applicant's prior earnings to determine if they're eligible for a larger benefit.

benefits will be retroactive as far back as february 2nd depending when someone lost income due to the pandemic. applicants will not be required to look for work to be eligible because of the stay-at-home orders. i'm michael finney. happening today, isn't this nice. bay area food banks getting a huge donation. they're $2 million worth of steaks from snake river farms. that is about 30,000 steaks. going to the san francisco marine food banks and the golden gate restaurant association. listen to this, the steaks sell for $60 each on the snake river farms website. now, we invite you to join better bay area project thanks and share your gratitude for people helping out during the covid-19 battle.

on weatherwise. let's look at san jose. 87 and cloudy and 56 degrees. in fact, slow to some places no sunshine today and much cooler. highs dropping more this weekend and above average highs returning next week. here's a look at your fog and the brighter, whiter colors and the gray is the high clouds and notice as the fog tries to move back through the bay at noon the high clouds roll in and that's going to help slow the sunshine. in fact, look at parts of the bay. never clear out of the low clouds and where we do clear out of the low clouds and the east bay and inland south bay, high clouds come in and low to mid 70s in the south bay today and 66 to 70 on the peninsula and look at those upper 50s along the coast to barely 62 in san francisco. up in the north bay, 71 in novato to 79 in santa rosa. east bay shore mid to upper 60s. we may make it to 70 in hercules and castro valley and areas near 90 yesterday and mid 70s to about 80 degrees in our east bay

all right. as promised, here's a look at your accuweather seven-day forecast. not much of a change in the forecast. deep trough off the coast and pump marine layer coolness and cloudy conditions and breezy, that's why we'll be below average for a couple days and a slight chance of a few sprinkles and little drizzle sunday morning and then as we head into monday and tuesday, we'll return to the temperatures that are warmer than average away from the coast and it could be an extended period of warmer than average temperatures with no chance of rain.
