august. another curveball for parents. governor newsom is now floating the idea of starting the next school year early to make up for lost time. and the plan is getting mixed reaction from parents this morning. good morning, everyone. it is wednesday, april 29th. good morning, friends in the quad box. >> good morning. i think, i know it's getting, yes, hello, friend, in the studio. i think some kids might be happy to see their friends with that story. i don't know. >> definitely a lot of sides to that one. we'll get to that story and also when i was outside this morning, mike, i felt a little drizzle. i'm not used to that. it's been really nice this week. what is this? >> that is the change. you go, going back to the parents, they're like, when will we take a vacation because we desperately need a vacation now. so, that's something to think about, too. kumasi nailed it. thank you for that weather report. little misty and little bit of

drizzle out there along the coast into san francisco and also as you head into the higher elevations and thicker clouds. look at that 33 mi-mile-per-hou wind in fairfield and look outside our studios from pier 15. that's the exploratorium looking back towards, you can't see the top of the building. 52 degrees right now and it's not going to warm very much, especially the closer you are to the coast. 70s inland and up to 14 degrees cooler today with limited sunshine. even cooler weather coming up. we'll talk about that in a second. first, get over to jobina and talk about the bay bridge. good morning, jobina. >> good morning, mike, thank you. right now the chp is investigating a freeway shooting in san francisco and it happened right off of the bay bridge as you make your way into the city. we'll take a live look at the scene right now of the backup in the area because that is the other issue now. if you see through the fog there, there are cars all the way backed up inching towards

the bay bridge toll plaza right now. westbound lanes of interstate 80 near fremont and harrison are closed. officials hope to reopen the freeway in time for the morning commute for our essential workers and you can clearly see there, that is not the case right now. but it is moving. we do know that the shooting happened just before midnight. it looks like two victims were involved here. we do not have an update on their condition at the moment. westbound traffic is being diverted off at fremont street, so, once you make it across the bay bridge into san francisco, you will have to get off there. all other lanes are blocked this morning. >> we haven't seen something like that in a while. all right, jobina, thank you. governor newsom has a four-stage plan for reopening california. no exact timeline on when this is going to happen, but we do know the order of events. we're already in stage one. that means essential businesses are open. schools, child care, some retail shops and offices may be next

and that is part of stage two. stage three covers businesses like gyms, hair salons and movie theaters. newsom suggests it could be months before you'd be able to get a hair cut. the last stage would bring back large events like concerts, sports and conventions. they'll return when there is a vaccine or enough people are immune to the virus. the governor is also saying the school year might start early. he's throwing out late july and perhaps early august as a time to go back to the classroom. abc7 news reporter amy hollyfield is live with the reaction of this. amy? >> hi, reggie. with school closed right now, the governor says children are suffering from learning loss. now he is proposing they go back early for the fall semester. starting late july or early august. that suggestion created all kinds of reaction. some teachers expressed safety concerns wondering if crowded classrooms would be safe during

this pandemic. or if safety precautions could be put into place by then. we also, though, have a parent with another point of view saying kids do need to get back to school. >> they missed the last three months of school and as much as they're trying hard and studying, i don't think they're really learning. we have to get back to life. this cannot go on for years. and i don't think it's going anywhere. >> governor newsom has said at past briefings, schools will have to find ways to encourage social distancing. possibly having staggered start times for the day or canceling large gatherings. starting early is not a done deal. this is just an idea that's being kicked around. it would definitely require the approval of the teacher's union. the union has not responded to this idea, which was just presented yesterday from the governor.

reporting live in walnut creek, amy hollyfield abc7 news. at the live desk, i'm tracking a major social distancing violation. a large crowd was broken up by police in new york city they were gathered there for a rabbi funal and that rabbi did die of coronavirus. here is video of that chaotic scene in brooklyn last night. people were not allowed inside the synagogue for the funeral. hundreds of mourners stood shoulder to shoulder on the street. they were not social distancing. mayor de blasio posted on twitter, the message to all communities, critics have accused de blasio for singling out the jewish community. we saw from one councilman he called the comments a joke. marin county is expected to announce details of its new

shelter-in-place order today. county officials didn't give specifics but some changes including possibly easing restrictions on lower risk outdoor activities. that official announcement is expected today at noon. starting today, people who live in sonoma county will walk or bike to some parks which have been closed since march 23rd. social distancing guidelines will still apply. real estate, landscaping also expected to be loosened. santa cruz county could decide to close its beaches by the end of the week. it comes after crowds flock eedo the beach over the weekend. many parking violations and this is how it looked yesterday fewer people because it was a week day and extending shelter-in-place order right now to expire on may 3rd. this year's sonoma county fair has been canceled. after the office restrict eed

large gatherings through the end of the summer. some hair stylists are defying the order to stay closed. she took her first customer in nine weeks yesterday. she has three young boys at home and she really had no choice. and a barber is planning to reopen and he says it's about principle. >> we as adults and politicians and leaders are teaching our kids. we're teaching them, hey, when things get scary or get tough, let's go inside and run and hide. >> i'm more worried about the guaranteed loss i'm going to take if i continue to stay closed. give me rules to follow and i'll follow them. >> a former marine and a retired chp officer who now owns a ba barb barbershop and he plans to reopen on friday. a new plan to get unsheltered people off the pand it involves parking lots in schools. baseball fans. you might get a season this

at 68 by 11:00. high clouds this afternoon and mid to upper 70s as far as the south bay goes, 56 at 7:00 and near 70 this afternoon and with the high clouds blotting out the sunshine and that will keep us in the upper 60s on the peninsula. let's get an update from the bay bridge from jobina. i want to get to something we have not seen in a very long time. check out this video. a live look at the bay bridge toll plaza. it is backed up. looks like a normal commute day. does not look like we are shelter in place, but we are. this is a result of a freeway shooting investigation happening right now on westbound 80 in san francisco. the scene is just as you are coming off of the bay bridge into the city. westbound traffic is being diverted off at fremont street and all other lanes on westbound 80 past fremont street are blocked right now. the shooting happened just before midnight and we were

talking with officials earlier this morning and they were peint here. i will keep you updated. san francisco has wrapped up four days of coronavirus testing in the mission district. yesterday was the last day that volunteers and medical professionals were in the neighborhood. they turned parks into testing sites. the city is focused on taking care of communities of color. >> we just got some of the data back, but 83% of our patients in the hospital are latinos. >> about 25% of covid-19 cases in the city are in the mission district. banks and credit unions are reporting major problems with the federal government's small business loan program. plus, the country welcoming back tourists this summer. the changes being promised to ensure you're safe. an important announcement from abc7 kgo-tv. on wednesday april 29th abc's

that could mean an increase byin energy bills.. you can save by setting your heat to 68 or lower... unplugging and turning off devices when not in use... or just letting the sun light your home. stay well and keep it golden. now an abc7 news live update. at the live desk this morning, just a day after the small business association began collecting, again, applications for a payment protection program. we're hearing of some technical issues with the system this morning. what we learned is that a group of banks and credit unions sent a letter to the treasury department and sba last night that said there are issues with the second round of funding many lenders have problems submitting loan applications into the sba system and that's preventing them from distributing loans to keep small businesses alive.

replenished the paycheck protection program with $10 billion in funding. over to you. a new action to protect the sanfrancisco homeless p population during this. get people off of sidewalks and into safe sleeping sites. including vacant parking lots s people to have sl distancing and give people access to sanitation, food and water. on a bright note this morning, there is a new little monkey at the san francisco zoo. so, take a look. it's a baby mandrill. the zoo shared a photo on instagram. she was born on april 4th. mom and baby are doing well. the little lady is slowly being introduced to the rest of the group. she does not have a name yet. that's where you come in and, yes, it involves a donation to the zoo. the zoo is saying an online

auction where you can make a bid and proceeds benefit the animals there. so, here's a fun fact, mandrills are the largest monkey in the world and as we found out last hour, as i thought, rafika is a mandrill. the most famous mandrill. >> i don't think we can argue with that. i think you're right. >> i mean, it's literally the only mandrill i can name other than now lulu and joe and the nameless baby. >> i'm just happy the zoos are keeping us informed about everything that is going on because that has brought me so much joy these little animals in their lives. >> what is the name going to be, kumasi? >> i don't know. i don't know. we need to think about this. >> yeah. >> ponder. >> mike? >> rafiki definitely the wisest of the mandrills, also. let's look at what is going on in san jose.

here are your accuweather highlights. much cooler today and limited sunshine especially the closer you are to the bay and coast where you'll see no sunshine. cool breezes, cloudy, little misty tonight and our coolest weather is going to be sunday with slight chance of drizzle and sprinkles up in the north bay. you can see the low clouds being overtaken by high clouds as they try to retreat those low clouds back to the coast and even around the bay. we're still very cloudy at the lunch hour and limited sunshine for an hour or two and then the clouds come right back in earnest during the late afternoon and early evening hours. that is pretty impressive and that's why temperatures are so much cooler. 72 in milpitas to 75 in san jose and the south bay and little more sunshine and trying to get to 80 in morgan hill. as far as the peninsula goes, 66 to 70 degrees there. look at the cloud cover, brisk day along the coast to low 60s in san francisco. 65 in downtown to 66 in

want to take a quick look at what is going to happen sunday. steady rain up way north of us as we head through the morning hours. locked into a pretty soupy marine layer and drizzle possible during the morning and light rain across lake and mendocino counties. if you receive any rain or drizzle, a couple 0.01 at best. reggie? >> thank you. most construction projects throughout the bay area have come to a halt as residents shelter in place, but now in santa clara county a number of city and county leaders are urging officials to reconsider. with many remodeling projects at a standstill. contractor john hammerschmidt has been forced to lay off a number of his employees, many of

whom have been unable to file for unemployment. >> you have to support your family. that's what most of the guys are in here to do to support their families and no way to do it now. >> santa clara county supervisor dave is part of the group pushing for a unified regional approach in recommending certain safety measures like staggered schedules and trip minimization and this comes as the city of san jose faces a $45 million budget shortfall because of covid-19. new at 6:00, best buy is outlining plans to reopen in the next few weeks. they'll begin reopening 200 stores starting early next month by appointment only. best buy says the move is designed for people buying complex items like appliances and networking equipment. appointments will include a precall with customers to make sure they're not feeling sick. at the store, shoppers will be provided with hand sanitizers

treatment. and data on the gdp is released. the opening bell just rang a few minutes ago. we're tracking how the markets will react once trading gets under way. it looks like we're up. almost 400 points. good to see that as we start. hopefully it stays that way. good morning, everybody. it is wednesday, april 29th. >> you never know how wall street will react and as people say, the dow is not the economy. right. i mean, we get these bad reports and then the markets go up hundreds of points right after it. so, there's all kind of the winds howling ashore. delta fairfield 33 mile per hour her wind right now. that wind along with the lack of sunshine. it will take forever for the

clouds to return to the coast and some places in the bay, they never return to the coast. up to 15 degrees cooler today with 70s inland and even an 80 around antioch and fairfield where we get more sunshine to 59 in half moon bay. and it gets even cooler coming up with my accuweather forecast. first, let's get over to jobina and get an update on the bay bridge. hi, jobina. >> hi, mike, thank you very much. good morning, everyone. i want to take you right to an image we have not seen in a long time. it is completely packed at the bay bridge toll plaza this morning due to a shooting investigation on the freeway. so, look at that. it is extending very far this morning. and mind you, there are no cash lanes. everyone, all that is open, people should be going straight through. the reason we're seeing this backup is because up until 15 minutes ago, all lanes of westbound 80 near fremont and harrison were closed due to this freeway shooting.

the shooting happened just before midnight and westbound traffic was being diverted off at fremont street. we do know there were two victims involved in this freeway shooting. we do not know their condition at this time. but, again, the damage has been done. so, the investigation wrapped about 15 minutes ago, but people have been waiting there and trying to get through those lanes since midnight. so, it's going to be a while before all of this picks up and gets clear. >> all right, thank you, jobina, for that update. governor newsom is laying out a four-stage plan for reopening california. still no exact timeline, but we are already in stage one. abc7 news reporter julian glover is live with the details on this. good morning, julian. >> hi, kumasi. good morning. no exact timeline but the good news is that governor gavin newsom says we're weeks, not months away from the current stay-at-home order we're all under in california. he rolled out a four-phase plan and we're currently in phase one. let's walk you through the other

phases. currently phase one, only essential workers are allowed to work. phase two would reopen lower risk workplaces think manufacturing and allowed for curbside pickup. you order something online and get to pick it up at the curbside in person. offices where working remotely is not possible, they have to be modified to make it safer to return to work and get more people back to work, schools and child care facilities may be allowed to reopen in this group. newsom says local governments will be making the decisions there. now, in phase three, we could begin lifting restrictions at high risk, close-contact businesses. these are things like hair and nail salons, gyms, movie theaters, churches and weddings. things that keep us in really close quarters with one another and sports could return. the key here, though, without live audiencesp now, the final phase would be phase four when the stay at home order would be lifted here in california. we could maybe be able to enjoy a concert, con

see the warriors and 49ers play in person. we are many months away from that final phase and says we can only get there with a few things, immunity to the virus, vaccine and more testing. things we all heard a lot about. good news, weeks away from meaningful changes. reporting live this morning, julian glover, abc7 news. >> julian, thank you. a grim milestone for the u.s. according to john hopkins university. we have surpassed more than 1 million cases of coronavirus in the country. jobina fortson at the live desk with how the administration is responding. jobina. >> thank you, reggie. good morning. the push this morning continues for more widespread coronavirus testing. our top infectious disease expert dr. anthony fauci says it will be another month before anyone who needs a test can get one. he says there will be a second wave of infections this fall, if no treatment is discovered. >> we haven't gotten it perfect

yet for sure. a lot of people feel okay about what is going on, but others still need to connect those dots and that's what we're working on. >> many people are concerned about a possible meat shortage, as well, after several outbreaks forced at least 21 meat processing plants to close. yesterday president trump ordered meat and poultry plants to stay open. he says his authority comes from the defense production act. critics of this say that is putting the health and safety of those workers at risk. reggie? >> thanks, jobina. the owners of an art gallery in napa say they're going to reopen monday in violation of state and county restrictions. the owners of fine art took the stand in an open letter. napa valley extended stay-at-home orders indefinitely last week. they are notifying county and state officials and that they will follow physical distancing

protocols. th visiting their gallery will be safer than going to the grocery store. on the peninsula, redwood city is the latest city to close streets to traffic to allow people to get out and exercise. six miles of roads off limits to cars starting friday. the biggest stretch is vera avenue. the city will consider closing more streets if this program is successful. new this morning, the chan zuckerberg initiative just announced $16.6 million in funding for new coronavirus research project. facebook founder mark zuckerberg and his wife priscilla chan are behind the initiative. it is a collaboration between ucsf, stanford and the chan zuckerberg bio hub. and we want to invite you to join us tomorrow at 4:00 p.m. for a special one-hour event. african-american community are facing during the pandemic. you can also watch it live online at abc7news.com and on the abc7 news app. governor newsom floats a proposal to have kids back in school in july. why there is some backlash from parents this morning. plus an abc news reporter goes viral after he, what? he isn't wearing pants. can you see that at the bottom of the screen? now he is offering us tips and tricks for working from home. well, here at abc7 we are honoring the class of 2020. they had to forego their graduation ceremonies and other milestones because of the coronavirus pandemic. allie appleton completed or competed on the school's diving team and active in national charity league for the past six years. her dad tells us that allie is headed to the university of alabama in the fall.

smallcraft advisory this afternoon. here's a look at the north bay where we have 53 this morning and 65 at 11:00 and mid 70s this afternoon. that's after mid to upper 80s yesterday. here's a look at our east bay temperatures. 50s through 9:00 and then low to mid 60s from 11:00 all the way through 7:00 with limited sunshine. in san francisco, lucky if we see any sunshine today. temperatures in the 50s through 11:00. low 60s this afternoon and then you can see the breezes are going to pick up. so, will feel even cooler than that without the sunshine and the breezes. so, some cooler weather on the way. we'll talk more about that in the accuweather seven-day forecast. let's get over to jobina. >> thank you, mike. we are going to keep tracking this issue on the bay bridge this morning. such a mess. the backup all due to a shooting that happened just before midnight last night. it cleared around 6:15. let's take a loo right nowhe ba plaza and what is happening there. not long ago, a full backup and it looks to be about the same

degrees. still pretty cloudy in a lot of areas at noon. 56 to about 68 inland where we'll see a little bit of sunshine. look at those 50s, 60s and 70s. that is the coast, the bay and inland this afternoon. very cool. especially compared to what is going on down in the desert. 108 possible today and again tomorrow. 93 in fresno but the cooler weather starting to hit the central valley and 82 in sacramento and a record high of 75 yesterday in tahoe, only 72 today. jobina. now an abc7 news live update. thank you, mike. for the first time in six years, the first quarter gross domestic product report shows the economy sank. so, here a t deils about an hour ago. looks like the u.s. bureau of economic analysis announced the gdp dropped at an annual rate of 4.8% in the january/march quarter. it is the worst showing since 2008. the coronavirus pandemic brought

the economy to a standstill in march. we all saw that here and economists say this is a precursor to a far grimmer gdp report that will come later on in the current quarter. kumasi, i'll check in with you now. now we'll take a live look at the big board and new york stock exchange. you can see we're up this morning 415 points. investors aren't really reacting to the new gdp report but new data on a potential coronavirus treatment from gilead sciences which has connections here in the bay area. governor newsom is raising the possibility that the next school year may be starting earlier than normal. he threw out late july or early august as his latest coronavirus upda update. abc7 news reporter amy hollyfield is live with reaction in the east bay. amy? >> hi, kumasi, yeah. imagine all the air conditioning it will take out here in the east bay. gets pretty hot out here. a lot to consider with this idea. governor gavin newsom really
