so, now, it looks like he is going to make an announcement that those beaches will close and that is not all. abc7 news reporter julian glover is live with the details. julian? >> hey, goodern morning, reggi. first it was the, paing lots that were closed down and now the reports that governor gavin newsom will be ordering all of the state parks and beaches themselves to actually close as of this friday. now, we expect governor newsom to make that announcement in his daily briefing today at noon. of course, you can watch that on abc7 news and then we expect the order will go into effect on friday. now, newsom's move is a reaction to the large crowd scene at beaches in southern california this past weekend. check it out here. 80,000 people crowded newport beach in orange county south of l.a. health officials warn we must keep our distance even when outside. that's really tough to do when outdoor spaces are just so packed. >> those images are an example of what not to see.

circumstances. child care can extend. and here's what is still not allowed. playgrounds are closed to the public. picnics are not allowed. real estate transactions can fully resume but there are restrictions on open houses and in-person viewings. >> abc7 news talked to a contractor who said the new order came just in the nick of time. malcolm debruce had to shut down 70% of his job sites during the shelter-in-place. creating new apartments which was allowed to continue but there wasn't enough work to go around. under this new order, debruce can bring workers back to the other projects. >> had to let nine guys go on friday because we wouldn't have had enough work this monday.

>> they will wear masks and sanitize frequently. if someone gets sick with covid-19 work has to stop so a hazmat crew can come in and decontaminate. >> reporte more on the federal guidelines that expire today. jobina? >> thank you, kumasi, good morning. president trump will not extend national social distancing guidelines. remember here these are just guidelines. so that means it will expire by the end of today. what we know also is that these guidelines, they were implemented last month. they called for more americans to work from home, limit travel and avoid large gatherings. it's important to note that these were never mandatory orders from the federal government. it's ultimately up to the states to decide if they want to relax social distancing restrictions and reopen their economies. we've seen states like florida, georgia and south carolina move forward and relax their social distancing guidelines and eliminate those shelter-in-place

orders anda al also watch stat like washington extend those. alameda is planning to move homeless people into trailers to help them shelter-in-place during this pandemic. four trailers will house a total of eight people and they all services and food. a paramedic will be on site to give wellness checks four days a week. los angeles now the first major u.s. city to offer free coronavirus testing to everybody. mayor eric garcetti says all americans will have access regardless of whether they're experiencing symptoms. but he adds those with symptoms and front line workers will take priority. happening today, congresswoman jackie spear will volunteer at a second harvest food bank, i should say drive-through at daly city from 11:00 a.m. at jefferson high school. video of a similar event in san mu teo earlier this months. 1,000 cars come through every

day at jefferson high. spear hopes to inspire others to go out and volunteer. this morning's project thanks is all about the kindness of strangers. a nurse whose mike was stolen now has a new set of wheels. as abc7 reporter j.r. stone reports the outpouring of support brought her to tears. >> i just got off of work and my bike was gone. >> reporter: vanessa works at children's hospital and on tuesday she discovered her only mode of transportation, her bike, was stolen from the hospital's garage. >> i was just shocked, felt violated. i was angry, i was sad. but i would say the shock was like a solid hour. i couldn't even talk. >> reporter: vanessa cares for sick children and had just finished a 12-hour shift. >> i was exhausted and i just wanted to go home. >> reporter: i posted the story on social media reaching more than 25,000 people. dozens offered to give vanessa a bike or donate to help pay for a new one. >> i generally don't ever ask

involved. this is on northbound 101 before. if you're an essential worker i want to let you know three lanes are blocked right now and emergency crews are on the scene. number seven, tiktok is keeping a lot of people entertained among the coronavirus pandemic. the popular app topped 2 billion downloads. covid-19 is driving the surge in use. major layoffs hitting the bay area. lyft cuts 1,000 jobs that's nearly 20% of its workforce. uber facing the same struggle, planning to cut about 5,400 jobs, that's about 20% of its workforce and vaping company juul plans to lay off up to 950 people, nearly a third of its workers. one place that is hiring right now, the u.s. postal service. in the bay area, there are 100 positions of all sorts open as we speak. one of the managers for a east

bay public service says it's been so busy almost like christmas with all of these deliveries. >> we're delivering everything. household goods and safety like masks and we're delivering sanitizer. we're delivering medication. and the most important thing, the stimulus checks are on their way. we should be delivering about 60 million pieces of stimulus checks in the next few weeks. >> they are really still vital right now. postal workers are wearing protective gear as you can see and all equipment is being sanitized. ingenuity in the south bay. a local business and a stanford bio engineer found way to repurpose scuba and snorkeling masks for the safety of front line workers and it's all at no cost. amanda del castillo has the story. >> reporter: from providing safety to protecting covid workers on the front lines. give medical operators another option for defense.

>> covid has only exposed the underbelly of the problems that existed. >> reporter: he runs a lab at stanford university. in march he returned from a work trip in france, self-quarantining in the same room as his snorkeling gear. a way to turn his full face mask into a reusable option for front liners without affecting visibility. >> you put a filter that is already a preapproved medical device that blocks viruses. >> reporter: he has since collaborated with his students to research the effectiveness of what is now known as the pneumask. the fda approved it as a face shield but not as a respirator. west marine is already making waves in the bay area. the company recently donated 200 scuba masks with much-needed filter adapters to alta bates medical center in oakland.

upper 50 to near 60 near the coast and downtown and south san francisco and sausalito and north bay a little breezy and more sunshine along the coast and barely get to 60 while we'll have mid to upper 70s in your valleys. along the east bay shore, upper 60s for places like richmond and berkeley and 72 to 74 for the rest of us. as you head into the east bay valleys, temperatures warmer than average. tonight, yes, we've got mid 40s to low 50s under those partly cloudy conditions. so, for tomorrow, a little breezy in the afternoon hours. a little more sunshine than today. but that drier and cooler air will keep temperatures about the same. maybe a couple degrees cooler. the sunshine is the most limited and then next week, look at that summer spread. the heat is coming back inland by wednesday. kumasi. >> thanks, mike. we have new details to share this morning involving an suv that went over a cliff in san mateo county back in december. the chp has identified the driver as tracy sinclair of san

francisco. the dash cam from another car captured the suv launching into the air. sinclair was driving north on highway 1 when she drove off the cliff the morning of december 30th. the coroner's office said sinclair's identity was confirmed through a dna match. in the east bay, hundreds of surgical masks ended up all over the freeway. this was southbound 880 yesterday afternoon. the chp tells us somebody dumped more than 1,000 masks near the border of hayward and union city. multiple drivers stopped to pick up masks. a cal trans sweeper eventually came up and cleared the road. you hate to see that. what a waste. >> we need all of those. anyway. let's talk about this. the maul of the future. an inside look at what we might see at some malls around the country as they start to open back up. the bachelor franchise has apparently finalized its plan b.

on average, the snow pack provides 30% of california's water needs. mike, to be honest, i completely forgot this was still happening. >> yes. yeah, considering what we're living through and the fact that we just haven't had any major snow storms in a long time and the electronic measurements 42% of average. the snow survey is not going to be good. i thought we'd throw up the reservoirs and take a look at those. when they melt, that's what they fill and that's what we live on until the next rain season. i'm already seeing a little bit of a drop in some of our reservoirs. not great. 1% to 2% and not a lot of snow is melting yet, but it has been this week with near record highs in the sierra. we set a record high 75 wednesday in tahoe, reggie. >> mike, thank you. some restaurants are already coming up with plans for what happens when they have restrictions lifted, including an east bay restaurant. that owner says that she is ready whenever the state is. >> we have been required to keep a six-foot between every table,

yesterday. only 10. so that sea breeze is letting up a little bit blowing more north to south than it is west to east. and that's going to allow for a little more sunshine today and slightly milder temperatures this afternoon. definitely going to be brighter. so, you can see some 80s around concord and antioch and the rest of our inland neighborhoods to the mid to upper 70s. upper 60s to even mid 70s around the bay and 66 today in san francisco. we'll take a look at the weekend coming up. here's kumasi. >> thanks, mike. the battle against coronavrus is about to hit california's beaches and state parks. governor newsom is expected to announce he's ordering all of them to be closed starting friday. newsom wants to avoid a repeat of this. thousands of people packed beaches this past weekend because he has some really warm weather. the california police chief's association issued a memo warning police departments about the upcoming order. many counties have been doing partial closures but they struggled with overcrowding. here in the bay area, our she

shelter-in-place is may 31st but some restrictions easing up. amy hollyfield is live in walnut creek with details on this. good morning, amy. all right. looks like we're having some issues with amy able to hear us. but we will come back and check in with her in just a few minutes. in the meantime, i want to tell you about this. one area of confusion in all of this is about golf courses. starting on monday, some bay area counties will allow golf as a safe, outdoor activity. but the statewide health order says courses are to remain closed. sonoma, san francisco, santa clara counties will follow the state order. napa, marin and san mateo counties will allow golf with social distancing guidelines in place. solano county officials will likely do the same thing. >> yes, so, san francisco on

board with the new rules. >> our goal is to start working on what those changes might be and how we can provide guidelines in advance so that so many of our businesses in san francisco are prepared when we are able to resume business. >> mayor london breed said shared spaces like skate parks will reopen in the city but recreation facilities with shared equipment will not. social distancing, face coverings, other safety measures are already in place. this morning, there's growing debate about when california students will be able to go back to school. now on tuesday remember the governor said that he was hopeful schools would be open by late july or early august. but then yesterday state superintendent tony therman voiced his doubts saying they don't know when school can start. >> your local school districts will make decisions about when school opens and if school needs to open still in a social

distancing environment, that means we'll make sure your schools have lots of resources and supplies to support our students to be safe. >> yesterday therman's office released a statement saying he is working with state and national figures to study what measures must be in place before the start to the school year. this morning anthony fauci is responding to news that the fda may approve a drug that is created right here in the bay area. jobina fortson is following those developments. >> thank you. the drug remdesivir is made by a company gilead sciences. the trump administration is pushing the fda to authorize it for emergency use. we also learned here that a clinical trial has shown that patients with covid-19 who were treated with the drug recovered four days faster than those who didn't and it led to fewer deaths.

remdesivir has dr. anthony fauci's approval. >> a clear cut, significant effect in diminishing the time to recovery. >> people who are treated earlier, less than ten days into their symptoms, do seem to be having better outcomes. 62% of those people were able to be discharged at day 14. >> the fda says while more testing needs to be done, the agency is working with gilead sciences to make the drug available to patients as quickly as possible. there was another study done, it was cut short and that did not show a benefit from remdesivir. tech companies like google and apple are rolling out apps to trace people who have come into contact with people with covid-19. they alert people if they come into close contact with an infected person and this could allow businesses to safely reopen and help people feel more

comfortable when they're going out. participation would be voluntary, but the practice is raising some privacy concerns. >> that is the fear that when you opt in to a program like this or an app like this, what is the full extent? is it going to track your every movement? >> disney executive chairman bob iger says it will consider using the data when they reopen parks. officials in orlando, florida, are discussing what theme parks might look like in a post social distancing world. disney and universal and sea world are waiting for okay to open. opening at 50% capacity and gradually increasing that to 75%. all employees required to wear face masks and hand sanitizer stations installed at the entrance and exit of each attraction. friend, how do you feel about that? >> well, i was just reading it sounds like florida is basically

some businesses will be allowed to fire back up, including construction projects, car washes and nurseries. and child care will be allowed. so, essential workers can have some supervision for their kids while they work. all this work can go on, if some guidelines are met. esoci social distancing when possible but officials think this is a good start. >> this kind of movement today is going to give the general public some hope and a shot in the arm in terms of morale to keep doing the good work they have been doing. >> we are still ordered to practice social distancing. so, playgrounds are still closed, picnics aren't allowed, real estate can't host open houses yet. restaurants, even with outdoor seating cannot open yet. but starting on monday, tennis, skate parks and other outdooric aativities will be allowed. restrictions are starting to

loosen up a bit. reporting live in walnut creek, amy hollyfield, abc7 news. breaking news from the abc7 live desk. >> breaking news at the live desk just minutes agoethe la th department released the weekly unemployment claims. we see more than 3.8 million people filed for unemployment insurance last week. nearly 30 million have filed in the past six weeks. but it's the fourth straight, excuse me, the fourth straight week of declining claims signaling that layoffs have become to slump. we will see how wall street reacts to all of this when the markets open in about 45 minutes. kumasi, back over to you. we are hearing from one of the students who is suing the university of california system seeking to have fees refunded for services they can't use because of the coronavirus shelter in place orders. a similar suit targets the cal state system. 700,000 uc students are taking classes online and paying the

same tuition as they were before. a uc student said they are owed refunds of $1,100 in fees for things that are currently off limits. >> for example, like paying for the library and on-campus gym and paying for the pool and all these things that we would normally get to use on campus. >> the uc system has not yet responded to the lawsuit, however, the csu system says it will defend against a similar lawsuit filed by another plaintiff. the complaint mistakes the facts. although classes were converted to online instruction when governor newsom issued his order, every csu campus continued to fulfill its mission to providing instruction and services to it students. kumasi did you see britney spears tiktok? >> i saw it. >> provided me so much life yesterday. she went on tiktok and said she burned down her gym and people

on-site cooking classes. the stay-at-home order forced the business to go virtual. they get a cooking kit delivered to their house and taught how to make ramen and dumplings through zoom. >> we are in our kitchen and they are in their kitchen and seems much more of a natural connection for everybody. >> it's fun because you're taking a class but you're doing it, you know from home. so, you're interacting with new people. >> a winery in hillsburg is doing something similar with wine tastings. they are mailed a sample of three wines and then connect through video chat. for tasting sessions that last about 45 minutes. all right. let's take a look at the drought monitor and what you're going to see is most of the state is fine. i mean, the drought didn't deepen at all. even though we had a tremendous lack of rain.
