going like a true professional. waking up to cloud cover and fog but mainly along the coast. see the cloud cover down in san jose at 87 as we look north from the shark tank. look at this in my accuweather day planner, we have a whole lot of sunshine, especially from mid morning to mid afternoon before high clouds come in and they won't be nearly as thick as yesterday. you definitely need the sunglasses today and expect warmer temperatures and still 50s at the coast. we'll talk more about the weekend forecast coming up. here's kumasi. >> thanks, mike. we can say good-bye to state beaches and parks. governor newsom was not too happy with what he saw last weekend as people especially in southern california crowded the sand. so, it looks like we are all going to have to pay with new restrictions. abc7 news reporter julian glover is live with today's expected announcement. good morning, julian. >> hey, kumasi, good morning. as my parents used to tell me i can show you better than i can

tell you when i didn't follow their instructions to a t. that's what the governor is doing with this after seeing the repeated large crowds at beaches last weekend. closing all state parks and beaches across the state of california. he is going to make this announcement in his dalily address today. his reaction to the packed beaches mostly in southern california last weekend. 80,000 people crowded newport beach south of l.a. we want you to listen to a resident near huntington beach describing the crowds he saw last weekend. >> hundreds of people walking through our neighborhood, nobody had a mask. nobody's social distancing. they're walking by all our neighbors and dogs and it was like the fourth of july. >> health officials warned we must keep our distance, even when outside. and that's tough to do when the outdoor spaces are just packed full of people. but some elected leaders don't think the governor's new order

will go over well. check out this tweet from melissa melendes tweeted it out saying, this is not going to end well. californians are not children you can ground when they don't behave the way you want. wow, have to see how this plays out. many local beaches are now back open in the bay area, but they're not allowing visitors from far and wide. from out of the area. so, we have to continue to keep it close and keep it safe as we get outside. reporting live this morning, i'm julian glover, abc7 news. >> your analogy makes sense. it does feel like we're getting scolded by daddy. julian, thank you. on monday, six bay area counties will be lifting some restrictions when it comes to our shelter-in-place. all construction projects can resume, but they have to comply with new protocols. car washes are among the outdoor businesses that can go back to business under these relaxed rules. child care can extend beyond families of essential workers and include children whose

parents work in outdoor businesses. here's what is not allowed. you still can't go to the playground. picnics still not allowed. real estate transactions can fully resume, but there are still restrictions when it comes to open houses and in-person viewings. abc7 news talked to a contractor who said the new order came just in the nick of time. had to shut down 70% of his job sites during the shelter-in-place. and shifted to apartments because those were allowed to go on. but there just wasn't enough work for everyone to do. so, under this new order, he can bring back workers for other projects. >> we would have had to let nine guys go on friday because we wouldn't have enough work past this monday. >> his workers will all wear masks and sanitize frequently. if someone does get sick, they'll have to shut down so a hazmat cleaner can come in and

decontaminate. that's what's happening in the bay area, rules in other parts of the country are going to be a lot different in some cases than that. jobina is looking at some of the federal guidelines. jobina? >> thank you, reggie. president trump says he will not be extending national social distancing guidelines. that means they will expire today. now, it's important to note these were always recommendations. the federal government couldn't make or did not make an official government mandatory order there. they called originally for more americans to work from home and avoid travel and avoid gatherings. ultimately up to the states to decide if they want to relax social distancing restrictions and reopen their economy as we watched states like georgia, florida and south carolina pull back on these social distancing guidelines. but we've also seen states like new york and washington move forward and say that they will likely extend their orders in those states.

kumasi, i'll send it over to you. >> thank you, jobina. new at 6:00, we're hearing from a man who participated in the clinical trial re amdesivir. they're optimistic that the drug from gilead sciences can beat coronavirus. he was studying abroad in spain when the pandemic first hit and he developed symptoms right after he got back home. after doctors confirmed he had coronavirus he enrolled in the trial. >> i was really starting to feel better really the third day or the fourth day. there was only one night, which i had really bad symptoms after i started the trial but by day five i felt like myself again aside from the fatigue. >> he says he thinks it would have taken him longer to recover if he didn't do the clinical trial. three weeks since he was released from the hospital and 100% back to today the city wil

the trailers on west essex drive. four trailers will house a total of eight people and they will have access to weekly laundry services and food. a paramedic will be on site to give wellness checks four days a week. los angeles is the first major u.s. city to offer free coronavirus testing to everybody. mayor eric garcetti says all residents will have access regardless if they have symptoms or not. but he did add people with symptoms and front line workers will take priority. a nurse has her bike stolen in the middle of a 12-hour shift. how our abc7 workers have stepped up to help this front line workers. starbucks plans to reopen its stores. the major changes to keep customers safe. first this view from our sutro camera tower. this is overlooking san francisco. pretty cloudy, but still beautiful out there, mike. it's going to be a gorgeous day, kumasi. hi, everybody.

today, yes. in the 50s through 9:00. and we start in the 50s and end up right around 70 this afternoon and 60 at 7:00 and san francisco temperatures pretty close to average. mid 60s couple hours this afternoon and pretty breezy along the coast. let's get a look at the morning commute for our seessential workers. good morning, jobina. >> i'm here with a bit of good news. from cal trans the alemany project in san francisco may wrap up sooner than expected. how often do we see that? when construction ends early. just to rewind and recap here for everybody. this was supposed to happen in june. or, excuse me, july. but they moved it up because of the shelter-in-place order. they have seen traffic decrease by 60% to 40% of the area. this is a live look at northbound and southbound 101 and shortly we will see that southbound 101 traffic will move over to the northbound lanes

here. but right now everything is being diverted to 280. so, if you're an essential worker headed this way you should expect delays. the project will be done by monday but could be sooner. that is what we have going on here. alameda begins its slow streets program today to allow for more social distancing and pacific to grand will close and versailles will also be blocked off and the closure will give people more space to exercise outdoors. kumasi. >> thanks, jobina. coming up new at 6:00, starbucks is revealing plans, well, i'll tell you the whole story. it's revealing plans to get 90% of its u.s. stores back open by june 1st. some of the locations that were closed will start opening next week with the same changes that were already in place at a few starbucks that have stayed open during this whole pandemic. the changes include an emphasis on mobile ordering. most locations will not allow customers inside and you have to pick up your order at the door

abc7 news. >> all news all morning. in the east bay hundreds of surgical masks all over the freeway on southbound 880 yesterday afternoon. the chp telling us someone apparently dumped more than 1,000 masks just south of whipple road near the border of hayward and union city. multiple drivers stopped to pick up the masks. a cal trans sweeper eventually came and cleared that road. such a shame. an east bay restaurant is telling us how they plan to

reopen once they are allowed to reopen. >> we have been required to maintain six foot between every time according to the state and federal guidelines to reopen our restaurant so when they give us the go ahead to reopen, we are ready to go. we have lost 32 seats of our 72 seats. >> that's tina's place. reducing the number of seats by more than 40%. the restaurant has been serving takeout during the shut down. this morning's project thanks is all about the kindness of strangers. a nurse whose bike was stolen now has a brand-new set of wheels. as abc7 j.r. stone reports, the outpouring of support brought her to tears. >> i came out of work and my bike was gone. >> reporter: vanessa works at the children's hospital. on tuesday she discovered her only mode of transportation, her bike, was stolen from the hospital's garage.

>> i was just shocked, felt violated. i was angry, i was sad. but i would say the shock was like a solid hour. i couldn't even talk. >> reporter: vanessa cares for sick children and had just finished a 12-hour shift. >> i was exhausted and i just wanted to go home. >> reporter: i posted the story on social media reaching more than 25,000 people. dozens offered to give vanessa a bike or donate to help pay for a new one. >> i generally don't ever ask for help. i'm usually the one helping others. so, to -- sorry. so to have someone want to help me instead, it's just really nice. >> reporter: she even met two people on wednesday to check out their bikes and now has a new set of wheels, thanks to strangers who care. >> to have that kind of like outpouring of love from people who never met me just really touching.

because it has to do with her home state of florida. as you can see, people are getting desperate. they are caught on video grabbing a 300-pound artificial rhino outside a plant store. the rhino costs about $5,000. and it's not the only thing that was stolen. as you can see over the weekend, thieves got away with the dinosaur and the ram. . kumasi. >> why do they have to -- you know what, i don't have -- it's a mess. i mean, that's all i can say. what are they going to do with it? who is buying it and where are they going to put it? >> are those just sold in florida stores? why is there a dinosaur available? >> we're unique down there. >> down there. all right.

welcome back. some positive news from the drought monitor, it did not increase across the bay nor across the state from last week to this week. but that could change as no rain really in the forecast. a couple hundredth on sunday if we are lucky. kumasi. taking new precautions to make sure that customers feel safe once they open back up. the simon property group is the largest mall owner in the u.s. and it closed all of its properties because of the outbreak. well, now they're planning to open up half of their locations across ten states starting this week. so, the big question is, will anybody show up? >> going to be totally different than what is going to happen today. the consumer has to be ready for it, the employee has to be retrained and limit the entries into the mall and have the customers come in and greeted by

our security staff and providing complimentary masks and making take temperatures as you enter the mall. >> we do want to mention, none of those locations will be reopening right now. coming up next at 6:30, the growing debate over california's schools. why the state superintendent isn't so sure classes can resume this summer. also some real hope on the horizon. the drug showing promising results in the fight against the coronavirus. we're learning more about the experimental medicine made right here in the bay area. we still have to shelter in place, but, some outdoor activities will be allowed starting next week.

sheltering in place for at least another month, but some restrictions are about to ease up. what you can and cannot do. >> and wall street waking up this morning to another staggering unemployment report and we are breaking down the very latest numbers as the number of people without jobs tops 30 million. and there's some growing confusion about when the next school year will start. governor newsom says july, but school leaders say they might not be ready just yet. good morning, everyone. it is thursday, april 30th. hi. >> it sure is. and we're having a good day today, aren't we, mike? >> we really are. i think you're going to really like the weather. we got the grayness out of the way and the cool weather for those that like that and today we're going to bring some sunshine back into the forecast and it all starts as you look at the winds. they're gusting pretty fast at sfo. 24 miles per hour and look at fairfield only 5. the sea breeze is backing off

and that's why we're waking up to less cloud cover this morning and feel slightly warmer temperatures this afternoon. 50s at the coast as the breezes keep you in check, but look at that, mid to upper 60s san francisco and san mateo and also in richmond. low to mid 70s for the rest of the bay. mid to upper 70s in most inland neighborhoods and best chance 80s east bay this afternoon. we'll talk more about the weekend forecast coming up. here's kumasi. >> thanks, mike. here in the bay area, our shelt e shelter-in-place is still in effect until may 31st, but some restrictions are easing up. amy hollyfield is live in walnut creek with details on this. good morning. >> good morning, kumasi. we can start getting outside for some activities including tennis. look for the gates to open on tennis courts next week. also, interested in going to the skate park? those are set to reopen also next week. some businesses will be allowed to start up again like construction projects. now, they will still need to practice social distancing when

possible, but they will be able to fire up their gear again and contractors say they are so happy about returning to work, they say being shut down has been rough. >> knowing that the men and women who rely on our company for food on the table and roof over their head can't go to work and not a thing we can do about it. it's been brutal. it's been absolutely brutal. >> bay area counties are also saying they will allow some child care and summer camp programs to help provide supervision for children of essential workers. other outdoor businesses allowed to reopen will include nurseries and landscaping. restaurants still closed. even those with outdoor seating. so, we got to wait a while for that. but they're starting to ease some restrictions and officials are saying they hope this will be a morale booster for people and really provide some hope as we are still ordered to shelter in place. reporting live in walnut creek, amy hollyfield, abc7 news.

>> all right, thanks, amy. one area of confusion, of course, golf courses. starting on monday some bay area counties will allow golf as a safe outdoor activity but the statewide order says courses are to stay close. contra costa, and alameda will follow the state order. napa, marin and san mateo will allow with guidelines in place. solano said they will likely do the same thing. more on how san francisco is reacting. our mayor says we're going to be onboard. >> our goal is to start working on what those changes might be and how we can provide guidelines in advance so that so many of our businesses in san francisco are prepared when we are able to resume business. >> mayor lunder breed says shared spaces like skate parks

will reopen in the city, but recreation facilities with shared equipment will not. social distancing, face covering and other safety measures all remain in place. this morning, there is disagreement, debate, call it what you wish about when exactly schools are going to reopen. so, on tuesday governor newsom said that he was hopeful schools would reopen by late july or early august, but then yesterday state superintendent tony therman voiced his doubts saying they don't know when schools will start. >> your local school districts will make decisions about when schools open and if school needs to open still in a social distance environment, that means we make sure your schools have lots of resources and supplies to support our students to be safe. >> yesterday therman's office released a statement saying he is working with state and national figures to study what measures must be in place before a start to the school year. this morning, dr. anthony fauci is responding to news that the fda may soon approve a drug

to treat coronavirus. the drug is called remdesivir and made by gilead in foster city. patients with covid-19 who were treat would the drug recovered four days faster than those who didn't and it led to fewer deaths. remdesivir has dr. fauci's approval. >> it shows that a clear cut effect in shortening the time to recovery. >> people treated earlier, less than ten days into share symptoms do seem to be having better outcomes. 62% of those people were able to be discharged at day 14. >> there was another study that was cut short that did not show a benefit from remdesivir. a doctor in santa clara county says he's encouraged by the study with remdesivir. how it could mitigate a second wave of the virus.

>> dr. ryan and also professor at the stanford school of medicine says that he is optimistic that this drug will be helpful, but he says it will take a lot more than this one treatment to prevent a second wave of the virus. >> we here in santa clara county we're one of the highest infection rate counties in america during the early stages of this. we have at least in our area successfully flattened the curve a bit. as far as a second wave, it's a matter of how we do it. if we have abundant testing available and we have tracing and strict measures for those who are in contact with those who are infected. we may see that is a strategy that has been successful. >> dr. rabera says it will help lessen the severity of a second wave and the u.s. could learn from other countries that have

rolled back or tried to on their social distancing measures there. i'll send it over to you, reggie. >> jobina, thank you. this is very interesting tech companies like google and apple are rolling out apps to trace people who have come into contact with covid-19. now, these apps alert people if they come into close contact with an infected person. this could allow businesses to safely reopen and help people feel comfortable when they're going outside. app developers say participation would be voluntary but it does raise some privacy concerns. >> that is the fear that when you opt in to a program like this or an ap like this, what is the full extent? is it going to track your every movement? >> now, disney executive chairman bob iger says the company would consider using this data when reopening disney parks. speaking of that, officials in orlando, florida, are discussing what theme parks may look like in our social distancing world. disney world, universal studios

and sea world are waiting for more guidance to reopen, although they've essentially been told it will be largely up to them how they do this. some ideas on the table include opening parks at 50% capacity and then gradually increasing that to 75%. all employees will be required to wear face masks, hand sanitizer stations installed at the entrance and exits of each attraction. wildlife roaming free. but not everything is great as yosemi yosemite. the serious struggle facing the communities leading to the national park. taking a look right now at the new york stock exchange this morning. you can see we're starting down this morning about 350 points. those latest job numbers coming out likely having an impact on this. we'll have another update on how the markets are doing coming up next. plus, governor newsom's plan to stop crowded beaches like these across the state. we are going to lose our access altogether. but, first, we're checking

in with meteorologist mike nicco to see how our thursday starts. >> the neighborhoods that are the koocoolest this morning. napa turned to 46 and that's up in the north bay valleys under high clouds and little bit early morning sunshine and little bit of fog along the coast and 50 there around daly city and redwood city 49 and brentwood and tracy 64 and 61. those are your extremes. emeryville a little cloudy this morning, 54 degrees and that limited fog, that is the only real issue for your commute. expect brighter conditions and slower breezes on our bridges and out on the bay today. here's a look at the east bay valleys. 60s at 9:00 and 70 at 11:00 and mid to upper 70s this afternoon. high clouds and sunshine and a comfortable 68 at 7:00. 67 at 11:00 and low to mid 70s this afternoon for a shorter amount of time. back into the 60s by 5:00 and 64 at 7:00.

30 million americans are now unemploymented. jobina is at the live desk with more on this report. jobina? >> thank you, kumasi. yes, we have been tracking this developing news all morning long and at more than 30 million americans have filed for unemployment now. the u.s. labor department released the jobless report about an hour ago. so, here's what else we're seeing with this. a more than 3.8 million people filed for unemployment insurance last week. that brings the six-week total to 30.2 million. the number of claims is down for the fourth straight week. economists say it signals that layoffs have begun to slow. we are now back to the levels we saw in march when these initial layoffs were beginning when the pandemic first hit. we will see how this progresses. i'll send it over to you, reggie. happening today, governor newsom expected to make a big announcement to prevent the spread of coronavirus and this has to do with california's beaches. after scenes like this last

weekend, so many people crowding on to the sand, the governor was not pleased. abc7 news reporter julian glover is live with our new restrictions. julian. >> goodern morning, reggie. first parking lots to state parks and beaches and now we're getting word that governor newsom plans to close all state parks and beaches. we expect governor newsom to make that announcement in his daily address today and we expect the order to take effect friday. now, newsom's move is a reaction, as you mentioned, reggie, to the large crowds seen at beaches in southern california this weekend. 80,000 people crowded newport beach just south of l.a. >> those images are an example of what not to see. people, what not to do. if we're going to make the meaningful progress that we made in the last few weeks extend into the next number of weeks. >> it appears some local officials may not agree, though. some like orange county

supervisor where beaches were packed just last weekend. he tweeted out calling it an overreaction and said he fears these additional restrictions might make residents uncooperative citing midical experts and touting the importance of fresh air and sunlight in fighting infectious disease. the bottom line, if you're heading out to your legal beach, park, you have to stay close to home and stay apart from people. we know many local beaches are back open in the bay area but gnaw allowing visitors from far out of their zip code. reporting live, julian glover, abc7 news. >> we feel fully scolded. okay. thank you, julian. yosemite national park officials say they're working on a phase reopening that will follow federal guidelines. but as of right now, the park remains closed and nearby communities which depend on tourism are, as you would imagine, suffering. covid-19's impact is worse than that of natural disasters.

this important conversation. i know, jobina, you talked to a family that really illustrates how big of an issue this is not only in the bay area, but really across the country. >> i did, kumasi. it was a really touching interview. i talk would the family of terry blanchard, he was the president of the east oakland youth development center and, unfortunately, he died of coronavirus on easter sunday. hearing the story from this family, i think, brings it home for all of us. it's in our area, too. we all need to care very deeply about this. the reason we're calling this a bay area conversation is because we should all be talking about this. because if there is anyone out there who gets sick that leaves the potential for us to get or another loved one. i want to bring it back to you because we are having a virtual town hall that is a big part of this. we'll have great panelists icluding barbara lee, dr. mclemore and we're going to be taking questions from viewers live. which is really cool.

in california just over 10% of covid-19 infected facilities have been here in the bay area. okay. people have invented a new way to blow out birthday candles during this pandemic. they are, as you are about to see, waving their hands to put out the flames. so, here's a man celebrating his birthday in eureka. his daughter shared this video on twitter on monday. she says her dad, you know, quot quot quote/unquote blew out the candles with his hands to lessen the spread of germs. these singing candles are driving my ears nuts. and he did this so that the rest of his family could enjoy the cake. >> i'm just here for the end. i'm just here for the end. he was like, i did that. >> yeah. >> and we're done. >> and we're done. the last time we did this story i spilled hot wax all over myself live on television and, so, the candle has now been put away. >> i mean, it's still lit,

also the cloudiest with some sunday sprinkles and building summer warmth last week away from the coast. look at the fog forecast and how quickly the fog dissipates around even the low clouds, i should say, the bay. and even at the coast this afternoon, we'll see some sunshine from time to time. high clouds will return this afternoon and not nearly as thick as they were yesterday. look at the microclimates bouncing back. mid through upper 70s and 80s around morgan hill and gilroy and 77 in san jose. on the peninsula we start in the mid 70s and as you head north, jump into the upper 60s and 58 to 60. very narrow range for you. mid to upper 60s downtown and sausalito and then the north bay from 73 at san rafael and napa 76 and to near 80 in santa rosa and calistoga and those areas. upper 60s for oakland or berkeley and richmond and then 72 to 74 from oakland to other neighborhoods. and look at that, 76 in san ramon to brentwood hot spot with fairfield 82. tonight with the clear
