phase restaurants. the only thing that's going to hold us back is the spread of this virus. and the only thing that is assured to advance the spread of the virus is thousands of people congregating together, not practicing social distancing or physical distancing. >> and that's exactly what happened today outside the state capitao capitol. thousands came out to protest the state's shelter-in-place rules. they argue not only is it a burden but they argue the government didn't have the right. >> reporter: you only had to get close to know something big was going on. in sacramento thousands of protesters from all over california crowded on to the capitol ground, the majority not wears masks and ignoring social distancing to argue their freedoms were being taken away.

when it comes to lifting restrictions, a new national poll finds most americans aren't ready to jump back to normal life. while most said they would go to work as soon as restrictions were lifted, only about half were willing to go to a salon, church or restaurant. just a quarter would go to a movie theater. >> you have sheltered for place in 46 days in the bay area. the point is to flatten the curve and slow the president of coronavirus. this is what the curve looks like now. >> governor newsom's order closing all beaches in orange county was met with a large protest today. it's estimated 3,000 people showed up at huntington beach to embassy press their displeasure with the decision. many were not wearing masks and did not practice social distancing.

newport beach is supposed to discuss taking action tomorrow. the governor's order came after huge crowds flocked to newport beach last weekend. >> ventura county beaches remain open. the bathrooms and partials are closed. if people do go to the beach, they need to keep on moving. that means no sun bathing police will ask people to leave if they do not follow the rules. >> santa cruz county is taking action to keep people from crowding its beaches. here's a live look at the beach. there are not a whole lot of people, as you can see, out enjoying the sun at this moment. very quiet out there but beautiful. the county is closing all beaches for sectiix hours every unless people are swimming or boating. >> it provides our community members access to parks and beaches during certain hours,

but having beach closures from 11 a.m. to 5 p.m. is going to reduce the amount of traffic that we're getting coming into santa cruz county from other regio regions. >> the order comes after crowds packed some of the beaches oaf the weekend. during the hours the beaches are open, people will be allowed to walk, run and exercise. two homeless women attempted to move into a vacant home in san francisco's castro neighborhood today. police were called. luce pena joins us to describe what happened. >> reporter: the homeless women were about three hours inside that brown house before san francisco police arrived and requested them to evacuate the property peacefully.

supporters stood outside the house with banners and chanting for them to be allowed to stay. san francisco police cleared the area and threatened to arrest them and break down the door if they didn't come out. the two women eventually came out peacefully. now, according to the group, they say this action was inspired by the housing ming mot last year. they said they found the house after it had been empty for about three years. as to where they're going to sleep tonight, they say they're back to their rvs, but hoping this message send they need more housing. >> activists protested

governor newsom considering a controversial proposal. should nursing homes or the people who work in them be immune from what happens during the coronavirus pandemic. dan? >> reporter: extraordinary times and an extreme measure. now critics tell me this would remove oversight at a time when patients need it the most. the letter signed by top officials from six health care groups asks governor newsom to issue an executive order to give health care providers immunity from criminal or civil liability for decisions during the
