to ease some restrictions in almeda, contra costa county, sant mat, santa clara, san francisco and marin counties. separately, napa, and solano counties have already eased guidelines on what now can be open while governor newsom says the rest of the state is closed to more modifications to the stay-at-home order. with all of the different guidelines we wanted to give you some clarity about what is open and answer some of our top viewer questions. abc 7 news reporter chris reyes has the details. >> reporter: when it comes to what is open on monday, the answer is a lot of yes, but, and let's start with the rule across the board in the bay area. >> construction projects can resume. so can real estate transactions. outdoor businesses like landscaping and nurseries can get back to work. marcus zerban owns a landscaping company in san francisco. he is jumping for joy that he made the cut. >> tomorrow, we're able to resume our operations pretty much at a full scale. doing things that were considered nonessential before.

construction of outdoor kitchens. building of decks. >> reporter: now, here are the but's. you can sell your house but you can't do an open house, and inperson viewing must be limited. restaurants that are outdoors can reopen and with sports, even more conditions. you can't share equipment and you must be able to maintain social distance and you have to check the county for some specifics. for example, tennis courts are closed in san mateo and san francisco but open in contra costa county. who you get to play baseball basketball with depends on the county. in almeda, only members of the households. high touch playgrounds remain closed. goodwill remains closed. in san francisco, it's okay to have dog grooming unless you have a note from a vet.

decisions when it comes to reopening but last week he said we could be days, not weeks, from him announcing some more restrictions being eased statewide. >> we're getting very close to making really meaningful augmentations to that stay-at-home order. >> but still, people are getting antsy. many going to parks and choosing not to stay home. >> doctors and the covid-19 survivor talked to abc 7 news reporter jr stone, about their message for those people, and jr is live in our news room with the story. >> reporter: i talked with one of ucsf's head doctors who tells me we may not be seeing the massive numbers of covid-19 cases and deaths that some thought we'd see, but we are not yet on a downward path. i also talked with a covid-19 survivor, who says what she is seeing out there is dangerous. >> they're playing with fire, really. >> reporter: doris block, covid-19 survivor is referring to the crowds of people seen in

san francisco's great meadow park in fort mason on saturday and delores park on sunday. lots of people out and about, instead of staying at home. >> this is also my mental health. and i'm trying to stay sane during all of this. >> reporter: don't tell that to block, who says she still can't go on a long walk. >> yeah, it's not a laughing matter. and i mean, you know, i was even on oxygen. i was one of the lucky ones as i was only in the hospital for five days. >> reporter: county statistics show that icu hospital visits have not risen in the bay area and deaths here are lower when compared to other areas of the state. but dr. jahon ramihi, medicarame director of the ucsf medical department says not to so fast. >> we are potentially in the midst of potentially dodging a huge surge in the bay area, and you know, now is reallynot the time to just sort of take a victory rap. >> reporter: ask park-goers in san francisco about that. they will tell you that they need to get out for their own

health and they don't have a yard or roof like some people. >> when you're out here, you can stay, try to stay six feet apart, but like at the same time, we have been in quarantine for weeks and weeks and weeks and like it is hard. >> what we really recommend is that people avoid kind of giving in to the frustration and the boredom and deciding to go out and congregate in parks. >> i hope for everybody not to get covid and not to have to go through it. wear your masks. >> what a warrior that she was. and has been. now the doctor tells me they are starting to see people become lax when it comes to preventive measures like social distancing, around their family members, and friends. he said this is concerning. because when you go from maybe being around one or two people, to six or ten, it puts you at a much greater risk to get the virus. eric, now back to you. >> jr, disturbing, thank you very much. san mateo county is taking more measures to keep people

from flocking to the coast. the new order prevents people who live more than ten miles away from the county, from coming there for recreation. we've seen road signs warning people if they're more than five miles from home to turn around. hundreds of people have been cited for going to the beach in pacifica during the stay-at-home order. meantime, some parks in san mateo county will reopen tomorrow after being closed for more than a month. trails in 13 county parks will reopen to visitors on foot. that includes the popular crystal springs regional trail, hunters county park and the county parks officials say visitors must maintain social distance. playground, picnic area, and bathrooms will be closed. at some park, parking lots may be closed as well. sonoma county will open two public covid-19 testing sites this week. residents of the county can get tested for free. whether or not they have symptoms. the two sites will open up tuesday. and will be located in santa rosa, and pet luna. unlike other testing sites, there is no drive through option. you will vet to get out of your

. the coronavirus treatment drug remdesivir is expected to arrive in hospitals this week. the fda gave the drug emergency use authorization on friday, following a recently completed study by the national institutes of health showing that it shortened treatment time by four days. the company is preparing to ship tens of thousands of doses. >> we are now firmly focused on getting this medicine to the most urgent patients around the country here in the united states. and we intend to get that to patients in the early part of this next week, beginning to work with the government, which will determine which cities are most vulnerable, and where the patients are that need this medicine. >> gilead says it will donate its entire supply of rem dis vir which is roughly 1.5 million

vials. there is new hope in a race for the vaccine. a team at oxford says they will note by next month whether their vaccine works and if proven safe and effective, it could be made available as early as september, months ahead of other trials. >> we are pretty sure we will get a signal by june whether this works or not, this will likely be a seasonal coronavirus vaccine. >> at least eight human trials are under way around the world including two in the u.s. speeding a vaccine to market has risks with side effects, and potentially death. the former head of the fda says there is no guarantee any of the vaccines being studied will work. may is bike month. and with fewer cars on the road, bike shops are seeing a surge in demand but a nonprofit bike clinic has suffered a setback in reopening. the san jose bike clinic sells, rents and fixes bicycles for anyone in the community who needs help. the shop had been making plans to reopen in the coming weeks but their building was broken

pandemic. >> it could have been stopped on the spot. they chose not to do it or something happened, either there was incompetence, or they didn't do it for some reason. >> top u.s. officils putting blame squarely on a chinese lab for spreading covid-19. saying it was not made intentionally in a lab but investigators whether it was the result of an accident. >> i've seen what the itelligence committee has said and no reason to believe they've got it wrong. >> reporter: now a scathing homeland security report obtained by abc news, accusing china of a coverup. saying china misled the world about the potential for a pandemic, while stockpiling face masks and other supplies, for itself. china has flatly refuted the allegations. the president's america together returning to work event gave people a chance to ask the president questions directly. >> i lost my job in march. i've had to rely on donations in order to keep my children. and is there more help coming? >> reporter: the answer is yes. >> the answer is yes, and we

will do more and you will have your job, a better job. >> reporter: and the question was medications to treat the virus, and a possibility of a vaccine. >> we are very confident we will have a vaccine at the end of the year. by the end of the year, to have that vaccine. >> by the end of this year. >> we think we're going to have a vaccine by the end of this year. >> reporter: despite the president's optimism, many experts have said it could be at least a year before a vaccine is available. protesters have been calling for businesses to reopen. many of those protesters are not wearing masks. dr. deborah birx calling that devastatingly worry some. >> if they go home, and infect their grandmother or their grandfather, they will feel guilty for the rest of our lives. >> reporter: florida's governor with a three-phase plan for reopening much of his state, beginning monday. >> we are continuing to stress the need for testing, and building a really strong infrastructure. >> reporter: in new york city, which is still under stay-at-home orders, dozens of people were issued social distancing summons.

mostly in parks. >> i know the weather is getting warmer, i know people want to get out of their house, fine, wear a mask, and socially distance. >> reporter: abc news, washington. two more counties are about to defy the governor's lockdown order and open up at midnight. yuba and center counties will allow businesses to reopen but both will require facial coverings in public. state data shows neither company has had anyone hospitalized in two weeks with the virus. and another county is set to open, and then mozoc on friday a push to reopen around the state. in fresno county, one of the first cities to allow barbershops and hair salons to open. one barbershop employee says he is thankful to be back at work but the decision comes with mixed reaction. >> we're taking just appointments so the good news, people need to know that they need to call, so we can kind of

grate how many people are coming in and how many people are leaving. >> to open up the businesses without inadequate test and not having the prevalence and knowledge of seeing how much the city has been infected. >> in modoc, hair salons and the movie theet ver been open since friday. and about 200 people rallied in vacaville to reopen the state and if necessary organizers say they will be back next weekend. in los angeles county, they are not messing around when it comes to keeping people off the beaches. take a look at this show of force by the sheriff's department's park's bureau. deputies are out in malibu propa trolling on horseback and atvs and included a post, safer at home as a way to remind people to follow the shelter in place order. lawmakers are set to return to sacramento on monday as the legislature gets set to resume. nancy rendon called politicians back even though a handful remained at lome to avoid the

coronavirus. several precautions including temperature checks. lawmakers are limited to one staff person. and the pandemic has led to the legislature's first unscheduled work stoppage in 158 years. and ma could be the most important phone call for an attorney's career the u.s. supreme court says it will hold oral arguments by phone. that's a first for the nation's highest court. the court says starting tomorrow it will hear ten arguments remotely including disputes over birth control access, the electoral college, and whether president trump can keep his tax records from investigators. the audio will be available live to the public. governor newsom will release a revised state budget next week that reflects the strain covid-19 is putting on the treasury, and school districts around california are nervously waiting to see what it means for them. in january, before coronavirus cases skyrocketed, the governor released a $222 billion spending plan with more money for education. but since then, tamp revenues plummeted and the state has spent more than a billion in

emergency unemployment, and other aid. the president of the california school board's association hopes education will be spared any cuts. >> our message to the state is that we need to at least make sure we maintain the funding that was proposed in january and hopefully make sure we can find ways to actually increase and prioritize. >> she says many school districts were already having financial problems before the pandemic and they will need the extra money to keep putting out a quality education. some big companies are not giving up on internships this summer because of the coronavirus. in fact, many will still be welcoming a new class of interns for remote work. tech companies and financial firms will transition in person, internships to ones where interns work remotely. internship organizers say the scope of internships will change, with a focus on short, specific projects. several bay area tech companies, including google, twitter, and sap plan to offer virtual internships this summer. a face covering will be

mandatory at the san jose airport starting tomorrow. that includes both employees and travelers. children under six and anyone who has trouble breathing are exempt. the airport will have reminder signs at entrances and throughout the terminals. a spokesperson says the airport regularly cleans and disinfects all high touch surfaces throughout the day. disinfects rest rooms roughly once every two hours and deep cleans public areas every night. the face coverings will likely become mandatory for uber drivers and riders. cnn business reports that uber executives approved the new policy this past week. to ensure that policy is followed uber is developing technology to defect if drivers are wearing masks or face coverings before they go online and start accepting trips uber is looking into ways to hold riders accountable. the requirement is expected to be rolled out in the coming weeks. the clothing come j crew could file for bankruptcy protection as soon as tomorrow according to "the new york times."

the nfl says the football season is still on track to start sometime in september but it is unclear whether fans will be allowed to be in the stands. the league says it is preparing a number of contingency plans just in case stay-at-home rders are still in place in the fall. that includes pushing back the season until october. the league's schedule will be released this week with the season opener planned for september 10th. another sign this morning in the bay area of wildlife taking over as humans stay inside during the shelter in place order. a viewer shared this video taken over by levi's plaza on samson street in san francisco.

that is not a dog out for a stroll. that's a coyote. we've seen them more and more frequently over the past several weeks especially in san francisco. at least that one decided to use the crosswalk. a michigan family isn't letting the shelter in place order keep them from taking a walk on the wild side at their own homemade zoo. the family have an annual membership to the detroit zoo but that is closed because of the health order so mom and dad created a zoo with stuffed animals on their front lawn. each exhibit has information about the animals on display, including where they're native, what they eat and how they live. >> and understanding the different kinds of places they live in and which pair together and we're talking about geography, in a way, because where is north america and look on the globe. >> neighbors have caught on, too, they're taking turns visiting the stuffed animal zoo with proper distancing of course. star wars fans have something to occupy their time while sheltering in place this
