restaurants, office space and malls. governor newsom expected to release the guidelines for that today. rain has been coming down across the bay area pretty much all morning, so get your umbrella if you have to head outside today. good morning, everybody. it's tuesday, may 12th. definitely rainy out there, mike, on my way into work. how long is it supposed to last? >> we are going to have off and on drizzle in the morning and then about 10:00 it will change over to scattered showers. the good news is, where the rain is falling now are areas that did not receive much if any yesterday, and that's in the south bay and parts of the east bay. it's a 1 on the storm impact scale, and the breezy conditions, maybe not as agvesiess a here's a live look as we take a tour over the last 45 minutes or so of the rain moving out of the

peninsula through the south bay and into the east bay. here's a look at san jose that did not receive any measurable rain yesterday. temperatures mild this morning, mid-50s. we will be cooler this afternoon, and even if you see hraeulg little sunshine, we will make it in the upper 60s. >> thank you. later today we could be getting more information from the governor about the next stage of reopening businesses, and that includes places like restaurant dining rooms. the bigger question is how far behind the governor the bay area will remain. amy hollyfield is live with more. >> reporter: hi, kumasi, you nailed it when you said that because we know that restaurant owners and their customers will be watching this announcement very carefully, but just because the governor and the state decides one thing that doesn't mean that's what will happen in

the bay area. local officials are saying they will probably move slower and more cautiously in the reopening phase. they will be watchinghes wk before they makenyisns stahantseyet, saying maybe monday, maybe not. as this goes on, of course the economy is really suffering. >> five million californians have filed for unemployment insurance, and $3.4 billion districted just last week. that gives you the magnitude of what has happened. >> governor newsom is expected to announce guidelines around reopenings for restaurants and dining spaces today, and people will also be listening for hair and nail salon news. we have been told that is part of phase three. the governor hinted that could be a month away, not months, as

distancing. >> joe biden spoke exclusively with "gma" this morning, and he said he is still holding strong even though his campaign events have been canceled, and he also added that polls show him leading over president trump. the former vp also criticized the president for not listening to his own administration's guidelines for slowing the spread of covid-19. >> i am following the rules. following the rules. the president should follow the rules instead of showing up at places without masks and the whole thing. when i campaign, i am usually the first one there and last one to leave. i enjoy interfacing with people. i am not trying to avoid it but i am trying to set an example as to how we should proceed in terms of dealing with this health and economic crisis. >> biden also addressed the allegations of misconduct from tara reade and he denied them once again but did continue on to say women should be believed

when they come forward. reggie. >> jobina, thank you. a rare illness possibly caused by covid-19 is affecting more children across the u.s., including a baby here in the bay area. we have more on what the baby's mother and doctors wants us all to know. >> the rashes were getting very big, and her hands and legs started kind of swelling. >> in march in santa clara county her 6 month old daughter, developed kawasaki disease, a rare illness seen in children, and she was being treated at stanford, and she was diagnosed with covid. >> it was a very interesting case and i mentioned it to my colleagues around the country back when it happened, and they had not seen it at all. >> now in new york there are at least 93 cases of what is being called pediatric multisymptom

syndrome. the doctor is a pediatric infectious disease specialist at stanford and her team tweeted this baby. >> there can be longer term complications in true kawasaki reactions, and those include the inflammation of arteries, especially those around the heart. kawasaki tends to cluster, so there are some years where we won't see many cases and then other years we will see more cases, and it can happen in clusters in some states and not other states. >> she says some of the new york cases have more severe cases than typical of kawasaki, but nevertheless she wants to assure families that -- >> we know how to treat it and most children do fine. >> which is exactly what happened to baby zara. once they gave her the medicine to treat it, everything turned

out good, she's out of danger. >> kate larson, abc7 news. happening today a new meal prepare help program will give much needed support for older adults and restaurants at the same time. this program is in partnership with the state's great plates program. seniors sheltering in place will get three restaurant meals per day. if you want more information about this, kaulg the number on your screen. with summer fast approaching, local and state health officials are warning people not to take any trips, including weekend trips during this coronavirus crisis. the san francisco public health director says it's not the time to go on a vacation, even if you are jus wanting to visit friend. officials ask everybody to limit their travel to essential travel only. governor newsom says while there are signs of progress, the

bay with temperatures mainly in the mid-50s. we do have a few upper 50s like 58 in saratoga, and 52 in los altos is the cool spot. a lot of us in the mid to upper 50s with damp conditions this morning. 0.011 of an inch in san francisco. here's a look at the north bay. you can see we're in the 50s for the better part of the day. a few low 60s this afternoon with a little sunshine. as far as san francisco goes, 58 through 9:00 and then low to mid-60s for the rest of the day with less rain than what we are dealing with this morning. same thing in the east bay, scattered showers, mid-60s. let's look at commute. how are the essential workers doing today, jobina? >> mike, okay, i would say. i have been minor crashes and spinouts this morning likely due to the slick conditions on our roads. we will take a live look at the bay bridge. we have a high wind advisory

here and also a high wind advisory for the 580 altamont pass. there's bridge work going on for east bay 80 and treasure island, and you can expect delays there until 6:30. aside from that, that's what we have for traffic this morning. and some states are allowing parents to book camps that don't have overnight stays. a doctor said there are some things to consider when you are -- i just said consider. some things to consider before you make plans for your kids. >> one of the reasons children have done well during the pandemic is the fact they have not been in school and have been able to stay away from other children, and i worry about the difficulties of maintaining social distancing even at a day kap camp, and i would tell parents to look into the precautions

we may be stopped, but the people we need, they keep moving. so we can start again. thank you. now, breaking news from the abc7 live desk. >> breaking news from the live desk. the fda has just given mcderna approval to put it's testing for the coronavirus vaccine on the fast track. this vaccine was developed in january and started testing in march. the company will start phase two trials in the coming weeks, and that will allow them to expand

their clinical study and give the vaccine to more people. it will begin the next round of trials with 600 participants. phase three will start sometime this myrrh bsummer, and the vac could be ready by 2021, but did not say when during that year. the sheriff in los angeles thinks a group of county inmates were deliberately trying to catch coronavirus in order to be released. video shows inmates passing and drinking from the same hot water cup and that resulted in 21 coronavirus cases. now investigators are trying to identify who participated, saying they tried raising their oral temperatures before getting temperature checks and even sniffed from a shared face mask. long lines mark the reopening of the dmv in san francisco. video shows the crowded station.

>> mike, you may want to move on to weather, mike. >> yeah. it just proves once again, all things disney lead through reggie. let's take a look at what is going on, san jose, rain through and you can see a little standing water there. a minor warming trend on thursday and friday, just when you think everything is back to where it should be, no, more rain comes into the forecast for the weekend. let's look at what is going on. you can see the darker greens on the eastern side of the santa clara valley, and a lighter green as you head through the dublin grade and sunol grade, but you may need to use your windshield wipers. as we look at future radar, you can see the steady rain turning over to showers quickly this morning after the commute ends.

flight. the carrier says people on full flights will have the option to choose another flight or nix the trip altogether in exchange for credit. the centers for disease control and prevention says airport screenings didn't do much to prevent covid-19 from spreading here in california. the report found the program was ineffective because traveler information was complete, and asymptomatic infections may have been missed. state health officials checked up on more than 11,500 travelers that came in from china and iran, and they were only to find three infected people in that entire group. facebook and instagram doing what they can to make graduation a little more special for the class of 2020, and they are putting together a-themed event,

including a virtual with big names, and then oprah will give an address along with support princeton university named its first black valedictorian in the school's 274-year history. he's a student from canada. he's also a former google software engineer. he says the honor is empowering because of the university's historical ties to slavery. graduation has been canceled because of the coronavirus pandemic, but the school will host a virtual ceremony, and he's not done with his schooling but will go to grad school to pursue his phd.

orders from officials to stay closed during the shelter-in-place. julian glover is live in fremont with more on this. >> reporter: hi, kumasi. good morning. it appears for now elon musk is getting what he wanted, the fremont plant just behind us is back open this morning even in defiance of the health orders. one assembly line worker tells me she is concerned over her safety and she feels as they are pawns in all of this and are being treated like robots. the employee i spoke to telling me she was furloughed and returned to work on saturday, the same day that elon musk filed that lawsuit, s alameda plant'ssk i fng after the governorkad manufacturing to restart last week, but the county health orders do not allow it. safety orders are in place, like

0.011 of an inch so far. the steadiest rain moving through the east bay and south bay and we are seeing the transition over to scattered showers which will become less in coverage this afternoon and through the evening hours as temperatures remain in the 50s and 60s all day long. around the state the rain goes from top to bottom and even snow in the mountains, but the snow amounts and rainfall amounts are not going to be very much outside of redding where they get about one-third of an inch, and the rest of us less than 0.1 of an inch. new at 6:00, as temperatures start to rise scientists are seeing if the coronavirus are affected by hot summer conditions. >> we are learning that temperature and humidity do have some impact but the question is to what degree as some of the states are doing other intervention. i don't think anybody should take the information we are
