the governor issued about 12 pages of requirements they must meet and then they can request permission from the state to reopen. this is moving deeper into stage two of reopening. stage two started last week with curbside service being allowed for some retail stores. well, the bay area has not even started stage two yet. the santa clara county health officer says even though we have made progress, we should not press our luck. >> we don't suddenly have herd immunity. we don't suddenly have a vaccine. we have exactly the same conditions that we had in march. so, that if we did ease up, we would see brisk return of cases, hospitalizations and brisk return of deaths to be quite blunt. >> here are just some of the changes restaurants must make to reopen. their tables must be six feet

apart or they must have some plexiglass between them. provide hand sanitizers and employees and customers need to wear face coverings. no preset table settings. no table linens will be there waiting for you. they must be transported in a sealed bag. also get ready to see disposable menus and that is also going to be new and that will see when we are allowed to eat out. we don't know when that will be. local officials have not said yet when this will take place in the bay area. reporting live in walnut creek, abc7 news. >> thank you, amy. oakland has joined l.a. and san francisco in passing an emergency sick leave policy and here's more of what we're learning. east bay times reporting that the city council unanimously approved the legislation yesterday. it requires employers with more than 500 employees to provide 80 hours of paid sick time off for

front line workers, if they are exposed to covid-19. the measure also applies to workers not classified as full-time employees such as uber and lyft drivers. relief could be coming by renters and landlord impacted by this pandemic. a bill would allow tenants who lose their jobs to be in their home without paying rent. starting in 2024, they would be given a decade to repay the rent, interest free. landlords would get tax credits to cover their financial losses. the plan could cost the state as much as $500 million a year, if the tenants don't pay their rent back. some of the nation's top health experts are warning lawmakers that reopening the u.s. too quickly could have serious consequences. abc7 news anchor myself is here with more on that. dr. anthony fauci offered a blunt warning to the senators and public as parts of the country ease the coronavirus

virus and rand paul pushing back on all of this yesterday if you were able to watch that testimony saying it's ridiculous to not send kids back to school in the fall. the senator added the mortality rates of children is much lower than adults. >> as much as i respect you, dr. fauci. i don't think you're the end all and the one person to gets to make a decision. >> i never made myself to be an end all. i am a scientist, a physician and a public health official. i give advice to the best scientific evidence. >> children have lower mortality rates than adults, the public should not assume that children are immune. the vaccine x possibility of ha vaccine by the fall. rattled a lot of students yesterday. o eatoes-psostruction.

classes will continue virtually as they have since march. the move will affect more than half a million students. 23 schools in the csu system, including five in the bay area. the uc system will make a decision next month. it is considering three options including in-person classes with restrictions. beach parking areas will remain closed but inland parking lots will reopen. the new order allows park managers to open tennis and basketball courts to individuals or members of the same family. social distancing and face coverings are still required. our main mission here at abc7 has been to bring you stories that build a better bay area. a big part of that is reporting on the major health issues affecting our communities that we all live and work in. pediatricians across the u.s. are worried about childhood vaccination rates.

unicef has said 117 million children in 37 countries may not get immunized on time to prevent a new outbreak. abc7 kate larsen has more on this. >> our waiting room. pretty empty. >> reporter: golden gate pediatrics are encouraging their patients to come in for wellness vaccinations. >> our visits were down 60% to 70% and our vaccination rates were down more than 70%. >> reporter: which is a national trend. in april the cdc nonflu vaccines were ordered comparaed to the same time last year including 400,000 fewer doses of the measles vaccine. the chief of general pediatrics at ucsf. >> we're really worried that we start to see the regression, we're going to see untold cases of measles and measles is way

more infectious than covid is. >> reporter: she will get her vaccines on scheduled, for her and for her mother. >> i had a heart transplant 25 years ago. >> reporter: melied cannot get vaccines and extremely susce susceptible to illness. >> my health depends on other people getting vaccinated. i rely on the community to protect me with their immunity. there's not a lot we can do with covid, but measles has a vaccine. >> reporter: kate larsen. california's hospitals are pleaing with the state because of mounting losses from the pandemic. hospitals ramped up at the governor's request because of the expected surge in patients infected by the disease. they also stopped doing elective surgeries, however, emergency department visits are down about 50% and revenue is down 20% to

30% at some hospitals. >> we have damaged the long-term financial strength of california's hospitals, not just their liquidity but their ability to borrow. their ability to undertake capital projects in the future. this will have very long-term implications. >> hospitals are asking for $1 billion in state aid to get through the end of june. up next, here stanford researchers are testing a possible treatment for covid-19 and they're looking for volunteers to help. and are dumbbells the new toilet paper. the challenge facing people trying to work out at home. but, first, here we have abc7 news meteorologist mike nicco who is here with our forecast. hi, mike. >> are you telling me dumb bells are as essential as toilet paper? can't wait to hear that story. >> yeah, i don't know.

drier and breezy. i went for a walk before i went to bed last night at 7:00 and little crisp in the air but it was nice. look around the stay monterey northward we have a chance of light rain and we'll take a look at the accuweather forecast coming up next. back to you. stanford researchers are testing a possible treatment for covid-19 and they're looking for volunteers to help out. the trial is concentrating on patients who are within three days of being diagnosed and haven't developed serious secondary conditions. it works to call the body's natural immune system and shown to have an effect on influenza and earlier versions of sars. lab tests in animal models suggest it can help with covid-19. >> very similar to tami-flu for influenza. you want to take it in the first two to three days. >> now, the goal would be to develop an early treatment for milder cases to help them recover faster and to avoid

friday is our driest and consequently our warmest day. bring us rain sunday and a chance of showers monday and a lingering chance as we head to tuesday. quiet on live doppler 7 right now. that will change as you look at future radar and showers developing and moving from west to east once again. it's a very moist, unsettled flow with just not a lot of energy. so, when the energy does come through, it will spark a shower or two, as you can see. as we head towards 5:30, they are very random and during the evening hours they go away. but overnight as we head to tomorrow morning the north bay will wake up to some wet weather and few scattered showers over the north bay and best chance of weather and as has been the case every day this week, it falls apart as you head into thursday afternoon and evening. our chance of wet weather today up to a couple hundredths of an inch of rain and you can see as we head towards

we'll look at the highs and lows. we have a one for wednesday, thursday, saturday night, sunday and monday. only friday and saturday are temperatures going to be pretty close to average. keep that umbrella handy. you're going to need it. kumasi. >> thanks, mike. one of the top health systems in the county is now using nest cameras to monitor coronavirus patients. in today's techbytes. high-tech way to monitor coronavirus patients. they're using google nest cameras to watch over the critically ill. hospital officials say it allows thoem to cut down on the use of personal protective equipment and reduces the time staff spends with those patients who are seriously ill. uber is working on a plan to buy grubhub. place it under uber eats and put them ahead of doordash. the deal could be reached as early as this month.

helpful with the money she will be able to reopen. you can find a link to donate on abc7news.com. east bay garden oasis is back open. people were so excited to visit the nursery in walnut creek, they lined up at the gate yesterday. >> we're just really happy that our members can come out and enjoy the garden. it's looking really beautiful right now and start working on their own gardens. it's a wonderful way to stay grounded, no pun intended, with what's going on right now. >> the garden will open to the general public on saturday. but the number of visitors will be limited. travelers may soon get cash refunds for canceled flights. consumer advocacy groups are calling on airlines to offer money instead of the vouchers or credits they like to give out. right now, passengers have to go through extra steps to claim a cash refund and the number of people flying daily has dropped 90% we all know in recent months. anyone flying with ryan air will have to ask for permission.

sunsets that the rain starts to come in and this storm right now promises to bring us more rain than the series of weak storms we had so far early this week. possibly a quarter to a third of an inch and even up to an inch in the north bay. that's pretty impressive for a may storm. i sure hope it happens. let's get back to kumasi. here's something that will lift your spirits. not only are these puppies really, really cute. lok at them. oh, they have a real future ahead of them. they're wearing capes like the super hero pups they are and on their way to volunteers that will train them to become assistance dogs. the nonprofit canine companions organized this event. the pilots say with all of the challenges that we're facing today, it is nice to be able to contribute to a wonderful mission. oh, look at the puppies. coming up next at 5:00, the proposal set for a vote in san jose today that could help businesses open faster.
