just didn't sleep well last night. had to go for that. plus, it's a little cooler this morning, that helps a little bit. hi, everybody. let's talk about what is going on. the number one thing is that we have a chance of showers again today and a one on our storm impact scale and breezy this afternoon and evening up and to 0.1 of an inch of additional rain. right now quiet out there. seeing reports of drizzle and fog around petaluma and watch out for that as you head through the morning hours. sutro towers and the chance of showers increase as we head towards the 7:00 hour especially up across the north bay and then the rest of us get our chances by noon and taper by 4:00 and by 7:00 they're gone. 50s and 60s are the rule for today. a little bit cooler than we should be for this time of year. we'll talk more about chances of rain and the thunderstorm that will hit us this weekend. here's reggie. >> mike, thank you. it appears the standoff between tesla and alameda county

is now over. although this is where it gets confusing. nothing is actually going to change. the plant stays open, even though technically, according to the county, it shouldn't be open at least right now. abc7 news reporter julian glover is here to sort this one out. julian? >> it's been a very confusing process getting through all of this. goodern moi morning. we have a deal. those are the words from the county to elon musk. sending a memo to us saying they reviewed tesla safety and prevention plan and if makes a couple tweaks, it can open next week. elon musk tweeted monday that the plant was reopen and he plo told me she was called back to work after furlough over the weekend. musk got the backing of president trump to tweet pushing to let the state reopen the plant and an ongoing back and

forth. they're at odds with the county health order that is stricter than the state guidelines that the plant maintain minimum basic operation. payroll and prepping the building for return. that memo from the county also said it would be working with fremont police department to verify tesla is adhering to physical distancing and agreed upon health and safety measures are in place. fremont police and the mayor of fremont made it clear they don't expect any arrests to be happening here. it appears for now that production will continue at the plant and elon musk could get the blessing from the county early next week. very confusing. reporting live this morning, julian glover, abc7 news. >> yet, i think we understand as confusing as it is. julian, thanks for doing that. we're all waiting for this vaccine to come and now labs across the country are racing to find one. in fact, this week president trump declared the country has

prevailed on testing at least. some experts say the u.s. needs to test up to 30 million people every day to get the economy back to normal. but that is far less than the 338,000 daily tests the country is currently averaging. >> i just think it's still a lot of work to be done to be sure the right people are getting the right testing at the right time. >> meantime, pharmaceutical giant pfizer is working on what they call project light speed. scientists and engineered are designing an assembly line to fill and package a vaccine once it's developed. the company began human trials last month and it hopes to delivers millions of doses by october. this was a stunning announcement, los angeles county stay-at-home orders could now go through at least july. abc7 news anchor jobina fortson will tell us more about this. when we heard this yesterday, the bay area definitely winced.

>> definitely, reggie. i mean, people were shocked to hear this. you know, july, it's just hard to gras. that's so far away. mayor eric garcetti talked with "good morning america" about this and it did shock a lot of people. here are the details. the county's public health director said the supervisor everything depends upon the effort to contain the city. most of the city is closed, but the mayor says he hopes to ease some restrictions. garcetti stressed that the key to opening sooner than july is testing. right now l.a. is testing 20,000 people a day. >> we've got to keep that going. and we have to make itar for s toscho sting.foke to get back to work, we need testing. and we do need help from the national level. >> mayor garcetti says he's optimistic that the hero's act will be passed in congress and give more funding to states and counties like l.a. that are

being hit hard by the coronavirus. he is also hopeful that schools will be able to reopen to some degree in the fall. >> thank you, jobina. twitter closed its san francisco offices back in march when the bay area shelter-in-place took effect. but jack dorsy said employees can work from home j. >> everything's changed. i think that hybrid will be the norm. i don't see a lot of people going back into the office right away definitely. >> reporter: that from jared who has been working from home for the past two months. the start-up he works for is in san francisco and now waiting for the county to give the green light to workers. >> our company in that specific office in san francisco can go back to work two weeks after that date. >> reporter: a date that is yet to be given to those who work in san francisco. carlo is ceo of the silicone

valley leadership group and said this pandemic is eye opening for those in charge who see so many of their workers successfully doing so from home. he's now optimistic about what is to come. >> i truly believe we'll have a lot less traffic and clearer skies because a lot more of us as ceos and employers will realize our folks are just as effective working remotely. >> reporter: for those who have to go back to the office, governor newsom is calling for added safety measures, including daily temperature screenings for workers, better social distancing in office areas and extra cleaning. oliva enjoys working at home where he says he's more productive, but does say there are some tech perks that he's excited about getting back to. >> kind of the norm for a lot of them you get catered meals for lunch. it is as nice as it sounds. that's something i definitely miss. >> reporter: jared does say to get here to san francisco, he uses b.a.r.t. and cal train and

he is certainly very concerned about the safety measures onpoerd thoo onboard those trains. j.r. stone, abc7 news. today s jos cncil members will consider a measure to allow local businesses to operate outdoors. allow many places, especially restaurants, to reopen with plenty of space supersocifor so distancing. construction is picking back up and one of the largest commercial projects in silicon valley sanatana west expansion. this will be a mix of office and retail. construction stopped when the shelter-in-place began. but crews will go back to the site this morning. all right. we're coming up on about eight minutes after 5:00 and here's a look at what's going on with some of our neighborhoods. we'll start in the east bay. low to mid 50s and fremont 52

and castro valley and 57 in oakland is the mild spot. let's take a look at else where and you can see a little bit of fog between santa rosa and novato and mid to upper 40s in the north bay and low to mid 50s in other neighborhood under a mostly cloudy sky. my activity planner put caution on everything whether you're exercising or hanging around the neighborhood or walking the dog because there is the chance of showers today and otherwise kind of cool to comfortable depending on what you're doing if you're exercising briskly, you'll enjoy the brisk breeze that will keep you from overheating. here is a look at our east bay valleys. mid to upper highs and 70s from 1:00 through 5:00 under mostly cloudy conditions and stray shower possible. south bay about the same. 59 to 9:00 and increasing clouds and the stray shower and least likely to receive rain behind and right ahead of the east bay valleys which is also not a very

wet place today. for the peninsula, we've got mostly cloudy conditions and a slight chance of a shower. temperatures in the upper 60s for a couple hours here also. so, we have a one on the storm impact scale for five of the next seven days. we'll show you those coming up in the accuweather forecast. let's get over to jobina and find out about our essential workers and their commute. >> hi, mike. good morning, everyone. we are going to start off with a live look in oakland showing you our 880 at the coliseum camera. if you're traveling northbound, want to let you know you may run into a slow down between broadway and union street. some lane closures until 6:00 a.m. due to bridge work in the area. heads up to you on that. the california dmv is expanding its virtual offering so people can avoid an in-person visit. complex registration renewals or duplicate renewals. if you need an in-person visit, the dmv have reopened 25 field

offices. the offices have been deep cleaned and follow new protocols. kumasi. >> thanks, jobina. the top three u.s. airlines have told their flight attendants not to force passengers to comply with their new policy requiring face coverings. this is according to a report from reuters. a news source reports that american, delta and united airlines crews were told they could encourage passengers but not force them to wear coverings while they're on the plane. employees can deny boarding at the gate to anyone who isn't wearing one. but all three airlines say they're providing masks for anyone who doesn't have one. >> a round of applause for health care workers in the south bay. greeted hospital workers at regional medical center yesterday. chief eddie garcia said officers wanted to show their support and thanks during these unprecedented times. speaking of that, if you'd like to get involved. this is a neat way to do it.

welcome back, everyone. it's 5:14. if you're just joining us, seven things to know this morning. number one, tesla reaches a tentative deal to reopen its fremont plant next week. it's been an ongoing back and forth between alameda county and tesla. at odds with county health orders that are currently more restrictive than the state guidelines. number two, governor newsom announced new guidelines for california restaurants, shopping malls and office space to follow when they are allowed to reopen. but officials say the bay area won't immediately see changes to our stricter stay-at-home orders. number three. cal state campuses will keep classes online for the fall semester. the schools leaders say the risks are still too great to resume in-person instruction. number four, los angeles county stay-at-home order is likely going to last through the end of july.

this morning on "gma" mayor eric garcetti stressed the key to opening sooner is more testing. number five. expect more showers today. here's a look at future radar the next six hours and you can see the scattered showers are comi coming. up to a tenth of rain is possible and breezy again this afternoon and evening. and number six. we are going to start with a live look at the bay bridge toll plaza. so far so good out there for our essential workers that need to commute in this morning. i, of course, will keep you posted if anything changes. and number seven. military jets will be flying over the bay area this morning to salute local first responders and health care workers. this map shows the path that the jets will take. they'll fly over the richmond/oakland area around 10:43 and then will head to san jose around 10:56. you might be spending more money at the grocery store and not just because you're buying more food. prices are going up. the consumer price index shows meat prices last month were up

more than 14% from april of last year. dairy prices went up 9.6%. alcohol prices remain steady dropping just 0.6%. a panel of food distribution experts including uc davis professors held a discussion yesterday about the food supply chain. the overall food supply chain is really strong. >> what we were seeing from customers is that they were buying for a four to eight weeks period worth of food. you can imagine, those are full freezers and, of course, some of the irrational demand that we saw with paper products and cleaning products. >> well, one professor says his biggest concern is not supply, but people being able to afford groceries with the massive layoffs and the job losses. broadway star nick is out of a coma as he's still recovering from coronavirus. this morning his wife is talking about his recovery and what's

you're not going to believe this video. a bunch of goats that took over a neighborhood in san jose, at least briefly. what is happening? this was just before 7:00 last night in silver creek neighborhood. look at this one goat that went rogue and just decided to get a little buffet before he moved on. abc7 viewer said they broke through a fence and wandered the streets and some going through the flowers and apparently a lot of them leaving little treats behia few these goats together. they really couldn't. but we're told that pretty quickly they were able to, the person who has the goats were able to take them all back together. there was a dog in that video at one point that was doing its best to round up these goats. that didn't work either.

what did we say? the animals are taking this opportunity. >> they took it. >> they're taking advantage of us. >> i'm just still, there's so many of them. is this a neighbor like are the goats normally just like up the block and they just got out? >> so, i think happened is that these goats come in to go in the nearby hillsides to graze there to prepare that area for fire season. and they do this like a couple times a year. but usually they don't break into the actual streets of the neighborhood. >> they said this is our chance. >> you'll see them a lot in the east bay hills. >> we're going to be the greatest of all time.whatid you all the time in the east bay hills especially as you head towards summer and fall and doing exactly that. grazing. that's the exact reason why i am against my wife getting a baby goat because they turn into big

goats and i like my yard. i like it the way it is. i spend a lot of time trying to make my yard nice. i'm not getting a goat. here's a look at san jose and 53 degrees. let's jump into our accuweather highlights i put together and almost every day has a chance of showers in it. now, they're not a lot of rain to have out of these showers unfortunately. our driest and warmest day and strongest storm arrives. here is a look at the pattern and you can see the area spinning off the pacific northwest coast and the plume of moisture coming our way. i wish that was an atmospheric river, it is not. scattered showers as you can see. increasing this morning especially from 7:00 on and as we look at future radar for the afternoon hours, as has been the case, the showers taper rather quickly as we head into the latter parts of the afternoon into the evening hours. we have a chance of rain up in

the north bay and our best chance of showers will remain in the north bay and a few blips of green else where thursday. we'll keep it under a one also on the storm impact scale. you can see by the afternoon hours, it kind of goes away. rainfall for today. less than a tenth of an inch and tomorrow a couple hundredth of an inch and more across the north bay. low to upper 60s from the coast to inland and even a few 70s in the east bay valley and tonight upper 40s to mid 50s. here's my accuweather seven-day forecast. a one today, one tomorrow and one in for saturday night but most of us well inside and probably sleeping by the time the rain arrives. put a one on sunday and monday for sure. have a great day. back to you. >> why does -- >> mike and his wife are considering getting a goat. >> why does barbara need a goat? i have questions. >> we'll have to dive into that a little later. also, a movie has moved up it release date and hopes to be

fungus that you can go to the doctor and get a pill and it's gone in 90 days. >> the professional group that represents salons filed a lawsuit against governor newsom and others to allow salons to reopen now. walmart and sam's club are about to give hourly employees another round of bonuses. the retailer announced they are going to give $390 million in bonuses to recognize employees during the pandemic. full-time workers will get $300, part-time associates will get $150. drivers and assistant managers also qualify for the bonus. this will be paid on june 25th. employees cash bonuses in april. we still don't know exactly when theaters will reopen across the country, but the movie "unhinged" is betting it will be july 1st. that's when the creepy thriller about road rage is going to be released moving up from its planned september 4th date. the first film from solstice

weekend, the storm looks a little bit stronger and providing more rain than what we had so far this week. that's the accuweather seven-day forecast. here's kumasi. governor newsom announced new rules for california restaurants and when they can reopen for in-person dining, but bay area leaders are saying, not so fast. amy hollyfield is live in walnut creek with more on this. amy? >> hi, kumasi. see these stacked chairs and tables here at this restaurant in walnut creek, well, they're going to stay that way for a while. restaurants aren't opening here in the bay area any time soon. when they do, the experience is very different. the government released 12 pages. >> the six counties can choose to be a little bit more restrictive. >> we all want to reopen desperately for many, many, many reasons, but we need to do so in a safe manner.

>> separated by a barrier like plexiglass and they have to have hand sanitizers available and face coverings are going to have to be worn by bussers and servers and it will be a while before the bay area will be able to get all of this done and get approval for this. and the governor singled out the bay area, while local officials were quick to say they just aren't ready. if you are wondering if you can drive outside the bay area to a restaurant this weekend, that's unclear. no timelines have been given. just the requirements. the governor says the restaurant needs to meet these requirements and then can ask the state for permission to reopen. so, that's going on in other counties here in the bay area. local officials have not said when restaurants can possibly start working towards reopening.

reporting live in walnut creek, amy hollyfield, abc7 news. oakland has joined l.a., san francisco and san jose in passing an emergency sick leave policy. our partner reports that the city council unanimously approved the legislation yesterday. it requires employers with more than 500 employees to provide 80 hours of paid time off for front line workers, if they are exposed to covid-19. the measure also applies to workers who are not classified as full-time employees. relief could a be coming to renters and landlords impacted by this pandemic. allow tenants who lose their jobs to stay in their homes given a decade to repay their rent interest free. landlords would get tax credits to cover their financial losses. the plan could cost the state as much as $500 million a year if the tenants don't pay their rent back. some of the nation's top

health experts are warning lawmakers that reopening the u.s. too quickly could have some serious consequences. jobina fortson at the live desk with more on why one senator is slamming dr. anthony fauci. jobina? >> yeah, reggie. thank you. good morning. dr. fauci offered a blunt warning to senators and the public yesterday as parts of the country begin to ease their restrictions as the coronavirus continues. we see new cases more and more every single day. it didn't sit well with everyone. especially senator rand paul. so, rand paul pushed back on fauci's warning saying it is, quote, ridiculous to not send kids back to school in the fall. the senator added that the mortality rate of children is much lower than adults and paul then rebuked dr. fauci. >> as much as i respect you, dr. fauci. i don't think you're the end all. i don't think you're the one person who gets to make a decision. >> i idnever made myself to be an end all.

i'm a scientist, physician and public health official. i give advice according to the best scientific evidence. >> though dr. fauci said that children have lower mortality rates than adults, he warned that the public should not assume children are immune. dr. fauci said the possibility of having a vaccine by the fall is unrealistic. reggie, back over to you. nancy pelosi announced a new $3 trillion aid package that is expected to be up for a vote by friday. this includes $1,200 direct cash aid and increase up to $600 per household. $175 billion, there is $175 billion for housing assistance, which would help with rents and morseages. the $600 per week additional unemployment payments would be extended to january of 2021. the package includes hazard pay for essential workers and the senate is not expected to take action until after memorial day.

our main mission here at abc7 news is to bring you stories to help you build a better bay area and part of that is reporting on the major health issues affecting our communities. pediatricians across the u.s. are worried about childhood vaccination rates. golden gate pediatrics said during the first few weeks of shelter-in-place, their visits were down 60% to 70%. now the vaccination rates were down more than 50%, which is a national trend. about 400,000 fewer doses of the measles vaccine were ordered compared to the same time last year. >> we're really worried that as we start to see the regression from the covid pandemic, we're going to see untold cases of measles and measles is way more infectious than covid is. >> the chief of general pediatrics at ucsf said it's important to remind the public, the vaccines are always available for free through clinices and health department. find more information on our website, abc7news.com.

coming up, the investigation into an east bay nursing home with one of the worst coronavirus outbreak in the state. how health officials are taking action. tackling the challenge of reopening schools. the update we expect from the state's superintendent. but, first, we check on the weather with meteorologist mike nicco. >> thank you, reggie, kumasi. hi, everybody. welcome to wednesday. we'll start with mostly cloudy conditions on the peninsula. 46 at half moon bay to 53 in san bruno. most of us around 48 to 52 degrees. you can see temperatures in the upper 40s to mid 50s just about everywhere. except for the north bay. uniform with that patchy fog along 101. your commute is kind of an issue and then the showers for the rest of the day. little breezy this afternoon also. so, caution out there advised. let's take a look at some neighborhoods. north bay we have our best chance of wet weather from 9:00 all the way to at least 3:00. temperatures barely into the low to mid 60s for a couple hours this afternoon.

her license to operate nine additional nursing homes from san jose to central and northern california. the state says she submitted a -- among them patient raped by certified diagnosed for six days. unsafe food storage, sickened residents. failed to address aggressive patient who stabbed another with a fork. i questioned her last month about violations that the state said placed patients in immediate jeopardy. what is going on? how are your clients in immediate jeopardy in those homes? >> there's a lot of things that i would like to speak about when the time is right, dan, you'll be the first one to talk with me about it. >> reporter: she e-mailed a statement, the allegations in the cdph letter you referenced are false and we will publicly respond to these baseless allegations at the appropriate time. >> make no mistake it is common throughout the nursing home industry in california to see

are focuing on and updates the digital divide learning loss and the question on everyone's mind, when could schools reopen? >> we are putting safety first. and data and science that shows it is possible and so for now, we encourage everybody to finish this school year through distance learning and we'll take some time during the summer to plan the opening of school. >> governor newsom has said that schools could restart as early as july, but unclear if that could still happen and the superintendent will provide an update on technology donations for students who lack access to fully engage in distant learning and that facebook live will start at 9:30 this morning. cal state campuses will keep classes online for the fall semester. the risks are just too great still to resume in-person instruction. classes will continue virtually as they've been since march. the move will affect more than half a million students. there are 23 schools in the csu

system including five in the bay area. the uc system will make a decision next month. it is considering three options, including in-person classes with restrictions. happening today, sonoma county is easing restrictions on parks. beach parking areas will stay closed but inland parking lots will reopen. it allows them to open basketball courts to individuals or members of the same family. face coverings are still required. with gyms closed, people have been finding new ways to get their workout on and in some cases that means going out and buying new equipment and in other cases going to the same gym but doing it online. the owner of catalyst fitness says she will give up on her physical space deciding not to renew her lease. her clients tell her they would rather do live streaming classes. >> a lot of friend in the fitness industry and they'll open it up, but a lot of fear in the clients to go back and work out next to one another.

welcome back, everyone. happening today, a special tribute for local first responders and health care workers. military jets are flying over the bay area to salute them. this map from the international guards 144th fighter wing in fresno show the path that the jets will take. they will be taking their way up and down the state. here is a look that the route will take in the bay area. fly over the richmond oakland area around 10:43 and then head to san jose around 10:56.

officials encourage anyone who plans to watch to practice social distancing. let's take a look at what to expect weather wise partly to mostly cloudy conditions by the time we get to 10:43 in oakland and partly sunny in san jose and monterey will have the most amount of sunshine and coolest at 62 degrees. let's look at what is going on with our high temperatures. low to mid 60s and coast through san francisco and some 70s in the south bay and east bay and that is with increasing clouds and a chance of wet weather mid morning to mid afternoon hours. and tonight our best chance of wet weather the green across the north bay and upper 40s there and most of us in the low to mid 50s. here's a look what will happen saturday night, sunday and monday. these totals significantly higher than what we've received so far this week. up to a quarter of an inch and maybe a third in the north bay.
