tesla ceo elon musk. late last night we got a memo from the county saying they reviewed the safety and prevention plan and if they make a couple tweaks, the plan could be back open next week. as we have been reporting, elon musk tweeted on monday the plant is reopen and he'll be on the production line and an employee he spoke with said she was called back to work after being furloughed. got the backing of president trump pushing to let the ceo open the manufacturing plant and an ongoing back and forth between alameda county and tesla. the electric car company is at order treing health county that the building for employees to return. the memo from the county also said, quote, it will be working with the fremont police department to adhere that they are adhering to physical

distancing and agreed upon health and safety measures are in place. fremont police and lily may made it very clear that they do not expect any arrests to be happening at this tesla plant in fremont. it appears for now the production will continue at the plant and come next week elon musk will have the blessing of the county for production to resume, which we know is already happening. reporting live this morning, julian glover, abc7 news. >> yeah, a deal in quotes. that it for sure. labs across the country are racing to get a vaccine for coronavirus. at the same time, also trying to ramp up testing in this country. this week president trump declared that the country has prevailed on testing, but experts say the u.s. needs to test up to 30 million people every day to get the economy back to normal and right now, we're only testing 338,000 every day. >> i just think it's still a lot of work to be done to be sure the right people are getting the

right testing at the right time. >> meantime, pharmaceutical giant pfizer is working on what they call project light speed. scientists and engineers are designing assembly line to package and it hopes to deliver millions of doses by fall. los angeles county stay-at-home order is likely going to go through all of july. that definitely sent shockwaves throughout the state. jobina fortson is at the live desk talking to us about what the city's mayor is saying about this this morning. jobina? >> yeah, reggie, thank you. mayor eric garcetti spoke with "good morning america" about this new development that stunned so many people yesterday, especially here in the bay area because people start to think, will that happen here. told the board of supervisors everything will depend upon the effort to contain the virus. most of the city is closed, but the mayor says he hopes to ease

some restrictions. garcetti stressed that the key to opening sooner than july is testing. right now, l.a. is testing 20,000 people a day. >> we have to keep that going and we have to make it regular for kids to go back to school, we need testing. for workers to get back to work, we need testing. and we do need help from the national level. >> mayor garcetti says he is optimistic that the hero's act will be passed in congress and give more funding to states and counties like l.a. that are being hit hard by the coronavirus. he hopes that schools can reopen to some degree in the fall. even if that means students attend class maybe a couple times a week. kumasi. >> all right, thank you, jobina. governor newsom anunsed new rules for california restaurants to follow when they reopen for in-person dining. restaurants have to offer health screenings and must have disposable menus and stop used shared food items like contment bottles. tables six feet apart or

separated by a barrier and hand sanitizer should be available. people should wear face coverings. malls can oepen for curbside pickup and governor newsom is scheduled to have another update at noon today. you can watch that live right here on abc7. twitter closed its san francisco offices back in march when the bay area shelter-in-place took effect and now ceo jack dorsy said employees can work from home permanently. j.r. stone looks at how the bay area work culture would change as other businesses start to reopen. >> everything has changed. i think that hybrid will be the norm. i don't see a lot of people going back into the office right away definitely. >> reporter: that from jared oliva who has been working from home for the past two months. the start up he works for is in san francisco and is now waiting for the county to give the green light to workers. >> our company in that specific office in san frncisco can go back to work two weeks after that date. >> reporter: a date that is yet to be given to those who work in

san francisco. carl is ceo of the silicon valley leadership group and says that this pandemic has been eye opening for those in charge who see so many of their workers succe successfully doing so from home. he's now optimistic about what's to come. >> i truly believe we're going to have a lot less traffic and a lot clearer skies because a lot more of us as ceos and employers are going to realize our folks are just effective working remotely. >> reporter: those who have to go back to the office, governor newsom is calling for added safety measures, including daily temperature screenings for workers, better social distancing in office areas and extra cleaning. oliva enjoys working at home where he says he's more productive, but he does also say there are some tech perks he's excited about getting back to. >> kind of the norm for a lot of them is you get catered meals for lunch. it is as nice as it sounds.

engineer at rome's airport are testing a new smart helmet that scans passenger temperatures while they are moving. it's one safety measure that the airport is using to protect people from covid-19 when flights resume. the new high-tech helmet has thermo scan and provides within a seven meter radius. an infrared image of a passenger you can see there and their temperature appears inside the visor on the right. and it allows normal viewing through the left eye. lots of going on. the top three u.s. airlines have told their flight attendants not to force passengers to comply with their new policy requiring face coverings, according to a report from reuters. the news source reports that

united and delta but not force them to wear coverings while on the plane. employees can deny boarding at the gate to anyone not wearing one, but all three airlines say they're providing masks for anyone who doesn't have one. and we're going to stick on this theme for a second because some people may be missing the snacks you get on flights. if you do, imperfect foods in san francisco has an option for you. they are selling and delivering three ounce snack packs of missed cheesets and cheeries for $2.99. eliminate food waste. jetblue couldn't buy an order of 40,000 of these trays because they don't have the passengers to support it right now. imperfect foods stepped in and they purchased those cheese and cracker trays. they are a cool company. they basically usually take like ugly busted looking fruit and vegetables and sell it to you because it doesn't look good but

they are up in sonoma and lake and mendocino counties and light and mainly green. it is pretty clear as we look at san jose at 53 degrees and unsettled every day of the seven-day forecast. driest and warmest for sure friday because saturday another storm rolls in with potentially weather with it. now here is a look at that area of low pressure and the plume of moisture that you could have mistaken for an atmospheric river. mainly mid-level moisture right now. try to make its way down to the ground and best across the north bay and as we head to latter parts of the morning into the early afternoon hours, that chance of some wet weather does spread across the rest of our neighborhoods. by this evening, just about over. overnight pretty clear except for the north bay where, again, we wake up to increasing chances of wet weather there and just like today, those will start to spread m mid id afterou gone. don't expect a lot out of this particular storm.

reviewing disturbing posts about suicide, murder and child abuse. a former moderator sued facebook back in 2018 claiming she suffered ptsd. she said the company did not provide a safe workplace. under the terms of the deal, more than 10,000 moderators will each be eligible for $1,000 cash. facebook has not admitted or denied the claims and the judge still has to sign off on the settlement. reggie? >> okay, jobina, thank you. new at 6:00, the cdc just released new guidelines about swimming pools opening up. it's important safety information as we get closer to summer, of course. dr. jen ashton is talking about this on "good morning america." there is no evidence that coronavirus can be spread via pool water. prautions. cdc is recommending >> recommending aggressive cleaning and disinfection of all surface contact. so, that means beach chairs, water fountains, doorknobs, all the hot spots we have been

talking about in our home and work environment. they also recommend restricting the number of people that are in and around the pool and they're recommending even steps like changing the layout around the pool to maximize social distancing. because even though you're outside most of the time, that does play a big role. >> and dr. ashton says social distancing rules also apply while you're swimming. walmart and sam's club are giving hourly bonuses, again, to its employees. the retailers announced they would get $390 million in bonuses to recognize employees during the coronavirus pandemic. full-time workers will get 300 bucks and part-time associates get 150. drivers and assistant managers also qualify for the bonus that will be paid out on june 25th. the retailers previously given n bonuses in april. dnr barbara nail salon is getting a new look.

in the north bay. you're getting everything in the north bay this morning while the rest of us are pretty quiet. low to mid 60s along the coast and san francisco into the north bay and some 70s in the east bivallebay valleys. here's reggie. >> thanks, mike. we learned a lot of new information from governor newsom yesterday at his news conference. he announced the ways in which businesses and restaurants can start reopening their dining rooms, but it doesn't apply to most of us. let's go to abc7 news reporter amy hollyfield live for us in walnut creek. amy? >> reggie, that information was for other counties. here in the bay area, expect to see restaurant chairs and tables to remain stacked and the restaurants still closed. the bay area officials not giving us a timeline of when we will be able to return to restaurants for a meal. the restaurants do have a lot of work to do. the governor gave about 12 pages worth of requirements they must meet and then they can request permission from the state to

reopen. this is moving deeper into stage two of reopening. stage two started last week with curbside service being allowed at some retail stores on the bay area hasn't been allowed to start stage two yet. and in santa clara county the health officer said yesterday even though we made progress, we should not press our luck. >> we don't suddenly have herd immunity. we don't suddenly have a vaccine. we have exactly the same conditions that we had in march. so, that if we didn't use up, we would see a brisk return of cases, hospitalizations and a brisk return of deaths to be quite blunt. >> here are just some of the changes restaurants must make to reopen. they have to have their tables spaced out about six feet apart or plexiglass between them and must provide hand sanitizer and

"l.a. times" reports the city council approved the legislation

yesterday. the requires employers with more than 500 employees to provide 80 hours of paid time off for front line workers if they are exposed to covid-19. the measure also applies to workers not classified as full-time employees, such as uber and lyft drivers. relief could soon be coming to renters and landlords impacted by this pandemic. a bill in sacramento would allow tenants who lose their jobs to stay in their homes without paying rent. starting in 20 t24, they would given a decade to repay their rent and the plan could cost the state as much as $500 million every year if the tenants don't pay their rent back. some of the nation's top health experts are warning lawmakers that if we open too soon, there could be some dire consequences for the country. abc7 news anchor jobina fortson is at the live desk with more on why one senator slammed dr.

anthony fauci during yesterday's hearing. jobina sph. >> thank you, reggie. dr. anthony fauci offered a blunt warning to senators and the public as parts of the country continue to pull back on their restrictions. and it didn't sit well with one senator, that's for sure. senator rand paul of kentucky pushed back on dr. fauci's warnings saying, it is, quote, ridiculous, not to send kids back to school in the fall. the senator added thatthe mortality rate of children is much lower than adults and paul then rebuked dr. fauci. >> as much as i respect you, dr. fauci. i don't think you are the end all and the one person that gets to make a decision. >> i never made myself to be the end all and only voice in this. i'm a scientist, physician and public health official. i give advice according to the best scientific evidence. >> though dr. fauci said that children have lower mortality rates than adults, he warned that the public should not assume children are immune. dr. fauci also said the possibility of having a vaccine

by the fall is unrealistic. reggie? >> all right, jobina, thank you. house speaker nancy pelosi just announced a $3 trillion coronavirus stimulus aid package that is expected to be up for a vote by friday. that includes $1,200 in direct cash aid to individuals that could go up to $6,000 per household. there's $175 billion for housing assistance, which would help with rents and mortgages and the $600 per week additional unemployment payments that are now in place will be extended into january of 2021. includes hazard pay for emergency workers. the senate is not expected to take action on this until after memorial day. our main mission here at abc7 news is to bring you stories to help us all build a better bay area. as part of that, we report on the major health issues affecting our community. and pediatricians across the u.s. are worried about childhood vaccination rates. golden gate pediatrics says

accuweather forecast. >> this is "abc7 mornings." showers are coming across the north bay and starting to develop right along the peninsula coast. right now, you can see a little bit of sunshine out there from sutro tower and expect increasing clouds with our best chance of showers from now until rate afternoon and temperatures in the 50s and 60s. one on the light storm impact and showers as far as monterey and 88 in palm springs and 74 in l.a. and no snow in the sierra today but next week is possible. rainfall amounts and the farther north you are, the more likely you are to get wet. if we're not getting that much, yeah, it doesn't, don't expect a lot. i'll show you those numbers coming up next. breaking news at the live desk. former trump campaign chairman paul manafort has been released from federal rema h nfinemecaus

the new order allows park managers to open tens and basketball courts to individuals or members of the same family. social distancing and face coverings, though, still required. it appears the standoff between tesla and alameda county is over. although nothing is changing. the county says it isn't supposed to be right now. abc7 news reporter julian glover is live to sort all of this out for us. good morning, julian. >> good morning, kumasi. many tesla employees making it to the plant for their shift. meanwhile a memo from the county late last night saying the county officials have reviewed tesla's safety and prevention plan and with just a couple tweaks the plant could fully reopen come next week. as we have been reporting since monday, elon musk tweeted on monday that the plant was reopened and an employee i spoke to even telling me she was called back to work after furlough over the weekend. musk got the backing of president trump pushing the

state to let manufacturing reopen at the plant. it's been an ongoing back and forth between alameda county and tesla. at odds with county health orders that are currently more restrictive than state guidelines that legally order the plant only maintain minimum basic operations. it said in part, we will be working with fremont police department to verify tesla is adhering to physical distancing and that agreed upon health and safety measures are in place. the social distancing inside of the plant is one of the things that worker i spoke with expressed to me as a concern. fremont police and mayor lily may have made it clear that no arrests will be made at the plant and i will mention that elon musk has been rather silent on twitter this morning. expecting to beisoing battleit the county with production able to fully resume it appears next week. reporting live this morning, julian glover, abc7 news.

>> thanks, julian. what's happening at tesla is really symbolic of how the coronavirus pandemic is touching everything we do. the changing workforce, the economy, education and health are four areas that abc7 news is committed to as we all work to build a better bay area. california state superintendent is expected to release new guidelines today on how to reopen schools. tony thurman will host a virtual media check in on facebook live today and discuss topics that they are focusing on. also provide updates with the digital divide and learning loss and, of course, the question on everyone's mind when schools will reopen. >> we're putting safety first and we need data and science that shows that it's possible. so, fornow, we encourage everybody to finish the school year through distance learning and we'll take some time during the summer to plan the opening of school. >> governor newsom has said that schools could restart as early as july, but it is unclear if

that will still happen. the superintendent will also provide an update on technology donations for students who lack fully, you know, being able to engage in distance learning because they don't have those materials at home. and also that facebook live update will be at 9:30 this morning. reggie? >> on the top of education, jobina. cal state campuses announced they will keep classes online for the fall semester. school leaders say the risks are too high to resume in-person instruction. classes will continue virtually as they have since march. the move will affect more than a half a million students. emncluding five here in the bay area. the uc system will make a decision next month including three options. in-person classes with restrictions. your morning money report. amc got a 50% boost because rumors out there that amazon may be considering buying the struggling chain. amc is the largest movie theater

company in america. all of its theaters have been closed since the stay-at-home orders began and reports that the company is considering consc bnkruptcy. amazon told bloomberg it doesn't comment on speculation and amc has not responded to the reports. let's take a live look at the stock market. i understand we are down and that is the trend continuing this morning and looks like we're down about 200 points right now. and why are we down? the fed chair says he thinks the economy needs more stimulus and that he sees significant risk to the economy. so, looks like the market is responding. with gyms closed, people have been finding ways to carry out new fitness routines. for some, that means buying up a bunch of new gear. for others it means taking classes online. in fact, the owner of catalyst fitness in concord says she is just going to give up on her physical store front. she's not renewing her lease. instead, her clients say they would rather take streaming class classes. >> i have a lot of friends who

are business owners within the fitness industry and they'll open it up, but a lot of fear in the clients to go back and work out next to one another. my heart really goes out to people that are still able, you know, or kind of trying to keep a physical location and keep the classes going. virtual fitness is here to stay. >> precor home fitness says dumb bells are the new toilet paper. they can't keep them in stock. people are buying up treadmills and home gyms. if you're mike nicco you're running the stairs while barbara nicco is seen walking the neighborhood. >> that's kind of what we do. i have to be a little more aggressive than she has to be when it comes to the fitness, but still not the same as like running or swimming. but we're making it as we can. i've got some dumbbells only five-pound weights. so, i do what we can. let's look at what is going on. wednesday. look at this. a lot of sunshine in san jose and also chilly because of that

lack of a blanket of clouds. 50 degrees right now. we're going to have unsettled weather today as clouds increase and bring us the scattering of showers. mostly cloudy tonight with our best chance of showers lingering overnight up in the north bay. and we've got chances of wet weather once again starting saturday night all the way through possibly tuesday morning. all right. the california national guard, you probably heard about this doing the flyover to say thank you to our first responders at 10:31 in sacramento and heading to oakland from there. partly sunny and little bit better visibility in san jose and milder 66. best visibility at 11:02 in monterey and also the coolest at 62. here's a look at the light showers in the north bay and few showers developing off the san francisco coast. it's all due to this area of low pressure and this stream of moisture that looks like an atmospheric river but it's not. especially when you see the scattering of the showers as we head through future radar. no yellows or oranges, just green. by 5:30 they are gone.
