this is the beginning of it. the rest of the state has allowed this for about a week. the bay area, though, decided to take a cautious, slower approach and decided not to allow it. marin and san mateo decided it was okay. county officials will be watching infection rates closely to see if this has any kind of impact. >> if we see a surge, we may have to take that step back. but if we see that people are social distancing, they're wearing masks and it's working, then we're able to look at the next progression. >> contra costa and santa clara counties have not indicated that they will join these counties and moving into stage two. the officers in those counties have said conditions have not changed and there is no coronavirus vaccine. alameda county has not announced a move to phase two, but health officials there had at one point

saidid aa oint femo starthase t. an annnc fm llyfie, abc7 news. happening today, governor gavin newsom will release his revised state budget proposal to balance a shortfall caused by this pandemic. his revised plan will include more than $200 million to increase the state's firefighting efforts. that will be used to manage a surge in wildfires and hire 600 new additional firefigters. newsom will have to decide what will be cut. some state lawmakers areern waing against cuts to education and others are suggesting a statewide tax increase. california does have at least $16 billion in its rainy day fund. you can watch the governor's briefing at noon live right here on abcden 7. your health, your children's emgication, the changing workplace and the economy. these are all areas that abc7

news is committed to covering in the effort to build a better bay area. as we see progress in reopening the bay area, we know we'll have to adapt to a much different world. the question that is weighing on parents, students and teachers is what school will look like in the fall. we are now getting an idea of what families can expect for the next school year. j.r. stone has those details. >> we are looking at about 12 to 15 students in a classroom right now. >> reporter: that from palo alto superintendent don austin who says that they are looking at the possibility next year of having middle and high school students come to school two days a week and work from home the oter three days. >> students come for two days and the other half come for two days and day five in our model is going to be teacher preparation day. >> reporter: across the state, districts are closely looking at what can be done to ensure student safety during the covid-19 pandemic. >> you know, many schools are considering the possibility of

having rotated schedules each day. that there would be a morning shift for some students and then there would be an afternoon shift for other students. as a way of keepal the class sizes small. >> if we do go back to work, most of us can't afford to have like a day care or someone to look after our kids. >> reporter: superintendent austin says elementary school kids would not be included in his district's possible two-day school day week. >> our goal is to keep our elementary school students with us as much as physically possible. >> reporter: all goals that could change depending on what happens statewide with the virus. >> we're trying to create things that honor the social distancing requirements, whatever those may be, but don't create a system that's scary for kids. schools should not be scary. >> reporter: j.r. stone, abc7 news. happening today, the oakland unified school district and the city will announce a plan to help close the digital divide

that comes with distance learning. half of oakland's 50,000 public school students don't have their own computer or internet access. their $12.5 million plan hopes to get a computer and internet access to every student who needs one. the plan will do the same for each student who joins the district every school year. the government scientist outed from the effort to develop a coronavirus vaccine will testify on capitol hill this morning and set to make a pretty grum prediction. jobina fortson is at the live desk with what we can expect. good morning. >> rick bright will appear before lawmakers this morning as the battle continues over when and how to reopen the country as we see states pulling back and moving forward on all of this and in a prepared testimony he is prepared to tell the country they face unprecedented illnesses and fatalities without preparation. without clear planning and

should be contributing to society in this way because a lot of the money that is being made is really off the backs of a lot of the folks that we need to help right now. >> so, san francisco has about 75ioires,ut city records show that only a few donated to the recovery fund. breed acknowledges some families and organizations have donated, though. about $26 million has been pledged to the recovery fund so far. a coronavirus test that you can do at home, that could be a game changer in managing this pandemic. thanks to some silicon valley educators, one is in the works. construction of office buildings is on, again, but changes in how we work. question if they're even needed any more. that is an interesting conversation, mike. a lot of things have changed. we know that. in the meantime, though, checking in with you for a look at our forecast today. >> let's take a look at what is going on around where you are this morning and we'll take a

look at some neighborhood temperatures in san francisco. good morning, everybody. welcome to thursday. we're pretty much around 52 to 57 from lake merced over towards the marina. pretty mild morning under a mostly cloudy sky and temperatures in the 50s just about everywhere. sa sleandro. let's look at your commute from a weather perspective and a little mist hanging in the air, it's possible. some showers this afternoon and that is going to be the case, so caution no matter how you're getting around. here's a look at some of our neighborhoods. we'll start with the east bay valleys. 55 this morning and low 70s under a partly sunny sky this afternoon. 66 at 7:00 and as we head down to the south bay, 55 at 7:00. near 70 at noon and we'll hang around 70 to 71 for the better pat of the afternoon hours. showers most likely and if we see some showers today, especially the santa cruz mountains and for the peninsula hang out upper 60s to near 70 under a partly sunny sky today

community. >> reporter: dr. ruth ann is the lead at startx associated with stanford. she has been keeping tabs on some of the work being done to innovate covid-19 testing. in the past week, rutgers university received emergency approval from the fda to allow people to collect their own saliva at home and send it off to a lab for results. similar to a genealogy test. >> you can test a lot of people with saliva and it doesn't take any special person to draw blood or use a swab. >> reporter: that's not the only item on the innovation front, ucsf is working on a crisp based covid-19 kit that can diagnosis infection in less than an hour. >> in the crisper test they can use what is already in most laboratories and a lot easier and a lot less expensive. >> reporter: the stanford and ucsf are going through trial runs but if approved by the fda, both could play a role in

getting america back to work. chris nguyen, abc7 news. police and firefighters on the peninsula will thank health care workers in south san francis francisco. this is the latest salute to health care workers. we love to see this. these f-15 fighter jets from the air and national guard. they soared over the east bay and then down into santa clara yesterday. we first brought it to you on "midday live" but we want to see this again because it is so awesome to watch. we spotted them as they were flying over richmond's kaiser hospital thrilling nurses, doctors and other staffers. >> i think it's really tremendous that they would pause and recognize the work that has gone on in california with health care workers. >> i've never seen a jet that close before and to see them fly that low and that slow is absolutely amazing.

so, let's take a look at what is going on in san jose. partly cloudy and 54 degrees. here's a look at my accuweather highlights. showers. one more chance today. one on the storm impact scale. dry most of saturday and friday will be our driest for sure and our brightest and warmest day. now, we have a health rain coming sunday and then a chance of thunderstorms and showers monday and tuesday. out there right now, pretty quiet and nice area of gray sitting on most of us. if you see that little break, the blue between the two cloudy air masses. that is the break tomorrow and then look at that swirling mass out over the ocean. that is what is coming for the weekend. here we go as we head through the morning hours. you can see the showers increase, especially across the north bay and then try to dip down into the santa cruz mountains some some could step off the mountains into our other neighborhoods but few and far between in the afternoon and then into the early evening hours. the clouds kind of dissipate, which mean cools temperatures tomorrow and more fog for the morning commute and other than a few high clouds as the sun sets

all right. we're waback. let's take a look at our temperatures tonight. i imagine they are going to be cooler especially in the north bay and we have mid to upper 40s while the rest of us in the low to mid 50s under a partly cloudy sky. highs tomorrow will rebound nicely. look at that. mid to upper 70s in our inland neighborhoods and even some 70s around the bay and low to mid 70s and 60s along the coast into san francisco. saturday a degree or two cooler and it will feel cooler due to the increasing clouds and then sunday will be the coolest of the next three, thanks to the rain that's going to be falling. temperatures holding in the 60s. in fact, we'll take a look at that rain and try to time it out and give you how much to expect coming up. here's kumasi. >> thank you, mike. happening today the state veteran air medical board will meet to change regulations so vets can impose telemedicine. the only way that vets could connect virtually with their clients if they had already made a specific diagnosis for a pet within the last year.

using the airport right now, but officials say they are ready for traffic to pick back up. >> you can't beat the amenities at sfo, that's for sure. let's take a look at what is going on. future radar. starting at 8:00 saturday morning and you can see the cloud cover. pretty dry. all the way up to sunset it remains dry but after that frame, we move in to some rain in mendocino county and look at that, we wake up sunday morning and a lot are dealing with drizzle and if not steady, light rain as it continues into the afternoon hours as it slowly slides south. and then we get on the back side of this cold front and we wake up to drizzle and scattered showers and the possibility of some thundert sscattered, lighter showers as we head to tuesday. but look at some of that snow falling up in the sierra. here's a look at your rainfall totals saturday through monday and very impressive for a may storm. nearly half inch to inch of rain. kumasi?
