any chance of some real wet weather over the next hour or so. the rest of us dealing with mostly cloudy conditions and patchy fog and some patchy misses especially at our higher elevations through the morning commute and chance of showers through the north bay and by 7:00 this event is unwinding. temperatures topping out in the 70s in most neighborhoods and then dropping into the 60s by 7:00. take a look at the wet weekend coming up. here's reggie with more news. as the bay area begins to reopen, we all know we have to adapt to a changing world. changes in our workplaces, our economy, your health and the future of education. let's talk about education. the cal state university system is preparing to continue online classes for the fall semester. a major announcement. abc7 news reporter julian glover is live with what the chancellor said about it this morning on "gma." julian? >> good morning, reggie. this was a really big announcement when it came out

this week. timothy white said the main reason the university is continuing with only online is because of that potential second wave of the coronavirus outbreak in the fall that would stop in-person instruction. moments agose ash you mentioned the chancellor appeared on "gma" and discussed what the university is doing to ensure the health and safety of its half a million students across 23 campuses. most instruction online and clinical classes in the nursing program, but ensured rigorous health and safety in place. >> there will be variability across our 23 campuses, but we're planning because we want our students to have as many options as possible come fall. we thought it most prudent, wise to plan for 100% and then be able to pull back from that if the circumstances on a given campus prevail. >> now, cal state was the first major university system across

the country to make the announcement that they would continue with online education only in the fall. unclear what the impact would be on the university's bottom line and if some of those students would decide to maybe cancel their fall semester plans and hang out for the spring and hope things get better there. you can watch that full interview with chancellor white at 7:00 a.m. this morning. reporting live, julian glover, abc7 news. local cases of coronavirus have reached a grim milestone. they're now over 10,000 confirmed cases in the bay area and in santa cruz county. this morning, police and firefighters will thank health care workers during a shift change at kaiser hold a committee hearing meeting to discuss coronavirus testing and their goal is to test 4,000 people a day. today, governor gavin newsom will release his revised state budget proposal to balance a shortfall caused by this pandemic. san francisco is expected to

have a $1.7 billion budget deficit over the next two years caused by the impacts of the coronavirus impacts. mayor london breed announced yesterday that the city will have to make budget cuts and reduce spending across all departments. for 2020, the city must close a $250 million shortfall. if economic recovery from the pandemic is delayed because of community exposure that projected deficit could grow even higher. now an abc7 news live desk update. >> at the live desk, although many of us have known this, a new study is confirming that people of color are disproportionately working front line essential jobs across the bay area during the pandemic. what we're also seeing here in the study done by the bay area equity atlas is essential jobs like grocery store employees, farm workers, and public transit drivers are being done disproportionately by latinos as well as immigrants. the report says 58% of bay area workers are people of color, but

account for 66% of essential workforce. latinos account for 31% while black workers represent 6% of essential jobs. they account for 23% of the public transit workers. the report's authors want employers to do more to protect our essential workers. reggie? >> jobina, thank you. a san francisco church is now suing zoom after a zoom bombing incident during a video bible study class. a st. paul luneern church said zoom was the the hacker disabled the computer screen and when the student tried to terminate the session and restart the class the hacker attacked again and they had to stop the class. parts of the bay area will start moving into phase two of reopening from the state's shelter-in-place order. san francisco mayor london breed announced yesterday the city will formally enter phase two on

monday. that will allow for all streetside businesses to reopen for deallivery and curbside pickup. manufacturing and warehouses will also be able to reopen with some modifications. and when you add it all up, that means 95% of businesses will now be able to reopen, even if it is just partially. >> i'm sure that since your kids are probably at home driving you crazy now toy stores are available for pickup. here is an incredible opportunity to get a distraction for them. >> san mateo county announced they are moving into phase two on monday. alameda county said they would enter phase two next week. marin and santa clara counties have not announced a date. 1 counties in northern california will be allowed to more fully reoepen for phase two. you can see the counties selected here on the map. mostly rural. customers will be allowed in stores and in restaurants. churches, hair and nail salons, gyms and concert venues are

fog around santa rosa. so, it is decreasing, unfortunately. activity planner today, a lot like yesterday. limited sunshine. we'll have a little bit, but limited showers mainly across the north bay and that's really the only thing you have to worry about. keep our app and live doppler 7 handy when you head outside. temperatures in the north bay and 50s through at least 11:00 and then we'll have a chance of showers increasing as we head from latter parts of the morning through the early afternoon hours and we'll hit the mid 60s this afternoon. san francisco in the 50s through 9:00. increasing clouds and right around 64 which is spot on for this time of the year. a stray shower is possible today after a little bit of mist near the coast this morning and also near the bay. for the east bay, 56 this morning and look at that, we jump up into the upper 60s for several hours this afternoon under a partly sunny sky and see a little bit more sunshine than yesterday. and, remember, a stray shower is possible. for sure we've got a dry day tomorrow with a whole lot of sunshine and then a pretty good soaking by may standards

possible sunday. i'll have that coming up in the accuweather seven-day forecast. first get over to jobina and find out about the morning commute. hi, jobina. >> hi, mike. thank you very much. good morning, everyone. so, i am following a really devastating situation in the south bay right now. take you right to the map so you can see what is happening in san jose. the purple line that you'll see on your screen indicates a full closure. all lanes of southbound 85 past cottle road are closed due to a deadly crash. the chp confirmed four people died in this crash. three men died at the scene and one woman at the hospital and another passenger was taken to the hospital. six people in total were in the suv. the driver was arrested by police on the scene. they believe he was under the influence of alcohol. again, since this is a deadly crash, a lot that needs to be done as far as the investigation, so you should expect all lanes of southbound 85 to be closed until 8:00 this morning. that's according to the chp. in other parts of the bay area

number four, the labor department will release the weekly unemployment report in just about 15 minutes at 5:30. it's expected to show 2.5 million more americans filed for unemployment last week. more than 33 million americans have filed for benefits over the last seven weeks. number five. southbound lanes of highway 85 in san jose are closed after a deadly crash last night. the chp says a man possibly under the influence of alcohol lost control of his suv and crashed killing four people. lanes are expected to reopen at 8:00 a.m. number six, expect more showers today on the light side a couple hundredths of an inch of rain possible and wait until i show you the healthy rain coming this weekend in the accuweather seven-day forecast. number seven. uber is using face detection to make its drivers wear facive e e coverings. before drivers accept rides, they have to take a selfie and

it can determine whether a driver has that face covering on based on the photo. as unemployment numbers sky rocket, so, too, does the number of americans using their job-based health insurance. health coverage is perhaps more important than ever during this pandemic. so, it's one of our focuses as we tell stories to build a better bay area. abc7 news reporter kate larsen looking into how unemployed californians can get coverage. >> reporter: between march 1st and may 2nd lived in a family in which someone lost a job. a new kaiser family foundation analysis showed that 61% of those people rely on employer-sponsored insurance. >> no coverage at all. i'm extremely stressed out and i want to get my asthma inhaler as soon as possible. >> reporter: rebecca lost her job at a restaurant along with her health insurance in march. >> i have a 5-year-old and it's just, he doesn't have any medical either.

that's a really scary situation. >> reporter: an estimated 27 million newly unemployed workers and their dependents could lose health insurance. nearly half those workers are eligible for medicaid and 31% qualify. cover california, which can enroll people in private plans and medical. >> 2.5 times as many people compared to last year. every day we're getting thousands of californians coming in and getting insurance right away. >> reporter: it shows states like texas, georgia and florida that did not expand medicaid will have major gaps in coverage. california expanded subsidies to help families. >> we don't have gaps in california. >> areou lost their job and private insurance can findgd ceptn. undocumented immigrant, you might not be eligible for financial support.

it creates the same risk. a new study also finds that coronavirus could linger in the air, get this, for at least eight minutes after somebody is talking. researchers say they found that talking loudly for one minute in a confined space could generate at least 1,000 speech droplets. they say that if somebody were to inhale those droplets, it could potentially trigger new infections. >> pretty eye opening. here's some good news. the first san mateo county firefighter that contracted coronavirus has recovered and returned to work and saving lives in a different way. he went into quarantine after noticing symptoms. night sweats and 104 degree temperature and none of the other firefighters contracted coronavirus and he provided p plasma for a clinical trial for coronavirus. >> maybe this is why i got

one woman died at the hospital. one other passenger was taken to the hospital, as well. the driver was arrested on suspicion of drunk driving. lanes are expected to be closed until 8:00 this morning. kumasi. >> thank you, jobina. this morning, three bay area counties are preparing to ease stay-at-home orders. marin, san francisco and san mateo will move into stage two starting on monday. amy hollyfield is live in san francisco with more on this. good morning, amy. >> hi, good morning, kumasi. we are expecting rules for retailers here in san francisco to be released today. but what we do know is that you won't be able to go strolling and shopping through your favorite store but have your purchases delivered to you here at quucurbside. starting on monday, san francisco and sanat awill move into phase two. 95% of retailers will be eligible to reopen for curbside

sales. officials in the bay area decided to take a slower, more cautious approach. >> everyone thinks that they have answers and solutions. we're learning. so, let's contrast what we're doing to the state of georgia or other states. some of them are just opening. and, so, we're trying to take a responsible approach. >> authorities say they will be watching infection rates closely to see if this has an impact. there's no word from contra conc costa. the conditions have not changed and there still is not a vaccine. alameda county has allowed retail to start opening back up mid-may so their announcement could be coming soon. social distancing is still a priority. and we do know the stores that are allowed to offer curbside service can only have ten employees or less, but no more than ten employees on site each day or at the ti.

reporting live in san francisco, amy hollyfield, abc7 news. >> amy, thank you. happening today, governor newsom will release his proposal to balance a shortfall caused by this pandemic. now, the governor said his revised budget plan will include more than $200 million to increase the state's firefighting efforts. that money will be used to manage a surge in wildfires as well as hire new seasonal firefighters. the governor will decide what will get cut. some state lawmakers are warning against cuts to education. others are suggesting we need a statewide tax increase. california does have at least $16 billion in its rainy day fund. you can watch the governor's briefing, as always, at noon right here on abc7. your health, your children's education, the changing workplace and the economy are all areas abc7 news is committed to covering in our effort to build a better bay area. as we see progress in reopening the bay area, we now have to

adapt to a much different world and part of that is the school year. there is one district saying that perhaps kids will own lanl to school two days a week. many school districts are cosidering this rotating schedule with day and afternoon shifts to keep classes small. that district i'm talking about is palo alto. here's the blue print. officials looking at having 12 to 15 students per classroom. >> students come for two days and the other half come for two days and day five in our model is going to be teacher preparation day. we're trying to create things that honor the social distancing requirements, whatever those may be, but don't create a system that's scary for kids. schools should not be scary. >> i can already hear parents at home screaming about this. well, maybe this will help a bit. the superintendent says that elementary school kids would not

delivery business in 2010 from her house. she says everything changed march 16th. that was the day bay area counties ordered all nonessential businesses to close because of covid-19. farm girl flowers had to furlough 200 employees and close shop. no word on where the company plans to relocate. at the moment getting tested for covid-19 can be an invasive process but now working on a saliva test that can be as accurate and effective as a swab. dr. ruth ann crystal is a lead at startx and she has been keeping tabs on some of the work that is being done to innovate covid-19 testing. in the past week, rutgers university received emergency approval from the fda to allow people to their own saliva at home and then send it off to a lab for results, similar to a genealogy test. >> you can test a lot of people with saliva. it doesn't take any special person that has to draw blood or

we'll get all of our sunshine in tomorrow we can because we have healthy rain coming sunday and some thunderstorms monday and showers on tuesday. the best chance of wet weather reaching the ground way up to the north. over towards cloverdale and more showers developing off the coast. and this is all due to see that swirly mass off the oregon coast that area of low pressure and an energy source and look at the bigger area of low pressure swirling. that is the one coming in this weekend and promises a lot better returns on our investment. so, here we are with future radar and you can see by the time we get to 1:00, still up in the north bay where we have the best chance of showers. santa cruz mountains second in line and the rest of us third in line for any showers and you can see by the time we get to 8:30, they're gone. overnight the clouds clear out and cooler with a little more fog and you can see the high clouds roll in for friday afternoon and evening. should be a gorgeous sunset. temperatures stretch from 62 in

all right. happening today, the oakland unified school district and the city will announce a plan to help close the digital divide when it comes to distance learning. half of oakland's 50,000 public school students don't have their own computer or access. the $25 million plan hopes to get a computer and access to a student who needs one. the plan will do the same for each student who joins a district every school year. the state veterinary board will meet for vets to do telemedicine. the only way that vets can connect virtually with their clients if they already made a specific diagnosis for a pet in the last year. the rules are putting public safety at risk because now people are forced to bring their pets to the hospital. check out the warmer temperatures coming our way tomorrow. some 60s and 70s and a couple

degrees warmer and even an 80 around fairfield and it's going to be pretty mild saturday, also. even though we won't see much sunshine and then look at that rain, cool air mainly 60s for sunday. here's a look at what's going to happen sunday, monday and tuesday. and if this falls in line, look at that. quarter inch of rain to nearly tw two-thirds of an inch of rain and two-thirds to almost an inch in the north bay. it will be fantastic and turn some things green temporarily before more dry weather sets in and we go back to brown. but it would hold off fire season for a while longer. here's kumasi and reggie with more news. >> mike, thank you. san francisco-based uber will use face technology to force its face mask requirement. before a driver can take a ride, he or she has to take a selfie while wearing a mask. if the technology detects no mask, the driver will not be allowed to proceed with that ride. more people have a chance to get grocery deliveries through amazon. the retail giant established a

waiting list for new amazon fresh and whole foods customers a month ago in order to manage demand. amazon says it has increased capacity so the waiting list has been removed. san francisco mayor london breed talked to abc news about aspects for reopening. called to donate on the city's recovery fund. >> we have to make sure they understand their social responsibility of being not only a san franciscan but someone who should be contributing to society in this way because a lot of the money that is being made is really off the backs of a lot of the folks that we need to help right now. >> so, san francisco has about $ 75 billionairs and city records show only a few of them donated to the recovery fund. breed acknowledges some families and organizations have donated. about $26 million has been pledged to the recovery fund so far. all right. you're just talking about billionaires but what about our
