museums and botanical gardens. sonoma county entered phase two last friday and county leaders say they're strictly following the state's guidelines. marin county, san francisco and san mateo counties will move into phase two on monday and alameda and contra costa. napa and solano county in phase two. muni is expanding its service starting tomorrow. resuming the san bruno rapid line and running buses more often rularha are leat crowd we've seen. passengers have to wear masks and drivers will limit the number of rides. well, after weeks of delay, the federal government's top experts on infectious diseases have released new guidelines for opening the country as many states have already started to do so. jobina fortson is at the live desk with the very latest. jobina.

>> overnight the cdc released new guidelines providing the most specific guidance yet from the federal government on how to safely tr we're learning the co recommend school and camps stagger drop offs and limit how often kids mix into groups. restaurants can open as long as they offer social distance and flexible leave among employees. after a top government scientist warned congress about the dangers of reopening too quickly. >> the window is closing to address this pandemic because we still do not have a standard centralized coordinated plan to take our nation through this response. >> reporter: at least 45 states have eased restrickrestrictions way. prts of upstate new york will reopen today, but stay-at-home

orders in new york city has been extended to june. today republicans are calling it dead on arrival. kumasi? >> thank you, jobina. governor newsom released his plan to balance a 54 budget deficit and it will likely mean cuts to schools and government services. deferring payments and even canceling tax breaks will help close part of the gap. the remaining 26% will be from cuts. the governor wants to slash the salaries of state workers by 10%. he wants to pull back on new programs and he wants to take away $19 billion in funding for public schools. >> breaks my heart because one thing i know about cuts, a human being behind every single number. behind every category is a dream that is either deferred. in some case, a dream that is denied. >> newsom says the cuts could be avoided if president trump signs the heroes act. an aid package that will help

states and local governments but as jobina mentioned, the president said the plan would be dead on arrival if it reaches his desk. berkeley's mayor is moving ahead with a plan to help local restaurants. wants to let restaurants turn sidewalks and streets into outdoor dining spaces. more than 350 restaurants in the city. berkeley's food scene was hit really hard by these layoffs. the plan goes before berkeley's city council on june 2nd. san francisco and san jose are moving forward with similar proposals. the way we work will undoubtedly never be the same. 40% of workers in the u.s. are doing their jobs at home and using different tools to stay connected. the changing workplace is one of the four areas that abc7 is focused on as part of our effort to build a better bay area. dion lim gives us a glimpse to the high-tech way we might work in the future. >> can you show me around?

you just thought of it. go patent that before someone tries to steal it from you. let's talk about what is going on weather wise. i see you have your tea, i have my coffee. it's friday. hi, everybody. i hope you're in good spirits. let's look at that swirling mass. that is the beginning of a weak atmospheric river. we don't get many in may and i don't think we have had one this year and i had one since it has been such a dry year. let's talk about what it is going to do as it rolls in. this is the water vapor and now the blue you can see just off the oregon/california coast. that's some of the deeper moisture. that's what we want. we don't want that orange. that is the very dry air that is eventually going to move in behind this system. let's talk about temperatures first and then we'll get to that system and mid to upper 60s for most of the coast to the bay and low to mid 70s in the south bay and low to mid 70s in the south bay. tonight we'll drop down into the

low and even a few upper 50s. napa could be the cool spot at about 49. the blanket ofke us mild. here we are saturday morning, we are waking up to increasing clouds and by the afternoon hours, you could see the rain light to moderate, green to yellow moving into the north bay. several hours of rain in the north bay during the overnight hours until the rain starts to move south as we head towards sunday where we'll get several hours of rain, also. turn over to showers sunday night and even a chance of thunderstorms sunday night into monday and that would mean hail could be possible. but it's small hail. pea-size hail. not the big hail balls that you see in the midwest that damage things. we'll have a lingering chance of showers tuesday a one on the storm impact scale and drier and warmer weather. a new warning is out this morning accusing tiktok of violating children's privacy. and elmo is officially the first sesame street character on

instagram. here's techbytes. a serious charge against tiktok. the app is collecting personal information of children under 13 without their parents consent. tiktok has not commented on had latest complaint. last year they revamped. in michigan robots are now making food deliveries. two college professors have created the autonomous robots roll through the streets at 15 miles per hour to a preprogrammed address all without putting customers or workers at risk during this pandemic. elmo's world has come to instagram. the giggling red muppet is the first sesame street character to have his own account. according to the description it is run with had help of elmo's mommy and daddy. he has has more we're all doing our part by staying at home. that could mean an increase in energy bills. you can save by using a fan to cool off... unplugging and turning off devices when not in use... or closing your shades during the day.

around the world. and you're making a big difference. find ways to help children feel safe at unicefusa.org/covid19. that's unicefusa.org/covid19. all right. if you're just joining us, an update on the earthquake. originally 6.4 over in nevada and downgraded to 5.8, which is still a very powerful earthquake. so powerful it was felt 235 miles away in san jose. has the equivalent of nearly 30,000 or 30 million pounds of explosives. so, there's going to be some damage in some of those smaller cities over there. we have atmospheric river coming our way and it will set up in the north bay. you can see saturday evening already up to half inch of rain and look at that, up to two inches possible in the mountains

while only a tenth of an inch is possible in the south bay. so, it's going to unload most of its moisture up in the north bay. >> all right, thanks, mike. the 49ers are making contingency plans to hold training camp outside of california this summer. santa clara county shelter-in-place order is extended until the end of the month but if it continues until the end of july, they will need to hold training camp somewhere else. arizona's governor says professional teams can resume operations starting today. november november already has restrictions lu s loosened the. san jose open its gardens for self-guided tours. the touchless outdoor tour has 20 stops throughout the four-acre garden. visitors have to wear masks and social distance from other guests. the fame home is known for its really bizarre design. that's still closed. tours of the garden will be offered thursday through sundays

but you have to buy your tickets online in advance. a north bay congressman is clean shaven again. a democrat mike thompson pledged to shave off his corona beard if people donated to shave his neighbors. here is video that thompson shared on his facebook as he shaved off his white beard. it had grown over the past several weeks and took out the razors after donors gave $20,000 to community action of napa valley. >> there you go. thank you very much for your contributions making sure we're able to feed people who need meals and there you go. i still have a face for radio. >> his wife jan is, quote, even happier that his corona beard is now history. now jan's opinion is the only opinion that matters, but i will say, i'm here for a good beard. >> you like a beard?

drew's got a very nice one. i'm not sure i could do that. >> try it, mike. >> you think i should. >> you can say corona. >> yeah, i'll see if we can run that by the boss. i mean, just having not cut this for nearly two months is really pushing it, i think. let's talk about what is going on with the drought monitor and the latest data came out yesterday and the little bit of rain held everything at bay and two-thirds to three-quarters of our neighborhood. we'll put a dent into that, not only over the weekend but also that chance of thunderstorms with small hail rolling in to monday and a chance of some scattered showers into tuesday. so, outside of what is going to hit saturday and sunday with that atmospheric river, another potential quarter to half inch of rain is possible. maybe another inch up in the north bay. if this holds true, the north bay could get nearly three inches of rain up in their mountains. very impressive considering how little rain we had.

now from abc7, live breaking news. >> that praking news at 5:00 a.m., a lot of people here in the bay area felt this magnitude 5.8 earthquake that hit nevada this morning. the quake struck about an hour ago and it is in tonopah. and it appears they had several aftershocks including a 4.9 quake in this same area. people in tracy and parts of the south bay reported feeling this quake. well, good morning, everybody. what a way to start a friday. it is may 15th. >> this is not exactly what we were hoping for. mike nicco, what a powerful quake to be felt all the way over here. >> pretty impressive, isn't it? i'm looking, i get automatic updates and we have a 5.1, 4.4, 5.4 the
