we need to reopen and we need to reopen right now. >> frustrations are reaching a breaking point in some bay area spots. protest plans, some to end the lockdown. another group is fighting to keep things closed. good morning, everyone. it's saturday, may 16th. i'm liz kreutz. thanks for joining us. bay area cities days from moving forward with reopening plans, but let's start with a quick look at the weather. a weekend storm moving in. here is meteorologist lisa argen. hey, lisa. >> good morning, liz. today will be the last dry day we see for a while. we've got a cover over the bay area right now. we widen the view.

it's a slow mover. cold front, area of low pressure that will bring down the rain as early as this evening and then get into some thunderstorm activity for the second half of qulour weekend. 58 in oakland. 57 in richmond. right now in novato, 54. cloud cover, temperatures are fairly uniform or mild today by about 1:00, we're in the upper 60s to mid 70s. even warmer than that later in the afternoon. notice by 6:00, sonoma county could see a few showers and we're talking about the timing and amounts coming up. liz? >> thanks, lisa. it's our next sizeable step in reopening the bay area. here is where we stand in joining the state's stage two modifications, the early part of stage two. san francisco and san mateo counties will join marin county in entering into phase two on monday. alameda and contra costa counties will join some time next week. napa and sonoma counties are already in phase two. only santa clara county has yet to determine a date to keep

numbers down as the most pop will you say county. majority of americans are uneasy about reopening to normal life right now. there is a rally to support reopening the economy in livermore. group called save our town is is organize i organizing the event. the goal is to support the many businesses in fear of closing their also want anyone attending to adhere to county rules and social distance. it starts at the downtown livermore flag pole. we're also starting to see tension building in the north bay. if you wake up and see signs on businesses demanding an end to the lockdown, there is a story behind it. luz pena was with a group of novato residents as they hit the streets. >> reporter: these are the signs downtown novato residents will wake up to. on the front line of this group, are two residents, former radio talk show host melanie morgan.

>> we need to reopen and we need to reopen right now. we are free falling into an economic catastrophe and small businesses are the ones being hurt the most. and all jobs in california are essential. >> i'm speaking to governor newsom right now. why is it that the rules do keep changing? >> a new group of businesses in marin and bay area counties are set to reopen for curbside pickup. >> we'll be allowing alcohol's for retail establishments to begin doing business at the curbside. in addition we're adding warehouses and manufacturing and opening certain parks. >> the group says it's not enough. >> the sooner we get these businesses open, the faster they get those customers and clients back in the door. >> marin county's public officer says they have 287 confirmed covid-19 and reopening fully is not wise at this point. >> ninth highest.

we have the 18th highest overall incidence rate compared to other counties. so, we are not ready to really just open the flood gates at >> reporte derek grossen says he's looking forward to visiting retailers monday, holding on to hope that this pandemic didn't put them out of business. >> obviously we're listening to science and data to make those decisions. >> reporter: marin county is providing a list of safety guidelines for businesses to open for sush side pickup. as for this group of residents they will continue until their county opens fully. luz pena, abc 7 news. we wanted to show you that new national poll released yesterday, showing these types of protest groups are in the minority. while most said they would go to work as soon as restrictions were lifted less than half would be willing to send their child to school, eat at a restaurant or go to church. less than a third would fly on

and gift card will be handed out for 3,000 families. this runs from 10:00 to 3:00 at the power station on 23rd street. in oakland, the organization is teaming up with safeway to serve up to 1,000 families starting at 9:00 this morning. it will be at ax full gospel church on 6th avenue. >> in the mission to get more people tested, a new covid-19 testing site is coming to san francisco's tenderloin neighborhood. supervisor haney confirmed the news with us last night. public announcement with specific location. details will come in the next few days. the site is expected to open up some time next week. another major concern is getting homeless populations off the street, away from the risk of covid-19. sleeping villa coming to san francisco. mayor london breed says it will be in the former mcdonald's lot near kesar stadium at golden gate park. the second sleeping village in the city to open.

the other is at civic center plaza near city hall. mayor breed said this is the safest option for now because shelters are easy coronavirus targets. here at abc 7 we're coule to tuild abe ow o ther a what o. right now that makes sure you're armed with the information you need to keep your family healthy. world health organization is issuing a global health alert about that dangerous and inflammatory condition affecting children. kate larsen is back on the story with advice from experts. >> reporter: the covid inflammatory syndrome in children was first connected to kawasaki disease because of an overlap in symptoms. a bay area baby was first diagnosed with covid and kawasaki back in march. she was believed to be the first recognized case. multisystem inflammatory

syndrome in children, median age 9 to 11. kawasaki tends to affect toddlers. a pediatric infectious disease specialist for kaiser iser permanente. >> this new syndrome is a novel, unique syndrome that is not k kawasa kawasaki. it appears to follow a covid-19 infection, but why it is occurring in a small subset of children, we do not understand. >> reporter: abc news has identified at least 220 possible and confirmed cases in 20 states and d.c. there are more than 100 cases in new york where three children have died. >> the good news is that this syndrome appears to be rare and the deaths that are associated with it are even rarer. >> reporter: as doctors are learning more about this new syndrome, what symptoms are the children presenting with right now? >> all have had a fever. more than 90% had severe stomach

crowds pushing the limit over the weekend. lake merritt, pretty tightly spaced groups of people. the new rules in effect include a ban on all parking in lake merritt friday through sunday. food trucks and other vendors are temporarily banned at city parks to cut down on large crowds. oakland police and city park ambassadors will be out, reminding people to keep their distance. you may want to think twice before heading out to lake tahoe this weekend. citations are being issued for anyone disobeying the stay-at-home order on the california side of the lake. only people who own second homes in the city of south lake tahoe can use them. about half of all homes in lake tahoe are staying closed for now. >> still not the time to come up and visit tahoe. we are just moving in to phase two and we expect to be here for probably three, maybe four

easter, vowing to never again be lonely, not taking anything, including his new grandson, for granted. >> i'm so glad to be back. >> reporter: i first met mike three years ago when i first came to san francisco. he was my ride share driver, a hobby he did for fun. what struck me was his effervescen effervescence. >> he knows somebody or he thinks he knows somebody and he has people recognize him everywhere. he has a huge personality. >> reporter: which is still in there. moving forward there are many ifs. >> we don't know exactly what the virus did to his body, you know, his cognitive skills, his lungs. are they going to be jeopar jeopardized? >> reporter: and concern about how the world has changed in just a few short months. how do you feel when you see people out and about, socializing, not socially distancing? >> people ares ajoke ocl distancing tt they're not doing anymore, it's

like crazy. i know, because i suffered through it. >> reporter: while the road ahead will be long, the family, who have all since healed from their own bouts of covid-19, know they have one thing together, that bond and love for each other. in brentwood, dion lim, abc 7 news. >> amazing. wow! all right. moving on, the financial impact of covid-19 is also trickling down to our pets. east bay free dog and cat food was distributed yesterday at berkeley humane adoption center. staff say there's been a sharp increase for food from their pet food pantry. they've distributed 1,000 pounds of pet food. they normally give out just 5,000 pounds in a single year. >> nobody should have to choose between feeding themselves and feeding their pet and so as folks are struggling these days, we want to make sure that they are -- have got that safety net for their animals.

at this graduation. of course i said yes. >> for the commencement event we have chancellor, vice chancellor, chief story teller lydia linhurst mine craft as well as the ceo of fraser and co-founder of twitch. >> we've created cap and gowns for graduates at uc berkeley to come and put on at the end of the speech. the people on the stage will be able to throw their cap in game. >> we'll have an after party with musical guests such as cash cash and so many more. we will be live streaming it on twitch and youtube. even if you don'tnd the game you can have someone showing their perfect spe perspective inside the game. if you need more information how to watch or how to access the server. >> we don't know when the in-person graduation will happen. it will definitely happen,

wet, cooler, breezy for your sunday. periods of rain. the whole day isn't going to be wet. we'll show you that in a moment. showers will continue into your moday and tuesday. it's a level one system tonight into tomorrow with light to moderate rain. those wind gusts out of the south. and then chance of thunderstorm bringing down perhaps some embedded hail. as we look at our forecast animation right now, you'll notice all the cloud cover throughout your saturday, throughout the early morning hours into the afternoon, 3:30, and then here comes the rain into the north bay. this is 11:30, so sonoma, parts of marin rll the overnight hours we look for the rest of the rain, the rest of the bay area to get going into this time tomorrow, we can see shom showers and, as we get into the afternoon, this is when we'll look at that unstable air headed our way. it's 1:30. you can see it's not raining everywhere. mostly cloudy skies. waves of rain after that into late sunday and monday, and then even into tuesday.

so, this is a slow mover. and rainfall amounts right now anywhere from sunday into late monday from over a quarter inch in san francisco to a third of an inch in novato. the coastal hills, you can see half inch. we're expecting more rain into tuesday. you can see ben loman over an inch. may, certainly an impressive system with three-day rain totals coming our way. late sunday into monday, we're looking at high elevationno in the sierra nevada. early monday morning and tuesday, above 1600 feet, 3 to 8 inches of snow, 12 inches locally. difficult travel for the west slopes. back home, it's the dry day today with mid 60s becoming breezy to gift along the coast late in the day. 70 in oakland. mostly cloudy skies. 74 in santa rosa. certainly not the blue sky we saw yesterday.

your forecast this half hour. we are tracking that weekend storm, lisa. >> liz, that's right. we have a dry day today. later on tonight, we'll be looking at our rain drops, moving into the north bay. sun coming up in less than 30 minutes. certainly those longer days out there. lot of clouds this morning. 57 redwood city, 58 in san jose with 47 in gilroy. san francisco 55. beautiful view of mt. tam right now with the clouds stacked up there. 53 in santa rosa. numbers are warmer in the north bay. 50s in the east bay. as we go through the morning hours, we'll continue to see that mild weather. you can see starting out with shades of orange there indicate the warmer conditions. here we are at 10:00, mid to upper 60s in our inland valleys. we'll continue to be mild with the clouds today. still in the 50s at the coast. as we get into the late afternoon, we'll see temperatures not only in the upper 60s to mid 70s, but the rain line beginning to sink south from sonoma county will

stay dry throughout the evening hours, but tonight into sunday, that's a different story. we'll track the rain, talk about amounts in a few minutes. liz? >> thanks, lisa. this morning, new details in a new round of disaster relief for cities and small businesses. the house approved $3 trillion aid bill with plans for more stimulus checks and money to help prevent widespread budget cuts. republicans now say the bill is dead on arrival. abc news reporter breaks down some of the details. >> reporter: the heroes bill is passed. >> reporter: another possible round of relief making its way hrough congress, the house passing a $3 trillion stimulus package dubbed the hero's act, $1200 payments to many americans and trillion dollars for state, local and tribal governments. republicans saying it's dead on arrival in the senate. >> if you think this is going to end up as law, you're sadly mistaken. >> reporter: federal reserve

chair jerome powell said while costly, additional support could prove worthwhile. president trump said earlier this week he would veto the house bill. top economic adviser is deferring judgment. >> i don't want to say yes. i don't want to say no. it's up to the prident. color m cal. >>t'stion war speed. that means big and it means fast. >> reporter: the house vote coming the same day president trump announced two new leaders charged with developing a vaccine, pharmaceutical executive and general gus pernum. as the cdc is giving guidance on how to avoid more outbreaks during this pandemic, social distancing by enhancing distancing of tables and stools, limiting party sizes. schools and camps advised to stagger drop-offs and limit how often kids gather in groups. >> i thought the guidance was good. i've heard very good reviews on

the guidance. now to the new developments in a promising and rare collaboration between two of silicon valley's biggest names, apple and google teaming up on an app that would help with contact tracing. abc 7 news reporter kris reyes explains why it will be of little use. >> the announcement was wonderful. it's now we are getting to the difficult part of the compromise, how much i should give you. >> reporter: he knew when apple and google announced in april that they would be working on a new app to alert their users to potential exposure to the virus that it would be easier said than done. according to a washington post article, health authorities in states like north dakota and countries like canada and the uk have asked for more access to the data collected by the app, but apple and google have refused, citing privacy concerns.

>> when the government can go and say okay in this area we found that 2,000 people were exposed. we cannot have that information. >> reporter: instead it works on a user-to-user basis. for example, bob would have to tell the app that he tested positive for covid-19 before an anonymous alert goes out to anyone he has come into contact with, based on i.d.s exchanged through the app. napa says tech companies should think about doing more, especially now that the data they collect can be used for public good. >> it is the opportunity for the tech companies to regain their reputation and the path forward. after what happened in the past two years of the privacy breaches. >> reporter: kris reyes, abc 7 news. >> moving to get full contact tracing in our community is crucial in our steps to build a better bay area in this rapidly changing coronavirus world. bettering your health, money and children's education are some of

the ways abc 7 news is working for you. this morning, another bay area tech icon, ceo jack do is helping close a digital divide that prevent meen froearning >> reporter: just yesterday 11th grader jessica ramos proved that words have energy and power. >> i am not alone. many of my peers from west oakland do not have access to technology resources and the impact impacts on our academics and future are big. >> reporter: at a zoom call hosted by oakland unified school district looking to raise $1.5 million for more computers and internet access. phase one was to raise $2 million now. phase two would come later, 10.5 million. this morning, twitter ceo jack dorsey tweeted 10 million to give every single child in oakland access to a lap top and internet in their homes, closing the digital divide.

herd mayor libby shaft and oakland unified. >> amazing shot in the arm for us. it will enable us to have computers in schools and it will enable every student in our district to have a computer at home as well. >> reporter: according to the superintendent, 5,000 have no access at all. >> you cannot be an active member of society without having access to the internet. >> reporter: san francisco has roughly 75 billionaires and some, like dorsey, have come forward to donate money, but only after city officials complained that some had not done enough to help during this pandemic. >> we have to make sure that they understand their social responsibility of being not only a san franciscan but someone who should be contributing to society in this way because a lot of money that's being made is off the backs of the folks

it will be on the mild side. exploratorium camera, coor 54 in livermore and looking at the clouds stacked up out there. dry day today, though. rain moves in later tonight, sonoma, and looking at marin county, rest of the bay area after midnight. it's a wet and cooler day sunday with breezy winds, chance of a thunderstorm. the day won't be wet all the time, but we will be looking at showers and the heavier downpours to last into sunday night into monday and possibly tuesday. level one system tonight and sunday with the light to moderate rain. gusty winds looking at not only the chance of thunder but also some hail embedded with those thunderstorms. here is today. by the afternoon, we've got clouds, maybe some breaks in the south bay, east bay. by 5:30, you could be getting rain far in the north bay. this continues to snk to the south. overnight tonight.

scattered showers. as we get into the rest of your day on sunday, this is after 9:morning, east bay and south bay, looking at the showers. break in the north bay. rest of the day featuring some showers, 4:00 in the afternoon. getting any bit of sun will allow to destabilize that already unstable atmosphere. that could prime the bay area for some thunderstorms into sunday. this is sunday night, 10:00. and let's get into what it looks like on monday as the system shifts over into the sierra nevada. we're talking about high elevation snow. this is monday morning. you'll notice a bit of a break here. here is where we're looking at, still, our winter storm watch continuing into tuesday night. so, in terms of rainfall for us by sunday and monday night, about half an inch or more than that over into the east bay. maybe three-quarters of an inch toou head further south into the santa cruz mountains. this is only into monday. we will look for the rain to continue into late monday.
