we need to reopen and we need to reopen right now. >> frustrations are reaching a breaking point in some bay area spots. a weekend of protests planned, some to end the lockdown and reopen businesses but another group is fighting to keep things closed. good morni, everyone we have more on that just ahead. bay area cities days from moving forward with reopening plans, but let's start with a quick look at the weather with a weekend storm moving in. here is meteorologist lisa argen. hey, lisa. >> good morning, liz. we have a dry day today with the cloud cover here and the storm

system to the north. it will take its time getting here and moving on out. live look outside from our came in redwood city, 57 in gilroy. sfo, a little fog there. 50 in santa rosa, 56 by the delta, southwest wind in line for the cooldown with the breeze and the clouds today. notice the brighter colors stay in sacramento valley. 70s, even near 80 by parts of the delta, we will have the clouds and the rain will be moving into the north bay. we'll time it out for you in a few minutes. liz? >> sounds good. thanks, lisa. this our next sizeable step in reopening the bay area. here is where we stand in joining the state's stage two modifications, the early part of stage two. san francisco and san mateo counties will join marin county in entering into phase two on monday. alameda and contra costa counties will join some time next week. napa and sonoma counties are already in phase two.

only santa clara county has yet to determine a date to keep numbers down, they say, as the bay area's most populous county. abc news poll shows a majority of americans are uneasy about reopening to normal life right now, a rally is happening today to support reopening the economy in livermore. group called save our town is is organizing the event. the goal is to support the many businesses in fear of closing their doors for good. organizers also want anyone attending to adhere to county guidelines, to wear a face covering and to social distance. the rally starts at 11:00 at the downtown livermore flagpole. we're also starting to see some tension building up in the north bay. a group of residents hit the streets to demand an end to the lockdown. luz pena has the story. >> reporter: these are the signs downtown novato residents will wake up to. on the front line of this group, ae two residents and a former

radio talk show host, melanie morgan. >> we need to reopen and we need to reopen right now. we are free falling into an economic catastrophe and small businesses are the ones being hurt the most. and all jobs in california are essential. >> i'm speaking to governor newsom right now. why is it that the rules do keep changing? >> reporter: on monday, a new group of businesses in marin, san francisco and other bay area counties are set to reopen for curbside pickup. >> we'll be allowing access for retail establishments to begin doing business at the curbside. in addition we're adding warehouses and manufacturing and opening certain parks. >> reporter: this group says it's not enough. >> the sooner we get these businesses open, the faster they get those customers and clients back in the door. >> reporter: marin county's public health officer says they have 287 confirmed covid-19 cand reopening fully wise at th

>> the ninth highest. we have the 18th highest overall incidence rate compared to other counties. so, we are not ready to really just open the flood gates at this point, and it would be a mistake. >> reporter: derek grossen says he's looking forward to visiting local retailers on monday, holding on to hope that this pandemic didn't put them out of business. >> obviously, we're listening to science. we're listening to data to make those decisions hopefully soon. >> reporter: marin county is providing a list of safety guidelines for businesses to open for curbside pickup. as for this group of residents they will continue until their county opens fully. luz pena, abc 7 news. we wanted to show you that recent national poll from abc news released this month showing these types of protest groups are largely in the minority. while most said they would go to work as soon as restrictions were lifted, less than half said they would be willing to send their child to school, eat at a restaurant or go to church.

less than a third would fly on an airplane. overall nearly two-thirds said opening the u.s. right now is not worth it, because more lives would be lost. about one-third said it would help salvage the economy and we should open now. just to give some context and perspective there. happening today, a protest against tesla ceo elon musk after the fremont plant reopened monday despite orders to keep it closed. organizers of today's event are calling for musk to be arrested and put in jail for what they say is violation of the law and putting workers' lives at risk. the county and tesla agreed to allow the plant to reopen its m condition that they follow state guideline regulations. people who want the business to resume showed their support for tesla on wednesday. talking about anti-asian racism during this time of covid-19. supervisor gordon marr is hosting, asian-american studies

department and district attorney will also join in. you can register for the discussion. it starts at 10:00 this morning on zoom. >> happening today, salvation army will host a drive-through food distribution in san francisco and in oakland. here in the city, one food box and gift card will be handed out for 3,000 families. this runs from 10:00 to 3:00 at the power station on 23rd street. in oakland, the organization is teaming up with safeway to serve up to 1,000 families starting at 9:00 this morning. it will be at acts full gospel church on 66th avenue. and good news this morning in the mission to get more people tested. a new covid-19 testing site is coming to san francisco's tenderloin neighborhood. supervisor haney confirmed the news with us last night. a public announcement with specific location details will come in the next few days with the opening some time next week. and here at abc 7, we are working hard toumr stories to

tell the better bay area and what this world will look like. right now that's making sure you are armed with the information you all need to keep our families healthy. a global health alert about that dangerous inflammatory condition affecting children. abc 7 news reporter kate larsen is back on the story with advice from local experts. >> reporter: the covid inflammatory syndrome in children was first connected to kawasaki disease because of an overlap in symptoms. a bay area baby was first diagnosed with covid and kawasaki back in march. she was believed to be the first recognized case. now, distinctions are emerging. multisystem inflammatory syndrome in children or misc seems to affect older children with a median age of 9 to 11. kawasaki tends to affect toddlers. dr greenhow is a pediatric infectious disease specialist for kaiser permanente.

>> this new syndrome, misc, is a nov novel, unique syndrome that is not kawasaki. it appears to follow a covid-19 infection, but why it is occurring in a small subset of children, we do not understand. >> reporter: abc news has identified at least 220 possible and confirmed cases in 20 states and d.c. there are more than 100 cases in new york where three children have died. >> the good news is that this syndrome appears to be rare and the deaths that are associated with it are even rarer. >> reporter: as doctors are learning more about this new syndrome, what symptoms are the children presenting with right now? >> all have had a fever. more than 90% had severe stomach aches. half had rash. two-thirds have had pink eye. two-thirds have had mouth changes like cracked lips. >> reporter: dr. lisa dana is a san francisco pediatrician. >> if you need to go to the er, go. if you need to go to your doctor, go. don't be afraid to call and get that advice. we're here for you. >> reporter: children are

byheelid upper 50s from concord to livermore. the golden gate bridge with the gray sky. you will see the rain later on this evening. it will be late tonight past midnight for the rest of you. so, looking at the rain developing north first, wet, cooler, breezy for your sunday and then showers continue into monday, possibly even tuesday. it's a level one on our storm impact scale for tonight, then into your sunday with a light to moderate rain beginning. we will get those gusty south winds and that unstable atmosphere. there will be dry times certainly for your second half of the weekend, but some of those downpours, rain showers with others and that's going to continue into monday. so, the cloudy skies today, 5:30 the rain approaching the northern part of the bay area and then by very early tomorrow, we have some scattered showers and by about 9:30, you can see this first wave pushing into the east bay, the south bay. there is more to come, though. here we go into the evening

hours on sunday. and you can see some of the heavier bands tre thr th is a bit wilwnur as we look at the rainfall estimates right through early tuesday, we've got a third of an inch in san francisco, over half inch in the east bay, but upwards of three-quarters of an inch to an inch in the higher elevations of the coastal hills and down by the santa cruz mountains. some of these totals look pretty impressive if you believe them for the east bay around fremont and hayward. we'll have to see how it pans out. we're certainly looking wet and unseasonably cool as you get into the first part of the upcoming workweek. winter storm watch above 6500 feet. three to eight inches of snow, possibly a foot of snow. today it's dry, it's mild. mid 60 san francisco, 74pn rosa. rain moves into the north bay tonight. it's a level one through your sunday with periods of rain,

>> the hero's bill is passed. >> reporter: another possible round of relief making its way through congress, the house passing a $3 trillion stimulus package dubbed the hero's act, it includes another batch of $1200 payments to many americans and $1 trillion for state, local and tribal governments. republicans saying it's dead on arrival in the senate. >> if you think this is going to end up as law, you're sadly mistaken. >> reporter: federal reserve chair jerome powell said while costly, additional fiscal support could prove worthwhile. president trump said earlier this week he would veto the house bill. top economic adviser is deferring judgment. >> i don't want to say yes. i don't want to say no. it's up to the president. color me skeptical. >> it's called operation warp speed. that means big and it means fast. orr: the house vote coming the same day president trump announced two new leaders charged with developing a vaccine, pharmaceutical executive and general gus pernum. as the cdc is giving guidance on how to avoid more outbreaks

during this pandemic. restaurants and bars urged to encourage social distancing by enhancing distancing of tables and stools, limiting party sizes and providing leave for employees. schools and camps advised to stagger drop-offs and limit how often kids gather in groups. >> i thought the guidance was good. i've heard very good reviews on the guidance. >> reporter: abc news, washington. now to the new developments in a promising and rare collaboration between two of silicon valley's biggest names, apple and google teaming up on an app that would help with contact -- excuse me, help with contact tracing. it's been discussed for weeks now. health officials are warning that the software will be of little use. abc 7 news reporter kris reyes explains why. >> the announcement was wonderful. it's now we are getting to the difficult part of the compromise, how much i should give you, how much you should give. >> reporter: cyber security expert ahmed banaf knew when

apple and google announced in april that they would be working on a new app to alert their users to potential exposure to the virus that it would be easier said than done. according to a "washington post" article, health authorities in states like north dakota and countries like canada and the uk have asked for more access to the data collected by the app, but apple and google have refused, citing privacy concerns. >> when the government can go and say okay in this area we found that 2,000 people were exposed. we cannot have that information. >> reporter: instead it works on a user-to-user basis. in this google-provided illustration, for example, bob would have to tell the app that he tested positive for covid-19 before an anonymous alert goes out to anyone he has come into contact with, based on i.d.s exchanged through the app. napa says tech companies should think about doing more, especially now that the data they collect can be used for public good. >> it is the opportunity for the tech companies to regain their

ra $1.5 million for more computers and internet access. phase one of the plan was to raise $2 million now. phase two would come later, 10.5 million. this morning, twitter ceo jack dorsey tweeted 10 million to give every single child in oakland access to a laptop and internet in their homes, closing the digital divide. herd mayor libby shaft and oakland unified call funding immediately. >> amazing shot in the arm for us. it will enable us to have computers in schools and it will enable every student in our district to have a computer at home as well. >> reporter: according to the superintendent, 17,000 students in oakland lack high-speed internet access and 5,000 have no access at all. >> you cannot be an active member of society without having access to the internet. >> reporter: san francisco has roughly 75 billionaires and

you'll want to see this. it's a new trend we're seeing with pool noodles. check it out. these people aren't going swimming. they are enjoying a meal in northern germany. a restaurant owner thought people wearing hats made of pool noodles would encourage social distancing as restaurants open to limited guests but, as i think it has done, generated some laughs as well. pretty funny. closer to home in the east bay, hayward high school making best of the coronavirus graduation. they held their own seniors. school staff placed caps and gowns in the trunks of cars.

live doppler 7. we widen the view. we have a late-season cold front and associated area of low pressure on the way for not only the weekend but into early next week. a lot of rain in the pacific northwest. we will get the tail end of this system anywhere from a quarter of an inch of rain, coastal hills, santa cruz mountains, maybe an inch. wide-ranging totals out there and a bumpy camera here looking back at the cloud cover. 55 degrees san francisco. winds up to 35 miles an hour in the upper elevations. at the surface, much lighter. tomorrow a different story, gusty south/southwest winds. 53 in pacifica, 54 redwood city. nice, calm view of santa cruz in the low 50s. upper 60s today. a nice afternoon, but more clouds on the way for everyone. 50 in santa rosa. 56 by the delta. petaluma, 51. our exploratorium camera,

bit of sun. mostly cloudy in san francisco. we will see the rain develop in the north bay wet, cool and breezy for your sunday. showers will continue into early next week. we're talking certainly monday, possibly tuesday. so tonight and tomorrow, level one system, light to moderate rain. gusty south winds. chance of a thunderstorm embedded with some hail. here are the clouds today. dry saturday, but saturday evening in the north bay, getting wet. here is your very early sunday. you can probably hear the rain overnight tonight and then into early morning, you'll notice we get a break throughout the north bay, but the south bay and the est bay, the rain is still with you, and then throughout the rest of the day on sunday, maybe a little bit of sunshine, possibility of a thunderstorm in those heavier downpours as the unstable area of low pressure begins to move into the bay area. here is a look at the winds early sunday, 15 to 20 miles an hour. then notice the colors coming into play, 2:00 in the afternoon. you can see those strong gusts out there as we get into 6:00,

it is breezy to windy and accompanying that will be some of those downpours, maybe a thunderstorm through early tuesday. over half inch in oakland, maybe a third in san francisco. the coast, looking at the heftier totals. the santa cruz mountains and also the north bay. the darker shade should indicate the greater amount of precip. in the mountains, upper elevation snow late into sunday night into monday night through 6500 feet, maybe a foot with the higher elevations. 73 in napa. out toward the delta, it's breezy. accuweather seven-day forecast rain late tonight in the north bay, overspreading the rest of the bay area, that level one system tomorrow into monday, lingering into tuesday. then we're drying out, warming up in time for the holiday weekend. liz? >> looking forward to that. thanks, lisa. if you've been watching "american idol" on abc 7, you know one of the finalists is a young man from daly city.

francisco martin is a college student at san mateo. he has dedicated his performances to his mother, a front line nurse here in san francisco. francisco has dazzled arift wee. francisco took time yesterday to talk with abc news anchor kristen sze about making it on live and about last week's mother's day performance. >> i wish all the contestants the best. everyone is super talented. i'm ready for whatever happens. we'll be revealing the top five at the top of the show and the show goes on from there and the voting happens during the show. so, yeah, it airs on the east coast live. west coasters have to vote earlier during the show. while it's airing in the east coast. >> you nailed last week's mother's day show. in fact, your mom works at laguna hospital, right, treating covid patients? >> yes. >> tell us about her and the special feeling you had last week when you sang. >> yeah. my mom is like superwoman to me.
