building a better bay area for a safe and secure future. this is abc7 news. >> childcare and retail options are about to expand. three bay area counties, san francisco, san mateo and marin are moving into phase two of reopening. good evening and thank you for joining us. >> it's a moment retailers are relying on and a step closer to the life we used to know. >> what exactly does entering phase two mean? it includes childcare for those outside of the essential work force. it allows manufacturing companies to resume business as well as limited services like dog washing and car washes. some offices where telework isn't possible can reopen. phase two allows for curbside retail pickup. we have more on what we can expect.

>> reporter: for many retailers, tomorrow cannot come fast enough. you better believe it. a chance to greet customers in pe person for the first time in a long time and generate sales. not everybody is celebrating. they will not be allowed to reopen. >> the most important monday probably in the last many years in san francisco. >> reporter: david perry from the san francisco chamber of commerce says monday will be big. many businesses and retailers get the green light to take down the plywood and partially reopen. >> this saiisn't a perfect solun but it's part of an ongoing solution. anything that lets people know they are open is very important. >> reporter: monday, many stores will offer curbside pickup. >> we have our factories opening up tomorrow. >> reporter: this man owns sofa creations. his stores will offer curbside delivery.

one customer at a time allows inside. >> we will be cautious. mask is a big thing. >> reporter: city tweeting out guidelines in four languages. not every business will be allowed to unlock. >> we closed last monday when i got a citation. >> reporter: this man owned a news stand on 25 years. police shut him down saying his business was not essential. even though he sells newspapers in six languages. >> when you sell on average 500 different newspapers a week, there's a lot of customers upset when they don't have their paper. >> it's essential. i have been coming here for 12 years. it's a phenomenal shop. it's unique. >> this is all over the map. many of us are struggling with it as these orders come out of our chief health official. >> reporter: the supervisor says there are mixed signals.

food establishes have been deemed essential. >> reporter: the mta offering businesses temporary loading zones. it's free. register online. the union square business improvement district tells us changes are coming to union square tomorrow. retailers will be offering curbside pickup. >> thank you very much. here is a look at where the bay area counties stand. looser restrictions tomorrow in marin, san francisco and san mateo. those counties in green, much of the north bay is in phase two. santa clara county, with the highest number of coronavirus cases in the bay area, has no date set to begin phase two. more details plus a look at what

restaurants, flights and stores will look like all on our website at abc7news.com/coronavirus. you will find a full list of health and financial resources. a new report puts it concretely. only offering delivery and take o takeout is not a financially viable solution. that's the quote from the conclusion of a survey of 216 restaurant owners done by the golden gate restaurant association. it represents an estimated 419 restaurant locations. 73% of those are now open for takeout and delivery during shelter in place. 60% of those are losing money. 62% of owners have laid off 50% or more of their employees. a small glimmer of hope. the majority of respondents have received emergency federal loans. for one bay area-based restaurant chain, the pandemic has proven to be too much. specialties cafe and bakery is

closing. the family-owned company h quart headquartered in pleasanton. tesla is telling employees it has approval to resume fulop ra full operations this week. the fremont police department confirmed to abc7 news that the plant meets or exceeds safety standards. musk sued the county and threatened to move his headquarters. the company picked finalists to build a new cyber truck. we are taking on the big issues that affect all of us, workplace, education, economy and our health. oakland is working to improve the health of its

community with a coronavirus testing site. it opens tomorrow at the allen temple baptist church. it will provide testing and be free regardless of health insurance or immigration status. register in advance on the oakland city website. the mayor will be at the site to help open it tomorrow at 10:00 a.m. in what's being called the first relief fund of its kind, california will begin offering support to undocumented immigrants starting tomorrow. the fund will provide $125 million to those affected by coronavirus through a partnership between the state and non-profit groups. the one-time payments are $500 per adult with a maximum of $1,000 per household. they are for undocumented immigrants who haven't received federal relief funding. people can begin to apply tomorrow through june 30th. information on how to apply is at the state department of social services website. that's cdss.ca.gov.

states are struggling with how to reopen and get their economies going while keeping people safe. many cities made moves this weekend to loosen restrictions. >> reporter: after nearly two months of stay at home orders, beautiful spring wareather has thousands heading to parks and beaches. 49 states will have begun to open by monday, connecticut the only exception. >> it's been rough. we have been going by guidelines and not going out, trying to stay home. >> reporter: obama criticizing the trump administration's handling of the pandemic. >> more than anything, this pandemic has fully, finally torn back the curtain on the idea that so many of the folks in charge know what they're doing. >> reporter: president trump responding. >> he was an incompetent president. that's all i can say. grossly incompetent. >> reporter: states are dealing with how to reopen safely as the coronavirus continues to devastate the economy. the restaurant industry has been particularly hit hard.

developing news from washington now. democrats are now investigating the friday night firing of the state department inspector general. president trump said he no longer had confidence in him saying the firing was recommended by secretary of state mike pompeo.

a congressional aide to democrats say the ig was looking into whether pompeo had misused a political appointee to perform personal tasks for himself and his wife. >> the president has the right to fire any federal employee. but the fact is, if it looks like it's in retaliation for something that the ig -- the inspector general is doing, that could be unlawful. >> peter navarro says the firing was legal and that the administration has every right to find someone more loyal to the trump agenda. three of the 11 firefighters injured in a fiery explosion yesterday have been released from the hospital. two are in critical but stable condition from burn injuries. one of the firefighters may need skin grafts. a department spokesperson says the firefighters found themselves going through a 30 foot tall blowtorch. it was home to a smoke shop and

a high school junior is on the mission to bring comfort and companionship to the elderly during this shelter in place order. she saw the effects of prolonged isolation in her grandparents. they raised more than $2,000 to buy items to deliver to nursing homes hoping to brighten spirits there. >> people reached out. they are willing to saend lettes or music video performance to the elders. we're excited. >> 200 kits have been made. a girls' softball team can't play because of covid-19. so they are giving back instead.

from francisco to the weather. good to see you. >> thanks. hi. we have had quite a bit of weather today. we had sunshine. we had rain. occasionally, even heavier rainfall. we can lock at live doppler 7 to show you what's going on. tho thunderstorm activity east of sacramento. we could see thunderstorms tomorrow as the showers continue. another round headed our way. it's brought us really breezy conditions in san francisco, winds of 30 miles per hour. 24 in oakland. breezy conditions will continue tomorrow as well. as we look, you can see low clouds in the distance, even high clouds as well. with the camera shaking, it's from the wind. in san francisco, 67. oakland 70. san jose 69. here is a pretty shot from the east bay looking out towards the water. you can see the rippling affect

because of the breeze and more clouds heading our way bringing us the showers. we are seeing light rain in a few spots. in santa rosa, 63. napa 67. we have some low 70s in fairfield and concord. tomorrow, temperatures will be coming down. tomorrow on our storm impact scale, it's one. one out of five, light. this will continue through monday, possibly into early tuesday morning. just a few leftover showers by then. we will see on and off showers, a possibility of a thunderstorm. it's a slight chance. rainfall we're expecting less than a quarter of an inch. maybe even just a few hundredths. in the north bay, we will probably get more. a look at the animation. you notice tonight, more of the heavier rain towards the north bay, yellow and orange. then tomorrow morning, we will wake up to dry conditions with spotty showers. the spotty showers will continue throughout the day and at times can be heavy. in the afternoon, with the spotty showers as well, we have

the instability bringing us the chance of thunderstorms. notice by tuesday morning, pretty much all dry. as that area of low pressure, we will see wraparound moisture possibly bringing us a sprinkle or shower tuesday. we will dry out by then. here are the rainfall estimates. most rain in the north bay. little rain south of san francisco. temperatures overnight will be in the low to mid 50s. san francisco 55 as well as san jose. cooler in the north bay. tomorrow's temperatures also a little cooler. we will be in the 60s. 63 in san francisco. breezy as well. 68 in san jose. upper 60s some warmer spots. here is the seven day forecast. we have a light storm tomorrow with the on and off showers. notice tuesday, mostly dry. then the warming trend really builds through the week. plenty of sunshine by next weekend for the memorial day weekend. temperatures will be above average by then.

i do motivational speakingld. in addition to the substitute teaching. i honestly feel that that's my calling-- to give back to younger people. i think most adults will start realizing that they don't recall things as quickly as they used to or they don't remember things as vividly as they once did. i've been taking prevagen for about three years now. people say to me periodically, "man, you've got a memory like an elephant." it's really, really helped me tremendously. prevagen. healthier brain. better life.
