retailers get the green light to take down the plywood and partially reopen their doors. >> anything that gets our small businesses open and lets people know that they are open is very important. >> starting monday, many stores will offer curbside pickup. >> we have our factories opening up again tomorrow. so we'll be playing catch-up. >> derek owns sofa creations in san francisco and san rafael. both stores will offer curbside delivery. one customer at a time will be allowed inside stores. >> i think the mask is a big thing. as long as the employees are wearing a mask and the customer is care withing a mask. >> the city tweeted out guidelines in four languages, but not ever business will be allowed to unlock their doors. >> we closed last monday when i got a citation. >> he has on the other hand smoke signals for 25 years, but police shut him down last week, saying his business was not essential, even though he sells. >> when you sell on average 500 different newspapers a week,

takeout and delivery during the shelter in place. 60% of those are losing money. 62% of owners have laid off 50% or more of their employees. and a small glimmer of hope, the majority of respondents have received emergency federal loans. now nor one bay area-based restaurant chain, the pandemic has already been too much. specialties cafe and bakery is closing. the family-owned company headquartered in pleasanton had more than 50 locations across three states. in a statement, the company says revenues have been, quote, decimated recently. in the east bay, tesla is telling employees it now has approval to resume full operations this week. in an email that went out to worker, the company says alameda county has signed off on its reopening. the fremont police department confirms to abc7 news that the plant meets or exceeds safety standards. tesla ceo elon musk tweeted last week that tesla had already restarted production against

alameda county coronavirus rules. he also sued the county and threatened to move his headas reportedly picked austin, texas and tulsa, oklahoma as finalists for a new plant to build its cyber truck. in abc7's commitment to help build a better bay area, we're taking on the big issues that affect us all, the workplace, education, the economy and our health. and oakland is working to improve the health of its community with a new coronavirus testing site. it opens tomorrow morning at the allen temple baptist church on international boulevard. the site will provide drive-through testing and be completely free, regardless of health insurance or immigration status. you'll have to register in advance what you can do right now on the oakland city website. mayor libby schaaf will be at the site to help open it up tomorrow at 10:00 a.m. in what's being called the first relief fund of its kind, california will begin offering support to undocumented immigrants tomorrow. the fund will provide $125 million to those affected by

coronavirus through a partnership between the state and nonprofit groups. the one-time payments are $500 per adult with a maximum of $1,000 per household. therefore, undocumented immigrants who haven't received federal relief funding. people can begin to apply tomorrow through june 30th, and information on how to apply is on the state's department of social services website that is cdss.ca.gov. states are struggling with how to reopen and get their economies going again while keeping people safe. many cities have made moves this weekend to loosen restrictions. here is abc reporter zachary keith with details. >> after nearly two months of stay at home orders, beautiful spring weather has thousands heading to america's parks and beaches. as of monday, 49 states will have begun to reopen, connecticut the only exception. >> it's been rough, but we've been going by the guidelines and not going out, trying to stay home. >> former president barack obama

night firing of state department inspector general steve linick. president trump said he no longer had confidence in linick, saying the firing was recommended by secretary of state mike pompeo. a congressional aide to democrats say the ig was looking into whether pompeo himself had misused a political appointee to perform personal tasks. >> the president has the right to fire any federal employee, but the fact is if it looks like it's in retaliation for something that the ig, the inspector general is doing, that could be unlawful. >> peter navarro, a close confident of the president, says the administration has every right to find someone who is more loyal to the trump agenda. three of the 11 firefighters injured in a fiery downtown los angeles explosion yesterday have been released from the hospital. two are in critical but stable condition from burn injuries. one of the firefighters may require skin grafts.

a department spokesperson says the injured firefighters found themselves going through a 30-foot-tall blowtorch. the building where the fire started was home to a smoke shot and a honey oil butane supplier. on a mission to bring comfort and companionship to the elderly during the shelter-in-place order. cameron zia saw the effects of prolonged isolation in his grandparents. they live in the uk and he is a student in high school. what he did is raise more than $2,000 to buy activity kits, portable dvd players and head phones to deliver to local nursing homes, hoping to brighten their spirits there. >> people from the schools, the neighboring schools reached out and they're willing to send handwritten letters or music video performances to the elders. so yeah, we're kind of excited. >> yeah, he's bought 200 activity kits so far. plans to deliver them to nursing

clouds in this live shot from sutro, looking from downtown san francisco. temperatures are mild in the mid and upper 60s for the most part. san francisco 65. oakland 68. san jose 67. pacifica at 61 degrees. and that is a live shot in san rafael where we had some showers move through as well. and now we're getting a little bit of a break. santa rosa at 62 degrees. we still have a warm spot. concord hanging on the 70 degrees. livermore at 67. so this storm is ranked a 1 out of 5 on our storm impact scale. this will continue tonight through tomorrow, and we'll see on and off showers overnight into tomorrow morning. it starts to die down tomorrow afternoon. possible thunderstorms, especially in the afternoon with some possible downpours as well. but rainfall is likely to be less than half an inch for many areas. in fact, i'll show you the forecast animation of how things play out. we'll see the heaviest showers move in through the north bay overnight. you'll see some of the areas of

yellow and orange lets the heavier rain through ukiah and cloverdale. it's moving from the southwest. tomorrow morning, it starts to die down. even by lunchtime, gist some spotty afternoon showers. that's where we could see downpours and possible thunderstorms. mostly dry for everyone monday night into tuesday, but an isolated shower still not out of the question through tuesday morning. and rainfall estimates again. they're a little bit scattered. only 0.08 in san francisco, but we could get a lot more through parts of the north bay, like over half an inch in novato and santa clara and santa rosa 0.4. but light rain expects in some places like fremont. overnight lows in the 50s. 55 in san francisco and cooler at lakeport, 48 tomorrow. tomorrow will be a little cooler as well. temperatures in the low to mid-60s. breezy as well. we'll see some southwest breeze of about 20 miles per hour.
