what is going to be different tomorrow. >> reporter: the most important monday probably in the last many years. >> david perry from the san francisco chamber of commerce says monday will be big, the day many busineses and retailers will have the green light to take down the plywood and partially reopen their doors. >> anything that gets our small businesses open, and let's people know that they are open is very important. >> starting monday, many stores will offer curbside pickup. >> we have our factories opening up tomorrow. so we are playing catchup. >> reporter: derrick owns silver creations in san francisco. and san rafael. both stores will offer curbside delivery. one customer at a time will be allowed inside stores. >> i think the mask is the big thing. as long as the employees are wearing masks and the mer is wearing the mask. >> reporter: the city tweeting out new guidelines in four languages. but not every business will be allowed to unlock their doors. >> we closed last monday when i got a citation. >> reporter: smoke signals newsstand on polk street has been here for 25 years but it was shut down last week, she

saying the business was not essential even though he sells nuns in six languages. >> when you say on average, when you sell on average 500 different newspapers a week, there is a lot of customers upset when they don't have their papers. >> it is an essential service. >> i have been coming here for 12 years. and it's a phenomenal shop. completely unique in the city. >> this is all over the map. and many of us are really struggling. >> reporter: the supervisor says there are mixed signals from the city's health department. he is fighting to keep the burberry newsstand open. >> newspapers and books are like food for the mind, and food ess >>orter: meantime, the san francisco mta offering businesses temporary loading zones. it's free. just register online. >> we heard from the union square business improvement district. they say big retailers like saks fifth avenue, anthropology and urban outfitters getting ready to reopen monday to offer curbside pickup.

in san francisco, abc 7 news. most san francisco restaurant owners say takeout and delivery is not profitable business. the golden gate restaurant association surveyed the owners of 419 restaurants in the city. and 73% said they are open for takeout and delivery. but 60% said they were losing money. and only 1% say they were doing as well now as they were before the pandemic. most said they had laid off at least half of their employees. nearly 60% said they had received emergency federal loans. one bay area restaurant is closing all 50 locations after 33 years in business. pleasanton-based specialty cafe and bakery says covid-19 and the shelter in place orders have decimated revenues. it's cafeswere popular in the san francisco financial district and downtown oakland with homemade sandwiches and extra large cookies to the launch crowd. the last day of operations will be this coming tuesday. tesla is telling its employees that it now has approval to resume full operations this week.

the san francisco chronicle of course, the company sent an email to workers saying almeda county had signed off on the reopening plan. fremont police confirmed to abc 7 news that it visited the plant and found it meets or exceeds county safety standards. the tesla ceo elon musk tweeted last week that tesla had already started production against almeda county coronavirus rules and sued the county and threatened to move the headquarters. the company has reportedly picked austin texas and tulsa oklahoma for a new plant to build the cyber truck. in the east bay, and the coronavirus testing site is ready to open tomorrow morning in east oakland. it is set up at the allen temple baptist church on international boulevard. the site will provide drive-through testing and willard be completely free regardless of health insurance or immigration status. you have to register in advance and you can do that right now on the oakland city web site. mayor libby shaf will be at the site to help open it tomorrow

morning at 10:00 a.m. santa rosa is set to begin moving the homeless to a new managed encampment tomorrow. it is located at the finley community center west of downtown. the site is designed to protect at-risk homeless people from coronavirus and will remain in operation until the county lifts its shelter at home order. officials estimate there are 3,000 homeless people in sonoma county. there have been no reported outbreaks of covid-19. the beaches are open once again in los angeles county. thousands of people came out to soak up the sun on the santa monica shoreline. most people observed the rules. which are still in place. they include no sitting or sunbathing on the sand. >> it was amazing. yes. we've been pretty cooped up. like everybody. to get out here and get in the water, the water is really nice. >> we're not going to get close to other people, so chill, yes, but i do wear a mask. >> piers remainshut down as do most beach parking lots. the l.a. county sheriff's department and police were on

daly city francisco martin made the bay area proud in the "american idol" phil, he didn't win the title but made it to the top five and stole hearts while igniting a community along the way. luz pena is live from the newsroom and you had a chance to speak to the family. >> i did, eric, i love watching "american idol" with my family and i francis c francisco's first performance and he is so much more confident and i spoke to his brother and he said that francisco is excited and eager to record his own music. >> this was the first time america heard daly city native francisco marten. >> would you faint if i told you that you were top ten? >> words have power. he didn't just make it to the top ten, but top five of "american idol." >> i didn't expect to be this

shelter at home order. cameron had portable dvd players and kits and headphones to take to nursing homes hoping to brighten spirits and he was inspired when he saw how lonely his grand parents in the u.k. grew during the shelter in place. >> playing cards online, playing chess online with them, it makes their day, it brings joy and happiness to a day, and time, when they just feel lonely. >> he's bought 200 activity kits so far and plans to deliver them to nursing and care homes the week of may 25th. it is may 17th and yes, there is rain in the forecast. i'm not kidding. >> yes, late spring rainfall, and we have another round heading our way. starting to move towards the bay area. because this area of low pressure is off the west coast. let me show you the satellite and radar image with live doppler 7. you can see some moisture in parts of the north bay and see a

lot more rain, falling over the next few hours. especially in the north bay. here's a live shot looking down to market street. you can see the view is obscured a bit by the low clouds and some light rain falling. right now temperatures have mainly dropped into the 60s. and even some upper 50s. san francisco, 60 degrees. oakland, 64. and san jose, 63. and gilroy and pacifica, 59. and check out this shot. as we look out towards the embarcadero and ferry building, and the bay bridge. looking clear right here. we will see the showers develop though. very soon. and santa rosa, 58 as well as petaluma. and low 60s right now in concord and in livermore. so this system, it ranks a one out of five and a light storm. so tonight, through monday, we can expect on and off showers, it could be heavy at times, and possible thunderstorms, more likely tomorrow afternoon, even though the heaviest rain will be falling overnight and then rainfall ranges anywhere from a quarter of an inch to three quarters of an inch, and we could get caught by a downpour and that's when we will see

heavy rain. here's the forecast. midnight, notice, at about 3:00 in the morning, we will see some of the heavier rain, orange, and yellow here, even red spot there, and so the heaviest rain wll fall overnight, tomorrow morning, when you wake up, there will still be some scattered showers and then by tomorrow afternoon, most of us dry. but as these showers pop up, in the north bay, and even there, through parts of the east bay hills, we could see a possible thunderstorm. keep that in mine. now, on tuesday, mostly dry. but as that system moved out, we could see some wrap-around pop-up showers. so it is in the forecast. isolated showers still possible tuesday. although it will be mostly dry. and rainfall estimates range from about a quarter of an inch to three quarters. and some areas could get a downpour, like fremont, 0.6% of an inch possible, near 0.7 in calistoga. overnight lows mainly in the 50s. low to mid 50s. san francisco, 55. oakland, 56. lower 50s through ukiah.

a softball team cannot play because of covid-19 so they're giving back to the community instead. the girls raised more than $2,000 in just two days. they purchased 700 pounds of food, and today, dropped it off at the contra costa county solano food bank, where it will be distributed to families in need. >> we are all dealing with this pandemic. and you know, the world is upside down. and for these girls, their world is upside down. so we want them to realize that even though you can't play softball, your ability to make an impact and help people in need is great. >> they decided to help the food bank because they wanted to make a local impact. donations for the teem which calls itself university fast pitch 08 will provide about 5400 meals. . we invite you to join better bay area project thanks and join everybody on the front lines of the covid-19 battle and use the hashtag #betterbayarea to say thank you and share your story. right now we share sports

good evening. i'm eric thomas. in tonight's headlines, more california counties are entering phase two of the plan to reopen the economy after a prolonged coronavirus lockdown. several bay area counties, including san francisco, san mateo, and marin, will start to ease restrictions tomorrow. more retail stores will be allowed to open for curbside pickup. in san francisco, many retail businesses say they're eager to open their doors to customers again. at sofa creations in san francisco and san rafael, both stores will offer curbside delivery, one customer at a time will be allowed inside stores. the city is also allowing many businesses to apply online for temporary loading zones in front of stores. tesla is telling employees that it now has approval to resume full operations this week at its fremont factory. the san francisco chronicle reports the company sent an email to workers saying that almeda county had signedoff on its reopening plan.

more and more states are easing restrictions with massachusetts set to become the 49th to begin the reopening process but at the same time several states are seeing an increase in cases. abc news reporter chuck has the story. >> thousands of americans flooding to the nation's beaches and parks, as states begin to reopen. >> with many ignoring social distancing. the mayor of new york vowing to crack down. >> if we have to shut places down, we will. >> some bars and restaurants seeing large crowds as restrictions are eased but they had been hard-hit by the pandemic. restaurant owners now telling researchers, if this crisis lasts six months, they have about a 15% chance of survival. eight states now seeing a rise in cases. according to a "new york times" analysis. including texas, which is looking to lift even more restrictions. but the state had more than 700 new cases reported near amarillo on saturday. many stemming from meat packing plants. texas now testing more than

opened an investigation into friday's late night fire at the state department inspector general and they had no confidence in him saying the firing was recommended by secretary of state mike pompeo. a congressional democrat says there was an investigation whether there was a personal i.t. who performed personal tasks for himself and his wife. >> the president has the right to fire an federal employee but if it looks for anything that is retaliation, that the inspector general is doing, that could be unlawful. >> the white house adviser peter navarro says the firing is legal and the administration has every right to find someone who is more loyal to the trump agenda. two of the firefighters critically hurt at the downtown l.a. explosion are doing well enough to be taken off ventilators but remain in critical but stable condition. they were among a dozen

firefighters hurt responding to yesterday's inferno at at smoke shop and butane honey oil supplier. three of the injured were discharged from te hospital today. many of the firefighters suffered severe burns. at least one will need skin grafts. the cause of the fire remains under investigation. there is heart wake tonight, for our neighbors to the north. a royal canadian air force captain was killed when an acrobatic jet crashed during a tour, to boost morale during the pandemic. captain jennifer casey was killed shortly after the snow bird plane she was in took off from the airport in british columbia. a video of the crash shows the crew ejects before the jet crashed into a building. another crew member was injured in the crash. the crew member will be okay. the snowbirds are canada's equivalent of the u.s. air force thunderbirds. a second wave of coronavirus appears to be sweeping through the aircraft carrier uss theodore roosevelt, now docked in guam. eight sailors have retested

positive. bringing the total to 13. 1,000 of the aircraft's crew tested positive in the first march in march. the santa rosa native captain was removed after sounding the alarm about the sailors falling sick. a 49% decline in new jobs reported this april compared to last year. tonight the i-team is digging into which industries are struggling the most. as abc 7 news reporter found out, there is one small silver lining in san francisco. >> reporter: it's a sign of the times. empty streets in chinatown. empty sidewalks. even empty tables inside restaurants. and if you ask brandon, owner and head chef at mr. jiu's, a michelin-rated restaurants, his place is pretty much empty. >> before we closed, we had about 55 employees here. as of now, there's about six of

us. >> reporter: brandon furloughed a small fraction of the 33,000 employees in san francisco temporarily laid off since march 1st. >> it's hard. it's been hard. >> reporter: abc 7 analyzed data from hiring web site monster.com. it shows how trends changed this april compared to last april. so far, the biggest decrease in new jobs across the state is in the accommodation and food services industry. with an 81% loss. arts and entertainment come second. down 67%. and educational services, like teaching and administration positions, come third, falling 62%. the only bright spot across the state is right here in the bay area. san francisco reports a 10% increase in new jobs. >> and believe it or not some employers are hiring. >> reporter: we sat down with chris, the director of nova, one of the largest work force associations in the bay area. her team helps with everything from resume writing to negotiating salaries. >> we have had customers get

jobs in the last month. >> reporter: the top five in demand jobs in san francisco right now, are software developers, marketing positions, truck drivers, stock clerks, and sales representatives. >> out of all of the services your team provides, what resource has been the most helpful for people trying to find work? >> a live body, to talk to you on the phone. to answer your questions. to tell you what steps you can take from here. to give you some basic advice. >> how do you see the job market shifting here in the bay area, especially for those industries we know have been hit the hardest? >> i think it is going to take a long time for the hospitality industry to rebound. and those folks are going to need a different skillset. but the skills they had in the prior industry are transferrable. >> reporter: a tough reality, facing employers like brandon. >> i can seat only 50% of our dining room, it is pretty clear we can only really hire back 50% of the people. >> reporter: braced for what is
