this is a level one storm system we have on our hands overhead. live look from the exploratorium camera showing mostly cloudy skies. today you can see the first half of the day is where we find much of the wet weather. a chance of a thunderstorm possible midday. we'll keep our eye on that. otherwise some peeks of sunshine in the afternoon and cool afternoon temperature and only stuck in the 60s. have the rain gear handy if you're out and about later, guys. >> carrie lane is where i got this shirt, drew. when i put it on, this is very drew tuma. >> i inspired you. now on to the actual news. governor newsom in napa with the state's response to covid-19 and that visit comes as more bay area counties are entering phase two of our reopening. so today that means some businesses in marin and san francisco and san mateo are allowed to reopen.

napa and solano counties in this part of phase two and move on to that next phase soon. santa clara has not set a date for that part of the reopening. the economy is just one of the efforts we're focusing on to build a better bay area and amy hollyfield is live with what this new phase will look like there today. amy? >> hi, good morning, reggie. we talked to some retailers who said it is not profitable for them, they are not offering curbside service. some like this rei are excited about it. check online unties in the bay will allow curbside service today starting today and that's for most retailers and that's going to be in marin, san mateo counties. some manufacturing will start up, as well. people will not be allowed inside the stores and social

distancing is still expected. one shop owner we met said it will be challenging not letting customers come in and browse but he will do whatever it takes to try make it during these tough times. >> i think people will come and if they come by and walk by the store and we can do something for them through the door or window, that would be great. >> also happening in marin county today, parking is opening up at some parks so people can get out of the house and go for a hike. the county said individual towns and cities can enforce stricter rules, though, if they'd like to. they will not be reopening parking lots at places that tend to draw big crowds. but, you know, they're still easing into this. but some rereopenings starting today. reporting live in corte madera, amy hollyfield. a person who attended a mother's day church service

tested positive for coronavirus and possibly exposing the rest of the congregation to it. they admitted to hosting the service despite the county's stay-at-home order. as of last friday, butte county had 22 confirmed cases. san francisco-based uber is rolling out a new safety policy to keep drivers and passengers protected. ubertrivers will be required to take selfies to prove they are wearing a face mask before they pick you up and upload the photo into the app before they can start accepting trips. riders are recovered to cover their faces but they won't have to provide proof. either the rider or the driver can cancel a drive if the other is not wearing a mask. tesla is planning to resume full operations this week. the "san francisco chronicle" sent an e-mail saying alameda

county signed off on the reopening plan. they confirmed to abc7 news and finds it meets or exceeds safety standards. elon musk tweeted last week tesla started production and threatened to sue the county and move its headquarters. it pick. after 33 years in business, pleasanton-based specialty bakeries are closing all 50 locations tomorrow. the company said shelter-in-place orders have destroyed revenue. i'm so upset about this. the cafes were pohomemade sandwiches and cookies to the lunch crowd. i speak for kumasi and so many of us that we will miss them. their food was delicious. takeout and delivery is not

a profitable business right now. the golden gate restaurant association surveyed the owners of more than 400 restaurants in the city and almost three quarters say they're open for takeout and delivery but 60% said they were losing money. only 1% say they were doing as well now as they were before the pandemic. and most say they laid off half of their employees. almost 65% said they received emergency federal loans. and while dealing with the pandemic, north carolina is now also dealing with the threat of a tropical storm. jobina fortson is watching that for us right now at the live desk. jobina? >> thank you, reggie. good morning. hurricane season doesn't officially start for another two weeks, but tropical storm arthur is already headed towards north carolina. actually, i have a friend out there covering it at this moment and what they're seeing is expected to reach several islands by midday today and businesses just reopened in north carolina and some tourists say they won't be deterred by

the incoming storm. >> we booked this last minute and we found out that the weather changed and we figure we'll go through it anyway. >> officials are most concerned with rip currents and rough surfs. so, now we're going to go to meteorologist drew, tuma for a look at what is happening there and the pace of this storm. >> good morning. tropical storm arthur has winds of 45 miles per hour and it looks like the biggest threat to the carolinas will be some very rough surf over the next couple of days. you can see satellite and radar that storm spinning off the coastline. tropical storm warning and here is the forecast track. thankfully it pushes away from the u.s. over the next day. winds about 50 miles per hour later on tonight and then it quickly weakens as it moves towards bermuda by tuesday and into wednesday. so, again, rough surf along the coast is the biggest threat along with some rain.

daly city native francisco martin finished in the top five. new videos on an acrobatic jet crash which was supposed to be a flyover salute turned into a disaster. abc news reporter has the details. >> reporter: this morning video showing two snowbird jets part of the canadian armed forces taking off sunday moments before a fatal crash. one jet veering to the left appar appearing to do a barrel roll in the air before appearing to plunge straight to the ground. the flight part of a national campaign to boost morale across canada during the covid-19 crisis. they were in the middle of crossing the country doing flyovers in british colombia. >> did a barrel roll

approximately over crest line and a flash or spark and i saw a pilot eject and the plane basically just took a nose dive straight into the ground. the two pilots crashing into this neighborhood causing one house to catch fire. emergency responders performing rescue operations on the roof of a nearby roof. >> there was a large of amount of debris in around a three-home proximity. the one home was significantly damaged by fire. >> reporter: captain jennifer casey died in the crash. the former journalist joined the snowbirds in november of 2018. the royal canadian air force tweeting, we're deeply saddened and grieve along jen's family and friends. in october of last year, a snowbird jet crashed during an air show in atlanta, georgia. in that crash, the pilot was able to eject safely and was not injured and no one on the ground was hurt. a second wave of coronavirus appears to be sweeping through

couple are now proud parents to a 2-year-old girl who spent 700 days in foster care. they adopted their daughter illa over a zoom call from their living room. she lived with the couple pretty much all of her life. they picked her up after she was born after getting a phone call saying she needed a family. they began the adoption process back in february but then covid-19 shut the court system down. so, for six weeks the moody's were in adoption limbo until they finally got a call. >> our attorney she called us on a thursday and she said, you have the adoption date. >> illa elizabeth moody. nd filzo.ations. ors alsoh a parade just for ila. yes, parade. yes, forever family.

you do not have to have an appointment either. this will run monday through friday on week days and administering about 1,200 tests a week at this site and average of 250 tests per day. an article suggest it will be accepted and billed and no out-of-pocket expenses. we have not been able to confirm what happens if you're uninsured and want to come down here and get tested. as far as positive cases are confirmed 2,392. again, if you're a resident of pleasanton, dublin or livermore and you do gnaw want to get a coronavirus test, come out here to the alameda county fairgrounds and get in on the gate 12 entrance. reporting live, julian glover, abc7 news. >> thank you. starting this morning, oakland will open a new coronavirus testing site at the alan temple baptist church on

international boulevard. the site will provide drive-through testing and free regardless of health insurance or immigration status. you do have to register in advance and you can do it right now on the oakland city's website. mayor libby shaaf will be there to open it this morning at 10:00. 48 states relaxed restrictions but the number of coronavirus unfortunately keeps going up. jobina fortson is at the live desk with more. >> good morning, kumasi. nearly 1.5 million people in the united states have been diagnosed with coronavirus. but almost every single state in the country has eased restrictions. warm weather is making social distancing difficult. this photo from new york city shows crowds outside bars over the weekend with people carrying their to-go drinks in hand. >> we do not have good restrictions or good guidelines in place for people how to reopen. it's going to become very confusing for people. we are going to see more and more cases.

>> a "new york times" analysis found several states are seeing a rise in cases. 700 new cases reported near amarillo, texas, on saturday. many stemmed from meat packing plants. the beaches are back open in los angeles county and thousands of people took advantage of it. they showed up in droves to soak up the sun on the santa monica shoreline. most people observed the rules, which are still in place. they include no sitting or sun bathing on the sand. >> it was amazing, yeah. we've been pretty cooped up like everybody and to get out here and get in the water, the water is really nice. >> we're not going to get close to other people. so, it's chill. don't loo lereit on the sand.. but we'll see. all the piers are still closed, as are most beach parking lots. the los angeles county sheriff department and police were on patrol. they were focusing on beachgoers

who were not doing physical distancing. happening today, santa rosa is set to move homeless people to a site in the northwest part of the city. a managed homeless encampment and the site is to protect at-risk homeless people from coronavirus and it will stay open until the county lifts its shelter-at-home order. officials estimate there are 3,000 homeless people in sonoma county and no reported outbreaks of covid-19. happening today, a new policy round of layoffs at san francisco-based uber all due to the drop in rides because of the pandemic. business insider reports the san francisco-based company is expected to lay off thousands of employees, according to one source. details on the exact number of workers and terms of the layoffs are unclear. it would come less than two weeks after uber initially cut 3,700 jobs or 14% of its workforce. san francisco begins to
