the next 30 minutes. san jose wet roads and overcast skies with a live look from our camera and day planner level one storm system even midday the chance of a thunderstorm popping up. even some peeks of sunshine this afternoon with temperatures in the 60s. >> thanks, drew. now the effort to reopen the country. three bay area counties will ease restrictions joining 48 states relaxing stay-at-home orders. this comes as the total number of cases across america nears 1.5 million. many of those people have now recovered and a new hot spot. dallas, texas. here in the bay area, marin, san mateo joined napa and solona and alameda and contra costa said they will move on soon. allowing businesses to reopen will help the economy, which is one of the key areas we're focusing on in an effort to build a better bay area. amy hollyfield live in corte

madera this morning with what this new phase will look like. >> good morning, reggie. some stores you can pick up your purchase curbside. and you can start going to some parks today. the county will reopen some parking lots at some parks and you can go out and get on a hike, if you'd like to get outside. they will not be opening parking at places that draw large crowds like mt. tams state park and cities that want to keep things closed can do that. but the county is allowing some reopening, which also opens the debate. is it time or is it too soon? >> i understand the safety concerns, but, you know, this can't go on forever. it's just, people have to go back to work. >> we'll finally be able to leave our yards and go somewhere and park. >> curbside shopping will now be allowed in san mateo, san francisco and marin counties. retailers will not be allowed to let people inside their store. the shopper needs to call ahead

been ordered to self-quarantine. as of last friday butte county had 22 cases and no deaths. rolling out a new safety procedure. starting today uber drivers are required to take selfies to prove they are wearing a mask before they pick you up. they have to upload the photo into the app before they can start accepting trips. riders are required to cover their faces but they don't have to provide proof of that. a rider or driver can cancel a sla w sume fulher isn't wearing "san francisco chronicle" reporting the company sent a letter to workers saying alameda signed off on the reopening plan. it visited the plant and found it meets or even exceeds county safety standards. tesla ceo on musk ta restard od against county rules and

threatened to move itsma headquarters. after 33 years in pleasanton-based specialty's is shutting its doors forever, soon, tomorrow. the cafes were really popular in san francisco's financial district and downtown oakland where they served homemade sandwiches and extra large cookies to the lunch crowd. and speaking of our restaurants, most san francisco restaurant owners are saying that takeout and delivery just hasn't been very profitable. the golden gate restaurant association surveyed the owners of more than 400 restaurants in the city. almost three-quarters are doing takeout and delivery, but 60% said they were losing money. only 1% said they were doing as well now as they were doing before the pandemic. most say they laid off half of

their employees and 65% said they received emergency federal loans. well, a second wave of coronavirus appears to be sweeping through the aircraft carrier "uss theodore roosevelt" now docked in guam. eight sailors tested positive bringing the total to 13. 1,000 of the aircraft carrier's 49-member crew tested positive in the first outbreak which started in march. santa rosa native was removed from command of the ship after sounding the alarm about his sailors getting sick. president trump says he is setting his sights on getting a working coronavirus vaccine by the end of the year, but this morning a british drugmaker is aiming to have one finished by september. jobina fortson is at the live desk with details on this. jobina, looks like only a certain amount of people would get it to start. >> yeah, that's right, kumasi. the company astrazeneca is hoping to make 30 million doses of the vaccine by september.

long time. speeds are down to 13, 19 and 15 miles per hour. reggie? a florida man is facing murder charges accused of killing his estranged wife. mysterious texts that came from her phone. gretchen anthony was last seen in late march. a neighbor told detectives she heard a scream coming from anthony's home. days later, friends and family received e-mails and texts from anthony's phone saying she was in the hospital with an acute case of covid-19. >> everyone saying, well, this is really strange. so, they called the police and things didn't look right. >> police say the hospital has no record of anthony as a patient. her car was found in the hospital parking lot. investigators reviewed security footage and they saw that a man identified as anthony's husband exited the car alone. he was tracked down in new mexico and extradited to florida last week to face charges. online shopping boom. the website that has become a lifeline for small business.

curbside retail pickup. and we've been speaking to local business owners as they tear down the pliwood and prepare for today's new changes and all of them say this is a really big day. >> the most important monday probably in the last many years in san francisco. anything that gets our small businesses open and lets people know that they are open is very important. >> remember, though, customers still have to wear the required face coverings and stay six feet apart and also not every business will be allowed to reopen. police forced the owner of smoke signals newstand to shut down last week claiming it was not essential even though newspapers are in six languages. the supervisor is fighting to keep it open. is, sfmta is offering free loading zones. what county is in what

glover is live. julian? >> hi, good morning, reggie. testing has actually been happening here at the alameda county fairgrounds for three weeks now. today is the first day that folks from livermore, dublin and pleasanton can come out and get a coronavirus test regardless of if they're showing symptoms. that being the big change. it all start up at 9:00 this morning and run until 1:00 p.m. each day. this is an open invite for all residents 10 and older living in dublin, pleasanton or livermore. you do not need an appointment for this. they'll run about 1,200 tests a week at this site. that is an average of 250 tests per day. an article in "pleasanto in, we weekly" all medical insurance accepted and billed. we have not been able to confirm what happens if you're uninsured and need to come down and get a coronavirus test. currently about 2,400 positive coronavirus cases within alameda county and as reggie mentioned, testing and getting residents

here in dublin, livermore and pleasanton tested in a very important piece in getting things back open. if you're looking to get tested today, come on down to the alameda county fairgrounds and take the gate 12 entrance and, again, everything starts up at 9:00 this morning. reporting live in pleasanton, i'm julian glover, abc7 news. sticking to the east bay, starting this morning, oakland will open a new coronavirus testing site. it's at the alan temple baptist church on international boulevard. that site will provide drive' drive-thru testing and free regardless of insurance or immigration status. you can register on oakland's website. mayor libby schaaf will be there to open it at 10:00 this morning. 48 states relaxed restrictions on coronavirus and the number of cases keeps going up. jobina fortson is at the live desk with more. >> nearly 1.5 million people in

here and get in the water. the water is really nice. >> we're not going to get close to other people. so, it's chill. but i do wear a mask where need to. >> you can see some people were still hanging out there on the sand, though. all the piers are closed still, as are most beach parking lots. the los angeles county sheriff's department and police they were out there on patrol and they were focusing on beachgoers who were not physical distancing. happening today, santa rosa is set to move homeless people to a site in the northwest part of the city. it's a managed homeless p at-risk homeless people from coronavirus and remain in operation until the county lifts its shelter-at-home order.no re covid-19. marin one of three bay area counties entering phase two reopening today.

three counties in the bay area will allow curbside service starting today. that's marin, san mateo and san francisco and some manufacturing will be allowed to start up, as well. people will not be allowed inside the stores and social distancing is still expected. one shop owner we met said it will be challenging not letting customers come in and browse but he's going to to whatever it takes as he tries to make it during these tough times. >> i think people are going to come. you know, and if they come by and walk by the store and we can do something for them through the door, through the window. that would parking is opening up at some parks. people can get out of the house and go for a hike. the county has said individual towns and cities can enforce stricter rules, though, if they would like to. and they won't be reopening parking lots at places that tend to draw large crowds like mt. tams state park. so, we're still easing into

this, but a new phase starting in three counties today. live in corte madera, amy hollyfield, abc7 news. now abc7 news live desk update. >> at the live desk we're hearing from nike's president as the company is preparing to reopen stores here in the united states. what we know is that nike has already opened all of its stores in south korea and china. and that experience will help them safely open stores here in the u.s. even once stores reopen, customers will have the choice to do contactless shopping through the nike app. >> you can just use our nike app and scan a bar code and, first of all, give you all the information on display. everything you're seeing eon al of the mannequins and then allow you to buy it right there in your size or also allow you to have it sent straight to the fitting room. >> nike says that it cleans its stores every two hours and there will be signs to remind people to keep social distancing.

on your monday morning. i just want to zoom in to the heart of the bay area. we have just some scattered light rain moving through the peninsula and just moving over sfo and working towards the east bay near mu rogaraga and where find them, it is wet out there. like that sfo camera. the runways are wet. right now temperatures mid 50s to lower 60s. that's a little muggy out there thanks to this area of low pressure we have. just spinning right off our coastline bringing those showers into northern california. so, it's been on and off wet weather this morning and get a little bit of a break before we see more rain move in later on today. so, you can go into the afternoon and find scattered showers, some peeks of sunshine here and there and we still have to keep the chance of a shower in the forecast even through this evening. on the storm impact scale, level one light system we have. on and off showers and there is the chance of a possible thunderstorm. in fact, the storm prediction center has placed the entire bay area under a general risk of a thunderstorm popping up today.
