open. good evening. thank you for joining us. >> because of the pandemic our efforts to build a better bay area are focussed on four key areas. the reopening of the county is a key part of the recovery. napa says it's ready to move forward sfwl the table is set. workers are gearing up to open. today napa became the first county to reopen for dine in service and more. previously where the ones that you could do curb side. now you can go into the store. >> after two months, california has approved the county to enter phase 2. businesses need to implement safety guidelines including face coverings and social distancing. napa among the counties with the lowest counties of covid-19. with 92 confirmed cases and three deaths. is napa ready for a potential

influx of cases with the reopening? >> yes. that was a requirement of the variance. that you have to demonstrate that you are prepared if there is a surge. and we exceeded all the basic requirements. >> not everything will reopen. what they are known for the wine tasting and vine yards are not allowed. one of the wine makers says they're eager to enter phase 3. >> it hasn't been easy. it's like everyone, we're kind of all in this together. >> for schools the office of education says they're not ready to open by june 1. right behind napa county is sonoma. they got the preliminary green light. but had to amend the local order. they believe they will be the second to open this week.

>> there were a couple things in dispute. like tasting rooms. they can open but only under the restaurant guidance. >> the napa town and country fair will no go on as planned in august. directors voted to cancel the long running event to avoid mass gatherings during the pandemic. this map shows where each county stands in phase 2. seven counties are green. meaning they started phase 2. contra costa in gold moved into phase 2. santa clara will transition on friday. >> the u.s. justice department is warning governor newsom california restrictions may violate religious freedom. in a letter to the governor the doj says the state current reopening plan is discriminatory because it allows some businesses to reopen but not places of worship.

san francisco woman says she hasn't been out of her apartment for more than two months for fear of contracting the virus. why? the tents full of homeless that rest against her building and the potential threat they pose to her and her family. now she's turned to to the i team for help. >> block after block, tents with homeless are spreading across san francisco into surroundingnb officials counted 400 before the coronavirus pandemic. it's now past 1,100. putting pressure on those bho live in nearby apartments. >> is it a stretch to say you feel like a prisoner in your own home? >> absolutely. i feel 100% like a prisoner. >> she lives with her husband, son and father in this lower building that backs onto an

alley. one large tent within arms reach from their window. that vent leads right into their apartment. they are scared they can get sick. >> we fear we're going to get covid-19. by no fault of our own. >> she has severe asthma. and her father is high risk group. >> the virus is so close. it could be easily brought in. if you open the window you are having anybody who is that close inside your apartment. they are that close. >> they see drug use daily and witness fights. but the threat of fire keeps them up at night. >> twice in recent months tents caught fire sending smoke into the building. and just last night she smelled smoke. it was barbecue grill at the tent below her window. her 11 year-old son worries.

other smaller sidewalk. another option. the city has arranged 3,000 hotel rooms for the homeless. >> you would take a hotel room? if it was offered. >> we want to offer all of these folks housing to get them off the street. to keep them safe from covid-19. to reduce the impacts on local neighbors and neighborhoods. >> one woman staying in the tent tells me she's frustrated after repeatedly trying to get housing from the city. >> i have inquired about it. i have called 311. i have looked it up online. and they keep saying that it's supposed to start. it hasn't started. >> another public official district attorney declined an interview. but e-mailed lisa. telling her to call the police if a crime is committed kp added the city has invested in housing. we did see workers clean streets in the area.

and the city is setting up encampment squares to they can pitch tents at a safe distance. that's not enough. >> after 15 years of living in san francisco. it's where my heart is. i love this place. and it kills me inside to see what is happening. because we do not have city officials stepping up and doing their job. >> people living in the tent say they would move if someone asked. she tells me with all she's seen and heard she's not been out of her apartment in two months. >> the pandemic has put a strain on mental health. the swimmer has become an advocate after his own battles with depression and anxiety. he said being in isolation has made it rough. he leaned on his wife to get him through it. >> for the people struggling, make sure you are opening up and talking about it.
