sun's up here shortly before 6:00 a.m. and find a warmer and brighter afternoon compared to yesterday. low 60s along the coast and around the bay and inland, feel much warmer in the 70s. even warmer weather is coming in for the upcoming holiday weekend. we'll detail that. big news out of the north bay. napa county just got the green light to move further into phase two. that means sit down restaurants, shopping malls and other businesses can now reopen. our effort to build a better bay area focuses on four key things the reopening of the counties is a key part of the bay area recovery. let's go to amy hollyfield with what we can expect today. amy? >> hi, reggie. they just got this approval at 6:00 last night. restaurants can now reopen here in napa county. you can just imagine the food orders restaurant owners are placing right now. the county meets all of the state's requirements to open

early. this is before the rest of the state. wineries and their tasting rooms cannot reopen. county officials have been advocating for them, but they have not gotten permission yet for the wineries. but restaurants can reopen and the county says it is ready to take this step. >> is napa ready for a potential influx of cases with this reopening? >> yes, that was one of the requirements of the adapitation variance, you had to demonstrate you are prepared if there is a surge. and we exceeded all the basic requirements. >> retail can also reopen. there are rules. face masks are required, social number peoplre l in place and a allowed inside. sonoma county will likely be next. they are still working on a few details, but they are close to getting state approval to take this next step. napa kicks us off. first one is ready to go here in

the bay area. live in napa, amy hollyfield, abc7 news. >> thank you, amy. the napa town and county fair, however, will not go on as planned in august. directors of the expo just voted to cancel the long-running event during this pandemic. a mobile testing site in the tenderloin neighborhood. it will operate outside the tenderloin recreation center. officials say online appointments are strongly recommended. the mobile site will conduct hundreds of tests every day and open from 10:00 in the morning to 4:00 in the afternoon through sunday. it will then reopen next thursday and then be open through memorial day. president trump is defending his decision to take a controversial drug, which he thinks can prevent coronavirus. jobina fortson is at the live desk with this. jobina? >> thank you. good morning. president trump is not backing down and defending his choice to

take the drug hydroxychlorquine to prevent covid-19. the drug is commonly used to treat malaria. the fda does not recommend using it outside of a hospital or clinical trial setting because it could lead to heart problems. the president is not experiencing any side effects and also criticized a study that said the drug is not effective for preventing coronavirus saying it is anti-trump. vice president mike pence said he is not taking the drug because his doctor did not recommend it. reggie, i'll send it over to you. all right. thanks, jobina. hundreds of mcdonald's workers are planning to strike over covid-19 protections or the lack there of. one day before the company's annual shareholder meeting. they want to pressure the fast food chain to improve what they are inadequate protection for employees during the pandemic. the strike is being organized by the fight for 15 minimum wage

labor campaign. mcdonald's is calling the strike a publicity stunt by labor organizers. for there first time in weeks, all 50 states have partially reopened as we learned encouraging news bout the likelihood of reinfection, some people believe it is too soon to go back to work. here's careana mitchell. >> while the race for a vaccine continues, it is being met with mixed reaction. across the country, all 50 states finally entering some phase of reopening. in minnesota long lines forming at this dmv. residents anxious to renew their licenses. in hard-hit new york, ultraviolet light now being used to clean subway and buses to speed up the ability to commute to work. authorities spending $1 million on the devices hoping the light will stop the coronavirus in its tracks. even as restrictions are lifted, new protests are erupting.

in connecticut, the final state to begin reopening, salon owners furious after learning they will not be included in today's phase one plan. >> the rug got pulled out from underneath us. >> reporter: in this new jersey, this gym goer arrested and the gym owner arrested for defying lockdown rules. 21 states eased restrictions two weeks ago or earlier and found no major changes in the hospitalization rate or covid-19 deaths. but a new cdc study highlights the risk of reopening tracing a cluster of infections in arkansas to a single church. more than a third of the 92 people who attended got sick. three people died. and in a sign of just how far we've come, the governor of texas saying child care facilities can reopen immediately, setting the stage for the return of summer camp. karina mitchell, abc news, new york. ♪

gear in boxes ready to be unpacked. >> i think i have every face shield known to man. >> reporter: dr. marco says the biggest challenge for her office in san mateo is keeping the current two-week recommendation of protective gear in stock. >> the n95 are still a big challenge. a lot of them are coming out to be fake. >> reporter: san francisco dentists are dealing with some call an even larger issue with a strict city policy. >> if you're coming in for a routine procedure, you will need to be tested for covid three to four days in advance. we need to know you're negative before entering into the office. >> reporter: now excludes emergency procedures, it requires a covid-19 anything inuvl volving aerosol. >> i hope they ease the restrictions on the testing. >> reporter: a dentist in union

transmitte transmitters. >> the hand drying blower is a wonderful machine to spread germs and aerosols and droplets throughout the room. >> experts say possible solutions include making bathrooms touchless. marking off sinks and toilets and removing doors from bathroom entrances and adding covers to toilets. all right. there's some new guidelines for anyone who is thinking about going to a public pool. the cdc says you should wear a face covering when possible, but not in the water because it could be hard for you to breathe and we want you to thrive and stay alive. the agency also recommends limiting the number of people ii distancing and life guards should only be focused on the pool and not focused on whether or not people have masks on. a lot of people have been getting dogs since our shelter-in-place. here's one thing you might not know. apparently dogs also go through a teenage angst period.

our canine companions get pretty stando standoffish during their teen years. dogs were less responsive to their owners at around the age o 8 months old, that includes ignoring you. researchers say at eight months the dogs in the study took longer to respond to a sit request from their caregiver but obviously still knew that sit command because when a stranger asked the dog to do it, well, that's when they quickly responded. i'm curious about a dog who is 14 years old and inches behind me. >> because sometimes i feel like woodstock still ignores you. it depends on what mood he's in. >> it does. i am telling you, kumasi. we went through the whole training with him. i was there when he graduated from school and he knew how to do a lot of things. now, he has forgotten all of it. >> unless he's properly

matt lauer is blasting journalist accusing of misleading reporting detailed accusations of misconduct against the former nbc anchor. >> reporter: in this morning's "good, "gma first look" the journalist bet selling book "catch and kill" which details allegation against lauer. he was fired in 2017 for inappropriate sexual behavior now writing a lengthy op-ed claiming published allegations against him without proper fact checking and verifications. using excerpts from "catch and kill." publicly stated that lauer sexually assaulted her at the 2014 sochi olympicses. >> nbc felt they checked out.

dam burst. look at these pictures from above. heavy rain in the midwest caused the edenville dam to breach. you can see in this video taken yesterday as the flood of water took down trees as it moved down stream. 10,000 people right now in nearby communities have been told to evacuate. over the past 48 hours, parts f michigan saw eight inches of rainfall. that is a lot of rain in a short amount of time and you can see the repercussions of that dam just broke and the flood water moving into nearby towns. everybody stay safe in that area. memorial day weekend back here at home, oh, boy. get ready. we have sunshine. summer-like heat. we'll start that warming trend today and that continues into the upcoming weekend. saturday and sunday, 80s even 90s make a come back and then on the holiday itself on monday. that is summer-like heat. look at the overall pattern next

fight against coronavirus. new study reveals the chance of a recovered patient getting reinfected. we're getting more details on that. >> good morning to you. welcome to wednesday, may 20th. >> of course, you're never more than seven minutes away from the accuweather forecast. here's drew tuma. >> good morning, everybody. talking about warmer weather on the way. live doppler 7 showing you the sweep across the region. it is quiet, we are dry, we will stay dry over the next seven days. bay bridge right now and you can see breaks in the cloud cover and find incrroughout the day. so, the next 12 hours. sun's up here at 5:55 a.m. and starting out in the 50s and that sunshine will get us well into the 70s away from the coast. little bit warmer today compared to yesterday and the warming trend for the week ahead. building a better bay area focused on health, education, changing workplace and the economy. the reopening of local counties is a key part of recovery.

napa county is the first in the bay area to get the okay from the state to move further into phase two. this means dine-in restaurants, retail stores and shopping malls and swap meets can reopen with adaptations immediately. napa county businesses that reopen are required to meet state standards and show customers and employees that the establishment has reduced risk and post signage of their social distancing protocol. sonoma county got the preliminary green light from the governor's office to reopen but amend their local order which officials say will be approved today. sonoma county believes they will be the second county to reopen this week. also this week, we have a better idea of what life might look like after the pandemic in san jose from face masks and dining, rent and digital access. city leaders are moving closer to decisions on all of these topics. abc news reporter julian glover is live with the details. >> hey, good morning, kumasi. this is something that has been up in the air for a while and

now finally getting resolution on it. the city of san jose hoping that outdoor dining and service will be one of the keys to helping local businesses hard hit by the pandemic bounce back. they approved the san jose city county did. san jose el fresco and soon a lot more activity happening outside in san jose. it could help restaurants that could lose the bulk of their seating because of social distancing requirements. after the county health department and state approve restaurants and retailers, they will be allowed to set up additional seating and services in outdoor areas. san jose city council also took sints seit.ovcoverings. >> ent the spread of masks are a great idea. they're required inside, why not require them outside. >> i don't think these masks have really any protection

qualities to them. viruses aren't alive. >> we do know that masks do have some protective qualities to them. facive e ivcoverings are curren required inside within businesses in santa clara county. the san jose county say they will take up the issue, once again, come june 2nd to decide if the face coverings are required while required outside in public. stay tuned for that part of it. reporting live, julian glover, abc7 news. happening today, officials in santa clara county are announcing that free covid-19 testing is available for all residents. the tests will be administered in east san jose as well as at the santa clara county fairgrounds. testing will be operated.ansc conference to make the announcement official. u.s. justice department is warning governor newsom california's restrictions on

churches may violate religious freedoms. the department says the state's current reopening plan is discriminatory because it allows some businesses to reopen and not places of worship. in-person religious services are prohibited during phase two and services are expected to resume during phase three which governor newsom said is just weeks away. scientists are trying to get a better understanding of covid-19 and hopefully give us some better indicators of how a lot of us can get back to work. a new study is looking at whether people who already had coronavirus can be reinfected. jobina fortson is at the live desk with those results. jobina. >> thank you, reggie. researchers in south korea say they believe covid-19 patients cannot be reinfected with the virus. there has been concern over a possible reinfection after hundreds of patients tested positive for a second time. but the south korean cdc says it's likely those cases were testing failures. >> these results are very

encouraging and should be very reassuring to the public that once you get infected with covid-19 it's unlikely that you're going to get infected, again. >> experts warn these are preliminary results. scientists still don't know how long immunity will last and some more positive news here. more people are wearing masks while they're out in public. reggie? sdwr th >> that is encouraging. santa rosa improved a unique next step. the city and catholic charities will run the camp in a parking lot outside the finley community center on west college avenue. every tent is spread apart. the first 12 people moved in on monday and officials expect as many as 85 by next week. >> we're doing it because the city council sees thus s this right thing to do. keep the people safe from this

pandemic. >> restrooms, showers, laundry service, three meals a day. >> half of sonoma county's 3,000 homeless live in santa rosa. some of the people moving to this camp will be coming from the joe rodota trail a two-mile long encampment that has upset neighbors and the people who are living there. a new effort is under way to help struggling farmers and ranchers in california hard hit why this pandemic. many lost sales when restaurants and school lunch programs shut down. so, a major marketing campaign called buy california grown has been launched to support the state's estimated 124,000 growers and ranchers and half million or more farm workers they employ. california grown labels will tell consumers they're buying local. >> over a million millions a day that are normally consumed in restaurants or hotels or school cafeterias completely shut down. >> almost six out of ten farmers surveyed by the california farm bureau said they have lost sales

one person said the street outside the drive-in was blocked off and they couldn't go anywhere. you could certainly see the orange glow as it funnels through right there. no injuries reported here and firefighters have not figured out the cause yet. but we are learning from pg&e that the power should be restored by about 1:00 this afternoon. kumasi? >> thank you, jobina. the san mateo county board of supervisors approved a plan to help residents evacuate during a disaster. the $300,000 plan includes technology to let agencies decide when and where to order evacuations. they would be able to monitor evacuation traffic in realtime and get the information to first responders and to the public right away. >> our major goal here is to cut down the amount of time that it takes from the moment we call for an evacuation to the moment people receive it and that, in turn, saving lives. >> an online tool is set to launch this summer. the shelter-in-place orders led to a dispute between the

oakland a's and its coliseum landlord. the bay area news group is reporting that the team is holding back on a $1.2 million rent payment to the coliseum authority. the a's say they need a better understanding of when the coliseum will be available for its use. major league baseball is on hiatus but governor newsom suggests that pro sports might be back next month. both sides are talking. abc7 news is focusing on the economy to help build a better bay area and as more counties allow curbside pickup, there's hope that the retail industry could get going again. but new numbers show the coronavirus has really had an impact. market research provider euro monitor projects that retail sales will be down more than 6% this year. compare that to what happened during the great recession. retail dropped about 2% in 2009. government data shows clothing sales were down nearly 80% last month. abc7 news spoke with the president of richmond-based

mountain hard wear. he says it's unclear how much curbside pickup will actually help retailers that rely on sales at brick and mortar stores. >> i don't see that changing anything significantly. i don't think consumers even understand what that means or why they would do that versus just buying e-commerce and having it shipped to their house. >> retailers are trying to boost sales with big discounts. people in the industry are talking about holding black friday in july. and it appears it is just too late for pier 1 imports. preparing to close all of its stores. the retailer says it is seeking bankruptcy court approval to begin winding down operations. the company says it will begin liquidation sales once store locations can reopen. there are 17 pier 1 stores in the bay area. the company is still accepting online orders. all right. i want to share a good news story with you this morning. a 67-year-old great-grandmother

now an abc7 news live update. >> cvs' plan to expand new coronavirus testing. three quarters of people believe the u.s. is lacking in adequate testing and this morning on "gma" cvs ceo talked about what the pharmacy chain is doing to make it more accessible. starting tomorrow, cvs will open up 300 more drive-thru testing sites. no word if california is on the list. cvs plans to expand to 1,000 sites by the end of the month. also addressed when we would see stores stocked with hand sanitizer and wipes. >> we'll still experience spot outages for the next several weeks and i believe that it will be another few months before we get back to the in-stock levels that we had pre-cov oorx dirx. >> you hear more of this interview coming up on "gma" right here on 7.
