at a restaurant in napa. the city or the county just got permission at 6:00 last night. this is new. restaurant owners still probably adjusting and planning for this. napa had to meet a list of requirements to be allowed to reopen, including showing that they are prepared to handle a possible surge in covid-19 cases. county supervisors say they exceed all the basic requirements. it's not just restaurants, you can also now go inside a store, you know, those stores that were not originally considered essential businesses. >> previously the ones that you could only do curbside and now you'll be able to go into the store with a certain amount of social distancing and wearing face covering. it's businesses and offices. it's outdoor museums and a variety of sectors. in our case, it also includes the culinary institute of

america. >> but it stops there. it doesn't include wineries and their tasting rooms. they are not allowed to reopen yet. county fl ay officialed advoca them and a big moneymaker here in napa but have not been approved to reopen. schools are allowed to reopen starting june 1st but school admin star administrators say they're not quite ready yet. working on a few details and then they are hoping also to get this state approval. live in napa, amy hollyfield, a a a abc7 news. the county fair will not go on as planned. they just voted to cancel that long-running event. they can't have a mass gathering during this pandemic. happening today, a mobile testing site opens in san francisco's tenderloin neighborhood.

the walk-through pop-up test site will open up outside the tenderloin recreation center. online appointments are strongly recommended. the mobile site will be able to conduct hundreds of tests every day and it will be open from 10:00 a.m. to 4:00 p.m. through sunday and then it will reopen next thursday and be open through memorial day. president trump is defending his decision to take a controversial drug which he thinks can prevent coronavirus. jobina fortson is at the live desk with the details on this. jobina? >> president trump is not backing down. he is defending his choice to take the drug to prevent covid-19. the fda does not recommend using it for coronavirus outside of a hospital or clinical trial setting because it could lead to heart problems. the president says he is not experiencing any side effects. he also criticized a study that said the drug is not effective for preventing coronavirus saying it is anti-trump.

vice president mike pence is not using the drug. he says his doctor did not recommend it. reggie? all right. jobina, thank you. hundreds of mcdonald's workers across 20 cities planning to strike over what they say is lack of covid-19 protections. comes one day before the company's annual shareholder's meeting. they want to improve the fast food chain which are inadequate protections for employees during the pandemic. the strike is being organized by the fight for 15 minimum wage and mcdonald's calls it a publicity stunt by labor organizers. for the first time in weeks all 50 states say they have partially reopened. connecticut the last to do this. salon owners are angry after learning they will not be included in phase one there. long lines formed at the dmv in minnesota with drivers anxious to renew their licenses.

in new york, they're using uv light, you see it flash there, to clean subways and buses so people can commute to work. abc news looked at 21 states that eased restrictions two weeks ago. so far, no major change in the hospitalization rate over in covid-19 deaths. there are new guidelines for anyone who is thinking about going to a public pool. the cdc says you should wear your face coverings when possible, but not in the pool. not in the pool. not in the pool because that could potentially lead to some breathing problems. the agency also recommends limiting the number of people in the common areas and to maintain social distancing. life guards should only be focused on the pool and not worrying about whether or not people have on masks. ♪ let's try not to spread it ♪ wash your hands wash your hands ♪

this. abc7 news reporter julian glover is live with details. julian? >> good morning, kumasi. this is something to be excited about. certainly a step forward for the people of san jose or soon it will be, at least. san jose city leaders unanimously approving san jose al fresco which they hope is a way for businesses to bounce back that were hard hit during the pandemic. it could help customers that can lose the bulk of indoor seating because of mandatory social distancing requirements. once shelter-in-place orders are lifted and the state county and health department approve retailers and restaurants can set up additional seatingngng sidewalks and streets that are closed to cars. >> this is a very modest step to ensuring that hopefully we can all get more people back to work. that is my most important priority is safely getting people back to work so they can earn a paycheck because we've got thousands of families

struggling on the edge right now. >> and some business leaders seem to be eager to try this out here. san jose city council also discussing last night face coverings and whether to require face coverings in the city while in public and interacting with others and how this should be enforced if at all. face coverings we do want to point out are currently required in all businesses in santa clara county. so that superseding any san jose order. but the san jose city council voting last night to take up the issue, once again, in two more weeks on june 2nd and punting the issue whether or not they will be deciding if face coverings are required in public outdoors. we'll have to see what happens there. reporting live this morning, julian glover, abc7 news. >> thank you, julian. happening today, officials in santa clara county will announce that free covid-19 testing is available for all residents. it is located in east san jose and the san jose fairgrounds.

weeks and i believe it will be a few months before we get back to the in-stock levels we had pre-covid. >> you can hear more of this interview coming up on "gma" at 7:00. kumasi, back over to you. >> thanks, jobina. the u.s. justice department is warning governor newsom restrictions on churches may violate religious freedoms. the department says the state's current reopening plan is discriminatory because it allows places to reopen but not places of worship. services are expected to resume during phase three, which governor newsom has said is just weeks away. this could be very good news. a new study out of south korea found people have a low risk of covid-19 reinfection. there has been concern about possible reinfection after hundreds of patients tested positive for a second time. but the south korean cdc says it's likely those cases were testing failures. >> these results are very

encouraging. and should be very reassuring to the public that once you get infected with covid-19, it's unlikely that you're going to get infected, again. >> there is a warning with that. that these are preliminary results and scientists right now don't know how long immunity will last. in the north bay, santa rosa has just approved a unique next step. a new model for homeless shelters to encourage social distancing. the city and catholic charities will run a camp in a parking lot outside the findly community center on west college avenue. every tent is social distanced. the first 12 people moved in on monday. officials expect as many as 85 by next week. this shelter has dryse as llovidine meals a day. getting back to business in wine country. napa county gets the okay to take the next step in phase two reopening. right now we're taking a live look at the big board of the new york stock exchange. we are up this morning about it

you're never more than seven minutes away from your accuweather forecast. >> this is abc7 mornings. >> pretty incredible video out of michigan this morning. a state of emergency is in place as two dams fail. you can see they're putting 10,000 people under mandatory evacuations. this is video from the edenville dam when it burst yesterday. look at the water rushing over the banks. some areas of the state could be under nine feet of water today. a flash flood emergency in parts of the state, as well. this is the aftermath of a slow-moving storm that dumped inches of water on michigan over the past several days. in fact, some areas saw upwards

we will go to a live look at the scene so you can see what is happening at this moment. the fire started at a wrecking yard around 9:30 last night on hillsdale avenue. you can see the movie screen at that nearby drive-in theater and smoke just pouring from the background lit up in that orange glow. one person said the street outside the drive-in theater was blocked and they couldn't go anywhere for quite some time. no injuries reported and the firefighters there have not figured out the exact cause yet. looks like power will be restored to those customers around 1:00 this afternoon. i'll send it over to you, reggie. >> thanks so much, jobina. empty restaurants like these in napa can once again have people in them. napa county, the first in the bay area to get the okay from the state to move further into phase two. because of our pandemic, our effort to build a better bay area focuses on four key areas, health, education, changing workplaces and the economy. the reopening of businesses a key part of the bay area's

economic recovery. so, let's go to napa and abc7 news reporter amy hollyfield showing us how this is working today. hey, amy. >> hi, reggie. everything is not completely back to normal. don't forget your mask and don't forget to socially distance. but, yes, you can eat out in napa. the county just got approval at 6:00 last night. this is brand-new, but the county has been approved to open restaurants. the county meets all of the state's requirements to open early. this is before the rest of the state. now, wineries and their tasting rooms cannot open. county officials have been advocating for them, but they have not gotten permission yet for the wineries. but, restaurants can reopen. the county says it is ready to take this step. >> is napa ready for a potential influx of cases with this reopening? >> yes, that was one of the requirements of the variance was that you had to demonstrate that you are prepared, if there is a surge. and we exceeded all the basic

>> thank you, amy. >> wash your hands, right? >> right, exactly. well, the shelter-in-place orders have led to a dispute between oakland a's and coliseum landlord. reporting that the team is holding back on a $1.2 million rent payment to the coliseum authority. the a's say they need a better understanding of when the coliseum will be available for its use. major league baseball is on hiatus but governor newsom suggests pro sports might be back next month. coliseum officials say both sides are talking. abc7 news is focusing on the economy to help build a better bay area and as more counties start allowing curbside pickup there is hope that the retail industry can get going again. but the new numbers is showing that coronavirus has already really hurt businesses. market research provider euro monitor says that retail will be down 6% this year. you can compare that to the great recession when retail dropped 2% back in 2009. clothing sales were down nearly

pretty quiet start to our day. hour by hour and find increasing sunshine and mid day this is noon. we're into the 60s pretty much in every community and then we'll continue to see those numbers rise. along the bay shorelines come to low 70s and warmest spots inland going into the mid if not upper 70s later on today. let's take a closer look at highs where you live. 66 in the city today and 70 in oakland with afternoon sunshine. 73 for san jose and 77 in santa rosa and antioch to about 78 degrees. watch what happens memorial day weekend. here we go. numbers really taking off going into the 80s in our hottest spots. 80 for san jose and bump up those temperatures on sunday even more. hottest spots going into low 90s and memorial day, even though it's the unofficial start of summer, certainly going to feel like summer. temperatures well above average for this time of year. accuweather plan the next seven days. warm weather and that trend continues into the weekend.
