building a better b area for a safe and secure future. this is a abc7 news. now at 6:00, the university of california announcing they expect to have students on campus and in class for the fall semester, even though many other universities are making plans for virtual learning. good morning, everybody. it is thursday, may 21st. hi, my friends. >> it is going to be warm. >> this weekend for sure. yeah. >> yeah. >> but the next two days really comfortable. little breezy in the afternoon hours. so, if you haven't had that hair cut, you might enjoy those breezes blowing the hair around and keeping you cool. i know my hair gets so thick and it makes me so hot. here is a look at what is going on. pretty quiet right now. the reason i'm showing you the breezes and the cloud cover that is developing along the coast, it is moving over. the winds moving over towards

the east bay. let's take a look from sutro tower. you can see some of the cloud cover slipping through and we're waking up mostly clear inland and partly cloudy around the bay and the coast. temperatures in the low to mid 50s and we'll stay in the 50s at the coast where we will eventually clear out of the clouds because the breezes will pick up. 69 to 73 with that quicker sunshine and the breeze will hold 72 to 78 and 50s and 60s if you're heading out this evening. more on that weekend heat coming up. first, here's reggie. uc schools are moving ahead with their plans for the fall and according to the system's president, it looks like there are going to be classes held in person, at least sometimes. because of the pandemic, our efforts here at abc7 to build a better bay area are focused on four key areas. that includes education. uc's approach is different than another huge university system we have been following recently. amy hollyfield live for us at uc berkeley this morning. amy? >> hi, good morning. yeah, you could still have some

online classes at a uc school. she left the door open for a mixture of online and in-person classes. but she said every campus will be open and offering instruction this fall. uc president janet napolitano is letting each campus decide if they offer any in-person campuses or all online. the campuses would have to meet certain safety standards to prevent the spread of coronavirus. once they get approval that they have met all the standards, they can decide whether to offer only online learning or return some portion of students to campus. and those decisions are expected mid-june. she believes most, if not all campuses in the uc system will operate in this hybrid mode. some in person, some classes online. now, california state university system had already announced they will do all online classes. so, this uc announcement a departure fromhat

this could be a game changer for students still trying to decide what to do this fall. reporting live in berkeley, amy hollyfield, abc7 news. >> thank you, amy. the state superintendent of public schools is going to lead a virtual meeting today with all 1,000 public school districts. while we don't know when california public schools are going to be back in session, we are getting some answers about what those schools might look like. teachers, students and staff will all have to wear masks. class sizes will likely to be smaller to ensure social distancing. constant cleaning will be a reality and state superintendent tony therman says districts will be the ones to decide exactly when they open. and most will be ready to go l august, early september. >> we heard that reopening might mean a blend of styles of educations with some in-class instruction and in some cases, some distance learning. so we're working with school

districts. >> representatives from each school district will also break into smaller groups to discuss how they plan to teach in the fall. on the peninsula, as part of phase two in san mateo county, all childcare facilities including camps can reopen following some safety requirements. among other rules each camp program run for four weeks enough case for a covid-19 to be identified. also children have to be kept in the same group of 12 or less with the same staff member and kids cannot attend more than one program at the same time. the battle between church and state is heating up during this pandemic. more than 1,200 california pastors say they are going to defy governor newsom's orders and hold services on may 31st. >> the church is essential, especially for times like these. >> bishop bob jackson of gospel chuch in oakland said the state doesn't care for people's spiritual needs. he met with alameda county

officials to discuss holding a church service at the end of may and people would stay in their cars in the parking lot to maintain social distancing. health officials say letting churchgoers indoors could spread coronavirus. >> bring a lot of people together. you put them in close quarters and you have a lot of, you know, proximity. i think all of those may bring significant risk of infection. >> the justice department sent a letter to governor newsom telling him not to discriminate against places of worship. in the north bay, sonoma county beaches and parks would stay closed to outsiders for memorial day weekend. but the county's health offense told the press democrat that broader access is expected in the near future. the county first needs to determine if increased access for local residents has impacted covid-19 cases. san francisco's pride celebration will go on next month, but it won't look anything like what organizers originally envision. they're going to plan aviua reng

io it will telace onun8. and wl erfmanc ands aothe formn't ounced yet, but sf pride organizers will do that as the date gets closer. new this morning, some real concern about the covid-19 antibody tests that are already on the market. a joint investigation from abc news and the mayo clinic found that many of them just don't work. jobina fortson with more on that. jobina? >> thank you, reggie. abc news and the mayo clinic looked at different type of antibody tests including fingerprint and blood tests. here's what they found. four out of nine fingerprint tests are not up to medical standards. more sophisticated blood tests that are sent to labs fared better but not by much. >> out of the ten test kits that we looked at, there were four that really had, you know, a plus ratings.

there were a couple that were in the b range and there were three that were definiely in the f range. we wouldn't want to use in the clinical laboratory. >> the mayo clinic recommends anti-body tests that have been authorized by the fda specifically testing for covid-19. out of more than 200 tests on the market, only 12 have the fda's emergency use authorization. experts suggest working with your doctor to pick the best antibody test. reggie and kumasi. >> thank you, jobina. coming up next, the wine industry pushes governor newsom to open tasting rooms. new details about movie and tv productions here in california and how soon your favorite actors could be back on the set. >> i needed to heal and recover myself. >> robin williams' oldest son opening up about the death of his dad and how it impacted his mental health. the three things he says that

welcome back, everyone. new at 6:00, napa valley are allowing tasting rooms to open sooner rather than later. the napa valley vendors arguing that it is safe to eat inside a restaurant, so, if it's safe to eat inside a restaurant, why not safe to go to a tasting room? napa board of supervisors diane dillon agrees. she asked for wineries to be added to phase two. many wineries are on the verge of closing because of the pandemic.

working every day to tell stories to help build a better bay area, that includes mental health. may is mental health awareness month and taking care of ourselves mentally is especially important now during this pandemic. we heard a real ly wonderful interview about overcoming his own mental health challenge. zak williams is on the board of bring change to mind to end the stigma around mental health. also an adviser for inseparable an organization focused on mental health policy and launching a stress and anxiety relief company. ss i experienced when my trauma dad died by suicide. i experienced a serious low point in my life and i felt completely emotionally and physically and experiencing ptsd and self-medicating to the point that i wanted to not feel

peninsula, we go for the mid 70s down to 69 at millbrae and along the coast, low to mid 60s this afternoon. upper 60s in downtown, south san francisco and sausalito. san rafael southward 79 to 80 degrees in the north bay valleys and 73 in oakland. san leandro and castro valley and fremont at 74. little warmer in the east bay, especially where the breezes won't be quite as cool. concord highway 4 to brentwood and trivalley will feel those breezes and upper 70s this afternoon. tonight you can see, temperatures about the same as this morning. so, let's go through my accuweather seven-day forecast. a dry cold front will keep us relatively mild. again tomorrow breezy with sunshine and then look at the warmth pick up as the breezes taper saturday. sunday we're in the 80s and 90s away from the coast and even warmer for monday and tuesday. now breaking news from the abc7 live desk. breaking news at the live desk.

welcome back. 6:24 6:24 on this thursday. more rain in some are a kt the drought in the bay and nothing changed since last week. reggie? >> all right, mike. thank you. twitter is testing a new setting that may give users more control over their tweets. that feature allows you to select who can reply to your tweets. twitter tweeted this video explaining how it works. the idea is you could keep replies only to a certain group, but the aclu is raising a red flag. they issued a statement saying this feature could violate the first amendment if public figures, like members of congress or the president restricted replies. the nba is still planning to restart the season before the end of july. the athletic reports the walt snres alearr th its hotel space

and facilities to host all the teams. the key will be enensuring the league has enough tests to keep everybody safe. the warriors may play five more games in the season and then the playoffs may start. disney is the parent company of abc7. in south bay, san jose airport seeing a massive plunge in the number of travelers. our media partner the bay area news group reports the number of passengers at mu nata san jose was down 60% in march and expects a 95% drop in april. speaking of flying delta is giving us a good look at the future of flying on its aircraft. before every flight it will disinfect planes with a spray that clings to surfaces to kill viruss and bacteria. planes will get a full wipe down before a flight crew does an inspection. >> what we have done today lays the foundation for where we are going to go in the future.

on the verge of making face masks required when you leave your house. but there are concerns this morning about enforcement. breaking economic news this morning. the stock exchange is starting to trade right now. another 2.4 million americans have filed for unemployment. the dow, of course, expected to open down. we are tracking those numbers. and also we need to just get ready for the heat. here's a live look from our east bay hills camera. the warm up starts today and it is lasting all the way through the holiday weekend. >> was it just me or was that dow bell like real loud. >> it was loud, friend. they wanted you to know. >> like i get it. you're open. give me a second. it's 6:30 in the morning. all right. good morning on this thursday, may 21st. so, mike, the warm up is real. like this weekend i saw that you were talking about we're going to be like in the low to mid 70s in san francisco and that's practically a heat wave here.

education, the economy, changing workplaces and the health of our communities. today san jose's police chief will talk about the enforcing of face mask requirements. the city wants to make the guidelines even stronger. julian glover is live with more on this. julian? >> hi, good morning, kumasi. we'll have to see how this one plays out. we expect to hear from police chief eddy garcia today who has been rather outspoken on his department enforcement when it comes to face coverings and specifically a potential more strict order that could come to san jose. on friday santa clara county will join the rest of the counties in moving forward with reopening. this also means that starting friday face masks will be mandatory for people entering indoor or outdoor businesses and while taking public transit. now, san jose city leaders like vice mayor jones are pushing for more strict orders in san jose that would require you to wear masks whenever you leave your home. chief eddy garcia expressing

some opposition during this week's city council meeting. >> we can say they're not going to be enforced and treat it with kid gloves but we're going to get inundated with calls from the community. >> if this order is adopted, the big question is still if it would be, this would cover whenever you left your home and even if you're in common outdoor areas like parks. they're not looking for officers to write tickets, only to educate people. of course, we'll have to see what police chief eddie garcia has to say when he speaks today at 11:00 a.m. he is known to not hold back on his thoughts. san jose city council taking up the vote come june 2nd. still a big if those masks are reir wou gout inr,bc7 news. another new development. late last night solano county became the second to receive permission from the state to

move into stage two of the reopening. schools will reopen later in the summer or fall once the guidance is developed. dine-in shopping malls and swap meets can open immediately with social distancing modifications. napa county was the first bay area county to expand its phase two earlier this week. and other parts of california are defying state orders to reopen faster. jobina fortson is at the live desk on the growing sense of restlessness. jobina? >> thank you, kumasi. yes, leaders in tulare county south of fresno will allow churches and other businesses to reopen under governor newsom's plan. that is not supposed to happen until phase three. tulare is one of the hardest hit counties in the state with more than 1,500 reported infections her stes have also been defying orders. barbers in michigan offered free hair cuts on the state capitol lawn to push for a faster reopening. many of them were not wearing face masks and an illinois state

representative was removed from the chamber after he refused to comply with safety measures. as states continue to reopen, health officials are worried that we will end up having some potential setbacks here and ford temporarily closed plants in chicago and in michigan one day after reopening after three returning workers tested positive for the coronavirus. reggie? >> jobina, thank you. a new free drive-thru testing site is opened in daly city. san mateo county leaders petitioned to use the site. testing will be held weekly on wednesdays and thursdays. county health officials will reach out to individuals who test positive. and we expect to get more details today about the closing of the san francisco institution. th the stud. after 55 years it will not be in its current location. the co-owners say due to a lack

of revenue because of shelt e shelter-at-home orders. it opened as the gay rights movement was growing. the owners plan to give more details about more details for a drag funeral to honor the stud's legacy. according to the "bay area reporter" the owners eventually hope to reopen at a new location. and here's how state senator scott wiener is seeing it. he says, quote, some of my earliest memories of sf nightlife were at the stud. the stud survived hiv. it survived the cost of real estate. it didn't survive covid-19. this is a tragedy. tesla has dropped its lawsuit against alameda county over the fremont plant. the electric car maker sued the county after elon musk criticized shelter-in-place rules that forced tesla to shut down. he threatened to move the plant out of state. he restarted production against health orders and alameda county eventually approved the plan. state regulators will approve pg&e bankruptcy plan today. it involves a $13.5 million

settlement with wildfire victims. pg&e will begin compensating victims in august. 70,000 people have filed for claims. pg&e was found liable for starting a killed 85 people. the utility company is trying to wrap up its bankruptcy next month so it can qualify for a wildfire fund. the money would help cover the cost of future fires. pushing ahead with fall plans. coming up next, what the uc president is envisioning on campuses in just a few months. and you're looking live at te big board this morning. new york stock exchange and we are slightly in positive territory. investors reacting today to another staggering unemployment report. and with so many people out of work right now, you need to get whatever edge you can find when looking for a job. jope jobina has some tips including why you should not call a potential employer. >> i'm interested to hear that because people are like, let me
