tale of two counties. santa clara is officially in phase 2 of reopening. retailers today opened up curb side service because health officials say the curve is flattening. we wonder. did shoppers return and how are the stores doing? good evening. thank you for joining us. >> santa clara the county with the highest number of coronavirus cases is moving into phase 2 of reopening. the last bay area county to do so. now some business and public spaces considered to be low risk can open with modification. we spoke to some who are eager to get back to business. >> i think it's a positive sign. it shows that we have flattened the curve. it doesn't mean that businesses will just open up for curb side pickup and see the same revenue. >> that's why ceo of silicon

will start classes four weeks earlier than usual when it opens in the fall. this means the first day will be july 20. district says it needs lt extra days in case it has to close again and transition to online. >> oakland announced the first day of school will be monday, august 10. superintendent wrote a letter to parents saying she expects resuming classes with distance learning. with plans to start in person classes for some students as soon as it's safe. she's making no prediction about when it maybe. the district formed a team to help plan for the special challenges of the next school year. >> today the governor said we are just days away from announcing a plan to reopen barbershops and salons and churches. all three are part of the phase 3 of the governors reopening plan. while some religious groups are fighting government orders to stay closed, the northern california is islamic counsel announced today they are urging

store. they opened again today in a closed county. a tough decision for the owners. >> we are taking a stand. we don't know what else to do. >> this is video of the police citing him again. for failing to comply candidate health order. to remain closed. he has collected a large stack of tickets. fines total $21,000 and counting. as of this morning. >> every day we don't know if they're going to take him into custody. there's no guarantee. it's unknown. >> it's a non-profit. they reformed exconvicts who operate an 18 month residential recovery program for drug abusers. domestic violence victims and homeless. >> we saw a broken system. and hand outs don't work. we structured it in a way that's self-sustaining. >> there's a conflict. the program is deemed essential. the stores six of them are not.

residents who lost jobs. >> reporter: taken a pay cut are struggling to pay rent. especially in san francisco. we have important tips for anyone seeking a rent reduction. >> san francisco is known for its sky high rent. add covid-19 to the equation -- >> there were so many tears. i was a mess. >> when the pandemic began, she was living with four other women in the richmond district. she still has her pr job. not all of her roommates were as lucky. one took a large pay cut and had to move out. another moved to a different state. and a third moved into a studio on her own. leaving her to split the rent previously by five people. >> we can't get evicted right now. there's a moratorium. but we don't want to live here for free and squat. we want to pay what we can. >> she reached out to the san francisco apartment association.

like many in san francisco she lives in a rent controlled building which limits how much the rent can be increased. >> before it has been historically difficult for a landlord to property manager to offer temporary rent reduction. without permanently reducing rent. >> the association is now encouraging the 3,500 members who own or manage 70,000 rental units in san francisco to offer temporary rent reduction. where they can. >> it's different now. it's a sense of urgency. >> the association is also encouraging landlords to allow tenants to break leases early with no penalty. the rent board recommends tenants communicate the unique situation to a landlord. offer to pay what they can and get any agreement in writing. >> it's helpful to have a specific set of terms. as to how much is the rent. how far and how long.
